    Overview

    Through the Alliance, OSHA and IWLA are providing the association's members and others, including owners and operators of public warehouses and other third-party warehouses, with information, guidance, and access to training resources. The organizations are helping to protect employees" safety and health, including hard-to-reach and youth workers, by addressing material handling, forklift safety and Hazard Communication (HAZCOM).

    1. Events and Products

      Training and Education Goal

      • Work with OSHA to develop and deliver training and education programs regarding warehouse industry hazards such as material handling, forklift safety, HAZCOM and to provide expertise in communicating such information to employers and employees in the industry.

        During this reporting period, the OSHA and IWLA Alliance Implementation Team did not start work on programs or projects to address this goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA"s and IWLA"s Web sites) to employers and employees in the industry.

      Products

      Warehouse Managers Safety and Health Checklist

      Through the Alliance, IWLA is developing a Warehouse Managers Safety and Health Checklist as a tool to help warehouse industry managers provide a safe and health workplace for warehousing industry employees. OSHA staff and the OSHA and IWLA Alliance implementation team members reviewed the checklist and provided feed back to IWLA.

      OSHA"s Powered Industrial Truck eTool

      OSHA is developing a new electronic assistance tool, the Powered Industrial Truck eTool. OSHA has assembled a development team consisting of a number of Alliance Program participants. IWLA member William Miller is serving on the eTool"s development team.

      Print and Electronic Media

      Articles on the OSHA and IWLA Alliance have appeared in print and online publications, including: Logistics Management; This Week@IWLA; Material Handling Management and Facilities Management News. For example, the April 24, 2006 edition of IWLA"s monthly e-newsletter, This Week @ IWLA, included the article, "Safety and Your Hispanic Workforce" that promoted OSHA"s online Spanish-language compliance assistance tools and resources. In the December 18, 2006 edition of This Week @ IWLA, IWLA published the article, "WERC Joins IWLA/OSHA Alliance" which reported a member of the Warehouse Education and Research Council (WERC) joined the OSHA and IWLA Alliance implementation team.

      In addition, OSHA and IWLA published news releases highlighting the signing of the OSHA and IWLA Alliance renewal agreement. For example, on March 2, 2006, OSHA issued a news release, "OSHA and International Warehouse Logistics Association Renew Alliance." On March 3, 2006, IWLA published a news release, "IWLA and OSHA Renew Safety Alliance." For more information, please see the Alliance Program Reach table.

      OSHA and IWLA Alliance Web Page

      OSHA continued to update the OSHA and IWLA Alliance Web page on the Agency"s Web site. The Web page includes links to the OSHA and IWLA Alliance agreement, OSHA news releases, photographs of the Alliance signing and Alliance renewal signing ceremonies, activities and events, and milestones and successes. The OSHA and IWLA Alliance Web page had 6,513 visitors during the reporting period.

      IWLA-OSHA Web Page on IWLA"s Web Site

      IWLA created an IWLA and OSHA Alliance Web page on the association"s Web site. The page links to a number of Web pages on the OSHA Web site including: the OSHA and IWLA Alliance Web page; the OSHA On-site Consultation Program; the Alliance Program; and OSHA Safety and Health Topics pages for Powered Industrial Trucks; Ergonomics; Hazardous and Toxic Substances; and Teen Workers.

      • Share information among OSHA personnel and industry safety and health professionals regarding IWLA best practices or effective approaches and publicize results through outreach by IWLA and through OSHA- or IWLA-developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

        During this reporting period, the OSHA and IWLA Alliance Implementation Team did not start work on programs or projects to address this goal.

      • Speak, exhibit, or appear at OSHA and IWLA conferences, local meetings, and other events such as IWLA"s annual meeting.

      Events

      IWLA Safety and Risk Conference, November 2-3, 2006 in Chicago, Illinois

      On November 3, 2006, Paul Seidlitz, On-site Safety and Health Consultant, Illinois Department of Commerce and Economic Opportunity, gave a presentation on OSHA"s recordkeeping requirements and forklift training requirements during the IWLA Safety and Risk Conference in Chicago, Illinois. In addition, he distributed safety and health and compliance assistance information and answered questions from the conference"s attendees.

      IWLA 115th Annual Meeting, March 19-22, 2006, Las Vega, Nevada

      On March 20, 2006, Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, gave a presentation on OSHA"s cooperative programs and the OSHA and IWLA Alliance during the IWLA 115th Annual Meeting in Las Vegas, Nevada.

      In addition, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, staffed an OSHA/IWLA Alliance exhibit booth and distributed OSHA publications and answered questions from the conference"s attendees.

      Further, OSHA provided electronic copies of a number of publications, which IWLA placed on a memory stick and was included in the attendees" registration packets.

      • Promote and encourage IWLA"s members" or worksites" participation in OSHA"s cooperative programs such as compliance assistance, the Voluntary Protection Programs, On-site Consultation and its Safety and Health Achievement Recognition Program.

        During this reporting period, the OSHA and IWLA Alliance Implementation Team did not start work on programs or projects to address this goal.

      • Work with other Alliance participants on specific issues and projects, including warehouse material handling, forklift safety and HAZCOM, that are addressed and developed through the Alliance program.

      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

      Success Story: Saddle Creek Corporation Provides Forklift and Golf Cart Drivers with Eye Protection

      Through the Alliance, IWLA worked with OSHA to develop a success story, "Saddle Creek Corporation Provides Forklift and Golf Cart Drivers with Eye Protection." Based on information provided by IWLA"s member, Saddle Creek Corporation, the success story focuses on the company"s successful efforts to reduce eye injuries in forklift and golf cart drivers through a change in its employee eye protection program. The success story was posted on OSHA"s Compliance Assistance Web page on the Agency"s Web site and linked to from the OSHA and IWLA Alliance Web page.

      • Convene or participate in forums, round table discussions, or stakeholder meetings on warehouse industry safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      Promoting the Globally Harmonized System for the Classification and Labeling of Chemicals (GHS) Workgroup, October 25, 2006, Washington, DC

      Pat O"Connor, IWLA Washington, DC Representative, Kent & O"Connor, Inc., participated in the October 25, 2006 Alliance Program Hazard Communication Roundtable"s Promoting the GHS Workgroup meeting, in Washington, DC. During the Workgroup meeting, representatives from 15 Alliance Program participants identified compliance assistance tools and products to educate the public, particularly small businesses, about the GHS. They also provided recommendations on the target audiences, subjects and formats of and methods for distributing the information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard Communication Roundtable and the August 1, 2005 promoting the Globally Harmonized System for the Classification and Labeling of Chemicals Workgroup meeting.

    2. Executive Summary

      In the third year of the Alliance, OSHA and IWLA continued to work together on projects and activities to help address safety and health issues that impact the warehousing industry. The OSHA and IWLA Alliance implementation team also worked together to develop an Alliance renewal agreement, which was signed on March 2, 2006.

      For example, OSHA continued to update the OSHA and IWLA Alliance Web page on the Agency"s Web site. IWLA created an IWLA and OSHA Alliance Web page on the association"s Web site. The page links to a number of Web pages on the OSHA Web site including: the OSHA and IWLA Alliance Web page; the OSHA On-site Consultation Program; the Alliance Program; and OSHA Safety and Health Topics pages for Powered Industrial Trucks; Ergonomics; Hazardous and Toxic Substances; and Teen Workers.

      IWLA also published and distributed a number of Department of Labor-developed articles and information on OSHA resources, activities and projects. For example, IWLA published an article on OSHA"s Hispanic resources in the April 24, 2006 edition of This Week @ IWLA. In addition, an article in the December 2006 edition of This Week @ IWLA highlighted that Warehouse Education and Research Council representatives joined the Alliance"s implementation team.

      Through the Alliance, OSHA and IWLA continued to share safety and health information. For example, IWLA invited OSHA to speak and exhibit at its 115th Annual Meeting in Las Vegas, NV. Paula White, Director, DCSP gave a presentation on OSHA"s cooperative programs and an update on the OSHA and IWLA Alliance. In addition, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, staffed an OSHA/IWLA Alliance exhibit booth, distributing OSHA publications and answering questions from the conference"s attendees.   4. Upcoming Milestones

    In the upcoming year, OSHA and IWLA will continue to work together on projects and activities to support the Alliance agreement"s goals and help develop compliance assistance products and resources for the forging industry.

    For example, IWLA representatives will work on the development team for OSHA"s Powered Industrial Trucks eTool. In addition, OSHA and IWLA will work together through the Alliance to finalize the Warehouse Managers Safety and Health Checklist for warehouse managers.

    OSHA will continue to promote the OSHA and IWLA Alliance by updating the OSHA and IWLA Alliance Web page on the Agency"s Web site with activities, events, products and projects. IWLA will continue to update its Web site with safety and health information from OSHA and other industry sources and will add links to OSHA"s Web site; as appropriate. IWLA will also to continue publishing Department of Labor-developed articles and information on OSHA"s resources, products and activities in its e-newsletter This Week @IWLA.

    In addition, the OSHA and IWLA Alliance will educate and provide employees and employers with safety and health information for the warehousing industry. For example, OSHA and IWLA are working together to present a pre-event training seminar at the IWLA 116th Annual Meeting, March 4-8, 2007 in Hilton Head, South Carolina. OSHA, IWLA and South Carolina On-site Consultation program staff will present the OSHA Short Course, "Introduction to OSHA for Small Businesses" on March 6, 2007. In addition, OSHA will provide agency publications for distribution to IWLA members which will be included on a memory stick that will be inserted in the attendees" registration packets.
