Abstract:
This satement of reasons sets forth OSHA's determinations with
regard to the technological and economic feasibility of meeting the
permissible exposure limit (PEL) of 50 micograms per cubic meter of
air specified in the lead standard through engineering and work
practice controls in nine industry sectors: SIC 3341/3362, 5093,
2816/2819, 2816, 3312/3313, 3362/3369, 3341, 3731, 4463. OSHA has
determined that the standard is both technologically and
economically feasible in eight of the nine industry sectors.

On 7/12/90, OSHA issued a Notice of Proposed Rulemaking on Occupant Protection in Motor Vehicles (55 FR 28728) and tentatively scheduled an informal public hearing for 1/8/91, in Washington, DC. This document announces the convening of that hearing and schedules a second one to be held in Chicago on 2/5/91. This document also corrects and extends to 12/14/90, the period for submission of written comments, and notices of intention to appear at the hearings. Hearings begin at 10:00 a.m. on the stated days.

Abstract:

OSHA is proposing a generic, performance-oriented regulation addressing the protection of employee occupants of motor vehicles to ensure the safe use of all classes of motor vehicles on the job. For motor vehicles that are equipped with safety belts or that are required by Federal regulation to have occupant safety belts installed, the proposed rule would mandate that employers require that each employee wear the safety belt when operating or riding in such motor vehicles for official business.
