AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE HEALTH PHYSICS SOCIETY


The Occupational Safety and Health Administration (OSHA) and the Health Physics Society (HPS) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and HPS hereby agree to form an Alliance to use their collective expertise both to enhance workplace health and safety, and to assist employers in developing a preventive focus for radiological safety and health issues in workplace environments, especially related to emergency preparedness. In developing this Alliance, OSHA and HPS recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

HPS members have expertise in understanding, evaluating, and controlling the potential risks from radiation relative to the benefits of using radiation, as well as controlling and mitigating radiological hazards in the workplace.

OSHA and HSP will work together to achieve the following training and education goal:

  • Provide the OSHA Training Institute, upon request, with educational and training materials and resources on radiological safety and provide peer review, upon request, of OSHA technical documents and training curricula on topics relevant to radiological safety issues.

HPS and OSHA will work together to achieve the following outreach and communication goals:

  • Identify existing and emerging occupational radiological safety and health issues in the workplace and share technical information and best practices, as jointly determined by OSHA and HPS regarding radiological safety. HPS will identify individuals within the Society who have expertise on specific radiological safety issues, and who have agreed to serve as direct points of contact for OSHA regarding these issues.
  • Work with other Alliance participants on specific issues and projects on radiological safety that are addressed and developed through the Alliance Program.
  • Develop and disseminate information on radiological safety and health issues through print and electronic media, including electronic assistance tools and links from OSHA's and HPS' Web sites addressing ionizing and non-ionizing radiation.
  • Speak, exhibit, or appear at OSHA's or HPS' conferences, such as: HPS' Annual meeting, local meetings, or other Alliance related events concerning radiological safety issues in the workplace.

HPS and OSHA will work together to achieve the following goals related to promoting the national dialogue:

  • Work together to encourage employers to incorporate radiological safety strategies into their overall safety and health programs.
  • Participate in forums, round table discussions, or stakeholder meetings that address radiological safety issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Provide OSHA, upon request, with information about international regulations and guidelines relevant to radiological safety.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of the party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorate of Cooperation and State Programs and any other appropriate offices. OSHA will encourage State Plan States' and OSHA Consultation Project's participation on the team.

The information provided by HPS and/or its members is for the purpose of contributing to informed decision-making by the Agency and any other recipients of this information. Information provided by HPS does not constitute an official statement or position by HPS and is not intended by the parties to create any legal obligations for HPS or its individual members. Information provided pursuant to this Alliance Agreement is not intended as a legally binding standard or guideline.

This Alliance Agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and American Red Cross' Web sites) to employers and employees in the industry.

      OSHA and the American Red Cross Alliance Web Page

      OSHA continues to update and maintain the OSHA and ARC Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and ARC Alliance agreement, renewal agreement, annual reports, news releases, information on activities and events, and milestones and successes of the Alliance. The page also includes links to the ARC Pandemic Flu Web page and the ARC Alliance-related Web page on the ARC Web site.

      American Red Cross Alliance Web Page

      ARC continues to update the ARC and OSHA Alliance Web page on the ARC Web site. The page includes information about the ARC and OSHA Alliance. It addition, the page linked to information about 2011 North American Occupational Safety and Health (NAOSH) Week and the OSHA Distracted Driving Web page.

      OSHA Distracted Driving Initiative

      Through the Alliance Program, ARC supported OSHA's national outreach initiative focusing on distracted driving, including the dangers of texting while driving and other distracted driver-related hazards. ARC helped to promote the outreach-related materials, including posting information about the initiative to the ARC and OSHA Alliance Web page.

      OSHA Editorial Boards

      A representative from ARC serves on the editorial board for the following OSHA Safety and Health Topics page on the Agency's Web site: Medical and First Aid. As of January 2012, the use of editorial boards has been suspended.

      • Speak, exhibit, or appear at OSHA and the ARC conferences or other events such as Web cast presented by the ARC local chapter meetings. During this evaluation period, no products or activities have been developed to meet this goal of the Alliance.
         
      • Share information among OSHA personnel and industry safety and health professionals regarding American Red Cross best practices or effective approaches and publicize results through outreach by American Red Cross and through OSHA- or American Red Cross- developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      2012 OSHA Annual On-site Consultation Conference

      A representative from ARC delivered a presentation to more than 20 people focusing on the organization's "Ready Rating" Program at the 2012 OSHA Annual On-site Consultation Conference on April 23-26, 2012, in Nashville, Tennessee. The program helps small businesses prepare and assist with their emergency response efforts.

      • Work with other Alliance participants on specific issues to increase emergency preparedness and disease prevention education to the workplace and also increase first aid information to individuals with LEP and youth workers.

      2012 North American Occupational Safety and Health (NAOSH) Week

      On May 6-12, 2012, the ARC and a number of other Alliance Program participants supported the 2012 NAOSH Week. Sponsored annually by the American Association of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2012 was "Safety, it's What Every Business Needs." ARC helped support the Week through a number of activities, including posting information about the Week to ARC and OSHA Alliance Web page, as well as provided safety-related items for inclusion in the bags distributed to the attendees at the NAOSH Week Kick-off event at DOL on May 7, 2012.

      • Encourage ARC chapters to build relationships with OSHA's Regional and Area Vice President for Preparedness and Health and Safety Services Offices to increase emergency preparedness and disease prevention education to workplaces and increase first aid information to LEP and youth workers.

        During this evaluation period, OSHA and ARC Chapters did not sign or renew any Alliance agreements.

      Promoting the National Dialogue Goals

      • Convene or participate in forums, round table discussions, or stakeholder meetings to discuss emergency preparedness, disease prevention education and first aid issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      First Aid Advisory Taskforce

      Kay Dellinger, Medical Officer, Office of Occupational Medicine, DTSEM, serves on the ARC and American Heart Association (AHA), an Alliance Program participant, First Aid Advisory Taskforce.  The First Aid Advisory Taskforce is responsible for updating cardiopulmonary resuscitation (CPR), automated external defibrillators (AEDs) and first aid guidelines every five years.

    2. Executive Summary

      OSHA and ARC continue to work together to address workplace issues, including emergency preparedness, disease prevention education, and first aid training. As a result of this positive relationship, the organizations completed a number of projects and activities to meet the goals of the Alliance agreement. For example:

      • A representative from ARC delivered a presentation at the 2012 OSHA Annual On-site Consultation Conference focusing on the organization's "Ready Rating" Program, which helps small businesses prepare and assist with their emergency response efforts.
      • ARC and a number of other Alliance Program participants supported the 2012 NAOSH Week, May 1-7, 2012. ARC also supported the OSHA initiative focusing on distracted driving.
      • The OSHA and ARC Alliance Web page on the Agency Web site is updated regularly and includes links to the Alliance agreement, news releases, activities and events, and milestones and successes.
      • An ARC representative serves on the editorial board of the OSHA Medical and First Aid Safety and Health Topics page.
      • ARC continues to encourage its Chapters to form and maintain Alliances with OSHA's Regional and Area Offices.
      • OSHA representative, Kay Dellinger, Medical Officer, OOM, DSTM, serves on the ARC and AHA First Aid Advisory Taskforce.

  4. Upcoming Milestones

    In the upcoming year, OSHA and the ARC will undertake several activities to meet the goals of the Alliance. For example:

    • ARC and OSHA will work to deliver a Webinar for members of the On-site Consultation Program focusing on the ARC Small Business "Ready Rating" Program.
    • OSHA and ARC will develop compliance assistance resources, including resources for small businesses, and non-English and Limited-English speaking workers such as tear sheets/fact sheets on disaster preparedness and heat illness prevention.
    • ARC will join with other Alliance Program participants in supporting 2013 NAOSH Week, May 5-11, 2013.
    • ARC will staff an exhibit booth at DOL Safety Day in June 2013.
    • ARC Chapters will work to form and maintain Alliances with OSHA's Regional and Area Offices.

  • September 14, 2007: OSHA Business of Small Business Forum: "Safety and Health Issues in the Maritime Industry," Washington, DC. Representatives from Alliance Program participants, American Shipbuilding Association (ASA) and Shipbuilders Council of America (SCA), addressed safety and health issues of employees in small and medium-sized shipyards during the Forum. Jim Thornton, Director of Environmental, Health and Safety at Northrop Grumman Corporation-Newport News in Newport News, Virginia and representing the ASA, described his organization's management and employee engagement in workplace safety and health. Terry Preston, Director of Safety, Environmental & Quality at Atlantic Marine, LLC in Mobile, AL, representing the SCA, presented "Small to Medium Sized Shipyard Challenges and Opportunities."
  • September 21, 2004: Representatives from three maritime Alliances attended the Maritime Voluntary Protection Programs (VPP) Seminar in New Orleans, Louisiana to hear presentations from maritime companies and OSHA's National Office, Region III and Region VI and to discuss the application process, requirements and benefits of VPP from both the industry and government perspectives.       Mike Toole is continuing to take the lead in updating the "Design for Construction Safety" Web site that was developed through the OSHA Alliance Program Construction Roundtable's Design for Safety Workgroup. The Web site provides information on the barriers to designing for safety and how to overcome the barriers. The slide presentation, "Design for Construction Safety", also created by the Design for Safety Workgroup, is posted on the page.

      "Making the Business Case for Safety and Health" Safety and Health Topics page

      Through the Alliance, CI-ASCE representatives provided input and expertise to assist OSHA with the development of its "Making the Business Case for Safety and Health" Safety and Health Topics page. CI-ASCE provided feedback and information for the draft page. The Topics page was posted on the agency's Web site on September 27, 2006.

      Print and Electronic Media

      Articles on the OSHA and CI-ASCE Alliance and the OSHA Alliance Program Construction Roundtable's Design for Safety and Fall Protection Workgroup have appeared in a number of publications, including the Aggregates Manager e-News, Alliance Quarterly Review, Facilities Management News, IHS, and News for OSC.       "Design for Construction Safety" Slide Presentation


      Mike Toole took the lead in updating the "Design for Construction Safety" slide presentation that was developed through the OSHA Alliance Program Construction Roundtable's Design for Safety Workgroup. The presentation informs the public about the process of addressing site safety and health in the design of a construction project. It is located in the "DfCS Presentation" section on the Design for Construction Safety Web site.

      The slide presentation is continually updated based on feedback from the participants at the conferences and workshops where it is delivered. OSHA representatives and members of the Workgroup delivered the "Design for Construction Safety" presentation during the reporting period at the following events:
       
      • 22nd Annual National Voluntary Protection Programs Participants Association Conference, August 28-31, 2006, Orlando, Florida

        On August 30, 2006, Marvin Oey, CI-ASCE; John Mroszczyk, American Society of Safety Engineers (ASSE) which is another Alliance Program participant and Lee Anne Jillings, Director, OOSA, USDOL-OSHA, delivered the presentation to 50 attendees at the 22nd Annual National Voluntary Protection Programs Participants' Association Conference, in Orlando, Florida.

        ASSE Professional Development Conference, June 11-14, 2006 Seattle, Washington

        On June 14, 2006, John Gambatese, CI-ASCE; John Mroszczyk, ASSE which is another Alliance Program participant, and Stew Burkhammer, Director, OCS, USDOL-OSHA, delivered the presentation to over 120 attendees in a workshop, "Designing for Construction Worker Safety", at the ASSE Professional Development Conference in Seattle, Washington.

        American Institute of Steel Construction's North American Steel Construction Conference, February 6-9, 2006, San Antonio, Texas

        On February 9, 2006, T. Michael Toole, CI-ASCE Construction Site Safety Committee, delivered the presentation to over 50 attendees at the American Institute of Steel Construction's North American Steel Construction Conference in San Antonio, Texas.

        Geo3 Comprehensive Quality Assurance/Quality Control Technical Conference, November 6-9, 2005, Dallas, Texas

        On November 7, 2005, Bill Nash, CI-ASCE Construction Site Safety Committee, gave the presentation to over 100 attendees at the Geo3 Comprehensive Quality Assurance/Quality Control Technical Conference in Dallas, Texas.
    • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program, especially in the areas of crane safety and construction/constructability.

      OSHA Alliance Program Construction Roundtable, Design for Safety Workgroup


      On July 8, 2004, representatives from CI-ASCE participated in the Alliance Program's Construction Roundtable for construction-related national Alliances. The Design for Safety and Fall Protection Workgroups were developed at the Roundtable meeting.

      Design for Safety Workgroup - CI-ASCE is participating on the Design for Safety Workgroup and helped develop a "Design for Construction Safety" slide presentation and Design for Construction Safety Web site. Mike Toole has taken the lead in updating each product. The Workgroup also developed a 2-4 Hour Design for Safety Training Course. The course is based on the Design for Construction Safety slide presentation and provides technical information for those that are interested learning more about Designing for Safety.

      Matt Burkhart, CI-ASCE is taking the lead in working with the group to develop an OSHA 10 Hour Outreach Training Program for engineers.

      Fall Protection Workgroup - During this reporting period, CI-ASCE began participating on the Fall Protection Workgroup and helped develop Fall Protection Safety Tips Sheets for Employers and Employees. The Workgroup also developed a "Fall Hazard Awareness for the Construction Industry" training program. The training program is designed for construction industry audiences including small business owners, trainers, foreman and workers. The Workgroup is developing Toolbox Talks for Ladders that address issues such as "Do's and Don'ts of Using a Ladder", "Choosing the Right Ladder" and "Set-Up and Use of a Ladder." Matt Burkhart, CI-ASCE is developing the "How to Extend" a ladder section of the toolbox talk.
  2. Executive Summary

    Through the Alliance Program, OSHA and CI-ASCE are continuing to work together to promote safe and healthful working conditions for construction employees and to incorporate safety and health issues into the construction/constructability process. This positive relationship has led to the development of the many programs and projects that the team is currently working on or has produced.

    For example, CI-ASCE is continuing to participate on the Alliance Program's Construction Roundtable Design for Safety Workgroup. Mike Toole has played an important role within the Design for Safety Workgroup by taking the lead in both developing and updating the Design for Construction Safety slide presentation. OSHA representatives, CI-ASCE members and other Alliance Program participants have shared the presentation with the public at the following events:

    Mike Toole has also played an important role within the Design for Safety Workgroup by taking the lead in developing and maintaining the Design for Construction Safety Web site. Mr. Toole will continue to work on the Web site and encouraged members of the Workgroup to review the Web site and provide recommendations for adding information to the site.

    During the reporting period, CI-ASCE began participating on the Alliance Program's Construction Roundtable Fall Protection workgroup. The Workgroup is developing Toolbox Talks for Ladders that address issues such as "Do's and Don'ts of Using a Ladder", "Choosing the Right Ladder" and "Set-Up and Use of a Ladder." Matt Burkhart, CI-ASCE is developing the "How to Extend a Ladder" section of the toolbox talk.

    CI-ASCE representatives are sharing their expertise through reviewing and providing comments on OSHA's "Making the Business Case for Safety and Health" Safety and Health Topics page which was posted to the Agency's Web site on September 27, 2007.

IV. Upcoming Milestones

The OSHA and CI-ASCE Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. For example, CI-ASCE remains committed to working with OSHA and other Alliance Program participants to develop compliance assistance information and products for Agency staff and employers and employees in the construction industry. The organization will continue to attend meetings of the Design for Safety and Fall Protection Workgroups that were established at the OSHA Alliance Program Construction Roundtable.

Through the Design for Safety Workgroup, Mike Toole will continue to take the lead in maintaining and updating the Design for Construction Safety slide presentation along with the Design for Construction Safety Web site. Matt Burkhart will also take the lead in developing an OSHA 10 Hour Construction Outreach Training Program for engineers.

Through the Fall Protection Workgroup, Matt Burkhart will complete the "How to Extend a Ladder" section for the Toolbox Talks for Ladders.
 
In addition, Mike Toole, CI-ASCE; John Mroszczyk, ASSE and Lee Anne Jillings, Director, OOSA, USDOL-OSHA, will deliver the "Design for Construction Safety" slide presentation in a workshop "Safety Through Design: Designing for Construction Worker Safety" at the 2006 National Safety Congress, November 5-9, 2006 in San Diego, California. The presentation will also be delivered by Mike Toole, CI-ASCE, and Rick Marshall, ADSC: International Association of Foundation Drilling at the ASCE and the National Council for Geo-Engineering and Construction Workshop; "Trends Affecting the Geo-Community: What Does the Future Hold?", December 4-7, 2006 in Reston, Virginia.

Finally, OSHA has submitted a proposal for Mike Toole, CI-ASCE; John Mroszczyk, ASSE which is another Alliance Program participant; Brad Giles, Washington Group International who is also an Alliance Program participant and Lee Anne Jillings, Director, OOSA, USDOL-OSHA to deliver the Design for Construction Safety presentation at OSHCON, April 10-13, 2007 in Newport, Rhode Island.

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE NATIONAL LUMBER AND BUILDING MATERIAL DEALERS ASSOCIATION

The Occupational Safety and Health Administration (OSHA) and the National Lumber and Building Material Dealers Association (NLBMDA) hereby renew the Alliance signed on July 28, 2003. OSHA and NLBMDA continue to recognize the value of providing safe and healthy workplaces in the retail lumber and building materials industry. Both groups are committed to working together and networking with interested parties to increase overall safety awareness while specifically addressing recordkeeping issues and reducing or preventing forklift accidents and lifting strains in the lumber and building materials industry. In renewing this Alliance, OSHA and NLBMDA recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA will encourage State Plan States' and OSHA Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

Alliance Close-Out Report

On October 6, 2003, OSHA and the Network of Employers for Traffic Safety (NETS) formed an Alliance focusing on improving the safety and health of employees by reducing the number of traffic collisions that occur on the job. In particular, the Alliance focused on advancing a culture of prevention while sharing best practices and increasing access to safety and health information, training resources and technical knowledge to help reduce traffic collisions and related deaths and injuries within the nation's workforce.

OSHA and NETS agreed to conclude the Alliance as of October 6, 2005. However, OSHA and NETS will continue to work together through other avenues to develop and share information on motor vehicle safety. The following successes resulted from OSHA and NET’s working together to meet the Alliance’s goals:

  • OSHA promoted NETS’ Drive Safely to Work Week to its Regions and also shared the association’s tools and resources with the field.

  • OSHA promoted and attended the NETS Drive Safely to Work Week Employer Symposium which focused on distracted driving September 29, 2005 in Baltimore, Maryland.

  • OSHA worked with NETS to develop the Agency’s "Guidelines for Employers to Reduce Motor Vehicle Crashes" which discusses how employers can reduce motor vehicle injuries and fatalities in their workforce.

  • Representatives of NETS served on the editorial board for OSHA’s Motor Vehicle Safety and Health Topics Page.

  • Members of NETS' National Board agreed to give presentations on traffic safety issues and injury reduction for employers when requested by OSHA.

  • At the 2004 OSHA Compliance Assistance Training Sessions in Falls Church, Virginia, NETS exhibited and spoke at a session entitled "Promoting Motor Vehicle Safety Through OSHA's Compliance Assistance and Cooperative Programs."

    Overview

    Through the OSHA and Safe Tank Alliance, OSHA, American Petroleum Institute (API), National Fire Protection Association (NFPA) and the Steel Tank Institute (STI) are promoting safe tank entry, cleaning, maintenance, and rescue operations and work within and around petroleum and petrochemical liquid storage tanks.         2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008

        Safe Tank Alliance representatives are working with more than 40 other Alliance Program participants to support 2008 NAOSH Week that will be held May 4-10. Sponsored annually by the American Society of Safety Engineers, another Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme of the 2008 NAOSH Week is "Safety is Good Business."

        2007 North American Occupational Safety and Health (NAOSH) Week, May 6-12, 2007

        NFPA and a number of other Alliance Program participants supported 2007 NAOSH Week, May 6-12, 2007. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme of the 2007 NAOSH Week was "All Modes of Transportation."

        NFPA World Safety Congress and Exposition, June 3-7, 2007, Boston Massachusetts

        During NFPA's World Safety Congress and Exposition in Boston, Massachusetts, the following OSHA staff members and Safe Tank representatives made presentations:

        • Dana Schmidt, Project Engineer, STI/SPFA, presented "Prevention of Spills from Aboveground Tanks," to 25 attendees on June 3, 2007.

        • Lee Anne Jillings, Director, Office of Outreach Services and Alliances, Directorate of Cooperative and State Programs, USDOL-OSHA and Guy Colona, Assistant Vice President, NFPA, presented "OSHA's Compliance Assistance Resources," which highlighted OSHA's products and training programs, including materials developed through the OSHA and Safe Tank Alliance to 40 attendees on June 5, 2007.

        • Mat Chibbaro, Fire Protection Engineer, Directorate of Standards and Guidance, USDOL-OSHA, presented "Fire Service Features of Buildings and Fire Protection Systems," to 21 attendees on June 5, 2007.

      • Share information among OSHA personnel and industry and safety and health professionals regarding API's, NFPA's, and STI's best practices or effective approaches and publicize results through outreach by API, NFPA, and STI and through OSHA- or API, NFPA and STI - developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

        "Safe Tank Entry: When Entering Above Ground Storage Tanks" Brochure

        The OSHA and Safe Tank Alliance is working with the Independent Lubricant Manufacturers Association (ILMA) Alliance to develop a compliance assistance resource; Safe Tank Entry: When Entering Above Ground Storage Tanks brochure. The Safe Tank and ILMA brochure has information on preventing injuries when working in confined spaces in and around aboveground storage tanks such as how to keep employees safe and good practices for entering tanks.

        Storage Tank Module for Oil and Gas Well Drilling, Servicing and Storage Safety and Health Topics page

        Through the Alliance, the Safe Tank Alliance representatives provided their expertise to OSHA during the agency's development of the Storage Tank Module for the Oil and Gas Well Drilling, Servicing and Storage Safety and Health Topics page. The module which addresses requirements and solutions for working in permit and non-permit required confined spaces in above ground storage tanks was posted on the agency's Web site in June 2007. OSHA issued a news release about the product, "OSHA introduces a new Safety and Health Topic page module," on June 14, 2007.

        STI/SPFA Pressure Vessel Conference, October 29-30, 2007, Houston, Texas

        James Shelton, Safety and Occupational Health Specialist, Region VI, Houston North Texas, Area Office, USDOL-OSHA, attended the STI/SPFA Pressure Vessel Conference, October 29-30, 2007 in Houston, Texas. The conference included a certification class for aboveground tank inspectors and a tour of an aboveground tank facility.

        API/NFPA Safe Tank Entry Workshop, April 27-28, 2007, Atlantic City, New Jersey

        OSHA staff from Region II attended the Safe Tank Entry Workshop, April 27-28, 2007 in Atlantic City, New Jersey. The workshop focused on learning and applying best practices for safe entry and work in petroleum and petrochemical storage tanks.

        Safe Tank Entry Best Practices Seminar, April 17-18, 2007, Houston, Texas

        Through the Alliance, OSHA and Safe Tank developed the Safe Tank Entry Best Practices Seminar for OSHA staff and oil refinery professionals held at the Houston Area Safety Council in Houston, Texas. The seminar includes information on safe work practices and new technology being used by the oil and gas industry during tank entry and cleaning operations. The seminar had a total of 80 attendees and a link to the seminars' presentations is posted the OSHA and Safe Tank Alliance Web page on the agency's Web site.

      • Promote and encourage the petroleum and petrochemical industry's participation in OSHA cooperative programs such as compliance assistance, the Voluntary Protection Programs, and Consultation and its Safety and Health Achievement Recognition Program.

        The OSHA and Safe Tank Alliance Implementation Team has not started work on programs or projects to address this goal.

    2. Executive Summary

      Through the Alliance Program, OSHA and the Safe Tank organizations are working together to develop resources for employers in the petroleum and petrochemical industries to protect employees' health and safety, particularly in the areas of petroleum and petrochemical liquid storage tank entry, cleaning, maintenance, and rescue operations and work within them. The positive relationship that the signatories have developed over the past four years has led to the development of the many programs and projects that the team is currently working on or has produced.

      For example, through the Alliance, Safe Tank is working with ILMA to develop the draft "Safe Tank Entry: When Entering Above Ground Storage Tanks," brochure which will provide assistance to employers in the petroleum and petrochemical industries for hazards involved with confined space entry in aboveground storage tanks. In addition, the Safe Tank representatives provided OSHA with their expertise during the agency's development of the Storage Tank Module for the Oil and Gas Well Drilling, Servicing and Storage Safety and Health Topics page. The module which addresses requirements and solutions for working in permit and non-permit required confined spaces in above ground storage tanks was posted on the agency's Web site in June 2007.

      As part of their outreach efforts, NFPA and a number of Alliance Program participants supported 2007 NAOSH Week, May 6-12 and are supporting 2008 NAOSH Week, May 4-10. In addition, Safe Tank representatives are sharing their expertise with OSHA through participation on the editorial boards for the following OSHA Safety and Health Topics pages and eTool:

  4. Upcoming Milestones

    As a result of the Alliance's successes over the last four years, OSHA and the Safe Tank Alliance participants will renew the agreement for two years. Through the renewal agreement, the organizations will encourage employers in the petroleum and petrochemical liquid storage industries to increase employee access to safety and health information and training resources on workplace issues, including tank entry, cleaning, maintenance, and rescue operations and work within and around petroleum and petrochemical liquid storage tanks. For example, through the Alliance, Safe Tank and ILMA representatives will finalize the "Safe Tank Entry: When Entering Above Ground Storage Tanks" brochure. In addition, the Alliance will begin developing additional compliance assistance resources on confined space tank entry and hot work in aboveground storage tanks.

    As part of the Alliance's outreach efforts, Safe Tank representatives will be joining with more than 40 other Alliance Program participants to support 2008 North American Occupational Safety and Health Week, May 4-10. In addition, Safe Tank representatives will continue to provide OSHA with their expertise and serve on a number of OSHA's Safety and Health Topics pages' and eTool editorial boards including Confined Spaces, Emergency Preparedness and Response and Fire Safety.

    Finally, Safe Tank will continue to work with ILMA through the Alliance Program on projects including fact sheet development and the 2009 Safe Tank Best Practices Seminar.
