Since entering into an Alliance on February 6, 2013, with a subsequent renewals on May 5, 2015, and July 11, 2017, the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Denver Area Office and DJ Basin Safety Council have worked together to improve workplace health and safety by sharing information, guidance, and access to training resources that address occupational hazards, and promoting understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.

OSHA and DJ Basin Safety Council continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces and commit to continue their work together through an Alliance Program Ambassador relationship.

In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with DJ Basin Safety Council by:

  • Providing routine communications on enforcement, regulatory, and outreach initiatives.
  • Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.
  • Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.
  • Maintaining the organization’s status as Alliance Program Ambassador on the agency’s public webpage.

DJ Basin Safety Council will continue to foster an active relationship with OSHA by:

  • Sharing information with members and stakeholders on OSHA’s National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA’s outreach initiatives and rulemaking processes.
  • Sharing information with members and stakeholders on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Encouraging DJ Basin Safety Council to build relationships with OSHA’s National, Regional and Area Offices to address health and safety issues.
  • Sharing information with OSHA personnel and industry safety and health professionals regarding DJ Basin Safety Council good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Offering OSHA opportunities to speak, exhibit, or appear at one another’s conferences, local meetings, or other events.
  • Adhering to requirements laid out in the Alliance Program Directive regarding the prohibition on promoting or implying the agency’s endorsement of their policies, products, or services, including acknowledging that they will not receive any preferential treatment related to any statutory function of the agency.
  • Abiding by all terms and conditions for the use of the Alliance Program logo as specified in OSHA’s Guidelines for Use of the Alliance Logo.

OSHA’s cooperative programs provide organizations an opportunity to participate in a voluntary, collaborative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These programs have proven to be valuable tools for both OSHA and participants. By entering into this Ambassador relationship, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.

This Ambassador relationship will remain in effect for the duration of an on-going cooperative association and a good faith effort by both parties to meet the intent of this document and its underlying policies. AGC OF SOUTH DAKOTA

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Sioux Falls Area Office and the Associated General Contractors (AGC) of South Dakota recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and the AGC of South Dakota hereby form an Alliance to provide employers and employees working in construction in South Dakota with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to hazards related to trenching activities, falls, heat exposure, and silica, and to understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance’s activities. Alliance participants also agree to meet the “Fundamental Requirements for OSHA Alliance Program Participants” and the “Guidelines for OSHA’s Alliance Program Participants: Alliance Products and Other Alliance Projects.”

Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, including information provided by employers, insurance providers, BLS, and the media, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA’s National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and provide opportunities to participate in initiatives and the rulemaking process by information sharing on public comment timelines.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers particularly through discussions and participation with the AGC of South Dakota Safety Committee.
  • Develop information on the recognition and prevention of workplace hazards, and communicate such information in conjunction with the annual trench stand down as well as the annual fall prevention stand down.
  • Speak, exhibit, or appear at OSHA and AGC conferences, local meetings, or other events.
  • Share information related to respirable silica through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Encourage worker participation in workplace safety and health through participation in the annual fall prevention and trench safety stand downs.
  • Share information, and educate AGC membership and their employees, on OSHA’s Heat Illness Prevention Campaign.
  • Encourage AGC of South Dakota to build relationships with OSHA’s Regional and Area Offices as well as SDSU Engineering/OSHA Consultation to address health and safety issues, including trenching and fall safety.

Training and Education

The Participants intend to work together to achieve the following objective:

  • Develop effective training and education programs for the construction industry in South Dakota regarding trenching and fall safety and to communicate such information to constituent employers and workers.
  • Deliver or arrange for the delivery of courses related to falls, trenches, silica, and heat awareness.
  • Develop effective training and education programs for construction workers to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

OSHA’s Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Sioux Falls Area Office and any other appropriate offices.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days’ written notice. This agreement may be modified at any time with the written concurrence of all signatories.

The Occupational Safety and Health Administration (OSHA - REGION VIII-BISMARCK), The National Institute for Occupational Safety and Health (NIOSH), and the State of North Dakota continue to recognize the value of maintaining a collaborative relationship to foster a safer and more healthful environment within the Oil and Gas industries throughout the Bakken Basin. To that end, the Consortium hereby renews the Alliance with OSHA, NIOSH, and State of North Dakota (collectively “Alliance Members”), to provide North Dakota’s employers and workers with information, guidance, and training resources on hazard recognition and prevention within the oil and gas industry upstream and midstream operations. The Consortium and its members agree to work collectively with OSHA, NIOSH, and ND State Agencies on implementing a robust safety systems approach to advance the health and safety of employees within the oil and gas industry. The overarching goal of this Alliance is to reduce the number of occupational exposures to physical and chemical hazards, which can result in injuries and fatalities.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA, NIOSH, the State of North Dakota, and the Consortium recognize that OSHA’s State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Outreach and Communication

The alliance members will work together to achieve the following outreach and communication goals:

  • Neutral Grounds Quarterly Meetings: These meetings are roundtable discussions between upstream and midstream companies in conjunction with OSHA, NIOSH, and other government entities. The Alliance Members agree to discuss means and methods to abate/mitigate hazards and the most effective means of communicating to the thousands of sub-contractors that support these upstream and midstream operators.
  • Hazard Alerts: Published alerts are developed in conjunction with participating Alliance Members. The alliance membership vote to establish the priority of alert development and supports their distribution to the oil and gas industry.
  • NIOSH Support: Alliance Members agree to support NIOSH studies on an individual and private level in order to use results and recommendations from those studies as a basis for developing effective engineering and administrative controls within the oil and gas industry. The Alliance Membership agrees that once a means or method is identified which increases employee safety it will share this development with the rest of the Alliance Members. This agreement does not create an obligation for Alliance Members to review or approve any NIOSH results, recommendations, or products that are based on research related to this Alliance.
  • Midstream Pipeline Committee: Alliance Members agree to develop a subordinate committee for identifying hazards specific to oil and gas pipelines affecting commerce. This group will focus on identification and elimination of hazards associated with pipeline transportation. Covered areas will include construction, maintenance, spills, and emergency planning.
  • Emergency Response Committee: Alliance Members agree to develop a subordinate committee for identifying hazards associated with crude oil and gas spill clean ups. This committee will focus on spill prevention, effective spill abatement, and specific training requirements for oil and gas spills in the industry.
  • Servicing Rig Committee: Alliance Members agree to develop a subordinate committee for identifying specific hazards related to servicing rig operations. This group will focus on identification and elimination of hazards associated with maintenance and servicing operations using servicing rigs on well sites.
Training and Education

OSHA will support the Alliance efforts by providing the following as requested:

  • Providing specific training and incident trend updates at quarterly Neutral Grounds meetings.
  • Providing outreach activities and presentations to the alliance organizations relating to upstream and midstream oil and gas operations at their subcontractor meetings.
  • Providing coordination for the development of industry hazard alerts.
  • Coordinating with NIOSH on the release of safety and health issues of immediate concern to the industry through the Alliance Members.

This Alliance provides the participants an opportunity to participate in a voluntary cooperative relationship with OSHA Bismarck and Region VIII for the purposes of training and education, outreach and communication, and promoting a dialogue on workplace safety and health.

Alliances have proven to be a valuable tool for both OSHA and its participants. By entering into an Alliance, the Consortium does not endorse any of the participant’s products or services, nor does the Consortium enter into an Alliance with the purpose of promoting a particular participant’s products or services.

An implementation team made up of representatives of each organization will meet one to two times each year to track and share information on activities and results in achieving the goals of the Alliance. OSHA will encourage OSHA On-Site Consultation programs’ participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate their participation for any reason at any time, provided they give a 30 day written notice. This agreement may be modified at any time with the concurrence of all signatories.

ESTABLISHING AN ALLIANCE PROGRAM AMBASSADOR RELATIONSHIP
BETWEEN
DENVER AND ENGLEWOOD AREA OFFICES OF
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
COLORADO SAFETY ASSOCIATION

Since entering into an Alliance on April 2, 2012, with subsequent renewal(s) on December 12, 2014, and December 9, 2016, the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Denver and Englewood Area Offices and the Colorado Safety Association (CSA) have worked together to improve workplace health and safety by sharing information, guidance, and access to training resources that address occupational hazards, and promoting understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.

OSHA and the CSA continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces, and commit to continue their work together through an Alliance Program Ambassador relationship.

In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with the CSA by:

  • Providing routine communications on enforcement, regulatory, and outreach initiatives.
  • Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.
  • Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.
  • Maintaining the organization’s status as Alliance Program Ambassador on the agency’s public webpage.

The CSA will continue to foster an active relationship with OSHA by:

  • Sharing information with members and stakeholders on OSHA’s National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA’s outreach initiatives and rulemaking processes.
  • Sharing information with members and stakeholders on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Sharing information with OSHA personnel and industry safety and health professionals regarding CSA good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Offering OSHA opportunities to speak, exhibit, or appear at one another’s conferences, local meetings, or other events.
  • Adhering to requirements laid out in the Alliance Program Directive regarding the prohibition on promoting or implying the agency’s endorsement of their policies, products, or services, including acknowledging that they will not receive any preferential treatment related to any statutory function of the agency.
  • Abiding by all terms and conditions for the use of the Alliance Program logo as specified in OSHA’s Guidelines for Use of the Alliance Logo.

OSHA’s cooperative programs provide organizations an opportunity to participate in a voluntary, collaborative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These programs have proven to be valuable tools for both OSHA and participants. By entering into this Ambassador relationship, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.

This Ambassador relationship will remain in effect for the duration of an on-going cooperative association and a good faith effort by both parties to meet the intent of this document and its underlying policies. Either signatory may terminate it for any reason at any time, provided they give 30 days’ written notice.
