    Overview

    The OSHA and SIA Alliance focuses on providing SIA's members, and others in the construction industry, with information, guidance, and access to training resources that will focus on reducing safety and health hazards associated with the use of mast climbing scaffolding and aerial lift equipment. In particular, the Alliance addresses reducing and preventing exposure to fall and caught-in-between hazards.

      Products

      Aerial Work Platform Operator Training Program

      Through the OSHA and SIA Alliance, SIA developed a draft outline for an Aerial Work Platform Operator training program. The training program addresses issues associated with aerial work platforms, such as safe use of boom lifts, scissor lifts and manually propelled lifts. SIA shared the draft outline with OSHA for review and comment. The Work Platform Operator training program is expected to be completed by February 2010.

      • Work with OSHA to provide expertise to develop training and education programs for the construction industry regarding mast climbing scaffolding and aerial lift issues and to provide expertise in communicating such information to employers and employees in the construction industry.

        • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the SIA's Web sites) to employers and employees in the construction industry.

        OSHA and SIA Alliance Web Page

        OSHA created and maintains an OSHA and SIA Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and SIA Alliance agreement, this annual report, news releases, and information on activities and events of the Alliance. Over the next year, links to resources developed by SIA through the Alliance Program will be added to the page.

        SIA Web site

        SIA created and maintains an OSHA and SIA Alliance Web page on its Web site. The page has information on the OSHA and SIA Alliance and links to the OSHA Web site. In addition, the Web page includes a photo of Steven F. Witt and information regarding his presentation at the SIA 36th Annual Convention and Expo on July 22, 2008 in Denver, Colorado.

        Mast Climber Hazard Awareness Tips Sheets

        Through the OSHA and SIA Alliance, SIA developed a draft "Transport Platforms Safety" tips sheet and a draft "Mast Climbing Work Platform Safety" tips sheet. The tips sheets address issues associated with aerial work platforms. SIA shared the draft tip sheets with OSHA for review and comment. The tips sheets are expected to be completed and posted on the SIA and OSHA Alliance Web page on the SIA Web site in the early spring of 2009. OSHA will then establish a link from the OSHA and SIA Alliance Web page on the OSHA Web site to the tip sheets on the SIA Web site.

        Publications and Newsletters

        Information and news releases on the OSHA and SIA Alliance and its activities appeared in print and electronic publications such as Occupational Health & Safety Magazine and QuickTakes. For more information on the articles, see the "Alliance Program Reach" table.

        OSHA Scaffolding eTool

        The following SIA representatives participate on the OSHA Scaffolding eTool's editorial board:

        Events

        SIA 36th Annual Convention and Expo, July 20-26, 2008, Denver, Colorado

        Steven F. Witt, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, gave a presentation entitled "OSHA Update" to 160 scaffold industry executives and safety and health professionals at the SIA 36th Annual Convention and Expo on July 22, 2008 in Denver, Colorado.

        • Share information among OSHA personnel and industry safety and health professionals regarding SIA's best practices or effective approaches and publicize results through outreach by SIA and through OSHA- or SIA-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        The OSHA and SIA Alliance Implementation Team has not started work on programs or projects to address this goal.

        • Promote and encourage SIA members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

        The OSHA and SIA Alliance Implementation Team has not started work on programs or projects to address this goal.

        • Work with other Alliance participants on specific issues and projects on mast climbing scaffolding and aerial lift issues that are addressed and developed through the Alliance Program.

        OSHA Alliance Program Construction Roundtable and Joint Meeting of the Fall Protection and Design for Safety Workgroups

        On September 18, 2008, Jeff Stachowiak joined representatives from eight construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, the group discussed common construction-related interests and further refined the promising project ideas developed at a previously-held January 2008 Alliance Program Construction Roundtable. The group also received updates on the "Design for Construction Safety 2-4 Hour Course," and Design for Construction Safety Web site. Further, the group also reviewed and provided feedback on the draft "Prevention of Fall Fatalities and Injuries in Construction" slide presentation, received an update on the National Institute for Occupational Safety and Health's prevention through design initiative, and discussed a white paper on a proposed national public awareness outreach campaign focusing on fatalities in the construction industry. In addition, the group formed two new subgroups. The first subgroup will focus on strains/sprains and material handling. The second subgroup will develop case studies and success stories related to design for safety and falls in construction industry.

        2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008, Washington, DC

        SIA joined with more than 50 other Alliance Program participants to support 2008 NAOSH Week. NAOSH Week, sponsored by the American Society of Safety Engineers, an Alliance Program participant, focuses on increasing the understanding of the positive benefits of investing in occupational safety, health and environmental programs among employers, employees and the public; raising awareness of the role and contribution of safety, health and environmental professionals; and reducing workplace injuries and illness by encouraging new safety and health activities at all companies and organizations. The theme for the 2008 NAOSH Week was "Safety is Good Business." In support of NAOSH Week, SIA posted information regarding 2008 NAOSH Week on the SIA and OSHA Alliance Web page on the SIA Web site.

    2. Executive Summary

      During the OSHA and SIA Alliance's first year, the organizations established a very productive working relationship. Through the OSHA and SIA Alliance, SIA developed a draft outline for an Aerial Work Platform Operator training program which addresses issues associated with aerial work platforms, such as safe use of boom lifts, scissor lifts and manually propelled lifts. Further, SIA developed a draft "Transport Platforms Safety" tips sheet and a draft "Mast Climbing Work Platform Safety" tips sheet. The tips sheets address issues associated with aerial work platforms.

      In addition, OSHA and SIA representatives are sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and speaking opportunities, including:

      • SIA members serve on the editorial board for the OSHA Scaffolding Safety and Health Topics Page.

  4. Upcoming Milestones

    Over the next year, OSHA and SIA will continue to work together to provide SIA's members and others in the construction industry, with information, guidance, and access to training resources that will focus on reducing safety and health hazards associated with the use of mast climbing scaffolding and aerial lift equipment. The OSHA and SIA Alliance Implementation Team will finalize a draft of the Work Platform Operator training program, as well as complete the "Transport Platforms Safety" tips sheet and the draft "Mast Climbing Work Platform Safety" tips sheet. The tips sheets will be posted on the OSHA and SIA Alliance Web page on the OSHA Web site.

    SIA representatives will continue to serve on the Scaffold eTool and Scaffold Safety and Health Topics page's editorial boards and support 2009 NAOSH Week. Moreover, SIA will invite Steven F. Witt to give a presentation at the 2009 Annual Meeting which will be held in San Francisco, California on July 19-24, 2009. Finally, SIA will participate in OSHA Alliance Program Construction Roundtable and Joint Meeting of the Fall Protection and Design for Safety Workgroups when scheduled.

    • Develop and disseminate injury and hazard information at conferences, events and/or through print and electronic media, including links from OSHA's and ASA's Web sites.
    Products

    OSHA's Safety and Health Injury Prevention Sheets (SHIPS)


    The draft SHIPS, developed by OSHA's Directorate of Science, Technology and Medicine (DSTM), identify the prevalent types of injuries e.g. falls, strains and burns by processes such as shipfitting, shipboard machining, shipboard electrical and shipboard handling. The ASA, NSRP and SCA Implementation Teams completed reviewed the Shipfitting SHIP and are reviewing and providing comments on the Machining, Electrical and Handling SHIPS. Due to a lawsuit that is challenging the data module OSHA is using to develop the Shipfitting SHIPS, the development of the guide sheets has been put on hold until the lawsuit is settled.

    OSHA and ASA Alliance Web page

    OSHA is continuing to update the OSHA and ASA Alliance Web page that is posted on the Agency's Web site. It includes links to the OSHA and ASA agreement, renewal agreement, news releases and events. This Web page is updated on a regular basis.

    Information and news releases on the OSHA and ASA Alliance activities have appeared in a number of print and online publications, including: BNA Occupational Safety and Health Reporter, OSHA Up to Date and American Shipbuilder - INDUSTRY NEWS.     XVIIth World Congress on Safety and Health at Work and 2005 National Safety Council's Congress & Expo – September 17-23, 2005, Orlando, FL


    Debra Gabry and Steve Butler promoted OSHA's Fatality Videos during the NSC's Film and Media presentations on September 23, 2005 at the 2005 National Safety Council's Congress & Expo. The computer animated hazard awareness videos are based on shipyard fatalities. The ASA, NSRP and SCA Implementation Teams and OSHA Strategic Partnership program participants assisted in developing the videos. In addition, Steve Butler, Director, Office of Maritime Enforcement promoted the video on September 19, 2005 during a presentation to the National Safety Council's Maritime Industries Safety & Health Committee that was held in conjunction with the National Safety Council's 2005 Congress and Expo.
     
    • Familiarize OSHA personnel with the shipbuilding industries' safety and health best practices and share information on the best practices of ASA's members/worksites, as jointly determined by OSHA and ASA, with others in the industry.
    Events

    Maritime Best Practices Seminar


    In the Fall 2005, the OSHA and ASA, NSRP and SCA Alliances agreed to pursue developing a two-day Maritime Industry Best Practices seminar focusing on lessons learned from Hurricanes Katrina and Rita and will include workgroup discussions on maritime industry best practices including shipfitting and welding, along with tours of a shipyard. The implementation teams agreed to schedule the workshop in conjunction with the SCA Safety Seminar in early March 2006 in Mobile, AL. However, OSHA's Regions IV and VI informed DCSP that they were focusing on hurricane recovery efforts, and as a result were unable to participate in the proposed seminar. As a result, the ASA, NSRP and SCA implementation teams agreed to follow up with OSHA Regions IV and VI in Fall 2006 to see when they would be able to participate in a Maritime Best Practices Seminar.
     
    • Share current injury, hazard and workforce trends to help identify the top priorities for the development of employee safety and health training and outreach programs for the shipbuilding industry.
    Fatality Fact Sheets

    NSRP, ASA and SCA are working with OSHA's Office of Maritime Enforcement to develop Fatality Fact Sheets. The implementation teams are reviewing OSHA data to determine the top three to four specific types of incidents (e.g. falls, electrocution), that result in shipyard fatalities to develop fact sheets for a particular type of incident.
     
    • Promote and encourage ASA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation and SHARP. In addition, act as mentors to ASA members that aspire to excellence in safety and health.

      The OSHA and ASA Alliance Implementation Team has not started work on programs or projects this reporting period.

    Shipyard Employment eTool

    The eTool provides information and guidance to help protect shipyard employees' health and safety by minimizing or eliminating exposure to shipyard safety and health hazards. The OSHA and ASA Alliance, and the OSHA and NSRP and SCA Alliances, provided OSHA with input during the development of the Agency's Shipyard Employment eTool's Shipbuilding, Shipbreaking and Barge Cleaning modules. The modules were completed and posted on OSHA's Web site in September 2005.

    In addition, the Alliances are reviewing and providing comments on a draft Fire Protection module for the Shipyard Employment eTool. It is expected to be completed and posted by Fall 2006.
     
    • Work with other Alliance participants on specific issues and projects for the maritime industry that are addressed and developed through the Alliance Program.
    Safety Alert: Deadly Hydrogen Sulfide and Shipyard Sewage

    The OSHA and ASA Alliance, together with the NSRP and SCA Alliances are working with the OSHA and American Industrial Hygiene Association (AIHA) Alliance to develop the Safety Alert: Deadly Hydrogen Sulfide and Shipyard Sewage. The Alert is designed to make both shipyard employers and employees aware of the hazards of sewage systems on both ships and shipyard shore facilities and how to prevent accidents involving hydrogen sulfide gas. The Alert will be completed by August 2006.

    Promoting the National Dialogue on Workplace Safety and Health
     
    • Raise awareness through speeches and appearances by ASA leaders of their positive and successful worksite programs and their commitment to workplace safety and health.

      The OSHA and ASA Alliance Implementation Team has not started work on programs or projects to address this goal.
       
    • Convene and/or participate in roundtable discussions or other forums to discuss issues, as jointly identified as top priorities by ASA and OSHA, in order to develop innovative solutions to specific injury and hazard issues in shipyards.

  2. Executive Summary

    Through the Alliance Program, OSHA and ASA are working together to address safety and health issues in the maritime industry. The OSHA and ASA Alliance is very successful and the organizations have developed a productive working relationship. This positive relationship has led to the development of many programs and projects. OSHA and ASA are also sharing regulatory, compliance assistance and cooperative program information. Further, the OSHA and ASA Alliance implementation team is working jointly with the other maritime industry related Alliances that have been signed with NSRP and SCA on several projects. For example:
     
    • ASA representatives are serving on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' Editorial Boards and the Shipyard Employment eTool's Editorial Board.
       
    • At the XVIIth World Congress on Safety and Health at Work 2005 and the National Safety Council's Congress & Expo in September 2005, representatives from the ASA Alliance implementation team promoted OSHA's Fatality Videos during the NSC's Film and Media presentations and Maritime Industries Safety & Health Committee.
       
    • The OSHA and ASA Alliance, together with the OSHA and NSRP and SCA Alliances developed a draft two-day Maritime Best Practices seminar focusing on lessons learned from Hurricanes Katrina and Rita and will include workgroup discussions on maritime industry best practices including shipfitting and welding, along with tours of a shipyard.

    Finally, ASA is continuing to hold joint Implementation Team meetings with NSRP and SCA and OSHA representatives from the Directorates of Cooperative and State Programs; Enforcement Programs; Science, Technology and Medicine; Standards and Guidance and Region III and Region IV. As a result of the successes the organizations realized through the Alliance Program, OSHA and ASA signed an Alliance renewal agreement on January 13, 2006.

IV. Upcoming Milestones

In the upcoming year, OSHA's and ASA's positive relationship will continue to grow and the implementation team will undertake a number of activities and develop a number of products.

For example, the OSHA and ASA, NSRP and SCA Alliances are working with OSHA's Office of Maritime Enforcement to review OSHA data in order to identify topics for Fatality Fact Sheets. In addition, the groups have discussed working together to develop an OSHA 10-Hour course specifically for shipyards.

The Implementation Teams are also reviewing and providing comments on the Fire Protection module for the Shipyard Employment eTool that is expected to be completed by Fall 2006. In addition, ASA, NSRP and SCA are working with the OSHA and AIHA Alliance to develop a Safety Alert: Deadly Hydrogen Sulfide and Shipyard Sewage. The Alert is designed to make both shipyard employers and employees aware of the hazards of sewage systems on both ships and shipyard shore facilities and how to prevent accidents involving hydrogen sulfide gas. The final version of the Alert will be completed by August 2006.

Finally, OSHA and the ASA, NSRP and SCA Alliances are working to develop a two-day Maritime Best Practices seminar focusing on lessons learned from Hurricanes Katrina and Rita and will include workgroup discussions on maritime industry best practices including shipfitting and welding, along with tours of a shipyard.

      The OSHA and SCHC Alliance focuses on providing SCHC's members and others, including small businesses, information, guidance, and access to training resources to protect employees' health and safety. In particular, the Alliance will continue to address hazard communication hazards matters and issues related to increasing awareness of the Globally Harmonized System of Classification and Labeling of Chemicals.

      Articles on the OSHA and NSRP Alliance activities have appeared in a number of print and online publications, including: OSHA's Alliance Quarterly Report, BNA Occupational Safety and Health Reporter, BNA Daily Labor Report, CCH Safety NetNews, Occupational Health & Safety E-news, and Occupational Health & Safety Magazine.       Shipyard Employment eTool

      Fire Protection Module

      Through the Alliance, NSRP worked with ASA and SCA to provide OSHA with expertise and input during the development of OSHA's Shipyard Employment eTool's Fire Protection module. The module, which was completed and posted on OSHA's Web site in September 2006, addresses the Fire Protection in Shipyard Employment Standard (29 CFR 1915 Subpart P).

      Marine Hanging Staging (MHS) Module

      Through the Alliance, NSRP is working with ASA and SCA to provide OSHA with expertise and input during the development of the draft MHS module for the Shipyard Employment eTool. The module will help employers design, assemble, use, and dismantle MHS in a manner that is safe for employees.

      • Work with other Alliance participants on specific issues and projects for the maritime industry that are addressed and developed through the Alliance Program.

      Fatality Fact Sheets

      Through the Alliance, NSRP, ASA and SCA are working with OSHA's Office of Maritime Enforcement to develop Fatality Fact Sheets. The implementation teams are reviewing OSHA data to determine the top three to four specific types of incidents (e.g. falls, electrocution), that result in shipyard fatalities to develop fact sheets for a particular type of incident.

      Safety Alert: Deadly Hydrogen Sulfide and Shipyard Sewage

      Through the Alliance, NSRP worked with ASA and SCA and the OSHA and AIHA Alliance to develop the Safety Alert: Shipyard Sewage and Hydrogen Sulfide. The Safety Alert is designed to make shipyard employers and employees aware of the hazards of sewage systems on ships and shipyard shore facilities and how to prevent accidents involving hydrogen sulfide gas. It was posted on SCA's Web site and a link to it was added to the OSHA and ASA Alliance Web page in July 2006.

      Promoting the National Dialogue on Workplace Safety and Health

      • Share information on NSRP team members' worksites best practices, as jointly determined by OSHA and NSRP, with others in the maritime industry through outreach by NSRP and through OSHA or NSRP developed training programs and materials.

        The OSHA and NSRP Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Convene or participate in forums, round table discussions, or stakeholder meetings to help develop innovative solutions to shipbuilding and ship repair hazards in the workplace and to provide input on safety and health issues.

    2. Executive Summary

      Through the Alliance Program, OSHA and NSRP are continuing their productive relationship and are working together to address safety and health issues in the maritime industry. Further, the OSHA and NSRP Alliance implementation team is working with other Alliances the Agency signed with ASA and SCA.

      NSRP is continuing to hold joint Implementation Team meetings with ASA and SCA and OSHA representatives from the Directorates of Cooperative and State Programs; Enforcement Programs; Science, Technology and Medicine; Standards and Guidance; and Region IX.

      NSRP, ASA and SCA are also working with the OSHA's Office of Maritime Enforcement to review OSHA data in order to identify topics for Fatality Fact Sheets.

      NSRP worked with ASA and SCA and the OSHA and AIHA Alliance to develop a Safety Alert: Shipyard Sewage and Hydrogen Sulfide. The Safety Alert is designed to make both shipyard employers and employees aware of the hazards of sewage systems on both ships and shipyard shore facilities and how to prevent accidents involving hydrogen sulfide gas.

      In addition, through the Alliance NSRP provided OSHA with input during the development of OSHA's Shipyard Employment eTool Fire Protection module which was posted on the Agency Web site in September 2006. NSRP is currently working with OSHA to provide expertise and input during the development of a Marine Hanging Staging (MHS) module for the eTool.

      NSRP representatives are also sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards. For example, NSRP representatives are continuing to serve on the Maritime Industry and Shipbuilding and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool's editorial board.

      Finally, as a result of the successes, NSRP is working with OSHA to develop an Alliance renewal agreement.

  4. Upcoming Milestones

    In the upcoming year, the OSHA and NSRP Alliance implementation team will undertake a number of activities and develop a number of products.

    For example, the association will work with OSHA to finalize the development of the MHS module for the Shipyard Employment eTool in 2008. In addition, NSRP members will continue to serve on the Maritime Industry and Shipbuilding and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool editorial board.

    NSRP also will continue to work with the ASA and SCA Alliances and OSHA's Office of Maritime Enforcement to review OSHA data in order to identify topics for Fatality Fact Sheets. In addition, the groups have discussed working together to develop an OSHA 10-Hour course specifically for shipyards.

    Further, OSHA and NSRP Alliance will continue to work with OSHA's Alliances with ASA, SCA and AIHA to develop Safety Alerts addressing incidents related to falls, electrocution and confined space. The Alliance Program will promote the maritime industry developed products in its Alliance Quarterly Review and through sending the information to OSHA's Regional, Area Office, On-site Consultation Program and State Plan State representatives.

    Finally, in September 2007 OSHA and NSRP will sign an Alliance renewal agreement.

    OSHA is continuing to update the OSHA and ILMA Alliance Web page that is posted on the Agency's Web site. It includes the OSHA and ILMA agreement, news releases, activities and events and milestones and successes. During the reporting period a link to ILMA's Dermal Assessment Guide on ILMA's Web Site was added to the Web page. The guide is a product of the OSHA and ILMA Alliance.

    Dermal Assessment Guide

    Through the OSHA and ILMA Alliance, ILMA developed the Dermal Assessment Guide as a tool to help small businesses understand the possible connection between employee dermatitis and facility operations that use metal removal fluids. The guide covers Machining Operation Variables, Metal Removal Fluid Variables, Engineering and Environmental Parameters, Personal Protective Equipment and Skin Care, Employee Feedback and other Considerations in relation to the potential for skin irritation. The guide was completed and posted on ILMA's Web site in January 2007. OSHA posted a link to the guide on the OSHA and ILMA Alliance Web page of OSHA's Web site.
     
    • Speak, exhibit, or appear at OSHA or ILMA events such as ILMA's Spring Management Forum, Fall Annual Meeting, Safety, Health, Environmental and Regulatory Affairs (SHERA) Committee meetings, and LubeCare® Workshops.

    On November 7, 2006, Lee Anne Jillings, Director, Office of Outreach Services and Alliances, USDOL-OSHA; and ILMA representative John Howell, DA Stuart Lorp, along with Bill Erny, American Petroleum Institute and representing the Safe Tank Alliance, spoke to 10 attendees about training products developed through the Alliance Program in a workshop entitled, "Success of the Alliance Program: Best Practices."
     
    • Cross-train OSHA personnel and industry safety and health professionals in best practices or other effective approaches, as jointly determined by OSHA and ILMA.

    Promoting the Globally Harmonized System for the Classification and Labeling of Chemicals (GHS) Workgroup, October 25, 2006, Washington, DC

    ILMA representatives participated in the October 25, 2006 Alliance Program Hazard Communication Roundtable's Promoting the GHS Workgroup meeting, in Washington, DC. During the Workgroup meeting, representatives from 15 Alliance Program participants identified compliance assistance tools and products to educate the public, particularly small businesses, about the GHS. They also provided recommendations on the target audiences, subjects and formats of and methods for distributing the information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard Communication Roundtable and the August 1, 2005 promoting the Globally Harmonized System for the Classification and Labeling of Chemicals Workgroup meeting.

    OSHA Small Business Roundtable

    On February 1, 2007, Adam Cramer and representatives from five Alliances and OSHA and On-site Consultation Program representatives participated in the OSHA Small Business Roundtable. During the meeting, the Alliance Program participants were updated on the status of the recommendations to enhance small business compliance assistance activities and resources that they provided during the September 8, 2005 Roundtable meeting. The Roundtable also reviewed new training resources that were developed by the Florida On-site Consultation Program and OSHA Training Institute.
     
  2. Executive Summary

    Through the Alliance Program, OSHA and ILMA are continuing to work together to develop products for small businesses to use to protect workers from metalworking fluids and industrial hazards in the manufacturing environment. This positive relationship has led to the development of the many programs and projects that the team is currently working on or has produced. For example, the OSHA-ILMA implementation team developed a Dermal Assessment Guide. The guide is designed to help small businesses understand the possible connection between instances of employee dermatitis and facility operations that use metal removal fluids. The guide was completed and posted on ILMA's Web site and linked to the OSHA and ILMA Alliance Web page of OSHA's Web site in January 2007.

    In addition, OSHA and ILMA representatives are sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and speaking and exhibiting opportunities. For example:

    • ILMA promoted the activities of the OSHA and ILMA Alliance and compliance assistance programs through articles in their weekly e-Newsletter FLASHPoint.
    Finally, OSHA and ILMA committed to continuing the Alliance and signed an Alliance renewal agreement on May 23, 2006.

IV. Upcoming Milestones

The OSHA and ILMA Alliance Implementation Team has discussed a number of activities that will be undertaken in the upcoming year. For example, the Alliance implementation team will begin developing a Lubricant Fact Sheet. In addition, an ILMA member will continue to participate on the OSHA Metalworking Fluids Safety and Health Topics page's editorial board. Members of the association also plan to continue participating in the Alliance Program's Hazard Communication Roundtable's Promoting the GHS Workgroup which is discussing developing and distributing resources to promote the GHS to small businesses.

ILMA plans to continue to promote OSHA compliance assistance materials, cooperative programs and the OSHA and ILMA Alliance through articles in their monthly publication, Compoundings and their weekly e-Newsletter FLASHPoint.

For example, the association invited OSHA's Assistant Secretary Edwin G. Foulke, Jr., to write an article for the March 2007 issue of Compoundings describing OSHA's compliance assistance resources and cooperative program activities including the OSHA and ILMA Alliance. An article describing the Dermal Assessment Guide will also be included in the issue.

Finally, ILMA will continue discussions with the Safe Tank Alliance regarding the potential development of joint Alliance projects and products.

      Training and Education Goal

      • Work with OSHA to develop and deliver training and education programs regarding warehouse industry hazards such as material handling, forklift safety, HAZCOM and to provide expertise in communicating such information to employers and employees in the industry.

        During this reporting period, the OSHA and IWLA Alliance Implementation Team did not start work on programs or projects to address this goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA"s and IWLA"s Web sites) to employers and employees in the industry.

      Products

      Warehouse Managers Safety and Health Checklist

      Through the Alliance, IWLA is developing a Warehouse Managers Safety and Health Checklist as a tool to help warehouse industry managers provide a safe and health workplace for warehousing industry employees. OSHA staff and the OSHA and IWLA Alliance implementation team members reviewed the checklist and provided feed back to IWLA.

      OSHA"s Powered Industrial Truck eTool

      OSHA is developing a new electronic assistance tool, the Powered Industrial Truck eTool. OSHA has assembled a development team consisting of a number of Alliance Program participants. IWLA member William Miller is serving on the eTool"s development team.

      Print and Electronic Media

      Articles on the OSHA and IWLA Alliance have appeared in print and online publications, including: Logistics Management; This Week@IWLA; Material Handling Management and Facilities Management News. For example, the April 24, 2006 edition of IWLA"s monthly e-newsletter, This Week @ IWLA, included the article, "Safety and Your Hispanic Workforce" that promoted OSHA"s online Spanish-language compliance assistance tools and resources. In the December 18, 2006 edition of This Week @ IWLA, IWLA published the article, "WERC Joins IWLA/OSHA Alliance" which reported a member of the Warehouse Education and Research Council (WERC) joined the OSHA and IWLA Alliance implementation team.

      In addition, OSHA and IWLA published news releases highlighting the signing of the OSHA and IWLA Alliance renewal agreement. For example, on March 2, 2006, OSHA issued a news release, "OSHA and International Warehouse Logistics Association Renew Alliance." On March 3, 2006, IWLA published a news release, "IWLA and OSHA Renew Safety Alliance." For more information, please see the Alliance Program Reach table.

      OSHA and IWLA Alliance Web Page

      OSHA continued to update the OSHA and IWLA Alliance Web page on the Agency"s Web site. The Web page includes links to the OSHA and IWLA Alliance agreement, OSHA news releases, photographs of the Alliance signing and Alliance renewal signing ceremonies, activities and events, and milestones and successes. The OSHA and IWLA Alliance Web page had 6,513 visitors during the reporting period.

      IWLA-OSHA Web Page on IWLA"s Web Site

      IWLA created an IWLA and OSHA Alliance Web page on the association"s Web site. The page links to a number of Web pages on the OSHA Web site including: the OSHA and IWLA Alliance Web page; the OSHA On-site Consultation Program; the Alliance Program; and OSHA Safety and Health Topics pages for Powered Industrial Trucks; Ergonomics; Hazardous and Toxic Substances; and Teen Workers.

      IWLA Safety and Risk Conference, November 2-3, 2006 in Chicago, Illinois

      On November 3, 2006, Paul Seidlitz, On-site Safety and Health Consultant, Illinois Department of Commerce and Economic Opportunity, gave a presentation on OSHA"s recordkeeping requirements and forklift training requirements during the IWLA Safety and Risk Conference in Chicago, Illinois. In addition, he distributed safety and health and compliance assistance information and answered questions from the conference"s attendees.

      IWLA 115th Annual Meeting, March 19-22, 2006, Las Vega, Nevada

      On March 20, 2006, Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, gave a presentation on OSHA"s cooperative programs and the OSHA and IWLA Alliance during the IWLA 115th Annual Meeting in Las Vegas, Nevada.

      In addition, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, staffed an OSHA/IWLA Alliance exhibit booth and distributed OSHA publications and answered questions from the conference"s attendees.

      Further, OSHA provided electronic copies of a number of publications, which IWLA placed on a memory stick and was included in the attendees" registration packets.

      Through the Alliance, IWLA worked with OSHA to develop a success story, "Saddle Creek Corporation Provides Forklift and Golf Cart Drivers with Eye Protection." Based on information provided by IWLA"s member, Saddle Creek Corporation, the success story focuses on the company"s successful efforts to reduce eye injuries in forklift and golf cart drivers through a change in its employee eye protection program. The success story was posted on OSHA"s Compliance Assistance Web page on the Agency"s Web site and linked to from the OSHA and IWLA Alliance Web page.

During the Workgroup meeting, representatives from 15 Alliance Program participants identified compliance assistance tools and products to educate the public, particularly small businesses, about the GHS. They also provided recommendations on the target audiences, subjects and formats of and methods for distributing the information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard Communication Roundtable and the August 1, 2005 promoting the Globally Harmonized System for the Classification and Labeling of Chemicals Workgroup meeting.

    2. Executive Summary

      In the third year of the Alliance, OSHA and IWLA continued to work together on projects and activities to help address safety and health issues that impact the warehousing industry. The OSHA and IWLA Alliance implementation team also worked together to develop an Alliance renewal agreement, which was signed on March 2, 2006.

      For example, OSHA continued to update the OSHA and IWLA Alliance Web page on the Agency"s Web site. IWLA created an IWLA and OSHA Alliance Web page on the association"s Web site. The page links to a number of Web pages on the OSHA Web site including: the OSHA and IWLA Alliance Web page; the OSHA On-site Consultation Program; the Alliance Program; and OSHA Safety and Health Topics pages for Powered Industrial Trucks; Ergonomics; Hazardous and Toxic Substances; and Teen Workers.

      IWLA also published and distributed a number of Department of Labor-developed articles and information on OSHA resources, activities and projects. For example, IWLA published an article on OSHA"s Hispanic resources in the April 24, 2006 edition of This Week @ IWLA. In addition, an article in the December 2006 edition of This Week @ IWLA highlighted that Warehouse Education and Research Council representatives joined the Alliance"s implementation team.

      Through the Alliance, OSHA and IWLA continued to share safety and health information. For example, IWLA invited OSHA to speak and exhibit at its 115th Annual Meeting in Las Vegas, NV. Paula White, Director, DCSP gave a presentation on OSHA"s cooperative programs and an update on the OSHA and IWLA Alliance. In addition, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, staffed an OSHA/IWLA Alliance exhibit booth, distributing OSHA publications and answering questions from the conference"s attendees. Further, OSHA provided electronic copies of a number of publications, which IWLA placed on a memory stick and was included in the attendees" registration packets.

      In addition, through the Alliance, IWLA worked with OSHA to develop a success story, "Saddle Creek Corporation Provides Forklift and Golf Cart Drivers with Eye Protection." Based on information provided by IWLA"s member, Saddle Creek Corporation, the success story focuses on the company"s successful efforts to reduce eye injuries in forklift and golf cart drivers through a change in its employee eye protection program.

  4. Upcoming Milestones

    In the upcoming year, OSHA and IWLA will continue to work together on projects and activities to support the Alliance agreement"s goals and help develop compliance assistance products and resources for the forging industry.

    For example, IWLA representatives will work on the development team for OSHA"s Powered Industrial Trucks eTool. In addition, OSHA and IWLA will work together through the Alliance to finalize the Warehouse Managers Safety and Health Checklist for warehouse managers.

    OSHA will continue to promote the OSHA and IWLA Alliance by updating the OSHA and IWLA Alliance Web page on the Agency"s Web site with activities, events, products and projects. IWLA will continue to update its Web site with safety and health information from OSHA and other industry sources and will add links to OSHA"s Web site; as appropriate. IWLA will also to continue publishing Department of Labor-developed articles and information on OSHA"s resources, products and activities in its e-newsletter This Week @IWLA.

    In addition, the OSHA and IWLA Alliance will educate and provide employees and employers with safety and health information for the warehousing industry. For example, OSHA and IWLA are working together to present a pre-event training seminar at the IWLA 116th Annual Meeting, March 4-8, 2007 in Hilton Head, South Carolina. OSHA, IWLA and South Carolina On-site Consultation program staff will present the OSHA Short Course, "Introduction to OSHA for Small Businesses" on March 6, 2007. In addition, OSHA will provide agency publications for distribution to IWLA members which will be included on a memory stick that will be inserted in the attendees" registration packets.

    Publications and Newsletters

    Information on the activities of the OSHA and ASSE Alliance has appeared in publications produced by OSHA, including the Agency's Alliance Quarterly Review (AQR). Information on the OSHA and ASSE Alliance has also been published in a number of safety and health print and electronic publications such as Professional Safety, CleanLink.com, and ISSA News. In addition, the ASSE Newsletter, Government Affairs Update, is regularly distributed to the ASSE Chapter Chairs, OSHA, and others interested in government affairs and regulatory and legislative activities. The newsletter includes information on the Alliance Program and OSHA's activities.

    ASSE is continuing to update the ASSE and OSHA Alliance Web page that is posted on the Association's Web site. The page includes updates on the Alliance and OSHA compliance assistance resources such as QuickCards, fact sheets, safety alerts, and public service announcements in English and Spanish.

    Safety Alert: Prevention of Ergonomic-Related Hazards in Shipyard Employment

    Through the OSHA and American Society of Safety Engineers, the American Industrial Hygiene Association, and the Shipbuilding Group Alliances, the participants developed a safety alert addressing the prevention of ergonomic-related hazards in shipyard employment, including possible solutions to prevent injuries during the job. The alert was finalized and posted to the SCA Web site and linked to from the OSHA and ASSE Alliance Program Web page in June 2011.

    Strains, Sprains and Material Handling Safety Tips for Employers and Workers

    Through the Alliance Program Construction Roundtable, John Mroszczyk, ASSE, and other Alliance Program participants developed a safety tips sheet for employers and workers focusing on the reduction of strains and sprains in the construction industry. The resource was posted on the Alliance Program Construction Roundtable Web page in February 2011.

    2011 North American Occupational Safety and Health (NAOSH) Week, May 1-7, 2011, Washington, D.C.

    ASSE and a number of other Alliance Program participants supported 2011 NAOSH Week. Sponsored annually by the ASSE and the Canadian Society of Safety Engineering (CSSE), the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety." On May 2, 2011, Dr. David Michaels, Assistant Secretary, USDOL-OSHA; Darryl Hill, then-President, ASSE; and Andrew Cooper, Vice President, CSSE; provided brief remarks during the NAOSH Week Kick-off event at DOL in Washington, D.C. Cynthia Lewis, ASSE, recognized and interviewed the winners of the Kid's poster contest.

Through the Alliance, the organizations are providing the New England Chapter members and others with information, guidance, and access to training resources to help them protect employee's health and safety, particularly in reducing and preventing exposure to occupational safety hazards associated with machinery operations, electrical equipment, lockout/Tagout systems, confined spaces, powered industrial trucks, and fall protection.
      • Region I, Concord Area Office with Granite State Chapter-American Society of Safety Engineers signed April 21, 2005. Through the Alliance, the organizations are helping to advance a culture of prevention while sharing best practices and technical knowledge, especially in the area of ergonomics and reducing musculoskeletal disorders, construction safety, and bloodborne pathogens.
      • Region II, Avenel, Bayside, Manhattan, and Tarrytown Area Offices and New York Metropolitan Chapter of ASSE (Metro ASSE) signed March 10, 2004. Through the Alliance, the organizations are providing non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers' safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, and amputations.

      • Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Georgia Chapter of ASSE, signed June 6, 2006. Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers, students and others with information, guidance and access to training resources that will help protect career/technical education students' health and safety, particularly in reducing and preventing youth workers exposure to hazards in the construction industry, and general industry hazards. Through the Alliance, OSHA wrote a success "OSHA Region IV Alliance Educates Students About Construction Hazards" story focusing on the Alliance educating students about construction hazards. The success story was posted to the Regional and State Plan State Success Stories Web page on OSHA's Web site in December 2007.
      • Region VI, Baton Rouge, Louisiana Area Offices with the American Society of Safety Engineers-Greater Baton Rouge Chapter, signed December 19, 2008. Through the Alliance, the organizations are providing small businesses with information, accident prevention guidance, and access to safety training resources that will help them protect the health and safety of their workers in the workplace, particularly in reducing and preventing exposure to oil and gas wells, trenching, combustible dust and general construction hazards.
      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    2. Executive Summary

      Through the Alliance Program, OSHA and ASSE are working together to continue to advance a culture of prevention while sharing best practices and technical knowledge. The positive relationship that ASSE has developed over the past nine years has led to the development of many projects and programs that the team is currently working on or has produced.

      Through the Alliance Program, ASSE representatives, along with other Alliance Program participants, developed a safety alert that addresses the prevention of ergonomic-related hazards in shipyard employment, as well as possible solutions to prevent injuries during the job. The "Safety Alert: Prevention of Ergonomic-Related Hazards in Shipyard Employment" was posted to the SCA Web site, and OSHA linked to the alert from the OSHA and ASSE Web page and the Alliance Program Participant Developed Products page on the OSHA Web.

      To share information among OSHA personnel and industry safety and health professionals regarding approaches to safety and health issues, ASSE representatives staffed an exhibit booth and distributed ASSE's safety and health information during the DOL Safety Day at the Francis Perkins Building.

      ASSE also invited OSHA staff to speak at their Safety 2011 PDC, June 12-15, 2011, in Chicago, Illinois. During the conference, Dr. David Michaels was a keynote speaker at the Plenary Session. In addition, OSHA staff from Region V and safety and health professionals in industry presented an interactive session entitled "Meet the Inspectors." Further, senior level OSHA staff gave presentations during the PDC sessions and OSHA staffed an exhibit booth in the exhibition hall to distribute copies of the Agency's compliance assistance and cooperative program materials.

      ASSE representatives are also sharing their expertise with OSHA through participation on the editorial boards for Making the Business Case for Safety and Health and Motor Vehicle Safety.

      OSHA and ASSE worked together to sponsor a 2011 NAOSH Week Kick-off event on May 2, 2011, at DOL in Washington, D.C. and have begun planning for the 2012 NAOSH Week Kick-off event on May 7.

      Lastly, ASSE is continuing to participate in the development of compliance assistance and training materials for workers and employers through the Alliance Program Construction Roundtable and through the Alliances between OSHA's Area Offices and ASSE Chapters throughout the U.S. ASSE is continuing to provide the Association's members and others with information, guidance, and access to training resources that will help them protect workers' health and safety through outreach, education, and training.

  4. Upcoming Milestones

    During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to provide employers, employees, OSHA staff and the public with safety and health information. For example, during the ASSE PDC, Safety 2012, June 3-6, in Denver, Colorado, a number of OSHA staff from OSHA's National and Regional Offices and Alliance Program participants are planning to speak during workshop sessions:

    • A representative from the Office of the OSHA Assistant Secretary will be invited to present during an occupational safety and health panel plenary discussion.
    • Representatives from DEP, DSG, and DCSP will present "OSHA Current Activities Update."
    • A representative from DOC will present "OSHA Construction Update."
    • Representatives from the Regional Area Office and ASSE Safety and Health Professionals will present "Meet the Inspectors."

     

    OSHA representatives will staff an exhibit booth during the conference and distribute copies of the Agency's compliance assistance and cooperative program materials, including QuickCards.

    SPALW is continuing to work with OSHA to translate Alliance Program developed products (developed in cooperation with ASSE) into Spanish, including safety alerts focusing on safety and health issues in shipyard employment and to vet other Alliance Program participant Spanish-translated products.

    Further, ASSE representatives will continue to participate in the OSHA Alliance Program Construction Roundtable meetings to develop compliance assistance and training materials for workers and employers in the construction industry. John Mroszczyk, ASSE, is developing design for safety tip sheets that are to be included in OSHA's Construction Industry Update Trainer Course as well as updating the draft document focusing on hearing protection in construction.

    ASSE representatives will also continue to serve on the editorial boards of the Agency's Making the Business Case for Safety and Health and the Motor Vehicle Safety, Safety and Health Topics pages.

    The OSHA and ASSE Alliance are working with other Alliance Program participants to promote and support 2012 NAOSH Week, May 6-12. The theme for the Week is "Safety, What Every Business Needs." ASSE will host a number of events to commemorate the Week, including recognizing the winners of the ASSE Kids' "Safety on the Job" poster contest. ASSE will also continue to support OSHA's Initiatives during NAOSH Week.

    ASSE will continue to work with the Shipbuilding and AIHA Alliances to develop safety alerts focusing on maritime-related safety and health issues.

    Finally, through the Alliance, OSHA will host the ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter meeting at DOL on March 22, 2012 in Washington, D.C. Senior level staff from DCSP, DSTM, DSG, DEP, and the Office of the Assistant Secretary will be invited to deliver presentations focusing on the Agency's compliance assistance, cooperative program, and enforcement-related activities. Dave Heidorn and David Hicks, AIHA, will deliver updates on the ASSE and AIHA national Alliances.

      OSHA Teen Summer Job Safety Campaign Kick-off, April 21, 2008, Rockerfeller Plaza, New York, New York

      On April 21, Secretary of Labor Elaine L. Chao kicked off the OSHA national 2008 Teen Summer Job Safety Campaign during an appearance on NBC's TODAY show. In addition, the event on Rockefeller Plaza featured a presentation by Edwin G. Foulke, Jr., then-Assistant Secretary of Labor for Occupational Safety and Health, and Tim Lawrence, Executive Director, SkillsUSA. Representatives from the Independent Electrical Contractors and the National Association of Home Builders, Alliance Program participants, also attended the event, which included SkillsUSA students demonstrating safe work practices for some of the most common tasks that teens may encounter in summer jobs. Sponsored by OSHA, the Teen Summer Job Safety Campaign is a multi-year project to increase awareness about workplace hazards and provide information about the hazards to young workers and their parents.

      SkillsUSA 2008 National Leadership & Skills Conference and TECHSPO, June 26-29, 2008, Kansas City, Missouri

      On June 25, 2008, Edwin G. Foulke Jr., then-Assistant Secretary, USDOL-OSHA, gave a presentation entitled, "OSHA Update" at the Special Joint Delegate Session. On June 26, 2008, he gave a presentation entitled, "OSHA Update and the OSHA and SkillsUSA Alliance" at the Official SkillsUSA Championships Ribbon Cutting Ceremony.

      In addition, Robert Nester, Health Scientist, Office of Occupational Health Nursing, DTSEM, USDOL-OSHA, participated in the conference's SkillsUSA Competition as a judge for the Safety Notebook and the Practical Nursing competitions, and he and Deborah Gabry, Health Scientist, DTSEM provided Knowledge Bowl questions to the competition chair.

      Also, Veneta Chatmon, Office of Communications, USDOL-OSHA, Robert Nester and OSHA representatives from Region VII staffed the OSHA exhibit during the conference. OSHA staff distributed the OSHA and SkillsUSA Alliance Activities Summary and OSHA young worker and safety and health publications to students and SkillsUSA instructors.

      • Work with other Alliance Program participants on specific issues and projects regarding young workers that are addressed and developed through the Alliance Program.

      North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008

      On May 5, 2008, Deputy Assistant Secretary Donald Shalhoub, USDOL-OSHA spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 North American Occupational Safety and Health (NAOSH) Week kick-off event at the U.S. Department of Labor in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for the 2008 NAOSH Week was "Safety is Good Business." The OSHA and IWSA Alliance, along with a number of other Alliance Program participants, supported the Week.

      • Encourage SkillsUSA to build relationships with OSHA's Regional and Area Offices and other Career Technical Student Organizations to address young worker safety and health issues.

      2008 Drug-Free Work Week, October 20-26, 2008

      SkillsUSA and a number of other Alliance Program participants supported the 2008 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor's Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.

      SkillsUSA posted updated contact information for the OSHA Regional Offices on the SkillsUSA and OSHA Alliance-related Web page on the SkillsUSA Web site for SkillsUSA instructors to use to invite an Agency representative to give a presentation, provide training, or staff an exhibit at a local or area conference.

      Promoting the National Dialogue in Safety and Health Goal:

      • Convene or participate in forums, round table discussions, or stakeholder meetings on young worker safety and health issues to help forge innovative solutions in the workplace. The OSHA and SkillsUSA Alliance Implementation Team has not started work on programs or projects to address this goal.

  4. Upcoming Milestones

    Because of the successes achieved in the first two years of the Alliance, OSHA and SkillsUSA renewed the Alliance agreement on December 18, 2007, for another two years. Through the renewal, OSHA and SkillsUSA will continue to work together on projects and activities to support the goals of the Alliance. For example,

    • Through the Alliance, OSHA and SkillsUSA will share young worker safety and health information at the National Leadership & Skills Conference and TECHSPO, June 21-26, 2009, in Kansas City, Missouri. OSHA representatives from Region VII and the OSHA National Office have been invited to speak and be judges during the SkillsUSA Championship Competitions. In addition, OSHA will exhibit during the TECHSPO and provide safety and health and youth related information to attendees.

    • OSHA and SkillsUSA will continue to support the OSHA Teen Worker Initiative by posting youth-related safety and health information on the SkillsUSA and OSHA Alliance-related Web page on the SkillsUSA Web site and participate in the OSHA 2009 Teen Summer Job Safety Campaign's Kick-off event.

AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE BOARD OF CERTIFIED SAFETY PROFESSIONALS

The Occupational Safety and Health Administration (OSHA) and the Board of Certified Safety Professionals (BCSP) recognize the value of establishing a collaborative relationship to advance safe and more healthful American workplaces. OSHA and BCSP therefore agree to form an Alliance to use their collective expertise to help enhance safety professionals' education and professional expertise and promote the value of increasing safety competency in the workplace.

Through the Alliance, OSHA and BCSP will encourage safety and health professionals to continue to strive for enhanced knowledge of workplace safety and health programs, processes and regulations by:

  • Providing information and guidance regarding the value of safety and health professionalism and accredited certifications.
     
  • Educating individuals on how to achieve the Certified Safety Professional (CSP) designation.

OSHA and BCSP will work together to achieve the following training and education goal:

  • Participate in reviewing and sharing the results of the BCSP studies regarding the functions, tasks, knowledge, and skills that are needed for safety and health practices to define a job performance metrics for safety and health professionals and develop related safety curricula that could be incorporated into training and education courses, including those offered by OSHA's Ed Centers.

OSHA and BCSP will work together to achieve the following outreach and communication goals:

  • Develop materials and programs to promote the awareness of and the value and benefits of achieving safety and health certifications.
     
  • Speak, exhibit, or appear at conferences, workshops, meetings, or other events and use print and electronic media, including OSHA's and BCSP's Web sites, or other resources to disseminate OSHA - or BCSP developed information on safety and health certification.
     
  • Work with other Alliance participants on specific issues and projects for achieving safety and health certification that are addressed and developed through the Alliance Program.
     
  • Encourage safety and health professionals to assist in the mentoring of individuals interested in achieving accredited professional certification.

OSHA and BCSP will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Define joint research objectives and projects that could link the elements of safety professionalism to the enhancement of the safety and health profession.
     
  • Exchange information regarding case studies and lessons learned by employers and individuals resulting from improving safety professionalism and achieving of safety and health accredited certifications.
     
  • Convene and participate in forums and round table discussions on improving safety and health practices and professionalism, such as the International Safety Conference in 2005, and the DOL Annual Safety Day event.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorate of Cooperative and State Programs and any other appropriate offices. OSHA will encourage State Plan States' and OSHA Consultation Projects' participation on the team.

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.

    1. Events and Products

      Raising awareness of OSHA's rulemaking and enforcement initiatives

      • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

        Products

        During the reporting period, SAIA published press releases and articles focusing on OSHA's initiatives and standards in the both the Scaffold & Access Industry Magazine and SAIA's Press Release News.         Event

        World of Concrete

        Representatives from the SAIA Alliance delivered a workshop presentation on "MCWP-Reaching Higher for Safety" and promoted the Alliance at the World of Concrete, January 23-27, 2012, in Las Vegas, Nevada. In addition, SAIA distributed OSHA publications and products developed through the OSHA and SAIA Alliance to approximately 1,500 industry safety and health professionals that attended the Alliance exhibit booth.

      • To convene or participate in forums, roundtable discussions, or stakeholder meetings on fall, caught-in-between, and other scaffolding related hazards to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        Construction Workplace Design Solutions

        Through the Alliance Program Construction Roundtable, members of the SAIA Alliance Implementation Team provided feedback on a series of Construction Workplace Design Solutions, which focus on design solutions to help prevent falls in the construction industry, including:

        • Falls From Structural Steel (Beam Columns)
        • Falls From Ladders
        • Falls From Roofs (Roof Anchors
        • Falls From Height (Large Duct)

        2011 North American Occupational Safety and Health (NAOSH) Week

        On May 1-7, 2011, the Scaffold Industry Association (SIA) Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by the American Association of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety."

        To help support the event, SIA disseminated information about the 2011 NAOSH Week to their membership through a press release in March 2011.

      Training and Education Goal

      • To develop effective training and education programs for workers in the scaffolding industry regarding mast climbing scaffolding, suspended scaffolding, and aerial lift equipment, and to communicate such information to constituent employers and workers.

        Product

        Mast Climbers Workplace Platform (MCWP) Best Practices Seminar

        Through the OSHA and SAIA Alliance, SAIA safety professionals developed a training program for the safe operation of MCWPs. The one-day Best Practices Seminar is designed to be presented through SAIA's training programs and will include both class room and a hands on demonstration regarding pre-operational inspection, unit operation, material handling, and load capacity in the safe operation of the MCWP equipment based on OSHA regulations, ANSI standards, and specific manufacturer recommendations.

      Outreach and Communication Goals

      • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the SAIA's Web sites) to employers and workers in the industry.

        Products

        Mast Climbers Fundamentals of Safe Use-Ground Conditions Fact Sheet

        Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a fact sheet providing information to ensure that the ground under the mast climber is solid and secure and that it remains safe during erection or dismantling of the structure. The fact sheet was finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in April 2011. In addition, the fact sheet is used as a resource for OSHA staff during the MCWP Best Practices Seminar.

        Mast Climbers Fundamentals of Safe Use-Tying to the Structure Fact Sheet

        Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a fact sheet providing information to ensure that the method of tying the unit to the structure is properly planned and executed and that it remains safe during erection or dismantling of the structure. The fact sheet was finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in April 2011. In addition, the fact sheet is used as a resource for OSHA staff during the MCWP Best Practices Seminar.

        SAIA is continuing to update the SAIA and OSHA Alliance Web page on its Web site. Information includes links to the Alliance agreement and OSHA's electronic assistance tools. In addition, the page features links to products developed by SAIA through the Alliance Program, including the Mast Climber and Transport Platform resources.

        OSHA maintains an OSHA and SAIA Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and SAIA Alliance agreement, annual reports, news releases, information on activities and events of the Alliance, and links to the Alliance developed products and resources.

        Publications

        Information and news releases on the OSHA and SAIA Alliance and its activities appeared in print and electronic publications such as Masonry Magazine, PaintSquare - Paint and Coatings Industry News, Scaffold Industry Magazine, Mason Contractors, and Access Lift & Handlers Magazine.

        In addition, an article entitled "SAIA Shares Best Practices Seminar for MCWPs with OSHA" was written by Laurie Weber and Published in the September 2011 edition of the Alliance Quarterly Review (AQR). The AQR article was a synopsis of the MCWP Best Practices Seminar Pilot presented to OSHA staff in Washington, DC.         OSHA Electronic Assistance Tools

        Representatives from SAIA served on the editorial board of the OSHA Scaffolding eTool and the OSHA Scaffolding Safety and Health Topics page, providing OSHA with their expertise and technical review until January 18, 2012:

        Scaffold & Access Industry Association (SAIA) Annual Conference and Exposition

        On July 18, 2011, Mary Bauer, Compliance Assistance Specialist, Region V, Eau Claire, Wisconsin Area Office, USDOL-OSHA, staffed an Alliance exhibit booth at the SAIA Annual Conference and Exposition in Minneapolis, Minnesota. In addition, SAIA distributed products developed through the OSHA and SAIA Alliance to approximately 300 industry safety and health professionals that attended the exhibit booth.

      • To share information among OSHA personnel and industry safety and health professionals regarding SAIA's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

        Event

        Mast Climbers Workplace Platform (MCWP) Best Practices Seminar Pilot

        Through the OSHA and SAIA Alliance, SAIA safety professionals conducted a pilot MCWP Best Practices Seminar for 20 OSHA participants from DSG, DEP, DOC, and Region III on June 30, 2011 in Washington, DC. During the one-day seminar, an SAIA trainer provided class room and hands on training regarding pre-operational inspection, unit operation, material handling, and load capacity for the safe operation of the equipment based on OSHA regulations, ANSI standards, and specific manufacturer recommendations. SAIA trainer used both the Mast Climbers Fundamentals of Safe Use-Ground Conditions Fact Sheet and the Mast Climbers Fundamentals of Safe Use-Tying to the Structure Fact Sheet as resources during the Seminar.

    2. Executive Summary

      Through the Alliance Program, OSHA and SAIA are working together to provide information, guidance, and access to training resources on safety and health issues in the construction industry. The positive relationship that SAIA has developed over the past three years has led to the development of many projects that the team is currently working on or has produced. For example, members of the SAIA Alliance Implementation Team finalized the Best Practices Seminar on the Mast Climbing Worker Platform, complete the Mast Climber Fact Sheets, and conducted a pilot for the Best Practices Seminar. The MCWP Fact Sheets were posted on the SAIA Web page and linked to the OSHA Web pages.

      Through the Alliance Program, SAIA members provided feedback on draft documents developed through the Alliance Program Construction Roundtable, including the Construction Workplace Design Solutions.

      As part of their training goal, SAIA safety professionals conducted a pilot for the Best Practices Seminar on the safe operation of MCWPs. SAIA provided the one-day training program to 20 OSHA attendees from DSG, DEP, DOC and Region III.       Finally, as part of their outreach, SAIA supported and promoted the 2011 NAOSH Week by distributing information about the week to its membership and others through a press release in March 2011.

  4. Upcoming Milestones

    The OSHA and SAIA Alliance Implementation Team discussed a number of activities that will be undertaken in the upcoming year. Through the Alliance, SIA will conduct four Best Practices Seminars on the Mast Climbing Worker Platform. SAIA will also develop training and guidance materials for Aerial Work Platforms; Suspended Scaffolds; and Frame Scaffolds.

    In addition, SAIA members will attend meetings of the Alliance Program Construction Roundtable, when scheduled, and contribute to the development of Construction Workplace Design Solutions (CWDS) which focus on the prevention of falls in the construction industry.

    Finally, SAIA representatives will be joining with other Alliance Program participants to support the 2012 North American Occupational Safety and Health Week (NAOSH), May 6-12, 2012, "Safety, What Every Business Needs."
