OSHA proposes to amend its existing regulation for occupational exposure to cadmium in the general, construction, agriculture and maritime industries. Information gathered in this rulemaking demonstrates that employees chronically exposed to levels of cadmium well below the permissible exposure limits are at increased risk of developing kidney dysfunction and cancer. This notice proposes two 8- hour time-weighted average permissible exposure limits (TWA PEL) of 5 and 1 micrograms of cadmium per cubic meter of air as alternatives for all cadmium compounds.

This notice makes corrections to the preamble and final rule on Air
Contaminants which appeared in the Federal Register on January 19,
1989 (54 FR 2331). That rule amended 29CFR 1910.1000 and its tables.
On July 5, 1989, OSHA published corrections to the preamble and the
rule. This document (11/15/89) corrects additional errors
identified. There are a number of errors in the printing of the
exposure limit for iron oxide throughout both the proposal and final
Federal Register documents.

OSHA reduced exposure limits for 375 air contaminants on January 19,
1989 at 54 FR 2332. OSHA is granting a petition for reconsideration
of the Short Term Exposure Limit (STEL) for acetone of 1000 ppm for
the cellulose acetate fiber industry and it is not in effect for
that industry. The STEL remains in effect for all other industries
except the cellulose acetate fiber industry. The Time Weighted
Average (TWA) of 750 ppm for acetone is stayed until September 1,
1990 for one operation in the cellulose acetate fiber industry.

The data gathering effort involves creation of a survey-based data set to assess the extent and content of industrial hygiene and health surveillance programs with regard to occupational exposure to chemicals regulated under substance-specific OSHA standards, substances listed on OSHA''s Table Z-1-A, and ergonomic related health and safety hazards.
