Overview

Through the OSHA and CI-ASCE Alliance, both organizations are encouraging employers to increase employee access to safety and health information and training resources, especially in the area of crane safety to incorporate safety and health issues into the construction/constructability process.

   Training and Education Goal
    
   • Work with OSHA to provide expertise to develop training and education programs for employees of civil engineering, construction, and construction engineering and management and consulting companies regarding crane safety and construction/constructability, and to provide expertise in communicating such information to employers and employees in the construction industry.
     
     The OSHA and CI-ASCE Alliance Implementation Team has not started work on programs or projects to address this goal.
   Outreach and Communication Goals
    
   • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the CI's Web sites) to employers and employees in the industry.
     
     OSHA and CI-ASCE Webpage
     
     OSHA is continuing to update the OSHA and CI-ASCE Alliance Web page that is posted on the Agency's Web site. The page includes the OSHA and CI-ASCE Alliance agreement, renewal agreement, news releases, activities and events and milestones and successes.
     
     Design for Construction Safety Web page

     Mike Toole is continuing to take the lead in updating the "Design for Construction Safety" Web site that was developed through the OSHA Alliance Program Construction Roundtable's Design for Safety Workgroup. The Web site provides information on the barriers to designing for safety and how to overcome the barriers. The slide presentation, "Design for Construction Safety", also created by the Design for Safety Workgroup, is posted on the page.
     
     "Making the Business Case for Safety and Health" Safety and Health Topics page
     
     Through the Alliance, CI-ASCE representatives provided input and expertise to assist OSHA with the development of its "Making the Business Case for Safety and Health" Safety and Health Topics page. CI-ASCE provided feedback and information for the draft page. The Topics page was posted on the agency's Web site on September 27, 2006.
     
     Print and Electronic Media
     
     Articles on the OSHA and CI-ASCE Alliance and the OSHA Alliance Program Construction Roundtable's Design for Safety and Fall Protection Workgroup have appeared in a number of publications, including the Aggregates Manager e-News, Alliance Quarterly Review, Facilities Management News, IHS, and News for OSC.    • Speak, exhibit, and/or appear at conferences, local meetings, or other events such as regional meetings of the Construction Institute or annual meetings of the American Society of Civil Engineers.

     "Design for Construction Safety" Slide Presentation
     
     Mike Toole took the lead in updating the "Design for Construction Safety" slide presentation that was developed through the OSHA Alliance Program Construction Roundtable's Design for Safety Workgroup. The presentation informs the public about the process of addressing site safety and health in the design of a construction project. It is located in the "DfCS Presentation" section on the Design for Construction Safety Web site.
     
     The slide presentation is continually updated based on feedback from the participants at the conferences and workshops where it is delivered. OSHA representatives and members of the Workgroup delivered the "Design for Construction Safety" presentation during the reporting period at the following events:
      
     • 22nd Annual National Voluntary Protection Programs Participants Association Conference, August 28-31, 2006, Orlando, Florida
       
       On August 30, 2006, Marvin Oey, CI-ASCE; John Mroszczyk, American Society of Safety Engineers (ASSE) which is another Alliance Program participant and Lee Anne Jillings, Director, OOSA, USDOL-OSHA, delivered the presentation to 50 attendees at the 22nd Annual National Voluntary Protection Programs Participants' Association Conference, in Orlando, Florida.
       
       ASSE Professional Development Conference, June 11-14, 2006 Seattle, Washington
       
       On June 14, 2006, John Gambatese, CI-ASCE; John Mroszczyk, ASSE which is another Alliance Program participant, and Stew Burkhammer, Director, OCS, USDOL-OSHA, delivered the presentation to over 120 attendees in a workshop, "Designing for Construction Worker Safety", at the ASSE Professional Development Conference in Seattle, Washington.
       
       American Institute of Steel Construction's North American Steel Construction Conference, February 6-9, 2006, San Antonio, Texas
       
       On February 9, 2006, T. Michael Toole, CI-ASCE Construction Site Safety Committee, delivered the presentation to over 50 attendees at the American Institute of Steel Construction's North American Steel Construction Conference in San Antonio, Texas.
       
       Geo³ Comprehensive Quality Assurance/Quality Control Technical Conference, November 6-9, 2005, Dallas, Texas
       
       On November 7, 2005, Bill Nash, CI-ASCE Construction Site Safety Committee, gave the presentation to over 100 attendees at the Geo³ Comprehensive Quality Assurance/Quality Control Technical Conference in Dallas, Texas.
   • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program, especially in the areas of crane safety and construction/constructability.

   • Share information among OSHA personnel and industry safety and health professionals regarding CI's best practices or effective approaches and publicize results through outreach by CI and through OSHA- or CI -developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

   • Promote and encourage CI's members participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

   Promoting the National Dialogue on Workplace Safety and Health
    
   • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

   • Convene or participate in forums and roundtable discussions on construction safety issues such as crane safety and the construction/constructability process to help forge innovative solutions in the workplace.
     
     Events
     
     OSHA Alliance Program Construction Roundtable, Design for Safety Workgroup
     
     On July 8, 2004, representatives from CI-ASCE participated in the Alliance Program's Construction Roundtable for construction-related national Alliances. The Design for Safety and Fall Protection Workgroups were developed at the Roundtable meeting.
     
     Design for Safety Workgroup - CI-ASCE is participating on the Design for Safety Workgroup and helped develop a "Design for Construction Safety" slide presentation and Design for Construction Safety Web site. Mike Toole has taken the lead in updating each product. The Workgroup also developed a 2-4 Hour Design for Safety Training Course. The course is based on the Design for Construction Safety slide presentation and provides technical information for those that are interested learning more about Designing for Safety.
     
     Matt Burkhart, CI-ASCE is taking the lead in working with the group to develop an OSHA 10 Hour Outreach Training Program for engineers.
     
     Fall Protection Workgroup - During this reporting period, CI-ASCE began participating on the Fall Protection Workgroup and helped develop Fall Protection Safety Tips Sheets for Employers and Employees. The Workgroup also developed a "Fall Hazard Awareness for the Construction Industry" training program. The training program is designed for construction industry audiences including small business owners, trainers, foreman and workers. The Workgroup is developing Toolbox Talks for Ladders that address issues such as "Do's and Don'ts of Using a Ladder", "Choosing the Right Ladder" and "Set-Up and Use of a Ladder." Matt Burkhart, CI-ASCE is developing the "How to Extend" a ladder section of the toolbox talk.
2. Executive Summary
   
   Through the Alliance Program, OSHA and CI-ASCE are continuing to work together to promote safe and healthful working conditions for construction employees and to incorporate safety and health issues into the construction/constructability process. This positive relationship has led to the development of the many programs and projects that the team is currently working on or has produced.
   
   For example, CI-ASCE is continuing to participate on the Alliance Program's Construction Roundtable Design for Safety Workgroup. Mike Toole has played an important role within the Design for Safety Workgroup by taking the lead in both developing and updating the Design for Construction Safety slide presentation. OSHA representatives, CI-ASCE members and other Alliance Program participants have shared the presentation with the public at the following events:

   • Mike Toole, CI-ASCE Construction Site Safety Committee, delivered the presentation to over 50 attendees at the American Institute of Steel Construction's North American Steel Construction Conference, February 9, 2006 in San Antonio, Texas.
      
   • Bill Nash, CI-ASCE Construction Site Safety Committee, gave the presentation to over 100 attendees at the Geo³ Comprehensive Quality Assurance/Quality Control Technical Conference, November 7, 2005 in Dallas, Texas.
   Mike Toole has also played an important role within the Design for Safety Workgroup by taking the lead in developing and maintaining the Design for Construction Safety Web site. Mr. Toole will continue to work on the Web site and encouraged members of the Workgroup to review the Web site and provide recommendations for adding information to the site.
   
   During the reporting period, CI-ASCE began participating on the Alliance Program's Construction Roundtable Fall Protection workgroup. The Workgroup is developing Toolbox Talks for Ladders that address issues such as "Do's and Don'ts of Using a Ladder", "Choosing the Right Ladder" and "Set-Up and Use of a Ladder." Matt Burkhart, CI-ASCE is developing the "How to Extend a Ladder" section of the toolbox talk.
   
   CI-ASCE representatives are sharing their expertise through reviewing and providing comments on OSHA's "Making the Business Case for Safety and Health" Safety and Health Topics page which was posted to the Agency's Web site on September 27, 2007.
   
   Finally, OSHA and CI-ASCE committed to continuing the Alliance and signed an Alliance renewal agreement on March 16, 2006.
    
3. Alliance Program Reach

IV. Upcoming Milestones

The OSHA and CI-ASCE Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. For example, CI-ASCE remains committed to working with OSHA and other Alliance Program participants to develop compliance assistance information and products for Agency staff and employers and employees in the construction industry. The organization will continue to attend meetings of the Design for Safety and Fall Protection Workgroups that were established at the OSHA Alliance Program Construction Roundtable.

Through the Design for Safety Workgroup, Mike Toole will continue to take the lead in maintaining and updating the Design for Construction Safety slide presentation along with the Design for Construction Safety Web site. Matt Burkhart will also take the lead in developing an OSHA 10 Hour Construction Outreach Training Program for engineers.

Through the Fall Protection Workgroup, Matt Burkhart will complete the "How to Extend a Ladder" section for the Toolbox Talks for Ladders.
 
In addition, Mike Toole, CI-ASCE; John Mroszczyk, ASSE and Lee Anne Jillings, Director, OOSA, USDOL-OSHA, will deliver the "Design for Construction Safety" slide presentation in a workshop "Safety Through Design: Designing for Construction Worker Safety" at the 2006 National Safety Congress, November 5-9, 2006 in San Diego, California. The presentation will also be delivered by Mike Toole, CI-ASCE, and Rick Marshall, ADSC: International Association of Foundation Drilling at the ASCE and the National Council for Geo-Engineering and Construction Workshop; "Trends Affecting the Geo-Community: What Does the Future Hold?", December 4-7, 2006 in Reston, Virginia.

Finally, OSHA has submitted a proposal for Mike Toole, CI-ASCE; John Mroszczyk, ASSE which is another Alliance Program participant; Brad Giles, Washington Group International who is also an Alliance Program participant and Lee Anne Jillings, Director, OOSA, USDOL-OSHA to deliver the Design for Construction Safety presentation at OSHCON, April 10-13, 2007 in Newport, Rhode Island.
