The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA), Fort Lauderdale Area Office and the Interactive Community Alliance, Inc. (ICA) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and ICA hereby form an Alliance to provide ICA members and the public with information, guidance, and access to training resources that will help them protect vulnerable1 workers by reducing and preventing exposure to hazards in the agricultural2 and construction3 industries and understand the rights or workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). - Implementation Team Members OSHA

The Alliance implementation meetings were held in-person, virtually, and/or by phone. A minimum of two implementation meetings were conducted by the Alliance group, during which the Interactive Community Alliance shared valuable safety information. This included updates on the services provided by OSHA, our partnership with Career Services, FIU, and USF. Additionally, health and safety materials were distributed via mass emails and social media to promote positive trends in worker health and safety.
In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN
THE WISCONSIN OSHA AREA OFFICES OF
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR AND
WISCONSIN CHEESE MAKERS ASSOCIATION
The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Appleton, Eau Claire, Madison and Milwaukee Area offices, and the Wisconsin Cheese Makers Association (WCMA) recognize the value of establishing a collaborative relationship to foster safe and healthful American workplaces. To that end, OSHA and WCMA hereby form an Alliance to provide WCMA members and others with information, guidance, and training resources to protect the health and safety of workers particularly by reducing and preventing exposure to hazards associated with machine guarding, control of hazardous energy, electrical hazards, occupational noise, heat illness, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."
Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and WCMA recognize that OSHA's On-Site Consultation Program partner (Wisconsin Safety and Health Consultation Program) is an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives:

Share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.

Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
-
Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print, and electronic media, electronic assistance tools, and OSHA and the WCMA website) to employers and workers in the industry.
-
Speak, exhibit, or appear at OSHA and WCMA conferences, local meetings, or other related events.
-
Convene or participate in forums, roundtable discussions, or stakeholder meetings related to the dairy processing industry to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Share information among OSHA personnel and industry safety and health professionals regarding WCMA's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).

Encourage worker participation in workplace safety and health increasing hazard awareness training and reporting.

Encourage WCMA members to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including hazards associated with machine guarding, control of hazardous energy, electrical hazards, occupational noise, and heat illness.
Training and Education
The Participants intend to work together to achieve the following objectives:

Develop effective training and education programs for the dairy processing industry regarding hazards associated with machine guarding, control of hazardous energy, electrical hazards, occupational noise, heat illness, and to communicate such information to constituent employers and workers.

Develop effective training and education programs for the dairy processing industry to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Appleton, Eau Claire, Madison and Milwaukee Area Offices and any other OSHA Area Office representatives that may contribute to the success of the Alliance. Wisconsin Safety and Health Consultation Program will designate a representative to be on the implementation team.
This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of all signatories.

La Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos y el Consulado General de El Salvador en Miami, Florida, en adelante denominados colectivamente como “los Participantes”;
Reconociendo el compromiso conjunto de proteger los derechos de los trabajadores salvadoreños reconocido en la Carta de Acuerdo entre la Administración de Seguridad y Salud Ocupacional de los Estados Unidos de América y el Ministerio de Relaciones Exteriores de El Salvador, firmada en Washington, D.C., el 10 de mayo de 2022; y
Reconociendo que el Programa de Alianza de OSHA prevé el establecimiento de relaciones de cooperación para fines tales como capacitación y educación, divulgación y comunicación, y la promoción de un diálogo nacional sobre seguridad y salud en el lugar de trabajo;
Tienen la intención de formar una Alianza para lograr lo siguiente:
Objetivo General
Los Participantes tienen la intención de establecer una relación de colaboración para proveer a los nacionales salvadoreños y a otros, información, orientación y acceso a recursos educativos y de capacitación con miras a promover los derechos de los trabajadores a la protección de su seguridad y salud ocupacionales, particularmente relacionados a caídas, enfermedades causadas por el calor, zanjas y excavaciones, así como peligros en el paisajismo, y ayudarlos a comprender los derechos de los trabajadores y responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).
Capacitación y Educación
Los Participantes se proponen trabajar juntos para lograr los siguientes objetivos:
- Desarrollar programas de capacitación y educación para los salvadoreños en Florida sobre caídas, enfermedades causadas por el calor, excavaciones y zanjas, así como sobre peligros en el paisajismo.
- Desarrollar programas de capacitación y educación para los salvadoreños en Florida para promover la comprensión de los derechos de los trabajadores y las responsabilidades de los empleadores, incluido el uso del proceso de quejas de OSHA.
- Impartir o coordinar la impartición de cursos de seguridad sobre caídas, enfermedades causadas por el calor, excavaciones y zanjas, así como sobre peligros en el paisajismo.
- Desarrollar programas de salud y seguridad en el lugar de trabajo sobre caídas, enfermedades causadas por el calor, excavaciones y zanjas, así como sobre peligros en el paisajismo.
Difusión y Comunicación
Los Participantes tienen la intención de trabajar juntos para lograr los siguientes objetivos de difusión y comunicación:
- Desarrollar información sobre el reconocimiento y la prevención de los peligros en el lugar de trabajo, y desarrollar formas de comunicar dicha información (por ejemplo, medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio web de OSHA desde el sitio web del Consulado) a los nacionales salvadoreños en Florida y a sus empleadores.
- Hablar, exponer o aparecer en las conferencias, reuniones locales u otros eventos de los Participantes.
- Participar en las actividades y eventos del "Consulado Móvil".

Promoción de un Dialogo Nacional
Los Participantes tienen la intención de trabajar juntos para lograr los siguientes objetivos relacionados con la promoción de un diálogo nacional sobre seguridad y salud en el trabajo:
- Concientizar y demostrar compromiso con la seguridad y salud en el trabajo y los derechos de los trabajadores conforme a la Ley OSH cada vez que los líderes de los Participantes se dirijan a los grupos.
- Convocar o participar en foros, mesas redondas o reuniones de partes interesadas sobre caídas, enfermedades causadas por el calor, zanjas y excavaciones, así como peligros en el paisajismo para ayudar a forjar soluciones innovadoras sobre cuestiones relacionadas con la seguridad y salud en el trabajo y la comprensión de los derechos de los trabajadores y las responsabilidades de los empleadores conforme a la Ley OSH.
- Compartir información sobre leyes y normas, incluidas las relacionadas con los derechos de los trabajadores y las responsabilidades de los empleadores
Un equipo de implementación compuesto por representantes de cada Participante tiene la intención de reunirse para desarrollar un plan de acción, determinar los procedimientos de trabajo e identificar las funciones y responsabilidades de los Participantes. Además, los Participantes tienen la intención de reunirse al menos tres veces al año con fiines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.
Nada de lo dispuesto en este Acuerdo compromete a los Participantes a erogar recursos.
Este Acuerdo puede comenzar a regir a partir de la firma de ambos Participantes. Este Acuerdo tiene la intención de discontinuarse dos (2) años después de la fecha de la firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

To that end, OSHA and the ABC hereby form an Alliance to provide ABC members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to prevalent safety hazards in the general and construction industries and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."
Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and ABC recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objective(s):

Share information on OSHA's National Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.

Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and the ABCs websites) to employers and workers.

Speak, exhibit, or appear at OSHA and ABCs conferences, local meetings, or other outreach and training activities throughout Colorado. OSHA will provide updates at Chapter meetings as resources allow.

Convene or participate in forums, roundtable discussions, or stakeholder meetings to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Share information among OSHA personnel and industry safety and health professionals regarding ABCs training programs, workshops, seminars, and lectures (or any other applicable forum).

Encourage member employees to actively participate in their company safety programs and events including Safety and Health Stand Down events.

Encourage ABCs to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including but not limited to falls, struck-by, electrical, trenching, and heat hazards trending in Colorado.
Training and Education
The Participants intend to work together to achieve the following objectives:

Develop effective training and education programs for ABCs members to share information, guidance, and access to training resources that address occupational hazards and the responsibilities of employers under the Occupational Safety and Health Act, and to communicate such information to constituent employers and workers.

Develop effective training and education programs for ABCs members to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

Deliver or arrange for the delivery of health and safety training to targeted industries in support of OSHA's National/Regional/Local Emphasis Programs.
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to discuss the responsibilities of the participants, to share information on activities, and to track results in achieving the goals of the Alliance. OSHA team members will include representatives of the Denver and Englewood Area offices and any other appropriate offices.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of signatories.

AND
THE GENERAL CONSULATE OF EL SALVADOR IN MIAMI, FLORIDA
The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and the General Consulate of El Salvador in Miami, Florida, hereinafter referred to collectively as “the Participants;”
Recognizing the joint commitment to protect workers’ rights for Salvadorans workers acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the United States of America and the Ministry of Foreign Affairs of El Salvador, signed at Washington, D.C., on May 10, 2022; and
Recognizing that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;
Intend to form an Alliance to achieve the following:
Overall Objective
The Participants intend to establish a collaborative relationship to provide Salvadoran Nationals in Florida and others information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, particularly with regards to fall, heat illness, trenching and excavation, as well as landscaping hazards, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
Training and Education
The Participants intend to work together to achieve the following training and education goals:
- To develop training and education programs for Salvadoran Nationals in Florida regarding fall, heat illness, trenching and excavation, as well as landscaping hazards.
- To develop training and education programs for Salvadorans Nationals in Florida to promote understanding of workers' rights and responsibilities of employers, including the use of the OSHA complaint process.
- To deliver or arrange for the delivery of fall, heat illness, trenching and excavation, as well as landscaping safety courses.
- To develop workplace health and safety curricula on fall, heat illness, trenching and excavation, as well as landscaping hazards.
Outreach and Communication
The Participants intend to work together to achieve the following outreach and communication goals:
- To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA's Web site from the Consulate's Web site) to Salvadoran Nationals in Florida and their employers.
- To speak, exhibit, or appear at the Participants' conferences, local meetings, or other events.
- To participate in "Mobile Consulate" activities and events.
- To share information among DOL personnel and safety and health professionals regarding the Consulate General of El Salvador in Miami, Florida, good practices or effective approaches and publicize results through outreach by Consulate General of El Salvador in Miami, Florida, and through materials, training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
Promotion of a National Dialogue
The Participants intend to work together to achieve the following goals related to promoting a national dialogue on workplace safety and health:
- To raise awareness of and demonstrate commitment to workplace safety and health and workers' rights under the OSH Act whenever leaders from the Participants address groups.
- To convene or participate in forums, roundtable discussions, or stakeholder meetings on fall, heat illness, trenching and excavation, as well as landscaping hazards to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers' rights and responsibilities of employers under the OSH Act.
- To share information on laws and standards, including those relating to workers' rights and responsibilities of employers.
An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.
Nothing in this Arrangement commits the Participants to the expenditure of any funds.
This Arrangement may commence upon signature by both Participants. This Arrangement is intended to discontinue two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advance written notice of its intent to discontinue its participation in this Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.
