On 7/12/90, OSHA issued a Notice of Proposed Rulemaking on Occupant Protection in Motor Vehicles (55 FR 28728) and tentatively scheduled an informal public hearing for 1/8/91, in Washington, DC. This document announces the convening of that hearing and schedules a second one to be held in Chicago on 2/5/91. This document also corrects and extends to 12/14/90, the period for submission of written comments, and notices of intention to appear at the hearings. Hearings begin at 10:00 a.m. on the stated days.

Abstract:

OSHA is proposing a generic, performance-oriented regulation addressing the protection of employee occupants of motor vehicles to ensure the safe use of all classes of motor vehicles on the job. For motor vehicles that are equipped with safety belts or that are required by Federal regulation to have occupant safety belts installed, the proposed rule would mandate that employers require that each employee wear the safety belt when operating or riding in such motor vehicles for official business.

This notice schedules informal public hearings concerning OSHA''s proposal (56 FR 57036, November 7, 1991) to modify the existing provisions for controlling employee exposure to methylene chloride. The Agency requests that interested parties present testimony and evidence regarding the issues raised by the proposed standard and by this hearing notice. In addition, this notice reopens the rulemaking record so OSHA can receive additional comments regarding the proposed rule. All informal public hearings will begin at 9:30 a.am.

On November 29, 1988, OSHA published a proposed rule that would revise its shipyard employment safety standards for explosive and dangerous atmospheres in vessels and vessel sections (Subpart B, 53 FR 48092). This proposal addressed safe entry into and work to be carried on in confined spaces on board vessels and vessel sections in shipyards. Although over 40 comments were received in response to the proposal, none requested a hearing.
