   Overview

   Through the Alliance, OSHA and the Shipbuilding Group will provide the Shipbuilding Group members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to electrical, ergonomic, struck-by, and slip, trip, and fall hazards in shipyard employment, and by addressing issues of non-English-speaking or limited-English-speaking workers; and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.

3. Results
   1. Events and Products

      Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives Goals

      • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

        OSHA Distracted Driving Initiative

        Through the Alliance Program, the SBG supported OSHA's national outreach campaign focusing on distracted driving, including adding a link to the OSHA Distracted Driving Web page on the Agency's Web site from the SBG and OSHA Alliance Web page on the SCA Web site.

        • To convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        2011 NAOSH Week, May 1-7, 2011, Washington, DC

        On May 1-7, 2011, the Shipbuilding Group Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by ASSE, an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focused on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety." Jim Thornton, Environment, Health and Safety, Northrop Grumman Ship Systems – Newport News Operation, attended the national kick-off event at the Department of Labor on May 2, 2011. SCA also posted information about the Week to the SBG and OSHA Alliance Web page on the association's Web site.

        Outreach and Communication Goals

        • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the Shipbuilding Group's Web sites) to employers and workers in the industry.

        SCA and OSHA Web Page

        SCA continues to update the Shipbuilding Group and OSHA Alliance Web page, which includes information on the Alliance, and postings of the Alliance-developed products, such as the Safety Alert series focusing on safety and health issues in shipyard employment.

        OSHA and Shipbuilding Group Alliance Web Page

        OSHA is continuing to update the OSHA and Shipbuilding Group Alliance Web page that is posted on the Agency's Web site. The page includes OSHA and Shipbuilding Group Alliance-related information, including links to the OSHA and Shipbuilding Group Alliance agreement, news releases, Alliance Program participant-developed products, and activities and events.

        Publications and Newsletters

        Information about the OSHA and Shipbuilding Group Alliance has appeared in a number of print and online publications, including SCA press releases and OSHA news releases. For more information see the "Alliance Program Reach" table.

        OSHA Safety and Health Topics Pages and eTools

        Shipbuilding Group representatives serve on the editorial boards for the following Safety and Health Topics pages on the OSHA Web site: Maritime Industry and Ship Building and Repair. Shipbuilding Group representatives also serve on the editorial board of the Shipyard Employment eTool.

      • To speak, exhibit, or appear at OSHA's or the Shipbuilding Group's conferences, local meetings, or other events such as SCA's Bi-Annual Safety Seminar.

        SCA Fall Health and Safety Seminar, October 21, 2010, Portland, Oregon

        Randy White, Area Director, Region X, Portland, Oregon Area Office, USDOL-OSHA, delivered a maritime safety-related presentation and provided an update on OSHA's maritime-related activities to 35 people during the SCA Fall Health and Safety Seminar on October 21, 2010, in Portland, Oregon.

      • To share information among OSHA personnel and industry safety and health professionals regarding the Shipbuilding Group's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

        OSHA Aerial Lifts QuickCard

        Through the Alliance Program, representatives from the Shipbuilding Group Alliance provided feedback on the draft OSHA QuickCard focusing on Aerial Lifts. The products, available in English and Spanish, were posted to the OSHA Web site in September 2011.

      • To work with other Alliance participants on specific issues and projects on shipyard employment issues that are addressed and developed through the Alliance Program.

        Safety Alert: Prevention of Ergonomic-Related Hazards in Shipyard Employment

        Through the Alliance Program, the Shipbuilding Group worked with representatives from the AIHA and ASSE Alliances to develop "Safety Alert: Prevention of Ergonomic-Related Hazards in Shipyard Employment." The Alert addresses ergonomic-related hazards in shipyard employment, including possible solutions to prevent injuries during the job. The Safety Alert was posted on the SCA Web site in June 2011 and is linked to from the OSHA and SCA Alliance Web page on the Agency's Web site.

        Safety Alerts (Spanish)

        Through the OSHA and American Society of Safety Engineers (ASSE) Alliance, the association's Safety Professionals and the Latino Workforce (SPALW) workgroup translated the following Safety Alerts into Spanish:

        • Safety Alert: Control of Hazardous Energy - Lockout/Tagout (LO/TO) Procedures in Shipyard Employment
        • Safety Alert: Electrocution and Shock Hazards in Shipyard Employment
        • Safety Alert: Shipyard Sewage and Hydrogen Sulfide
        • Safety Alert: Welding and Other Hot Work Procedures in Shipyard Employment

        The Safety Alerts in Spanish were posted on the SCA Web site in December 2010 and are linked to from the OSHA and SCA Alliance Web page on the Agency's Web site.

   2. Executive Summary

      Through the Alliance Program, the OSHA and Shipbuilding Group Alliance addressed a number of safety and health issues in the maritime industry and continue their productive working relationship. For example, the Alliance worked on several projects, including the development of a safety alert addressing ergonomic-related hazards in shipyard employment. Through the Alliance's collaboration with ASSE and AIHA, a number of the previously developed Safety Alerts were translated into Spanish, and posted to the SCA and OSHA and Alliance Web page and linked to from the OSHA and Shipbuilding Group Alliance Web page in December 2010.

      In addition, Randy White, Area Director, Region X, Portland, Oregon Area Office, USDOL-OSHA, delivered a maritime safety-related presentation and provided an update on OSHA's maritime-related activities to 35 people during the SCA Fall Health and Safety Seminar on October 21, 2010, in Portland, Oregon.

      Further, the Shipbuilding Group and more than 35 other Alliance Program participants supported and promoted 2010 NAOSH Week, May 1-7, "Celebrating a Century of Safety." The Shipbuilding Group also supported OSHA's initiative focusing on distracted driving.

      Lastly, Shipbuilding Group representatives are sharing their expertise through participation on the OSHA Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages and the Shipyard Employment eTool's editorial boards. Shipbuilding Group representatives also provided feedback on the draft OSHA QuickCard focusing on Ariel Lifts.

4. Upcoming Milestones

   To build on the success of the Alliance's first year, the OSHA and Shipbuilding Group Alliance will be working on a number of safety and health compliance assistance outreach activities and products for workers in shipyard employment. For example, the Shipbuilding Group will work to develop safety and health outreach products, including additional Safety Alerts, and a document focusing on the various safety aspects/issues of a shipyard worksite.

   In addition, in collaboration with the ASSE and AIHA Alliances, the Safety Alerts focusing on ventilation- and ergonomic-related hazards in shipyard employment will be translated into Spanish.

   Further, the Shipbuilding Group will write an Alliance Quarterly Review (AQR) focusing on successful worker involvement on Alliance Implementation Team meetings.

   The Shipbuilding Group will also support 2012 NAOSH Week, May 6-12, 2012, and OSHA's initiative focusing on distracted driving.

   Brian Sturtecky, Director, Jacksonville, Florida Area Office, will deliver a presentation focusing on maritime health and safety issues at the SCA Fall Health and Safety Seminar on October 27, 2011, in Jacksonville, Florida.

   OSHA staff and representatives from the Shipbuilding Group Alliance will also deliver a workshop presentation focusing on the maritime industry safety and health issues at the 2011 NSC Congress and Expo in on November 2, 2011, in Philadelphia, Pennsylvania.

   Finally, the Shipbuilding Group representatives will continue to serve on the OSHA Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' editorial boards and the OSHA Shipyard Employment eTool's editorial board.
