A stay of the new exposure limits for nitroglycerin and ethylene glycol dinitrate is granted to the explosives industry until 4/27/90. OSHA reduced exposure limits for 375 air contaminants on 1/19/89 (54 FR 2332). The 9/1/89 start-up date of the Final Rule Limits column (new) exposure limits for nitroglycerin and ethylene glycol dinitrate for the explosives industry was stayed until 4/1/90, and effective that date, is extended until 4/27/90.

OSHA is granting a petition for reconsideration of the Final rule limit STEL for nitroglycerin (NG) of 0.1 mg/m(3) and Final rule limit STEL for Ethylene glycol dinitrate (EGDN) of 0.1 mg/m(3) for civilian manufacture and distribution of explosives and propellants for civilian use. The Transitional limits ceiling limits of 1 mg/m(3) for EGDN and 2 mg/m(3) for NG and Final rule limits skin designation for both remain in effect for civilian manufacture and distribution of explosives for civilian use.

Abstract:

OSHA reduced exposure limits for 375 air contaminants on 1/19/89 at 54 FR 2332. The new exposure limit for nitroglycerin (NG) of 0.1 mg/m(3) measured as a 15-minute Short Term Exposure Limit (STEL) was stayed for the manufacture of NG and NG-based explosives and propellants for military and space use. The Transitional (prior) limit of a ceiling of 2 mg/m(3) has remained in effect.

In rule document 93-15292 beginning on page 35338 in the issue of Wednesday, June 30, 1993 on page 35351, table Z-3 was published incorrectly and should read as set forth below:

OSHA amends standards in 1910 and 1915 to include reference to employee exposure to Cadmium. The Authority section of 1910, 1915 and 1926, Subpart D are revised and a new paragraph is added to 1910.19. 1910.1000, tables Z-1-A and Z-2 are amended to include entries for Cadmium.
