AGREEMENT RENEWING AN ALLIANCE
BETWEEN
the Occupational Safety and Health Administration
U.S. Department of Labor,
Region V Appleton, Eau Claire, Madison and Milwaukee Area Offices,
Wisconsin Ready Mix Concrete Association
and
Wisconsin Consultation Program (WisCon)
The Occupational Safety and Health Administration (OSHA) and Wisconsin Ready Mix Concrete
Association (WRMCA) recognize the value of establishing a collaborative relationship to foster safer
and more healthful American workplaces. OSHA and WRMCA hereby renew the Alliance to provide WRMCA
members and others with information, guidance, and access to training resources that will help
protect employees health and safety, particularly in reducing and preventing exposure to slips,
trips, and falls, ergonomic hazards, fleet safety and construction work zone safety. In developing
this Alliance, OSHA and WRMCA agree that the Wisconsin Consultation Program is an integral part of
this effort.
OSHA, WisCon and WRMCA will work together to achieve the following training and initial education
goals designed to meet the needs of the Wisconsin Ready Mix employers:
- Work with OSHA to provide expertise to develop training and education programs for the Ready
Mix industry regarding slips, trips, and falls, ergonomic hazards, fleet safety and construction
work zone safety and to provide expertise in communication such information to employers and
employees in the industry.
OSHA, WisCon and WRMCA will work together to achieve the following outreach
and communication goals:
- Develop and disseminate information at conferences, events, or through print and electronic media.
OSHA and/or WisCon will submit articles for publication in the Association newsletter.
- Speak, exhibit, or appear at OSHA or WRMCA conferences, local meetings, or other Association
events.
- Identify and publicize best practices or effective approaches, as jointly determined by OSHA and
WRMCA.
- WisCon is available to WRMCA members to provide on-site safety & health consultation services.
Alliance members will encourage that participation.
OSHA, WisCon and WRMCA will work together to achieve the following goals related
to promoting the national dialogue on workplace safety and health:
- Raise others' awareness of and demonstrate their own commitment to workplace safety and health
whenever WRMCA leaders address groups.
- Share information or case studies that illustrate the value of safety and health with others in
the industry through outreach by WRMCA, WisCon and OSHA. Where applicable, develop training programs
or brochures to promote implementation of recommendations.
- Convene or participate in forums or stakeholder meetings to accomplish the following:
- Assess progress on achieving the goals of this Alliance;
- Discuss safety and health issues affecting the Ready Mix concrete industry; and
- Help forge innovative solutions that lead to safety and health improvements in the workplace.
- At every OES Committee Meeting (Operations, Environmental
& Safety) a representative of OSHA and
WisCon will be invited to attend.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a dialogue on workplace safety and health. These Alliances have proved to be valuable
tools for both OSHA and its Alliance participants. By entering into an Alliance, OSHA is not
promoting or endorsing any of that party's products or services.
An implementation team, made up of representatives of OSHA; WisCon; and WRMCA, will meet to develop
a plan of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet on a bi-annual basis or as mutually agreed upon to track
and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for three years. The agreement will be reviewed annually in
writing and at the end of the three year term by the implementation team. The agreement may be
renewed at the end of three years with the concurrence of the implementation team. Any of the
signatories may terminate this agreement for any reason at any time, provided they give 30 days
written notice.
This agreement may be modified at any time with the concurrence of all signatory parties.
