      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and Dow's Web sites) to employers and employees in the industry.

      OSHA and Dow Alliance Web Page

      OSHA continues to update the OSHA and The Dow Chemical Company Alliance Web page on the Agency's Web site. The Web page features links to the Alliance agreements and related documents, information on activities and events, and milestones and successes. During the evaluation period, the Web page was updated to include information about the Alliance's renewal and the "Motor Carrier Safety Case Study: A Collaborative Approach to Reducing Motor Carrier Incidents," a product that was developed through the Alliance agreement.

      Print and Electronic Media

      Articles on the OSHA and Dow Alliance, products developed through it, and the agreement's renewal, have appeared in print and online publications, such as the Bureau of National Affairs Occupational Safety and Health Reporter. For more information on the articles, please see the Alliance Program Reach table.

      • Share information among OSHA personnel and industry safety and health professionals regarding Dow's best practices or effective approaches and publicize results through outreach by Dow and through OSHA- or Dow-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      ORC Worldwide's Occupational Safety and Health Workgroup Meeting, Washington DC, August 10, 2006

      On August 10, 2006, Mark Spence, Manager, Health & Safety Regulatory Affairs, The Dow Chemical Company, gave an update on the OSHA and The Dow Chemical Company Alliance to ORC Worldwide's Occupational Safety and Health Workgroup.

      Automotive Industry Action Group (AIAG) meeting, Southfield, Michigan, October 18, 2006

      On October 18, 2006, Mark Spence, Manager, Health & Safety Regulatory Affairs, The Dow Chemical Company, gave a presentation regarding the OSHA and The Dow Chemical Company Alliance to AIAG's personnel at its office in Southfield, Michigan.

      • Work with other Alliance participants on specific issues and projects on ergonomics and PSM that are addressed and developed through the Alliance Program.

      Center for Chemical Process Safety (CCPS) Technical Steering Committee Meeting, Houston, Texas, January 13, 2006

      On January 13, 2006, the "Managing Chemical Reactivity Hazards: a Workshop for Non-Chemists" course was given in conjunction with the CCPS Technical Steering Committee Meeting. The Dow Chemical Company, helped to develop the workshop with the OSHA and Chemical Reactivity Hazards Management (CHRM) Alliance. The National Federation of Independent Business (NFIB), another Alliance Program participant, helped to promote the workshop. The course was designed for small chemical manufacturers, warehouse facilities, distributors and batch processors. It provided information on chemical reactivity hazards and strategies and tools for identifying and preventing reactivity accidents at manufacturing facilities.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

      "Motor Carrier Safety Case Study: A Collaborative Approach to Reducing Motor Carrier Incidents"

      Through the Alliance Program, Dow worked with OSHA to develop a motor carrier case study, "Motor Carrier Safety Case Study: A Collaborative Approach to Reducing Motor Carrier Incidents" which was posted on OSHA's Web site in March 2006. The motor carrier safety case study describes how The Dow Chemical Company worked with one of its motor carriers, Transport Service Company (TSC), to successfully implement a new behavior-based safety program to reduce TSC's rear-end collisions. The case study has been added to a number of OSHA's Web pages, including the OSHA and The Dow Chemical Company Alliance page, Compliance Assistance page and Motor Vehicle Safety and Health Topics page.

      • Convene or participate in forums, round table discussions, or stakeholder meetings on ergonomics and PSM issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      Alliance Program Hazard Communication Roundtable: Promoting the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) Workgroup, Washington, DC October 25, 2006

      On October 25, 2006, Mark Spence, Manager, Health & Safety Regulatory Affairs, The Dow Chemical Company, participated in the Alliance Program Hazardous Communication Roundtable's Promoting the GHS Workgroup meeting. In support of OSHA's plans to adopt the GHS as part of its Hazard Communication Standard, the Workgroup identified the need for several compliance assistance products to explain the benefits of the GHS and why OSHA is adopting it, including a frequently asked questions (FAQ) document providing a basic explanation of the GHS' provisions, a side-by-side comparison of OSHA's existing hazard communication standard (HCS) and the GHS, and examples comparing labels and material safety data sheets prepared under OSHA's current standard with some prepared folllowing the GHS.

    2. Executive Summary

      During the 2006-2007 evaluation period, OSHA and Dow worked together to further enhance a culture of prevention while sharing proven practices and technical knowledge in the areas of, but not limited to, PSM and ergonomics. Through the Alliance Program, OSHA and The Dow Chemical Company developed several compliance assistance resources and promoted the OSHA and The Dow Chemical Company Alliance. For example, the OSHA and Dow Web page on the Agency's Web site provides links to the Alliance agreements, related documents, activities and events, and milestones and successes. In addition, representatives from Dow serve as members of a number of OSHA's Safety and Health Topics pages editorial boards, including Ammonia Refrigeration, Chemical Reactivity, and Process Safety Management. Dow representatives also are members of the editorial board for OSHA's Ammonia Refrigeration eTool which is a product of the Alliance.

      As part of the OSHA and The Dow Chemical Company Alliance's outreach efforts, Mark Spence, Manager, Health & Safety Regulatory Affairs, The Dow Chemical Company, gave an update on the OSHA and The Dow Chemical Company Alliance to ORC Worldwide's Occupational Safety and Health Workgroup on August 16, 2006 in Washington, DC. He also gave a presentation regarding the OSHA and The Dow Chemical Company Alliance to AIAG personnel at AIAG's office on October 18, 2006 in Southfield, MI.

      The OSHA and The Dow Chemical Company Alliance also developed a motor carrier case study, "Motor Carrier Safety Case Study: A Collaborative Approach to Reducing Motor Carrier Incidents" which was posted on OSHA's Web site in March 2006.   4. Upcoming Milestones

    During the Alliance's next year, OSHA and Dow will continue to promote awareness of the Alliance Program and workplace safety and health issues, including ergonomics and process safety management. The Alliance implementation team members will continue to maintain and update the OSHA and The Dow Chemical Company Alliance Web page on the Agency's Web site. In addition, Dow representatives will review and provide OSHA with information for the Agency's Ammonia Refrigeration eTool and a number of Safety and Health Topics pages, including Chemical Reactivity Hazards Safety and Health Topics page, Isocyanates Safety and Health Topics page, and Process Safety Management Safety and Health Topics page.

    OSHA and Dow will also work together to develop a case study on contractor employee safety. The study will demonstrate instances where Dow worked with a contractor to implement or improve the contractor's safety program. The study is expected to detail what safety policy was implemented or improved and the resulting success measured by reductions in the accident rate. In addition, OSHA and Dow will also work together to develop a case study regarding Dow's experience implementing heat stress programs. Also, the OSHA and The Dow Chemical Company Alliance will develop a short slide presentation for use with the ergonomics, motor vehicle and fleet safety case studies. The slides will be available on OSHA's Web site for speakers who want to discuss Dow's case studies in a presentation.

    Finally, the OSHA and The Dow Chemical Company Alliance implementation team will identify OSHA and Regional and Area Offices that would like to attend the OSHA and The Dow Chemical Company Alliance workshop, "OSHA's Process Safety Management (PSM) Standard: The Dow Approach." The workshop discusses the various aspects of the PSM standard and how Dow addresses them.

    Overview

    The OSHA and American Red Cross Alliance focuses on preparing employers and employees, including the American Red Cross employees, to respond to disasters, life threatening injuries and emergencies. Through the Alliance, the organizations are providing information, guidance, and access to training resources on safety and health topics including emergency preparedness, disease prevention and first aid in the workplace. These efforts include a focus on individuals with Limited English Proficiency (LEP) and youth workers.

    Due to the natural disasters and their severity in 2005 the Alliance Implementation Team only held two formal meetings and the American Red Cross' focus on these activities. However, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

      • Work with OSHA to provide expertise to deliver training and education materials on emergency preparedness, disease prevention and first aid issues in a language suited for the target audience and to provide expertise in communicating such information to employers and employees in the industry.

         

        The OSHA and American Red Cross Alliance Implementation Team has not started work on programs or projects to address this goal.

      The American Red Cross implementation team members reviewed and provided comments on OSHA's Best Practices Guide: Fundamentals of a Workplace First Aid Program in January 2005.

      On May 27, 2005, Alan Traenkner, Director of Voluntary Programs and Outreach, Region IX, USDOL-OSHA gave a presentation to over 100 attendees on OSHA's Alliance Program and the OSHA and American Red Cross Alliance during the American Red Cross 2005 National Convention in San Francisco, California.

      American Red Cross 2006 National Convention, May 12-14, 2006, Washington Convention Center, Washington, D.C.

      During the American Red Cross 2006 National Convention, OSHA representatives staffed an Alliance Program exhibit booth. OSHA representatives distributed over 1,300 OSHA information products, including the Alliance and On-site Consultation Program Fact Sheets, heat and cold stress Quick Cards, posters in English and Spanish and the agency's publication, Inside the Green Line to conference attendees.

      American Red Cross Web Site

      The American Red Cross posted information and a link on its Web site to the 1st Annual Emergency Preparedness Conference: Defending Your Front Lines, October 5-6, 2005 in Washington, D.C. The conference was co-sponsored by OSHA and the Joint Commission for Accreditation of Health Care Organizations (JCAHO)/Joint Commission Resources (JCA), another Alliance Program participant.

      Print and Electronic Media

      Articles on the OSHA and American Red Cross Alliance appeared in print and online publications, including BNA Occupational Safety and Health Reporter, and OSHA's and American Red Cross New Releases, and QuickTakes. For more information on the articles and news releases please see the Alliance Program Reach table.

      • Work with other Alliance participants on specific issues to increase emergency preparedness and disease prevention education to the workplace and also increase first aid information to individuals with LEP and youth workers.

         

        The OSHA and American Red Cross Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Encourage American Red Cross chapters to build relationships with OSHA's Regional and Area Offices to increase emergency preparedness and disease prevention education to workplaces and increase first aid information to LEP and youth workers.

      Events

      American Red Cross Workplace Seminars

      OSHA representatives have provided presentations in locations throughout the United States, including California, Florida, New Mexico, and New York, at American Red Cross Chapter Workplace Seminars. The seminars are given to local community businesses, both large and small, and focus on providing workplace safety and health information. OSHA's presentations have focused on providing information and guidance on the Agency's regulations and standards.       Promoting the National Dialogue Goals

      • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever American Red Cross and OSHA leaders address workplace and business groups.

      American Red Cross North East Service Area Conference, April 12, 2006, Syracuse, New York

      On April 12, 2006, Ms. Jean Erdtmann, Director, Program Management and Field Support, American Red Cross gave an update on the OSHA and American Red Cross Alliance to over 80 attendees during the American Red Cross North East Service Area Conference, April 12, 2006.

      • Convene or participate in forums, round table discussions, or stakeholder meetings to discuss emergency preparedness, first aid, and disease prevention issues in the workplace.

      Products

      First Aid Advisory Taskforce

      Dr. Donald Wright, Director, Office of Occupational Medicine, Directorate of Science, Technology and medicine, USDOL-OSHA is serving on the American Red Cross and American Heart Association's First Aid Advisory Taskforce. He reviewed and provided feedback on the 2005 Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillators (AED) and Emergency Cardiovascular Care (ECC) Guidelines.

      Regional Alliances

      The Association's chapters are continuing to recognize the value of working together with OSHA through the Alliance Program. Region V, Peoria, Illinois Area Office and the American Red Cross, Central Illinois Chapter signed an Alliance on December 27, 2004. The American Red Cross is continuing to encourage its Chapters to form Regional and Area Office Alliances. In addition, OSHA and American Red Cross representatives are providing local businesses and others with information, guidance, and access to training resources that will help them protect employees' health and safety particularly in reducing and preventing exposure to falls, amputations, ergonomic chemical and electrical hazards and other physical hazards and addressing effective safety and health program issues.

    2. Executive Summary

      Through the Alliance Program, OSHA and the American Red Cross are working together to prepare employers and employees, including American Red Cross employees on how to respond to disasters, life threatening injuries and emergencies. In addition, OSHA representatives are providing information on the Agency's regulations and standards at local American Red Cross Chapters' Workplace Education Seminars throughout the United States

      The OSHA and American Red Cross Alliance Web page features links to the Alliance agreement, news releases, activities and events and milestones and successes. Additionally, through the Alliance, American Red Cross Implementation Team members reviewed and provided feedback on OSHA's Best Practices Guide: Fundamentals of a Workplace First Aid Program.

      Further, OSHA representative, Donald Wright, Director, Office of Occupational Medicine serves on the American Red Cross and American Heart Association's First Aid Advisory Taskforce that updates CPR/AED and emergency cardiovascular care guidelines every five years. In addition, the American Red Cross is encouraging its Chapters to form Regional and Area Office Alliances.

      Finally, OSHA and the American Red Cross promoted the Alliance and the agency's cooperative programs and compliance assistance resources through speaking and exhibiting opportunities including the 2005 and 2006 American Red Cross National Conventions in California and Washington D.C.

  4. Upcoming Milestones

    In the upcoming year, the OSHA and the American Red Cross Alliance will continue to provide information, guidance, and access to training resources on safety and health topics including emergency preparedness, disease prevention and first aid in the workplace. OSHA will also maintain and update the OSHA and American Red Cross Alliance Web page on OSHA's Web site. In addition, the American Red Cross is developing an Alliance page for its Web site that it expects to post in late January 2007.

    Representatives from the OSHA and the Alliance implementation team will also continue to promote the Alliance through presentations and exhibits at meetings and conferences such as the American Red Cross 2007 National Convention. In addition, the Alliance is developing a free-of-charge Webcast on OSHA's Best Practices Guide: Fundamentals of a Workplace First Aid Program. Dr. Donald Wright and Ms. Dionne Williams, Team Leader, Office of Health Enforcement, Directorate of Enforcement Programs and Ms. Erdtmann will participate on the Web cast. The American Red Cross will also join with other Alliance Program participants in supporting the 2007 North American Occupational Safety and Health (NAOSH) Week, May 6-12, 2007. The week is sponsored by the American Society of Safety Engineers, another Alliance Program participant.

    The Alliance will also focus on developing compliance assistance resources for LEP and youth worker, including developing fact sheets for life guarding, delivery services, fast food production and landscaping. The American Red Cross will also begin serving on a number of OSHA's Safety and Health Topics pages editorial boards and provide expertise on occupational safety and health issues.

    Finally, OSHA, and the American Red Cross will co-sponsor the 2nd Annual Emergency Preparedness Conference: Disaster Readiness on the Home Front, October 19-20, 2006 in Washington, D.C. and continue to speak at the American Red Cross Workplace Education Seminars and form Regional Alliances.

    Brett Besser, Ergonomics Coordinator, SLTC, Directorate of Science Technology and Medicine, USDOL-OSHA provided AF&PA and PPSA with input during the organizations' development of the virtual seminar, "Managing Your Ergonomics Process in Converting Operations – Recipe for Success." The seminar was presented for the first time March 14, 2006.

    • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the SCHC's Web sites) to employers and employees in the Covered industries.

    After the Alliance was signed, AF&PA developed a Web page about the OSHA and AF&PA/PPSA Alliance on its Web site. In addition, PPSA's Web site includes a news release about the OSHA and AF&PA/PPSA Alliance.

    PPSA Annual Safety and Health Conference, Orlando, Florida, June 12-14, 2006

    On June 13, 2006, Chris Weber, Safety Manager, Temple-Inland and an Alliance implementation team member, gave a presentation about the OSHA and AF&PA/PPSA Alliance to 40 attendees at the PPSA Annual Safety and Health Conference in Orlando, Florida. PPSA also distributed the OSHA and AF&PA/PPSA Alliance Activities Summary and OSHA publications and compliance assistance resources.

    On October 26, 2006, Assistant Secretary Edwin G. Foulke, Jr., USDOL-OSHA, made a presentation about OSHA's policies and programs, including the OSHA and AF&PA/PPSA Alliance, to AF&PA's Safety and Health Group in Washington, DC.
     
    • Share information among OSHA personnel and industry safety and health professionals regarding AF&PA's and PPSA's effective approaches (e.g., success stories) and publicize results through outreach by AF&PA and PPSA and through OSHA-developed, AF&PA-developed and PPSA-developed materials, training programs, workshops, seminars and lectures.

    As a result of the Alliance, Alan Angle, Compliance Safety and Health Officer, Region V, Madison, Wisconsin Area Office, USDOL-OSHA, attended PPSA's ergonomics seminar, "Practical Ergonomics Training for Printing and Converting Operations in the Pulp and Paper Industry," November 2-3, 2006 in Indianapolis, Indiana.

    The OSHA and AF&PA/PPSA Alliance developed the following ergonomics success stories for the pulp and paper industries, which were posted in October 2006 on OSHA's Web site on the Ergonomics Safety and Health Topics page and linked to from the OSHA and AF&PA/PPSA Alliance Web page:
     
    • "Success with Ergonomics: Hand Truck," describes a box plant company's modification of a hand truck to facilitate transport of cutting dies and reduce employee complaints of discomfort.
    • "Success with Ergonomics: Rotary Die Cut Stacker," describes a container board packaging company's improvements to its process for stacking and palletizing bundles of flat corrugated boxes formed by a rotary die stacker, which include modifying or eliminating manual tasks and providing additional training.
    • "Success with Ergonomics: Manual Chain and Hoist Lift," describes a company's use of a manual chain and hoist lift to facilitate removing and replacing liquid propane fuel tanks from its lift trucks.

    During the 2005-2006 reporting period, OSHA, AF&PA and PPSA worked together to provide the members of the organizations and others in the forest, pulp, paper, and paper-converting industries with information, guidance, and access to training resources and address workplace ergonomics issues. Through the Alliance Program, OSHA, AF&PA and PPSA developed several resources with information about the Alliance and ergonomics. The OSHA and AF&PA/PPSA Alliance Web page on OSHA's Web site provides links to the Alliance agreement, related documents and activities and events. In addition, AF&PA developed a Web page on its Web site with information about the Alliance and links to OSHA's Web site. PPSA's Web site includes a news release about the OSHA and AF&PA/PPSA Alliance. Representatives from AF&PA and PPSA are also serving as members of OSHA's Control of Hazardous Energy (Lockout/Tagout), Machine Guarding and Sawmills Safety and Health Topics pages' editorial boards.

IV. Upcoming Milestones

In the upcoming year, OSHA, AF&PA and PPSA will continue to promote awareness of the Alliance Program and workplace safety and health, particularly ergonomics, to the organizations' members and other in the pulp and paper industry. The Alliance implementation team members will also continue to maintain and update the OSHA and AF&PA/PPSA Alliance Web page on OSHA's Web site and AF&PA's and PPSA's Alliance-related Web pages. In addition, AF&PA and PPSA representatives will review and provide information to update OSHA's Control of Hazardous Energy (Lockout/Tagout), Machine Guarding and Sawmills Safety and Health Topics page through their participation on the tools' editorial boards. AF&PA will also work with other Alliance Program participants to provide input into the development of OSHA's draft Powered Industrial Truck eTool and PPSA may provide a member to participate on the Pulp, Paper, and Paperboard Mills Safety and Health Topics page's editorial board.

The OSHA and AF&PA/PPSA Alliance will also develop additional ergonomics success stories for the pulp and paper industry. In addition, representatives from OSHA, AF&PA and PPSA will continue to promote the Alliance and ergonomics-related projects through speeches and exhibits at meetings such as PPSA's Annual Safety and Health Conference.

  4. Upcoming Milestones

    In the upcoming year, the OSHA and Roadway Work Zone Safety and Health Partners will continue to grow, and the Alliance Implementation Team will undertake activities and projects in an effort to meet the goals of the agreement. For example, the Alliance will work to develop outreach products and materials, including case studies focusing on worker fatalities in highway work zones.

    The Alliance will support OSHA's national outreach campaigns/initiatives focusing on the prevention of falls in construction, including conducting stand-down events during the annual National Safety Stand-Down Week; and the prevention of heat illness in outdoor workers. The Alliance will also support and promote National Work Zone Safety Awareness Week, April 3-7, 2017.

    The Alliance will actively participate in the OSHA Alliance Program Construction Roundtable to discuss a number of construction-related safety and health issues, including silica, safety and health management systems, and the prevention of falls. The Roundtable will also work with CPWR (and others) to address how to better effectively reach small construction contractors, and possibly noise-related hazards within the construction industry. OSHA staff will also deliver Agency updates at a number of safety and conferences, including the AGC Safety and Health Conference, July 19-21, 2017, in Denver, Colorado.

    The Alliance will also deliver educational overview training for OSHA national office staff focusing on a number of construction-related emerging issues and trends, including the use of new technologies to help keep workers safe in the construction industry.

    Finally, the Alliance will continue to promote the activities and outreach products developed by OSHA and the Alliance through the Roadway Work Zone Safety Information Clearinghouse Website, which is linked to from the OSHA and Roadway Work Zone Safety and Health Partners Webpage on the OSHA Website.

The Graphic Arts Coalition (GAC) is comprised of the four following associations:

    Printing Industry Safety and Health Topics Page

    The OSHA and GAC Alliance is continuing to maintain OSHA's Printing Industry Safety and Health Topics Page as a product of the Alliance. The page provides numerous resources with information relevant to the flexography, gravure, lithography and screen printing segments of the printing industry. The following members of the OSHA and GAC Alliance serve on its editorial board and provide an ongoing review of the topics page:

    Ergonomics in the Printing Industry eTool

    The Alliance implementation team members provided input into the development of OSHA's Ergonomics in the Printing Industry eTool – Lithography Module, launched on March 14, 2006. The Lithography Module describes possible hazards and potential solutions found in the lithographic printing process addressing prepress, press and postpress activities. The Alliance implementation is providing input into the development of draft modules on Flexography and Screen Printing for the eTool.

    OSHA and GAC Alliance Web page

    OSHA maintains an OSHA and GAC Alliance Web page on the Agency's Web site. The Web page includes links to the OSHA and GAC Alliance agreement and renewal agreement, news releases, annual reports, and milestones and successes. The OSHA and GAC Alliance Web page also links to OSHA's Printing Industry Safety and Health Topics page, industry conferences, articles and other resources. During the reporting period, information about speeches and exhibits and a link to OSHA's Ergonomics in the Printing Industry eTool – Lithography Module were added to the OSHA and GAC Alliance Web page. For information on the number of visits to the OSHA and GAC Alliance Web page, please see the Alliance Program Reach table.

    PIA/GATF's Alliance-related Web page

    PIA/GATF maintains an Alliance-related Web page on the association's Web site. It includes information about the OSHA and GAC Alliance, links to OSHA's Web site, OSHA-developed articles and other safety and health information.

    Print and Electronic Media

    Articles about the OSHA and GAC Alliance have appeared in a number of print and online publications, including: Occupational Hazards Magazine, FLEXO Magazine, FTA's EHS Direct eNewsletter, GATF World, as well as OSHA's News Releases, QuickTakes and Alliance Quarterly Review. In addition, Gary Jones, Manager, Environmental, Health and Safety Affairs, PIA/GATF wrote and published an article, "OSHA's Ergonomics Alliance – a Success Story for Printers," in the February 2006 issue of GATF World. Doreen Monteleone, Director of Membership & EHS Services, FTA published a version of the article, "Printers Team with OSHA for Safety," in the March 2006 issue of FLEXO Magazine.     On March 28, 2006, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, made a presentation on OSHA's Ergonomics in the Printing Industry eTool during the conference's "Practical Ergonomics" breakout session at the 2006 National Environmental Health and Safety Conference '06 for the Graphic Communications Industries in Indianapolis, Indiana. In addition, he staffed an OSHA and GAC Alliance booth. Both Gary Jones and Rick Hartwig also provided discussions about the OSHA and GAC Alliance during the "Last Call" Lithographic Session at the conference.

    Danielle Waterfield, Government Affairs Associate, SGIA, attended the Alliance Program's Promoting the GHS Workgroup meeting August 1, 2005, in Washington, DC. The meeting was held as a follow-up to the Alliance Program's Hazard Communication Roundtable, which was held February 15, 2005. During the workgroup meeting, Alliance Program participants identified compliance assistance resources and activities to educate the public about the GHS.

    Alliance Program Small Business Roundtable, September 8, 2005, Washington, DC

    Danielle Waterfield, Government Affairs Associate, SGIA, attended the OSHA's Small Business Roundtable, September 8, 2005 in Washington, DC. During the Roundtable, Alliance Program participants provided recommendations on how OSHA could enhance its small business compliance assistance and outreach products and programs.

    2005 National Safety Council Congress and Expo, September 18-22, 2005, Orlando, Florida

    On September 22, 2005, Paula O. White Director, Directorate of Cooperative and State Programs, USDOL-OSHA; Gary Jones, Manager, Environmental, Health and Safety Affairs, PIA/GATF; and a representative from The Dow Chemical Company, an Alliance Program participants, spoke during the panel, "Successes of OSHA's Ergonomic Alliances," at the 2005 National Safety Council Congress and Exposition in Orlando, Florida.

    Promoting the National Dialogue on Workplace Safety and Health
     
    • Convene a forum with printing equipment manufacturers and end-users to raise awareness about ergonomic concerns related to the interaction between humans and machinery.

    During the Alliance's reporting period, June 18, 2005, to June 17, 2006, Gary Jones, Manager, Environmental, Health and Safety Affairs, PIA/GATF, gave the presentation on ergonomics, "Ergonomics Regulation Update and Printing Industry Response," to a number of groups reaching more than 615 people. (See Appendix A.)
     
  2. Executive Summary

    During the Alliance's past year, the OSHA and GAC Alliance implementation team worked on an Alliance renewal agreement to extend the Alliance for two more years. The group also engaged in many projects to provide GAC members and others with information, guidance and access to training resources to help protect employees' health and safety, including reducing and preventing exposure to ergonomic concerns found in printing operations as well as promoting safe work practices in the industry.

    GAC members continued to serve on OSHA's Printing Industry Safety and Health Topics page's editorial board, providing expert input on an ongoing basis to OSHA to help maintain the page. In addition, the Alliance implementation team provided expertise and information during the development of OSHA's Printing Industry Ergonomics eTool – Lithography Module, which was posted on OSHA's Web site on March 14, 2006. The eTool identifies potential hazards and solutions for various lithographic processes. The team also is providing input for two additional draft modules for the eTool on Flexography and Screen Printing.

    The OSHA and GAC Alliance implementation team helped to maintain the OSHA and GAC Alliance Web page on OSHA's Web site. In addition, PIA/GATF established an Alliance-related Web page on the association's Web site. It includes information about the OSHA and GAC Alliance, links to OSHA's Web site, OSHA-developed articles and other safety and health information.

    The OSHA and GAC Alliance also took advantage of many speaking and exhibiting opportunities to reach the printing industry. For example, Marci Kinter, Vice President – Government and Business Information, SGIA discussed the OSHA and GAC Alliance during SGIA's Basic Screenmaking Workshop on February 2-10, 2006.

    In addition, on March 28, 2006, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, made a presentation on OSHA's Ergonomics in the Printing Industry eTool during the conference's "Practical Ergonomics" breakout session. He also staffed an OSHA and GAC Alliance booth. OSHA provided an Alliance Activities Summary and other OSHA compliance assistance publications for distribution at INFO*FLEX April 30-May 1, 2006 in Louisville, Kentucky and the GAA Annual Conference May 8-12, 2006 in Richmond, Virginia.

    GAC members also worked with other Alliance Program participants on projects. Danielle Waterfield, Government Affairs Associate, SGIA, attended the Alliance Program's Promoting the GHS Workgroup August 1, 2005, in Washington, DC. Ms. Waterfield and other Alliance Program participants identified compliance assistance resources and activities to educate the public about the GHS.

    The Alliance also used the print media to promote the Program and OSHA's compliance assistance resources and other cooperative programs. GAA published the article "Consultation helps Small Businesses establish safety and health programs" in the December 2005 issue of Gravure Magazine. Also Gary Jones, Manager, Environmental, Health and Safety Affairs, PIA/GATF wrote and published an article, "OSHA's Ergonomics Alliance – a Success Story for Printers," for the February 2006 issue of GATF World. IV. Upcoming Milestones

The OSHA and GAC Alliance implementation team will renew the Alliance agreement in the coming year and address not only ergonomics but also lockout/tagout issues. The Alliance also will undertake a number of activities, including continuing to provide input and expertise to develop the Flexography and Screen Printing Modules for OSHA's Ergonomics for the Printing Industry eTool. The implementation team will also review and update, as necessary, OSHA's Printing Industry Safety and Health Topics page.

The Alliance implementation team has also identified a number of opportunities to reach out to the printing industry's employers and employees regarding workplace safety and health through speeches, exhibits, publications or their associations' Web sites. OSHA will provide copies of the Alliance Activities Summary and other OSHA compliance assistance publications for distribution at GAC member events including the SGIA '06 conference, the 2007 National Environmental Health and Safety Conference, and INFO*FLEX. In addition, the SGIA and FTA will explore the development of Web pages about the OSHA and GAC Alliance on their respective associations' Web sites. The team members will also identify opportunities to publish articles developed by OSHA on topics such as OSHA's electronic resources and standards interpretation letters in their associations' newsletters and magazines and on their Web sites.         Construction Roundtable

        CMAA participated in the Alliance Construction Roundtable for construction-related national Alliances on July 8, 2004. The Roundtable participants discussed how the construction-related national Alliances could work together to address issues such as ergonomics, silica and motor vehicle safety. CMAA has representatives on the Design for Safety workgroup that were created at the meeting.

    2. Executive Summary

      Through the Alliance Program, OSHA and CMAA are working together to help increase the public’s understanding of the safety and health impacts of construction management issues on a job site. This positive relationship has led to the development of the many programs and projects that the team is currently working on or has produced.

      In its third year, OSHA and CMAA committed to continuing the Alliance and signed an Alliance renewal agreement on July 24, 2004. In addition, CMAA members are continuing to serve on the editorial boards for the Assistance for the Construction Management Industry Safety and Health Topics page Editorial Board.

      During 2004, the Alliance was promoted at OSHA’s Compliance Assistance Training Sessions, the Alliance Construction Roundtable meeting and the CMAA National Conference and Trade Show, September 12-14, in San Antonio, TX.

      Ted Devens and Danelle Prezioso, from CMAA, also staffed a CMAA exhibit at OSHA’s Compliance Assistance Training Sessions, June 14-18, 2004, in Falls Church, Virginia.

      CMAA participated in the Alliance Construction Roundtable for construction-related National Alliances on July 8, 2004. The roundtable was designed for the construction-related National Alliances to discuss how they can work together to address issues such as ergonomics, silica and motor vehicle safety, which many Alliances are addressing individually through their agreements. A number of work groups were developed during the roundtable. CMAA is participating in the Design for Safety workgroup.

      At the National Conference and Trade Show, Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA and Ted Devens staffed an exhibit booth next to CMAA’s exhibit booth. On September 13, Ginger Henry, Safety and Occupational Health Specialist, Office of Construction Services, USDOL-OSHA, made a presentation, "Safety is Everyone's Responsibility" to more than 120 attendees.

      Finally, the Implementation Team discussed developing on-line courses, using CMAA’s web site. For 2005, CMAA would like to have specific courses on topics such as the Consultation Program.   4. Upcoming Milestones

    In the upcoming year, OSHA’s and CMAA’s positive relationship, that was built through the Alliance Program, will continue to grow and the Implementation Team will undertake a number of activities and develop a number of products. These activities will have a positive impact on the Agency since they will help address important topics within the 2003-2008 Strategic Management Plan; including small businesses.

    The projects include the creation of developing on-line courses with OSHA’s participation, using CMAA’s web site and receiving OSHA’s participation in the courses. For 2005, CMAA would like to have specific courses on topics such as the Agency’s Consultation Program. In addition, through the three-day Webinar, 4-5 sub-topics could be included on specific issues that OSHA speakers may address. CMAA is also participating in the Design for Safety workgroup that was created at the Alliance Construction Roundtable for National Alliances on July 8, 2004.

    Finally, CMAA has invited the Alliance Program to exhibit and OSHA representatives to speak at the association’s 2005 National Conference and Trade Show, September 11-13, 2005 at the Hyatt Huntington Beach in Huntington Beach, CA.

      Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives Goals

      • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

        OSHA Distracted Driving Initiative

        Through the Alliance Program, the SBG supported OSHA's national outreach campaign focusing on distracted driving, including adding a link to the OSHA Distracted Driving Web page on the Agency's Web site from the SBG and OSHA Alliance Web page on the SCA Web site.

        • To convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        2011 NAOSH Week, May 1-7, 2011, Washington, DC

        On May 1-7, 2011, the Shipbuilding Group Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by ASSE, an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focused on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety." Jim Thornton, Environment, Health and Safety, Northrop Grumman Ship Systems – Newport News Operation, attended the national kick-off event at the Department of Labor on May 2, 2011. SCA also posted information about the Week to the SBG and OSHA Alliance Web page on the association's Web site.

        Outreach and Communication Goals

        • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the Shipbuilding Group's Web sites) to employers and workers in the industry.

        SCA and OSHA Web Page

        SCA continues to update the Shipbuilding Group and OSHA Alliance Web page, which includes information on the Alliance, and postings of the Alliance-developed products, such as the Safety Alert series focusing on safety and health issues in shipyard employment.

        OSHA is continuing to update the OSHA and Shipbuilding Group Alliance Web page that is posted on the Agency's Web site. The page includes OSHA and Shipbuilding Group Alliance-related information, including links to the OSHA and Shipbuilding Group Alliance agreement, news releases, Alliance Program participant-developed products, and activities and events.

        Publications and Newsletters

        OSHA Safety and Health Topics Pages and eTools

        Shipbuilding Group representatives serve on the editorial boards for the following Safety and Health Topics pages on the OSHA Web site: Maritime Industry and Ship Building and Repair. Shipbuilding Group representatives also serve on the editorial board of the Shipyard Employment eTool.

        SCA Fall Health and Safety Seminar, October 21, 2010, Portland, Oregon

        Randy White, Area Director, Region X, Portland, Oregon Area Office, USDOL-OSHA, delivered a maritime safety-related presentation and provided an update on OSHA's maritime-related activities to 35 people during the SCA Fall Health and Safety Seminar on October 21, 2010, in Portland, Oregon.

      • To share information among OSHA personnel and industry safety and health professionals regarding the Shipbuilding Group's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

        OSHA Aerial Lifts QuickCard

        Through the Alliance Program, representatives from the Shipbuilding Group Alliance provided feedback on the draft OSHA QuickCard focusing on Aerial Lifts. The products, available in English and Spanish, were posted to the OSHA Web site in September 2011.

      • To work with other Alliance participants on specific issues and projects on shipyard employment issues that are addressed and developed through the Alliance Program.

        Safety Alert: Prevention of Ergonomic-Related Hazards in Shipyard Employment

        Through the Alliance Program, the Shipbuilding Group worked with representatives from the AIHA and ASSE Alliances to develop "Safety Alert: Prevention of Ergonomic-Related Hazards in Shipyard Employment." The Alert addresses ergonomic-related hazards in shipyard employment, including possible solutions to prevent injuries during the job. The Safety Alert was posted on the SCA Web site in June 2011 and is linked to from the OSHA and SCA Alliance Web page on the Agency's Web site.

        Safety Alerts (Spanish)

        Through the OSHA and American Society of Safety Engineers (ASSE) Alliance, the association's Safety Professionals and the Latino Workforce (SPALW) workgroup translated the following Safety Alerts into Spanish:

        • Safety Alert: Control of Hazardous Energy - Lockout/Tagout (LO/TO) Procedures in Shipyard Employment
        • Safety Alert: Electrocution and Shock Hazards in Shipyard Employment
        • Safety Alert: Shipyard Sewage and Hydrogen Sulfide

        The Safety Alerts in Spanish were posted on the SCA Web site in December 2010 and are linked to from the OSHA and SCA Alliance Web page on the Agency's Web site.

    2. Executive Summary

      Through the Alliance Program, the OSHA and Shipbuilding Group Alliance addressed a number of safety and health issues in the maritime industry and continue their productive working relationship. For example, the Alliance worked on several projects, including the development of a safety alert addressing ergonomic-related hazards in shipyard employment. Through the Alliance's collaboration with ASSE and AIHA, a number of the previously developed Safety Alerts were translated into Spanish, and posted to the SCA and OSHA and Alliance Web page and linked to from the OSHA and Shipbuilding Group Alliance Web page in December 2010.

      In addition, Randy White, Area Director, Region X, Portland, Oregon Area Office, USDOL-OSHA, delivered a maritime safety-related presentation and provided an update on OSHA's maritime-related activities to 35 people during the SCA Fall Health and Safety Seminar on October 21, 2010, in Portland, Oregon.

      Further, the Shipbuilding Group and more than 35 other Alliance Program participants supported and promoted 2010 NAOSH Week, May 1-7, "Celebrating a Century of Safety." The Shipbuilding Group also supported OSHA's initiative focusing on distracted driving.

      Lastly, Shipbuilding Group representatives are sharing their expertise through participation on the OSHA Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages and the Shipyard Employment eTool's editorial boards. Shipbuilding Group representatives also provided feedback on the draft OSHA QuickCard focusing on Ariel Lifts.

  4. Upcoming Milestones

    To build on the success of the Alliance's first year, the OSHA and Shipbuilding Group Alliance will be working on a number of safety and health compliance assistance outreach activities and products for workers in shipyard employment. For example, the Shipbuilding Group will work to develop safety and health outreach products, including additional Safety Alerts, and a document focusing on the various safety aspects/issues of a shipyard worksite.

    In addition, in collaboration with the ASSE and AIHA Alliances, the Safety Alerts focusing on ventilation- and ergonomic-related hazards in shipyard employment will be translated into Spanish.

    Further, the Shipbuilding Group will write an Alliance Quarterly Review (AQR) focusing on successful worker involvement on Alliance Implementation Team meetings.

    The Shipbuilding Group will also support 2012 NAOSH Week, May 6-12, 2012, and OSHA's initiative focusing on distracted driving.

    Brian Sturtecky, Director, Jacksonville, Florida Area Office, will deliver a presentation focusing on maritime health and safety issues at the SCA Fall Health and Safety Seminar on October 27, 2011, in Jacksonville, Florida.

    OSHA staff and representatives from the Shipbuilding Group Alliance will also deliver a workshop presentation focusing on the maritime industry safety and health issues at the 2011 NSC Congress and Expo in on November 2, 2011, in Philadelphia, Pennsylvania.

    Finally, the Shipbuilding Group representatives will continue to serve on the OSHA Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' editorial boards and the OSHA Shipyard Employment eTool's editorial board.

The Flexographic Technical Association (FTA) and the Envelope Manufacturers Association (EMA) join OSHA, the Printing Industries of America/Graphic Arts Technical Foundation (PIA/GATF) and the Screenprinting & Graphic Imaging Association International (SGIA) in recognizing the value of establishing a collaborative relationship to cultivate safer and more healthful American workplaces. FTA and EMA therefore agree to join the OSHA, PIA/GATF, and SGIA Alliance to use their collective expertise to help foster a culture of injury and illness prevention while sharing best practices and technical knowledge, especially in the area of ergonomics.

The FTA and EMA agree to all of the provisions of the original Alliance signed on June 18, 2002.

      Success Story: OSHA Region IV Mobile, Alabama Area Office Alliance Develops Courses in Occupational Safety and Health Standards for the Maritime Industry

      Representatives from the OSHA and NSRP Alliance participate in the OSHA Region IV Mobile, Alabama Area Office Gulf Coast Maritime Safety Alliance (with the Gulf Coast Maritime Safety Association, the Alabama chapter of the Physical Therapy Association and the Alabama Technology Network). The Alliance collaborated with representatives from the OSHA Training Institute Education Center (Ed Center) at the University of South Florida, the OSHA Directorate of Training Education and the OSHA National Office to develop the OSHA Maritime Industry Outreach Training Program. The Program is similar to the existing programs for general industry and construction but includes health hazard recognition in the targeted areas of shipyard employment, marine terminals and longshoring. OSHA developed a success story about the Alliance’s efforts which was posted on the Agency Web site in March 2008.

      • Promote and encourage NSRP team members’ participation in OSHA’s cooperative programs such as compliance assistance and the Voluntary Protection Programs (VPP), Consultation, and SHARP as appropriate.

        The OSHA and NSRP Alliance has not started work on programs or projects to address this goal.

        Work with other Alliance participants on specific maritime industry issues and projects that are addressed and developed through the Alliance Program.

      Safety Alert: Electrocution and Shock Hazards in Shipyard Employment

      Through the Alliance Program, NSRP worked with representatives from the ASA, SCA, American Industrial Hygiene Association (AIHA) and American Society of Safety Engineers (ASSE) Alliances to develop a Safety Alert: Electrocution and Shock Hazards in Shipyard Employment. The Safety Alert provides tips and reminders about what potentially hazardous situations to look for; and also lists instructions on preventing and eliminating electrical safety and shock hazards. In addition, the Alert illustrates examples of dangerous situations. The Safety Alert was posted on SCA’s Web site in January 2008 and the OSHA and NSRP Alliance Web page and the Alliance Program Participants Developed Products Web page on the OSHA Web site link to the document.

      Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LOTO) Procedures in Shipyard Employment

      Through the Alliance Program, NSRP is working with representatives from the ASA, SCA, AIHA and ASSE Alliances to develop "Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LOTO) Procedures in Shipyard Employment" The Alert will focus how to use LOTO procedures to protect employees from the dangers posed while they are working on or near electrical circuits and equipment during the servicing and maintenance of machines and electrical systems on ships and at shipyard shore facilities. The Safety Alert will be completed by December 2008.

      Promoting the National Dialogue on Workplace Safety and Health

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard safety and health hazards to help forge innovative solutions in the workplace.

        The OSHA and NSRP Alliance has not started work on programs or projects to address this goal.

    2. Executive Summary

      Through the Alliance Program, OSHA and NSRP are continuing their productive relationship and are working together to address safety and health issues in the maritime industry. As a result, the organizations signed an Alliance renewal agreement on October 2, 2007. Further, the OSHA and NSRP Alliance is working with other Alliances the Agency signed with ASA and SCA and with OSHA representatives from the Directorates of Cooperative and State Programs; Enforcement Programs; Science, Technology and Medicine and Standards and Guidance.

      In addition, the OSHA and NSRP, ASA and SCA Alliances worked with the OSHA and AIHA Alliance and OSHA and ASSE Alliances to develop "Safety Alert: Electrocution and Shock Hazards in Shipyard Employment."   4. Upcoming Milestones

    In the upcoming year, the OSHA and NSRP Alliance will undertake a number of activities and develop a number of products. For example, NSRP members will continue to serve on the Maritime Industry and Shipbuilding and Ship Repair Safety and Health Topics pages’ editorial boards and the Shipyard Employment eTool editorial board. Further, the OSHA and NSRP Alliance will continue to work with the OSHA Alliances with ASA, SCA, AIHA and ASSE to complete "Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LOTO) Procedures in Shipyard Employment" in 2008. The group may develop additional Safety Alerts addressing other safety hazards, including incidents related to falls or confined spaces. The Alliance Program will promote the maritime industry developed products in its Alliance Quarterly Review and through sending the information to the OSHA Regional, Area Office, On-site Consultation Program and State Plan State representatives.

    Training and Education Goal
     
    • Work with OSHA to provide expertise to develop training and education programs on the safe and proper use of commercial display fireworks products. These programs would be delivered to OSHA personnel and other interested parties.
    Event

    Display Pyrotechnics Training Sessions

    APA conducted three one-day pyrotechnics safety training seminars for OSHA staff and local fire and public enforcement officials. Approximately 90 attendees participated in the training seminars which were conducted by Gregg Smith, APA's Safety Manager as follows:
     
    • May 24, 2005, Jacksonville, Florida
    • June 2, 2005, Arlington Heights, Illinois
    • June 7, 2005, Mesquite, Texas
    Topics discussed at the seminars included a review of applicable codes and regulations regarding the sale, manufacture, storage and transportation of consumer fireworks and industry best practices at public fireworks display sites. The seminar also covered fireworks display site safety and management and discussed types of displays (e.g. aerial, low level, land, floating platform and barge), display site venues and permits, equipment types and set-ups, personal protective equipment, lead pyrotechnician responsibilities and dealing with emergencies on the display site. The attendees also heard an overview of the Safe Explosives Act and its impact on the professional fireworks industry. This training was built on the successes of a similar training session which was held on June 8, 2004 in Washington, DC at the Department of Labor.

    Outreach and Communication Goals
     
    • APA will provide expertise to OSHA to develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA's and APA's Web sites.

    OSHA Assistance for the Pyrotechnics Industry Safety and Health Topics Page

    Members from the OSHA - APA Alliance implementation team provided information, photographs, fireworks industry safety videos and comments to OSHA for the development of OSHA's Assistance for the Pyrotechnics Industry Safety and Health Topics Page.

    The Topics page divides the fireworks industry into four modules: Retail Sales, Display, Manufacturing and Transportation. The Retail Sales and Display modules, which were posted to OSHA's Web site in June 2004, provide information on common hazards associated with these areas and solutions to those hazards. The page also provides information on what regulations apply to the industry and where to find additional information. The Manufacturing and Transportation Modules are planned for future development.

    APA and OSHA Alliance Web Page

    APA established an APA - OSHA Web page, which links to the OSHA - APA Alliance Web page on OSHA's Web site. A link to the OSHA - APA Alliance also appears on the APA Web site home page. In addition, the APA Web page also links to OSHA's resources on its Web site such as the OSHA Assistance for the Pyrotechnics Industry Safety and Health Topics Page and two fireworks posters: Fireworks Safety Tips Retail Sales and Fireworks Safety Tips Display Operators. Also, links have been established to OSHA's Fireworks Pocket Card.

    Fireworks Safety Tips Posters for Display Operators and Retail Fireworks Sales

    Two fireworks safety tips posters were developed by OSHA for display operators and retail fireworks sales with input from APA. The Display Operators poster provides safety tips information which includes, personnel safety and personal protective equipment, safe handling and storage of fireworks at display site. The Retail Fireworks Sales poster provides safety tips including information on clear, accessible exit routes, fire extinguisher locations and operation, removal of hazardous pyrotechnic powder and damaged fireworks and securing the facility by not allowing smoking within 50 feet of the sales area.

    Fireworks Safety Outreach

    OSHA's Region X staff provided copies of the retail fireworks sales posters to Native American tribes, who maintain retail fireworks sales outlets on their reservations. Through sharing the fireworks posters, Region X staff was able to establish a working relationship with the Native American tribes. This relationship has flourished and Region X staff is pursuing efforts to provide more safety and health information and outreach and compliance assistance materials to the tribal businesses.

    Fireworks Safety Tips Pocket Card for Display Operators and Retail Sales

    A Fireworks Safety Tips pocket card was produced in June 2005 and was developed by OSHA with input from APA. The pocket card provides the same information as the two fireworks posters. One side of the pocket card provides information for display operators and the other side provides information for retail fireworks sales. In addition, the Fireworks Safety Tips Pocket card was the sixth most visited OSHA publication on OSHA's Web site in June 2005 with 5,217 visitors viewing the card.

    APA Third Annual Winter Education Conference, February 22-26, 2005, Treasure Island Resort, Las Vegas, Nevada

    On February 23, 2005, Emil Golias, Senior Industrial Hygienist, SLTC, and Gregg Smith, APA Safety Manager, conducted a workshop on OSHA's Compliance Assistance resources for more than 125 attendees. Topics of the workshop included hazard communication, personal protective equipment, forklift safety and recordkeeping issues.

    APA's Fifty-Sixth Annual Convention and Trade Show, September 29-30, 2004, Disney Yacht and Beach Club, Orlando, Florida

    On September 29 and 30, 2004, Lee Smith, Director of the Office of Safety Systems, DSG and Mat Chibbaro, Fire Protection Engineer, DSG participated in roundtable discussions on display operators and consumer retail fireworks sales safety and health issues that impact on the pyrotechnics industry. There were approximately 150 attendees at these events.
     
    • Promote and encourage APA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.
    OSHA's Consultation Program

    OSHA has provided APA with information on OSHA's Consultation Program. In addition, the OSHA and APA implementation team members are identifying other avenues to raise awareness of OSHA's small business resources, including workshops and presentations.

  2. Executive Summary

    In the first year of the Alliance, OSHA and APA established an excellent working relationship. Through their Alliance, OSHA and APA are working to reduce injuries and exposure to hazards in the pyrotechnics industry workplaces.

    OSHA developed an OSHA and APA Alliance Web page on the Agency's Web site. The Web page includes links to the OSHA and APA Alliance agreement, OSHA news releases, a photograph of the signing ceremony, and activities and events, products and resources, and milestones and successes. APA also established an APA - OSHA Web page, which links to the OSHA - APA Alliance Web page on OSHA's Web site.

    The Alliance implementation team also worked together to provide the Agency with input on the development of an OSHA electronic assistance tool; OSHA Assistance to the Pyrotechnics Industry Safety and Health Topics page. The page addresses common hazards of the fireworks industry for retail sales and display operators. In addition, the page provides information on possible solutions to those hazards and information on additional safety and health resources pertinent to the industry. The tool was posted on OSHA's Web site in June 2004. In addition, Julie Heckman, Gregg Smith and Phil Grucci have joined the editorial board for the Topics page.

    Through the Alliance, OSHA and APA representatives conducted a training workshop on OSHA's compliance assistance resources at the APA Third Annual Winter Education Conference in Orlando, Florida. More than 125 attendees participated in the workshop. Further, OSHA and APA representatives answered attendees' questions and distributed publications to the attendees.

    Also, OSHA and APA developed two fireworks safety tips posters for the pyrotechnics industry. The posters provide safety tips information for display operators and retail fireworks sales. The posters were used as the basis for the development of a fireworks safety pocket card. Copies of the posters and the pocket card can be ordered from OSHA's Publications Web page on the Agency's Web site. In addition, the two fireworks posters were instrumental in Region X establishing a working relationship with Native American tribes who maintain retail fireworks sales sites on their reservations.

    Further, the OSHA and APA implementation team worked together to produce curriculum for training sessions for OSHA staff and local public fire and enforcement officials. The training sessions were conducted in Dallas, TX; Arlington Heights, IL; and Jacksonville, FL. Approximately 90 attendees participated in the training seminars.

    The training sessions have increased the OSHA, state and local fire and enforcement code officials' knowledge of the pyrotechnics industry. The seminars introduced OSHA staff and enforcement officials to the industry best practices for the safe handling, use, transportation and storage of pyrotechnics. In addition, OSHA staff gained in-depth knowledge of the pyrotechnics industry through access to APA's experts.

IV. Upcoming Milestones

In the upcoming year, OSHA and APA will continue its excellent working relationship and collaborate on projects to support the Alliance agreement. For example, APA will conduct a fourth display pyrotechnics training session in Harrisburg, PA on applicable codes and regulations regarding the sale, manufacture, storage and transportation of consumer fireworks and industry best practices at public fireworks display sites. The session will cover fireworks display site safety and management and discuss types of displays (e.g. aerial, low level, land, floating platform and barge), display site venues and permits, equipment types and set-ups, personal protective equipment, lead pyrotechnician responsibilities and dealing with emergencies on the display site. The attendees will also hear an overview of the Safe Explosives Act and its impact on the professional fireworks industry. The training is scheduled to take place on June 9, 2005.

In addition, APA will promote OSHA's cooperative programs to its membership by providing an OSHA developed article on the Consultation Program in the association's newsletter.

OSHA and APA will present a workshop on OSHA's Consultation Program at APA's Annual Meeting and Trade Show, September 2005 in San Francisco, CA. In addition, OSHA will participate in an interactive question and answer forum at the meeting and OSHA will also exhibit at the trade show.

Through the Alliance, OSHA and APA will continue efforts to update OSHA's Assistance for the Pyrotechnics Industry Safety and Health Topics page. APA members Julie Heckman, Gregg Smith and Phil Grucci will continue as members of the editorial board and will provide feedback as appropriate.

OSHA and APA will continue to raise awareness of safety and health issues pertinent to the pyrotechnics industry through joint activities. For example, OSHA and APA Alliance implementation team members and representatives from the Department of Agriculture are developing a pocket card on the safe use of pyrotechnics as pest control measures. Once the draft pocket card is finalized. APA's experts will review the card for accuracy and provide feedback as appropriate.

The OSHA and APA Alliance will consider opportunities to promote and educate others on safety and health issues associated with the pyrotechnics industry, such as APA's annual conventions and trade shows and APA's educational conferences.

OSHA will continue efforts with the United State Agricultural Department to develop a fireworks pocket card on the safe use of fireworks as a pest control measure. APA will provide expertise by reviewing the pocket card for accuracy and content once it is finalized.
