    Overview

    The purpose of the alliance is to establish a collaborative relationship to support workplace safety and reduce hazards and associated losses. This Alliance targets staff, students, outside employers, and members of our community with information, guidance, and access to training and related resources that will help promote and improve employee health and safety.

    Alliance Overview:

    Primary goals of the Alliance are to strengthen the relationship with the Operating Engineers - Local 150, participate in training sessions and work on special training projects that are mutually beneficial to all participants.

    The Alliance includes participation by all the OSHA offices in Illinois.

    Alliance Activity

    The foundation of the Alliance is OSHA's participation in training sessions and the OSHA 10-Hour program established by Local 150. Alliance activities were previously expanded to include an OSHA topic at the annual HAZWOPER refresher training offered through Local 150.     Each session included a Q / A session between Local 150 attendees and OSHA personnel. Ten Region 5 employees attended the HAZWOPER training to satisfy their annual refresher training requirement.

    Additional projects included a 40 Hour HAZWOPER course for the Region 5 Compliance Staff; there were twelve (12) Region 5 employees that attended. It was noted that the HAZWOPER session included exercises while the participants were dressed in "Level A" suits.

    As indicated in prior evaluations of this Alliance, the value of this type of cooperative action, especially with the limited availability of these resources to OSHA, can not be overstated.

    Alliance Products

    Training materials used in 2012 and 2013 includes the handouts for the OSHA 10 Hour, OSHA 30 Hour, HAZWOPER and HAZWOPER refresher courses reference above. These materials were assembled by Local 150 and OSHA especially for these training sessions. Previous training products developed through the Alliance include the Power Point and webinar material used in the Quick Coupler training and the material provided during the Tower Crane training.

  4. Results

    This Alliance has been very successful in continuing the strong relationship between OSHA and Local 150. This Alliance should be considered a major success, and the cooperation of Local 150 should be commended.

  5. Upcoming Milestones

    Local 150 Apprenticeship and Skill Improvement Program (ASIP) will continue to provide HAZWOPER Refresher Training for OSHA personnel, as well as work with the OSHA Training Institute on Crane Courses. OSHA will provide speakers for the OSHA 10 and 30 hour courses, as well as HAZWOPER Refresher courses.

    OSHA and ASIP will meet early in Fiscal Year 2014 to discuss future products that may be developed as part of the Alliance, as well as training sessions that will be conducted in FY14.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and the Lake County Contractors Association (LCCA) recognize the value of maintaining a collaborative relationship to foster safer and more healthful workplaces within the County of Lake, State of Illinois.  To that end, OSHA and LCCA, hereby renew the Alliance, signed April 17, 2012, and renewed September 3, 2014, with a continued emphasis on advancing a culture of accident prevention. In addition Lake County Building and Construction Trades Council (LCBTC), has been included as a participant to this alliance in order to provide employees an opportunity to participate in the planning and implementation of the alliance. Specifically, OSHA, LCCA and LCBTC are committed to providing LCCA members and others with information, guidance, best practices, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through this Alliance, OSHA, LCCA and LCBTC will address the hazards in construction including, falls, electrocutions, struck by objects, caught-in/between. In renewing the Alliance, OSHA LCCA, and LCBTC, recognizes that OSHA's State Plan and Consultation Program partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To participate in various forums and groups to discuss ways of improving workplace safety and health programs.
  • To encourage worker participation in workplace safety and health.

Training and Education

The participants intend to work together to achieve the following training and education goals:

  • To organize and provide the necessary resources for the presentations of OSHA's construction course for the organization's members when OSHA and the organization identify the need.
  • The LCCA will consult with OSHA personnel and industry safety and health professionals in the effective construction safety management practices as jointly determined by OSHA and the LCCA.
  • To deliver or arrange for the delivery of OSHA 10-hr and/or OSHA 30-hr classes as needed.

Outreach and Communication

The participants intend to work together to achieve the following outreach and communication goals:

  • OSHA, LCCA and LCBTC plan to host a united Safety Day that will be held in September 2014 to educate employers and workers on safety topics including fall protection.
  • OSHA, LCCA and LCBTC will collaborate together to develop a seminar highlighting hazards in construction. The seminar will be presented jointly by LCCA and LCBTC.
  • To open the lines of communication between OSHA, LCCA and LCBTC to assist each other in ensuring a safe work environment.
  • To provide a forum for OSHA personnel to speak, exhibit or appear at conferences sponsored by the LCCA.
  • To develop and disseminate LCCA information through print and electronic media, including electronic tools and links from OSHA's and the LCCA's web sites, along with applicable articles in their print media.
  • Use the LCCA's newsletters, websites, workshops, meetings and other resources as vehicles to disseminate OSHA or LCCA developed information and guidance on the workplace safety issues.
  • To raise awareness through speeches and appearances by the LCCA's leaders of safe worksite programs and their commitment to workplace safety and health.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants.  By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of the party's product or service.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of this Alliance. OSHA team members will include representatives of the Chicago North Area Office. OSHA will encourage OSHA On-site Consultation Programs' participation on the team.

This agreement will remain in effect for 2 years.  Any signatory may terminate it for any reason at any time, provided they give 30 days written notice.  This agreement may be modified at any time with concurrence of all signatories.

RECOGNIZING the joint commitment to protect workers’ rights for Mexican workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the United States of America and the Ministry of Foreign Affairs of the United Mexican States, signed at Washington, D.C., on November 6, 2014; and

RECOGNIZING that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican Nationals in Michigan, Wisconsin and others information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in Michigan and Wisconsin regarding workplace safety and health.
  • To develop training and education programs for Mexican workers and Mexican employers in Michigan and Wisconsin to promote understanding of workers’ rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA’s Web site from the Consulate’s Web site) to Mexican Nationals working in Michigan and Wisconsin and their employers.
  • To speak, exhibit, or appear at the Participants’ conferences, local meetings, or other events.
  • To participate in “Mobile Consulate” activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a joint dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers' rights under the OSH Act whenever leaders from the Participants address groups.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican Nationals working in Michigan and Wisconsin to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers’ rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement may continue for two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

Objetivo General

Los Participantes tienen la intención de establecer una relación de colaboración para proveer a los nacionales mexicanos en Michigan y Ohio información, orientación y acceso a recursos de capacitación y educación para promover los derechos de los trabajadores a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender los derechos de los trabajadores y las responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales.

Capacitación y Educación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:

  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en Michigan y Ohio sobre la seguridad y la salud en el lugar de trabajo, y comunicar dicha información a los empleadores y trabajadores en cuestión.
     
  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en Michigan y Ohio a fin de promover el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores, incluyendo el uso del procedimiento de quejas de OSHA, y comunicar dicha información a los empleadores y trabajadores.
Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a los nacionales mexicanos que trabajan en Michigan y Ohio y a sus empleadores.
     
  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.
     
  • Participar en las actividades y los eventos del "Consulado Móvil".
Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de los trabajadores siempre que los funcionarios principales de los Participantes se dirijan al público.
     
  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a los nacionales mexicanos que trabajan en Michigan y Ohio para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento los derechos de los trabajadores y las responsabilidades de los empleadores.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo impuesto en el presente Arreglo compromete a los Participantes a erogar recursos

Se tiene la intención de que el presente Arreglo cese a los dos (2) años de la fecha de suscripción. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

  4. Results

    One measure of the effectiveness of our program is the results of our Safety Awards program. In 2008, 43 member companies received an award and 27 of these had zero loss work days. This was up from 23 in 2007. In addition, the number of members who had LWD ratios better than the national average for their type of construction industry has also increased.

    The Abbott Laboratories-LCCA-OSHA Safety Day is providing an opportunity to expand our safety message by attracting non-member contractors to the free training program that is subsidized by Abbott and LCCA.

  5. Upcoming Milestones

    The organization is planning on continuing the Alliance. Both implementation team members and general members of the organization find the alliance a useful tool in protecting the safety and health of contractors in Lake County Illinois.

    Going forward there are several items on the agenda including:
    • Begin a discussion on what subject to include on the 2010 Joint safety day.
    • Complete the Foreman Safety Manual.
    • Tool box talks linked to the website.
    • Revisit safety award criteria.

    • Training and Education

      • October 15, 2015 – AAD presented at an electrical arc hazard training session held at the SCNWO facility.
      • April 16, 2016 - AAD presented at an electrical arc hazard training session held at the SCNWO facility.
      • May 11, 2016 - OSHA and the SCNWO collaborated with other stakeholders to hold NW Ohio Safety and Health Day, offering education/training courses for approximately 500 local stakeholders in various safety and health functions. OSHA representatives presented on four topic sessions during the event including hazard communication and retaliation protection.
      • Routinely offers health and safety training to stakeholders and the community including first aid, CPR electrical safety, OSHA 10-hour general industry, and fall protection.
      • Provide the driving simulator for use by all Toledo OSHA personnel to improve driving skills and increase situational awareness.
      • The SCNWO trained seven Toledo OSHA personnel in first aid/CPR.
      • The SCNWO maintains an extensive safety and health video library that is available via the Internet to their stakeholders. The SCNWO has made this library available to OSHA, free of charge.
    • Outreach and Communication

      • Distribution of Safety Tip of the Week to stakeholders.
      • The SCNWO is a primary sponsor of the annual NW Ohio Safety and Health Day. The 26th anniversary of this event was held in 2016.
      • The SCNWO has hired a full time safety representative that is bilingual – Spanish. This representative works closely and in cooperation with OSHA to deliver safety and worker rights information to the Hispanic community.
      • The SCNWO distributed information provided by OSHA about the annual Fall Stand Down events and Worker Rights events.
      • Monthly Compliance Luncheon where different safety topics are presented each month.
      • Monthly Breakfast with Experts event where different safety topics are presented each month.
      • Construction Safety Breakfast where different safety topics are presented each month.
    • Promoting the National Dialogue on Safety and Health

      • May 11, 2014 – Representatives from both the Toledo AO and the Safety Council of NWO contributed and presented at the 23rd Annual NW Ohio Safety and Health Day event.
      • The Toledo Area Office AD continues to sit on the Board of Directors of the SCNWO.

  4. Results

    1. The OSHA/SCNWO Alliance provides opportunities to increase the safety and health knowledge of safety council members in Northwest Ohio. OSHA personnel provide current occupational safety and health information to the Council, who in turn distribute to their membership either via email or newsletter venues. In addition, the parties conduct joint training and education courses to SCNWO members and other stakeholders.

    The Alliance is due for renewal. Discussions and email between representatives of both parties have detailed the extreme success of this Alliance and commitment from all parties to renew.     Alliance Overview:

    The purpose of the alliance is to establish a collaborative relationship to support workplace safety and reduce hazards and associated losses. This Alliance targets staff, students, outside employers, and members of our community with information, guidance, and access to training and related resources that will help promote and improve employee health and safety.

    Alliance Activity.
    • CVTC instructional staff tailored a two hour Fall Rescue course for a large general contractor that utilizes fall arrest systems and need an emergency self rescue method for tower crane operators. OSHA CAS participated in the training. OSHA has a Partnership with this general contractor.
    • OSHA presented at CVTC sponsored training sessions such as OSHA 10 and 30 hour courses, Youth Academy and the Line Workers Seminar.
    • OSHA presented for regularly scheduled CVTC courses:

      • Woodtechnics in River Falls
    • CVTC and OSHA coordinate and participate in local organizations and groups.

    • Upcoming Milestones
      • As a result of the "Fall Rescue" training, a more formal and expanded training sessions are planned. An article on "Suspension Trauma" was written for the Wisconsin Construction Newsletter to get more interest in this subject.
      • OSHA will work more closely with the CVTC staff members to implement safe work practices into the curriculum for areas such as residential construction and health care services. An emphasis is being placed on certified lead workers in anticipation of the Lead Certification standard to go into effect in April, 2010.
      • CVTC will provide OSHA assistance in Powered Industrial Vehicle / Dock Safety through the driving school.
