    Through the Alliance, OSHA and SkillsUSA are working together to provide career and technical educators and their students with materials, guidance, and access to training resources that will help improve the occupational safety and health of young workers.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information for young workers on workplace hazard recognition and prevention and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, on-line forums, lesson plans, electronic assistance tools and OSHA's and SkillsUSA's web sites) to educators, employers and young workers.

      OSHA continues to update the OSHA and SkillsUSA Alliance Web page on the Agency Web site. The Web page includes links to the OSHA and SkillsUSA Alliance agreement, news releases, activities and events, products and resources, and milestones and successes. In addition, the page includes a link to the SkillsUSA and OSHA Alliance-related Web page on the SkillsUSA Web site.       OSHA Teen Summer Job Safety Campaign Kick-off, April 21, 2008, Rockerfeller Plaza, New York, New York

      On April 21, Secretary of Labor Elaine L. Chao kicked off the OSHA national 2008 Teen Summer Job Safety Campaign during an appearance on NBC's TODAY show. In addition, the event on Rockefeller Plaza featured a presentation by Edwin G. Foulke, Jr., then-Assistant Secretary of Labor for Occupational Safety and Health, and Tim Lawrence, Executive Director, SkillsUSA. Representatives from the Independent Electrical Contractors and the National Association of Home Builders, Alliance Program participants, also attended the event, which included SkillsUSA students demonstrating safe work practices for some of the most common tasks that teens may encounter in summer jobs. Sponsored by OSHA, the Teen Summer Job Safety Campaign is a multi-year project to increase awareness about workplace hazards and provide information about the hazards to young workers and their parents.

      SkillsUSA 2008 National Leadership & Skills Conference and TECHSPO, June 26-29, 2008, Kansas City, Missouri

      On June 25, 2008, Edwin G. Foulke Jr., then-Assistant Secretary, USDOL-OSHA, gave a presentation entitled, "OSHA Update" at the Special Joint Delegate Session. On June 26, 2008, he gave a presentation entitled, "OSHA Update and the OSHA and SkillsUSA Alliance" at the Official SkillsUSA Championships Ribbon Cutting Ceremony.

      In addition, Robert Nester, Health Scientist, Office of Occupational Health Nursing, DTSEM, USDOL-OSHA, participated in the conference's SkillsUSA Competition as a judge for the Safety Notebook and the Practical Nursing competitions, and he and Deborah Gabry, Health Scientist, DTSEM provided Knowledge Bowl questions to the competition chair.

      Also, Veneta Chatmon, Office of Communications, USDOL-OSHA, Robert Nester and OSHA representatives from Region VII staffed the OSHA exhibit during the conference. OSHA staff distributed the OSHA and SkillsUSA Alliance Activities Summary and OSHA young worker and safety and health publications to students and SkillsUSA instructors.

      • Work with other Alliance Program participants on specific issues and projects regarding young workers that are addressed and developed through the Alliance Program.

      Events

      North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008

      On May 5, 2008, Deputy Assistant Secretary Donald Shalhoub, USDOL-OSHA spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 North American Occupational Safety and Health (NAOSH) Week kick-off event at the U.S. Department of Labor in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for the 2008 NAOSH Week was "Safety is Good Business." The OSHA and IWSA Alliance, along with a number of other Alliance Program participants, supported the Week.

      • Encourage SkillsUSA to build relationships with OSHA's Regional and Area Offices and other Career Technical Student Organizations to address young worker safety and health issues.

      2008 Drug-Free Work Week, October 20-26, 2008

      SkillsUSA and a number of other Alliance Program participants supported the 2008 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor's Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.

      Regional Alliances

      Regions I and II and the New Jersey Department of Labor and Workforce Development, Connecticut Department of Labor, New Jersey Association of SkillsUSA, New York Association of SkillsUSA and Connecticut Association of SkillsUSA signed an Alliance agreement on April 21, 2008.

      SkillsUSA State Associations and Chapters

      SkillsUSA posted updated contact information for the OSHA Regional Offices on the SkillsUSA and OSHA Alliance-related Web page on the SkillsUSA Web site for SkillsUSA instructors to use to invite an Agency representative to give a presentation, provide training, or staff an exhibit at a local or area conference.

      Promoting the National Dialogue in Safety and Health Goal:

      • Convene or participate in forums, round table discussions, or stakeholder meetings on young worker safety and health issues to help forge innovative solutions in the workplace. The OSHA and SkillsUSA Alliance Implementation Team has not started work on programs or projects to address this goal.

      During this reporting period, OSHA and SkillsUSA did not work on projects to address this goal.

    2. Executive Summary

      During the third year of the Alliance, OSHA and SkillsUSA continued to provide career and technical educators and their students with materials, guidance, and access to training resources that address the occupational safety and health of young workers. For example:

      • SkillsUSA promoted and participated in the OSHA 2008 Teen Summer Job Safety Campaign Kick-off event on April 21, 2008, at Rockefeller Plaza, New York, New York.

      • On June 25, 2008, Edwin G. Foulke Jr., then-Assistant Secretary, USDOL-OSHA, gave a presentation entitled, "OSHA Update" at the Special Joint Delegate Session.   4. Upcoming Milestones

    Because of the successes achieved in the first two years of the Alliance, OSHA and SkillsUSA renewed the Alliance agreement on December 18, 2007, for another two years. Through the renewal, OSHA and SkillsUSA will continue to work together on projects and activities to support the goals of the Alliance. For example,

    • Through the Alliance, OSHA and SkillsUSA will share young worker safety and health information at the National Leadership & Skills Conference and TECHSPO, June 21-26, 2009, in Kansas City, Missouri. OSHA representatives from Region VII and the OSHA National Office have been invited to speak and be judges during the SkillsUSA Championship Competitions. In addition, OSHA will exhibit during the TECHSPO and provide safety and health and youth related information to attendees.

    • OSHA and SkillsUSA will continue to support the OSHA Teen Worker Initiative by posting youth-related safety and health information on the SkillsUSA and OSHA Alliance-related Web page on the SkillsUSA Web site and participate in the OSHA 2009 Teen Summer Job Safety Campaign's Kick-off event.

    • The OSHA and SkillsUSA Alliance will also join with numerous other Alliance Program participants in supporting the 2009 North American Occupational Safety and Health (NAOSH) Week, May 3-9, 2009, which is sponsored by the ASSE.

    • SkillsUSA representatives will continue to serve on the editorial boards of the following OSHA Safety and Health Topics pages:
