National Maritime Safety Association (NMSA)

Through the OSHA and NMSA Alliance, the organizations will work together to provide the association's members and others in the marine cargo handling industry with information, guidance and access to training resources that will help them protect employees' health and safety. The Alliance will particularly focus on intermodal container lashing issues and marine terminal traffic safety. The Alliance's goals include:

National Lumber and Building Material Dealers Association (NLBMDA)

Through the Alliance, OSHA and NLBMDA will work together and with other interested parties to increase overall safety awareness in the lumber and building materials industry while specifically addressing recordkeeping issues and reducing or preventing forklift accidents and lifting strains. The Alliance will help raise awareness of OSHA's recordkeeping requirements by developing and providing information and training resources for the lumber and building material industry. The Alliance's goals include:

National Institute for Occupational Safety and Health (NIOSH) and National Hearing Conservation Association (NHCA)

Through the OSHA, NIOSH and NHCA Alliance the organizations will work together to provide NHCA members and others, including young workers and small businesses, with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to noise and chemical ototoxic agents. The Alliance's goals include:

National Hearing Conservation Association (NHCA)

The NHCA Alliance focuses on helping to prevent noise-induced hearing loss (NIHL) from exposure to industrial noise and other environmental factors for all workers. OSHA and NHCA will use their expertise to help advance a culture of good hearing health by developing and implementing Hearing Conservation Programs (HCPs) and Hearing Loss Prevention Programs (HLPPs) while sharing best practices and technical knowledge. The goals of the Alliance include:

National Federation of Independent Business (NFIB)

Through the Alliance, OSHA and NFIB will make health and safety information and compliance assistance resources available to all employers, especially small and independent businesses, and communicate the need for the implementation of safety and health management system programs in the workplace. The Occupational Safety and Health Administration (OSHA) and Colorado Health Care Association (CHCA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and CHCA hereby form an Alliance to provide CHCA members and others with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to ergonomic, bloodborne pathogen and slip, trip and fall hazards as well as other safety and health issues in long term care nursing facilities. In developing this Alliance, OSHA and CHCA recognize that OSHA's Consultation Project partners are an integral part of the OSHA national effort.

OSHA and CHCA will work together to achieve the following training and education goals:

  • Work with OSHA to provide expertise to develop training and education programs for manufacturing employers and workers regarding effective safety and health management systems and to provide expertise in communicating such information to employers and employees in the industry.

OSHA and CHCA will work together to achieve the following outreach and communication goals:

  • Provide expertise to develop training and education programs for nursing home employees and to provide expertise in communicating such information to employers and employees in the industry. Training topics may include preventing infection from bloodborne pathogens, slip, trip and fall prevention, workplace violence or other safety and health issues common to the long term care nursing industry,
     
  • Deliver or arrange for the delivery of two webinar courses per year.

OSHA and CHCA will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the CHCA's website) to employers and employees in the industry. OSHA will provide assistance and advice in the development of the "safety" portion of the CHCA website.
     
  • Speak, exhibit, or appear at OSHA's or CHCA's conferences, local meetings, or other events. OSHA CAS's will participate in CHCA safety and health committee meetings on a quarterly basis via the internet.
     
  • Share information among OSHA personnel and industry safety and health professionals regarding CHCA member best practices or effective approaches and publicize results through outreach by CHCA and through OSHA- or CHCA-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
     
  • Promote and encourage CHCA's members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and the Safety and Health Achievement Recognition Program.

OSHA and CHCA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever CHCA leaders address groups.

 

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. Team members will include representatives from CHCA, RTW, Arthur J. Gallagher Risk Management Services and the Compliance Assistance Specialists from the Denver and Englewood Area OSHA offices. They will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.

      Promoting the National Dialogue on Workplace Safety and Health

      • Events
        Multiple training events focused on communicating enforcement issues related to OSHA’s emphasis for the Long Term Care Industry. Specifically the CHCA assisted in distributing information about OSHA’s increased emphasis on healthcare. Members were provided copies of the June 25, 2015 memorandum titled Inspection Guidelines for Inpatient Healthcare Settings that focuses on placing emphasis on musculoskeletal disorders, bloodborne pathogens, workplace violence, tuberculosis and slips, trips and falls in healthcare facilities.

      • The DAO provided information on the Regional Emphasis Program (REP) covering Workplace Violence at Residential Intellectual and Development Disability Facilities. Additionally, OSHA has provided training and access to copies of the OSHA Directive: Enforcement Procedures and Scheduling for Occupational Exposure to Workplace Violence CPL 02-01-058. Appendix A of the document provides abatement assistance to enhance a healthcare facility workplace violence program. Specific sections of the directive were covered with the CHCA.

      • The CHCA supported OSHA’s Safe and Sound Week by encouraging members of the CHCA to enhance and focus on safety and health program management during the Safe and Sound Week.

      • OSHA information regarding the Zika virus was provided to the CHA which created a resource on their website.

      • As a result of working on safety and health in healthcare through the alliance the DAO was requested in April to provide a speaker to the national meeting of the Association of Occupational Health Professionals in Healthcare. The topic that will be covered is OSHA’s experience in healthcare as a result of the June 15, 2105 healthcare memo.

      • This organization also represents the assisted living industry and is members of the national associations American Health Care Association and National Center for Assisted Living.

  3. Results

    The alliance raises the awareness level of CHCA members throughout the state of Colorado about OSHA enforcement activity and major hazards in the long term health care industry, as well as compliance assistance resources available at the OSHA area offices. Particular emphasis this year has been placed on communicating information about enforcement and expectations related to OSHA’s emphasis for the Long Term Care industry. Additionally, during enforcement inspections in the nursing home industry in Colorado, OSHA has observed a consistent level of compliance with the standards.

  4. Upcoming Milestones

    OSHA and the CHCA have numerous joint events already planned for the remainder of 2017 and 2018. The CHCA invited OSHA to participate in the annual meeting in September 2017 which is an excellent opportunity to provide focused safety and health information to the nursing home industry in Colorado. Because healthcare is a focus of OSHA enhanced outreach will be conducted. Additionally, the parties will focus outside the metro area for future outreach. The alliance expires in September 2017 and the parties agree and intend to renew the agreement.

To that end, OSHA and CHCA hereby renew the Alliance signed September 18th, 2008 with a continued emphasis on long term care safety and health issues.   • To encourage worker participation in workplace safety and health by including workers as members of the alliance implementation team and other planning committees as they are formed; and, providing training and increased access to safety and health information.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for CHCA members and to communicate such information to constituent employers and workers. Training topics may include resident handling hazards, slip, trip and fall prevention, workplace violence issues, OSHA recordkeeping, electrical safety and safe work practices and/or other safety and health issues common to the long term care nursing industry.
  • To deliver or arrange for the delivery of at least four training events per year. Training may be delivered via webinar, appearances at CHCA conferences or other CHCA or OSHA events.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the CHCA and Gallagher web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or CHCA conferences, local meetings, or other events. Specifically, OSHA will attend the monthly meetings of the CHCA safety/work comp committee and will participate in the semi-annual CHCA conferences.
  • To share information among OSHA personnel and industry safety and health professionals regarding CHCA good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

The Bismarck Area Office of the Occupational Safety and Health Administration and the Coalition of Trench Training Partners recognize the value of establishing a collaborative relationship to foster safer and more healthful North Dakotan workplaces. The Coalition hereby forms an Alliance, to provide North Dakota's employers and workers with information, guidance and training resources that will assist them in implementing a robust systems approach to advancing the health and safety of employees within trenching and excavating in the construction industry and the energy services industry. The overarching goal of this Alliance is to reduce the number of occupational exposures to physical and chemical hazards, which can result in injuries and fatalities. This agreement provides a framework and objectives for the Alliance's Activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

The Coalition members will work together to achieve the following outreach and communication goals:

  • Collaborate to develop and communicate training and education programs for the construction industry and the energy services industry that meets or exceeds the requirements for trenching and excavating in 29 CFR 1926 Subpart P.
  • Collaborate to provide continual awareness to its members through presentations and printed media on the hazards associated with trenching and excavations.
  • Collaborate with other governmental agencies and private entities to facilitate occupational and environmental health and safety presentations, training and resources at quarterly organizational meetings specifically related to trenching.

The Coalition members will provide feedback to OSHA quarterly on this partnerships effectiveness by:

  • Identifying the total number of employers they have trained and the total number of employees affected by their training.
  • Identifying the number of employees that have been trained as competent persons for trenching and excavating.
  • Identifying the number of onsite inspections/monitoring's their organization have conducted regarding trenching and excavating and the most prevalent hazards identified. Company names will not be provided to OSHA, to ensure employer confidentiality.

OSHA will support the Coalitions efforts by providing the following as requested:

  • Providing specific training to inspectors and auditors on how to identify trenching hazards.
  • Provide outreach activities and presentations to these organizations relating to trenching and excavating.
  • Assist in providing information for the development of training materials, hazard warnings, and safety alerts for coalition members.
  • Coordinate for quarterly meetings to monitoring overall alliance progress.

The Alliance provides parties an opportunity to participate in a voluntary cooperative relationship with OSHA Bismarck for the purposes of training and education, outreach and communication, and promoting a dialogue on workplace safety and health.

The Alliance has proved to be a valuable tool for both OSHA and its participants. By entering into an Alliance, The Coalition does not endorse any of the participant's products or services, nor does The Coalition enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of each organization will meet and develop a work plan, and identify the roles and responsibilities of the participants. The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Denver Area Office and Mountain States Energy Alliance continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and Mountain States Energy Alliance hereby renew the Alliance signed August 29, 2013, with a continued emphasis on reducing exposure to hazards in the oil and gas industry. Specifically, both organizations are committed to providing Mountain States Energy Alliance members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address fall hazards and hazards related to being struck by or caught in equipment and machinery used in the oil and gas well servicing industry as well as driving safety, heat related illness issues and chemical safety, including hazards related to airborne silica and exposure to hydrocarbons.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

  • To share information on OSHA’s National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on oil and gas safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by attending quarterly safety and health implementation committee meetings and training opportunities generated through the alliance.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for Mountain States Energy Alliance members, including front line employees, regarding safety and health hazards related to oil and gas well servicing operations, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for Mountain States Energy Alliance members, including front line employees, to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers, and to communicate such information to workers and employers.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information to employers and workers in the industry.
