AGREEMENT ESTABLISHING AN ALLIANCE
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and the Idaho Transportation Department (ITD) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and ITD hereby renew the Alliance signed on 5 January 2012 with a continued emphasis on employee safety. Specifically, OSHA and the ITD are committed to providing ITD members and others with information, guidance, access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupation Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address workplace safety issues. In renewing this Alliance, OSHA and the ITD recognize that the Idaho Occupational Safety and Health Consultation Program at Boise State University as an integral part of the OSHA national effort.
The alliance between OSHA and ITD will focus on these areas:
- OSHA and ITD will work together to achieve training and education goals:
- Coordinate or provide expertise to develop training and education programs for ITD construction inspectors and ITD contractors in the areas of construction, work zone safety, utility locates, and surveyors working in the right-of-way; this includes sharing and communicating information with employers and employees in the transportation industry
- OSHA and ITD will work together to achieve outreach and communication goals:
- Develop training and education programs to highlight prevention of workplace hazards and develop effective distribution methods (i.e., print and OSHA and ITD websites) to deliver information from these programs to employers, employees, and other stakeholders and organizations in or affected by the transportation industry
- Speak, exhibit, or appear at OSHA or ITD conferences, local meetings or other partnering events
- Share information among OSHA personnel and industry safety and health professionals regarding construction best practices or effective techniques to working safely. Information will be distributed by sharing curricula and training materials, training programs, workshops, seminars, participation in Safety Fests, and lectures developed by both OSHA and ITD
- Promote and encourage construction companies and contractors to use the free services of the Idaho Occupational Safety and Health Consultation Program at Boise State University and pursue participation in OSHA's Construction Partnership Program, and the Safety and Health Achievement Recognition Program (SHARP)
- Work with other stakeholders on specific issues and projects related to construction health and safety as addressed and developed through this alliance program
- Encourage ITD districts and contractors to build relationships with OSHA's Boise Area Office and the Idaho Occupational Safety and Health Consultation Program at Boise State University to address health and safety issues including fall protection, excavations, silica, surveyors and others working in the right-of-way, and protecting workers from public and private sector vehicles and equipment in work zones
- OSHA and ITD will work together to achieve goals related to promoting the national dialogue on workplace safety and health:
- Raise awareness and demonstrate commitment to workplace safety and health when OSHA and ITD leaders address groups on safety and industry related topics
- Develop and disseminate case studies that illustrate the business value of safety and health and publicize results
- Convene or participate in forums, round table discussions, or stakeholder meetings that focus on roadway construction health and safety issues in order to help forge innovative solutions in the workplace or to provide input on workplace safety and health related issues
Representatives of both OSHA and ITD will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of participants. Team members may include representatives of the OSHA Boise Area Office, the Idaho Occupational Safety and Health Consultation program at Boise State University, employees from ITD, and other industry professionals. Team members will meet at least three times per year to share information and to coordinate or promote meetings or activities that further the stated goals of the alliance. Alliances have proven to be valuable tools for both OSHA and its alliance partners. By entering into an alliance with a party, OSHA is not endorsing any of that party's products or services.
This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of either signatory or their designated representative.
