    The alliance was developed to use collective expertise in order to help advance a culture of accident prevention while sharing information, guidance, best practices, access to training resources and technical knowledge that will help protect employees' safety and health.   4. Results

    The Abbott Laboratories-LCCA-OSHA Safety Day is providing an opportunity to expand our safety message by attracting non-member contractors to the free training program that is subsidized by Abbott and LCCA. The safety day also provides and opportunity for OSHA Compliance Officers to attend the training.

  5. Upcoming Milestones

    The Alliance was renewed for another two years. Both implementation team members and general members of the organization find the alliance a useful tool in protecting the safety and health of contractors in Lake County Illinois.

    Going forward there are several items on the agenda including:

    • The 2014 Safety Day is scheduled for September 25, 2014 with the potential topics to be covered to include, Fall Protection
    • Continue to evaluate safety award criteria
    • Update website to highlight all safety services available

THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

TOLEDO AREA OFFICE
AND
SAFETY COUNCIL OF NORTHWEST OHIO


The Occupational Safety and Health Administration (OSHA) and the Safety Council of Northwest Ohio (SCNWO) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the Safety Council of Northwest Ohio hereby form an Alliance to use their collective expertise to help foster a culture of prevention while sharing best practices and technical knowledge.

OSHA and SCNWO agree to establish an Alliance to promote safe and healthful working conditions for improvement of safety and health protections in the workplace, particularly in helping to reduce and eliminate related worker deaths and injuries by:

  • Providing SCNWO members with information and guidance that will help them protect employees' health and safety, particularly in reducing and preventing exposure to potential workplace hazards.
     
  • Increasing access to safety and health information and training resources.

OSHA and SCNWO will also work together to achieve the following training and education goals

  • Develop training and education programs on injury/accident prevention; implementation of safety and health management systems; incident/accident investigation & analysis; safety, health & environmental auditing/inspections/evaluations; job safety analysis; regulatory compliance management; process safety management; safety performance management; transportation safety management; safety and evacuation plans; hazard recognition, evaluation, analysis & control; ergonomics; emergency preparedness; first aid; Cardiopulmonary Resuscitation (CPR); Automated External Defibrillator (AED); workplace violence; avoidance and reduction of traffic collisions; and safety/prevention issues targeted for employer and employee awareness.
     
  • Deliver or arrange for the delivery of safety awareness, prevention, management, and compliance courses.
     
  • Develop workplace safety and health curricula.
     
  • Increase awareness of available OSHA and SCNWO resources.

OSHA and SCNWO will work together to achieve the following outreach and communication goals:

  • Develop and disseminate information at conferences, events, or through print and electronic media, including links from OSHA's and SCNWO's Web sites.
     
  • Speak, exhibit, or appear at conferences, local meetings, or other events.
     
  • Promote and encourage SCNWO members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and Safety and Health Achievement Recognition Program (SHARP). In addition, SCNWO will act as mentors to member's worksites that aspire to excellence in safety and health.

OSHA and SCNWO will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever SCNWO leaders address groups.
     
  • Share information on best practices, as jointly determined by OSHA and SCNWO with others in the industry through outreach by SCNWO and through OSHA or SCNWO developed training programs and materials. Promote their implementation through print or electronic media, at conferences, or by other means of outreach.
     
  • Perform case studies and publicize their results through print or electronic media, promotion at conferences, or other means of outreach.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on industry specific problems to help forge innovative solutions to current issues in the workplace, or to provide input on safety and health issues.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

    The purpose of this Alliance is to establish a collaborative relationship to provide Mexican Nationals in Illinois and Wisconsin with information, guidance and access to education and training resources to promote worker safety and health. Additionally, the alliance aims at helping workers understand the rights of workers and responsibilities of employers under the Occupational Safety and Health Act.

    Planning Meetings were held on June 9, 2010; July 8, 2010 and July 15, 2010 to plan and organize the worker rights week in late August and early September. A follow-up meeting was held on September 9, 2010 to discuss the successes/shortcomings of the worker rights week held in August/September and to plan for future events.

      • Outreach presentations have been held for workers from the Hispanic community in Spanish informing them of the employee rights under the Occupational Safety and Health Act. Information was also provided about OSHA and employer responsibilities under the OSH Act.
      • Presentations in Spanish were held during the workers rights week informing Hispanic employees of their rights and employers’ responsibilities.
    • Outreach and Communication:
      • A compliance officer spoke on Univision Radio informing audiences of the Alliance between OSHA and the Mexican Consulate. The purpose of the Alliance and the activities planned were discussed.
      • During worker rights week- August 29- September 3, 2010 held at Douglas Park in Chicago, Spanish speaking OSHA personnel manned an OSHA booth, handed out publication and answered questions. The worker rights week was well attended and received by Spanish speaking workers.
      • Participated in information “labor windows” organized by the consulate on Mondays.
    • Promotion of National Dialogue:
      • The Alliance helped establish a cooperative relationship with the Mexican Consulate in Chicago.
      • Training and outreach activities organized as a result of the Alliance increased awareness and helped educate Spanish speaking employees about workers rights under OSHA.

  5. Upcoming Milestones

    Additional outreach and education is planned for another labor week August 29- September 3, 2011. Morning sessions at the consulate and evening sessions at local community centers throughout Chicago are planned to reach out to large number of Spanish speaking workers. The Occupational Safety and Health Administration (OSHA) and the Lake County Contractors Association (LCCA) recognize the value of establishing a collaborative relationship to foster safer and more healthful workplaces within the County of Lake, State of Illinois. The LCCA will assist OSHA in its efforts to reach members of the LCCA through outreach on safety and health issues. The outreach activity will complement OSHA's goals, as outlined in its 2003-2008 Strategic Management Plan (SMP), of reducing occupational hazards through compliance assistance, outreach, and education. To that end, OSHA and the LCCA hereby form an Alliance to provide stakeholders and others with education and training and other technical resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to the most commonly identified safety and health hazards in construction and general industry.


OSHA and the LCCA will work together to achieve the following outreach and communication goals:

  • Develop and disseminate LCCA information through print and electronic media, including electronic tools and links from OSHA's and the LCCA's web sites, along with applicable articles in their print media.
     
  • Provide a forum for OSHA personnel to speak, exhibit or appear at conferences sponsored by the LCCA.
     
  • Promote and encourage members associated with the LCCA to participate in OSHA's compliance assistance, education and outreach programs.


OSHA and the LCCA will work together to achieve the following goals related to promoting dialogue on workplace safety and health:

  • Develop and present a seminar for the LCCA members to be delivered in conjunction with OSHA.
     
  • Organize and provide the necessary resources for the presentation of OSHA's construction course for the organization's members when OSHA and the organization identify the need.
     
  • Promote and encourage members of the LCCA to individually participate in OSHA's cooperative program of compliance assistance, the Voluntary Protection Programs, Consultation, and SHARP. In addition, OSHA will recognize members that aspire to excellence in health and safety for their worksites.
     
  • Disseminate information and guidance in Spanish.
     
  • LCCA will consult with OSHA personnel and industry safety and health professionals in effective construction safety management practices as jointly determined by OSHA and the LCCA.
     
  • Use the LCCA's newsletters, web site, workshops, meetings, and other resources as vehicles to disseminate OSHA- or LCCA-developed information and guidance on workplace safety issues.
     
  • Encourage the LCCA's members to act as industry liaisons and resources for OSHA's cooperative programs and Compliance Assistance Specialists.
     
  • Raise awareness through speeches and appearances by the LCCA's leaders of safe worksite programs and their commitment to workplace safety and health.
     
  • Explore an OSHA partnership with Lake County Building Trades.


OSHA'S alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for the purpose of education, training and outreach to promote a dialogue on workplace safety and health. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

Representatives of both LCCA and OSHA will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for eighteen months from the date of signing. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

  • As resources allow, deliver or arrange for the delivery of various courses specific to the construction industry; such as, but not limited to electrical, fall, struck-by, caught-in-between, silica and ergonomic hazards.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop information on the recognition and prevention of workplace hazards and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHAs and the Chicagoland AGC's Web sites) to employers and workers in the industry.
  • As resources allow, speak, exhibit, or appear at OSHAs or Chicagoland AGC conferences or local meetings.
  • To share information among OSHA personnel and industry safety and health professionals regarding Chicagoland AGC best practices or effective training programs, workshops, seminars, and lectures developed by participants.
  • To promote awareness of OSHA's outreach campaigns including, fall prevention safety stand down, trench safety stand down, heat, safe and sound and other national and regional initiatives.
  • To develop information on the recognition and prevention of commercial construction and maintenance hazards and develop innovative ways of communicating such information; such as, but not limited to, print, electronic media, electronic assistance tools and OSHA's web site to safety professionals, employers, and workers in the commercial construction industry.
  • To assist in the development and dissemination of case studies for notable agency inspections to help address common and novel hazards within the construction industry.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Chicago North Area Office and the Great Lakes Construction Association (GLCA), formerly known as the Lake County Contractors Association (LCCA) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful workplaces within the County of Lake, State of Illinois. To that end, OSHA and GLCA hereby renew the Alliance, signed April 16, 2004, and renewed on April 12, 2006, September 16, 2008, April 16, 2010, April 17, 2012, and September 3, 2014, with a continued emphasis on advancing a culture of accident prevention. In addition, Lake County Building and Construction Trades Council (LCBTC) has been included as a participant to this alliance in order to provide employees an opportunity to participate in the planning and implementation of the Alliance. Specifically, OSHA, GLCA and LCBTC are committed to providing GLCA members and others with information, guidance, best practices, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through this Alliance, OSHA, GLCA and LCBTC will address hazards in construction including falls, electrocutions, struck by objects, and caught-in/between.

This renewal agreement provides a framework and objectives for the Alliance's activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing the Alliance, OSHA, GLCA, and LCBTC recognize that OSHA's State Plan and Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

  • To provide a forum for OSHA personnel to speak, exhibit or appear at conferences sponsored by the GLCA.
  • To develop and disseminate GLCA information through print and electronic media, including electronic tools and links from OSHA's and the GLCA's web sites, along with applicable articles in their print media.

    • May 12 2016: An Implementation Team Meeting was held at the office of OSHA on May 12, 2016. Participants: Darnell Crenshaw, Chicago Assistant Regional Administrator, Andres Saldana, Regional Safety & Health Manager, and Lisa Scialaro, Region V Labor Liaison, and Catalina Landivar, Vice Consul of Ecuador. The group reviewed the outcome of the collaboration since the Alliance was signed, and discussed opportunities to build on the work done.

    • Contacts established with Region V Susan Harwood Grantees allowed the Consulate of Ecuador to host three training sessions on safety in the workplace and employer--employees’ rights and responsibilities:
      • January 30: OSHA Fall Prevention Training
      • Februay 24: OSHA 10 Training for General Industries
      • February 27 & 28: OSHA 10 Training for Construction Workers
    • The Chicago Regional Office and Vice Consul of Ecuador continue to participate in several worker rights roundtable discussions on developing and implementing strategies to connect more effectively various federal and state agencies with vulnerable workers.
    • The Consulate of Ecuador hosted an information session in April with U.S. Department of Justice Civil Rights Division/OSC for the Consular Corps and delegates from OSHA and other local federal and state agencies.
    • The Consulate of Ecuador hosted labor rights clinics with an OSHA Susan Harwood Grantee on March 16 and Abril 20. Other dates scheduled: May 18, and June 15 had to be cancelled due to Consulate of Ecuador engagement in Ecuador earthquake emergency relief efforts
    • The Consulate of Ecuador hosted a labor rights clinic on June 24 with representatives of OSHA and NLRB to interact with Ecuadorians.

     

    Outreach and Communication

     

    • The Chicago Regional office participated during a Labor rights week at the Consulate of Ecuador on September 17 & 19, 2015 which presented information about worker rights under OSHA, handed out publications and answered questions the Ecuador constituent workers had.
    • On October 29, 2015 the Consulate of Ecuador attended a Sexual Harrasment and Violence in the Workplace event invited by OSHA
    • On June 11, 2016 the Consulate of Ecuador attended a Symposium on Violence Prevention in the workplace at the Consulate of Mexico in Chicago. Event co-sponsored by OSHA

     

    Promoting the National Dialogue on Safety and Health

     

    • The Chicago Acting Assistant Regional Administrator and Program Manager attended a consular outreach service, and ceremony for the 207th anniversary of the Declaration of Ecuador Independence on August 10, 2016.
  4. Results

     

    • Through the joint efforts of the Alliance, the Consulate General of Ecuador now has greater access to OSHA outreach information and publications for the Ecuadorian workers in Region V; while OSHA Region V has gained access to a previously untapped channel of outreach and communication with workers in the seven-state jurisdiction of the Consulate of Ecuador.
    • OSHA’s continued efforts to reach at-risk workers remains a paramount goal.
    • The Consulate of Ecuador’s ability to provide assistance/referrals to those workers in need has greatly increased with this alliance, for example:
      • N.N. restaurant worker who was injured in NY, relocated to IL. Thanks to the coordination achieved via the Region V Liaison with Region II Liaison, N.N. was able to receive workers comp wages, medical assistance, while the employer was fined and monitored to ensure safer conditions for those employed there.
      • N.N. in IL restaurant worker who was experiencing wage theft. An investigation was initiated, restaurant owner found at fault, and employees awarded restitution and damages.
      • N.N. in IL construction worker severely injured in the workplace referred to proper agencies for investigation.
    • Those construction workers attending OSHA 10 trainings are better prepared to identify unsafe work conditions, to know what are the workers’ rights, and to know where to report. As a side, but important, benefit for workers, some have reported a raise in wages subsequent to taking the classes.
    • Approximately 120 people have participated in the several OSHA trainings since 2014.
  5. Upcoming Milestones

     

    • The Alliance plans to reestablish its collaborative efforts to renew the Alliance.
    • A focus will be based on expanding outreach assistance to Ecuadorian nationals in other states, such as Ohio, Indiana, and Wisconsin.

      • Promotion of occupational safety and health for the Ecuadorian community in Region V.
      • Participation in mobile consulate events.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and the Consulate General of Ecuador in Chicago (the Consulate), hereinafter referred to individually as “Participant” and collectively as “the Participants;”

Recognizing the joint commitment to protect the well-being of Ecuadorian workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the United States of America and the Ministry of Foreign Affairs, Commerce and Integration of Ecuador, signed at Washington, D.C., on June 11th, 2012; and

Recognizing that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Ecuadorian nationals in Chicago and the Participants’ common jurisdiction (Ohio, Illinois, Indiana, Michigan, and Wisconsin) and others information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Ecuadorian workers and Ecuadoran employers in Chicago and the Participants’ common jurisdiction (Ohio, Illinois, Indiana, Michigan, and Wisconsin) regarding workplace safety and health.
  • To develop training and education programs for Ecuadorian workers and employers in Chicago and the Participants’ common jurisdiction (Ohio, Illinois, Indiana, Michigan, and Wisconsin) to promote understanding of workers’ rights and responsibilities of employers, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA’s Web site from the Consulate’s Web site) to Ecuadorian nationals working in Chicago and the Participants’ common jurisdiction (Ohio, Illinois, Indiana, Michigan, and Wisconsin) and their employers.
  • To speak, exhibit, or appear at the Participants’ conferences, local meetings, or other events.
  • To participate in “Mobile Consulate” activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a national dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers’ rights under the OSH Act whenever leaders from the Participants address groups.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Ecuadorian nationals working in Chicago and the Participants’ common jurisdiction (Ohio, Illinois, Indiana, Michigan, and Wisconsin) to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers’ rights and responsibilities of employers under the OSH Act.
  • To share information on applicable U.S. laws and standards, including those relating to workers’ rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement is intended to discontinue two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advance written notice of its intent to discontinue its participation in this Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

The Occupational Safety and Health Administration (OSHA), Eau Claire, Wisconsin Area Office, and the Chippewa Valley Technical College (CVTC) recognize the value of continuing a collaborative relationship to support workplace safety and reduce hazards and associated losses.

OSHA and CVTC agree to continue the Alliance to provide staff, outside employers, and members of our community with information, guidance, and access to training and related resources that will help promote and improve employee health and safety. In continuing this Alliance, OSHA and CVTC recognize the Eau Claire, Wisconsin OSHA Area Office as playing an integral role in the agency’s national efforts.

OSHA and CVTC will work together to achieve the following training and education goals:

  1. Develop training programs and written materials focusing on relevant health and safety issues, designed to improve technical knowledge and educational skills to students enrolled in CVTC programs, as well as students and staff within the Wisconsin Technical College system.
  2. Deliver or arrange for the presentation of courses such as OSHA 10 and 30 hour classes for employees, supervisors and management working in the CVTC district and areas covered by this alliance.
  3. Develop workplace safety and health curricula in the specific areas of interest to the partners, as well as training in other areas that may become apparent during the course of this alliance.
  4. Cross-train OSHA and CVTC personnel with best practices or effective approaches.

OSHA and CVTC will work together to achieve the following outreach and communication goals:

  1. Develop and disseminate information through print and electronic media (such as Internet or Web-based links from OSHA and CVTC.)
  2. Speak, exhibit, or appear at conferences, workshops, symposiums, local meetings, or other events.

OSHA and CVTC will work to achieve the following goals related to promoting the national dialogue on workplace safety and health, including the following areas:

  1. Raise awareness of and demonstrate a commitment to workplace safety and health.
  2. Focus on risk control, hazard identification, mitigation and correction.
  3. Develop and communicate results from case studies or actual events, illustrating the value of safety and health.
  4. Convene or participate in forums, round table discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  5. Promote and encourage participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and the Safety and Health Achievement Recognition Program.
  6. Share information on best practices with companies and organizations in the CVTC district, and publicize the results through outreach training programs and materials.
  7. Work with other alliance participants on specific issues and projects as they relate to education and safety and are addressed and developed through the alliance program.
  8. Encourage CVTC degree and certification programs to build positive relationships with OSHA’s Area Offices regarding health and safety issues.

OSHA alliances provide an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes including training and education, outreach and communication, promoting a national dialogue on workplace safety and health. These alliances have proven to be valuable tools for both OSHA and its alliance participants. By entering into this alliance, OSHA is not endorsing the College’s products or services.

An implementation team made up of representatives from OSHA and CVTC will meet to develop action plans, determine operating procedures, and identify roles and responsibilities. Quarterly or more frequent meetings will be held to share information on activities and evaluate the results from the cooperative endeavors.

This agreement will remain in effect for three years. Either organization may withdraw from the agreement at any time, provided they give 30 days written notice. This agreement may be modified with the concurrence of both organizations.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Toledo Area Office and the Safety Council of Northwest Ohio (SCNWO) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and SCNWO hereby renew the Alliance signed December 20, 2005 and renewed on January 25, 2008 and again on January 28, 2010, with a continued emphasis on training and education. Specifically, both organizations are committed to providing SCNWO members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address implementation methods for safety and health management systems; performance of job safety analyses; transportation and traffic accident reduction/safe driving methods; ergonomic hazards, particularly in healthcare industries; and, employee/employer hazard recognition, evaluation, analysis and control methods. In renewing this Alliance, OSHA and SCNWO recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

  • To share information on OSHA’s National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction and general industry safety and health topics to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by sharing information between organizations to further the knowledge of OSHA and SCNWO stakeholders.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for OSHA and SCNWO stakeholders regarding topics such as the implementation methods for safety and health management systems; transportation and traffic accident reduction/safe driving methods; ergonomic hazards, particularly in healthcare industries, electrical arc flash hazards; fall hazards and health hazards in the construction industry; and, combustible dust hazards, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for construction and general industry workers and employer representatives to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of courses on the above-mentioned topic areas.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and SCNWO’s Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA’s or SCNWO’s conferences, local meetings, or other events, such as the annual Safety and Health Day of Northwest Ohio.
  • To share information among OSHA personnel and industry safety and health professionals regarding SCNWO good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
  • To work with other Alliance participants on specific issues and projects on general industry and construction safety and health topics that are addressed and developed through the Alliance Program.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Toledo Area OSHA Office and any other appropriate offices. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.
