  • May 2-8, 2010: 2010 North American Occupational Safety and Health (NAOSH) Week. The American Red Cross and a number of other Alliance Program participants supported the 2010 NAOSH Week, "Mission NAOSH 2010: Safe Workplaces." Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • October 19-25, 2009: 2009 Drug-Free Work Week. The American Red Cross and a number of other Alliance Program participants supported the 2009 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor's Working Partners for an Alcohol and Drug-Free Workplace Program, the Week focuses on educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.
  • September 24, 2009: "Is Your Business Prepared For Pandemic Flu?" Web cast.
    • Gary Lescallett, Senior Industrial Hygienist, Office of Science and Technology Assessment, Directorate of Technical Support and Emergency Management (DTSEM), and Ted Yee, Medical Officer, Office of Occupational Medicine, DTSEM participated on the Web cast.

    ARC representatives staffed an exhibit booth and distributed safety and health information during the Department of Labor Safety Day.

    • May 4, 2009: Scott Conner, Senior Vice President, Preparedness and Health and Safety Services, ARC, John Hendrickson, Senior Associate, Preparedness and Health and Safety Services, ARC, Lynda Harris, Manager, Preparedness and Health and Safety Services, ARC, Dawn Latham, Senior Associate, Government Relations, ARC, attended the NAOSH Week Kick-off event at the U.S. Department of Labor in Washington, DC. Acting Assistant Secretary Jordan Barab, USDOL-OSHA; Warren Brown, President, ASSE; and Andrew Cooper, Secretary, CSSE; provided brief remarks. The Kick-off also featured an Alliance Program participant panel with presentations from Alliance Program participants American Heart Association, ASSE, Independent Electrical Contractors, and National Safety Council focusing on workplace safety and health issues.

Mr. Shalhoub presented "Safety is Good Business" to OSHA and Alliance Program participants and other safety and health representatives.

    Overview:

    The OSHA and ASSE Alliance focuses on providing ASSE members and others, including small businesses, with information, guidance, and access to training resources that will help them protect employees' health and safety, including non-English or limited-English speaking and youth workers. In particular, the Alliance focuses on addressing ergonomic and motor vehicle safety issues and promoting the annual North American Occupational Safety and Health (NAOSH) Week.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs and David Heidorn, spoke regularly to discuss and plan the activities and programs listed under events and products. Todd Briggs and Diane Hurns also spoke regularly to discuss and plan NAOSH Week-related activities such as the 2009 NAOSH Week Kick-off event at the Department of Labor (DOL).

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and the OSHA and ASSE Web sites) to employers and employees.

        Products

        Safety Alert: Welding and Other Hot Work Procedures in Shipyard Employment

        ASSE representatives, along with other Alliance Program participants, the American Industrial Hygiene Association (AIHA), Shipbuilders Council of America (SCA), American Shipbuilding Association (ASA), and National Shipbuilding Research Program (NSRP) developed "Safety Alert: Welding and Other Hot Work Procedures in Shipyard Employment." The alert was finalized and posted to the SCA Web site and linked to from the OSHA and AIHA Alliance Program Web page in February 2009.

        Safety Alert: Control of Hazardous Energy-Lockout/Tagout Procedures in Shipyard Employment

        ASSE representatives, along with other Alliance Program participants, the AIHA, SCA, ASA, and NSRP developed "Safety Alert: Control of Hazardous Energy-Lockout/Tagout Procedures in Shipyard Employment." The alert was finalized and posted to the SCA Web site and linked to from the OSHA and AIHA Alliance Program Web page in February 2009.

        OSHA continues to update the OSHA and ASSE Alliance Program Web page on the Agency's Web site. The page contains information on the Alliance's products and resources, including news releases, annual reports, activities and events, and milestones and successes. The page also links to the OSHA Regional and Area Office, ASSE Chapter Alliances, OSHA Making the Business Case for Safety and Health and Motor Vehicle Safety Safety and Health Topics pages, and safety alerts developed through the Alliance Program.

        ASSE continues to update its ASSE and OSHA Alliance Program Web page on the Association's Web site. The page includes information on the Alliance and its activities and other OSHA compliance assistance resources such as QuickCards, fact sheets, safety alerts, and public service announcements (PSAs) in English and Spanish.

        ASSE representatives serve on the editorial boards of the Making the Business Case and Motor Vehicle Safety Safety and Health Topics pages.

        Publications and Newsletters

        Information and news releases on the activities of the OSHA and ASSE Alliance have appeared in publications produced by OSHA, including the Agency’s news releases and Alliance Quarterly Review (AQR).  Information on the OSHA and ASSE Alliance has also been published in a number of safety and health print and electronic publications such as ASSE Society Update.  In addition, the ASSE newsletter, Government Affairs Update, is regularly distributed to the ASSE Chapter Chairs, OSHA, and others interested in government affairs and regulatory and legislative activities. The newsletter includes information on the Alliance Program and OSHA's activities.

      • Speak, exhibit, or appear at OSHA's or ASSE's conferences, local meetings, or other events such as ASSE's annual Professional Development Conference (PDC).

        During the ASSE 2009 PDC in San Antonio, Texas, a number of OSHA senior level staff spoke to the attendees during plenary and workshop sessions, including:

        In addition, Veneta Chatmon, Exhibits and Meeting Specialist, Office of Communications, USDOL-OSHA, staffed an OSHA exhibit booth at the conference and distributed copies of the Agency's compliance assistance and cooperative program publications, including the OSHA and ASSE Alliance Activities Summary, and answered the attendees' questions.

        ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter Meeting, March 12, 2009, Department of Labor (DOL), Washington, DC

        Through the OSHA and ASSE Alliance, OSHA hosted the ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter Meeting on March 12, 2009, at DOL in Washington, D.C.  During the meeting, senior representatives from DCSP, DSG, DTSEM, and DEP delivered an OSHA program update to the meeting attendees.
      • Encourage ASSE’s chapters to build relationships with OSHA’s Regional and Area Offices to address health and safety issues.

        • Region IV, Jacksonville, Florida Area Office with American Society of Safety Engineers Pensacola Chapter, Inc.; Sacred Heart Health Systems, Inc.; Employee Assistance Professional Association Big Bend Chapter; Northwest Florida Association of Occupational Health Nurses, Inc.; Association of Applied and Therapeutic Humor; University of South Florida Consultation Program; EAP Lifestyle Management, LLC; Northwest Florida Association of Occupational Health Nurses, Inc. (A Chapter of the American Association of Occupational Health Nurses); and The Florida State Association of Occupational Health Nurses signed October 4, 2009.  Through the Alliance the organizations are providing members and others with information, guidance, and access to training programs for employees on workplace violence issues, and to provide expertise in communicating such information to help them protect healthcare employees’ health and safety.
        • Region IV, Tampa, Florida Area Office with American Society of Safety Engineers Central Florida Chapter signed October 4, 2009.  Through the Alliance, the organizations are providing small businesses with information, accident prevention guidance, and access to safety training resources that will help them protect the health and safety of workers, particularly in reducing and preventing exposure to ergonomics hazards. Information on these issues will also be disseminated to groups with young workers and non-English speaking workers.
        • Region VII, St. Louis, Missouri Area Office with American Society of Safety Engineers - St. Louis Chapter signed August 10, 2009.  Through the Alliance, the organizations are providing small businesses with information, accident prevention guidance, and access to safety training resources that will help them protect the health and safety of workers in the workplace.
        • Region V, Milwaukee, Wisconsin Area Office with Waukesha County Technical College and American Society of Safety Engineers-Wisconsin Chapter signed June 11, 2009. Through the Alliance, the organizations are providing small businesses with information, accident prevention guidance, and access to safety training resources that will help them protect the health and safety of workers in the workplace.
        • Region VI, Baton Rouge, Louisiana Area Office with American Society of Safety Engineers-Greater Baton Rouge Chapter signed December 19, 2008.
        • Region, IV, Birmingham and Mobile, Alabama Area Offices, Alabama and Mississippi Chapters of ASSE and University of Alabama- Safe State Consultation Program, signed October 25, 2006.  Through the Alliance, the organizations are providing  career/technical education teachers, students, and others with information, guidance, and access to training resources that will help them protect the health and safety of career/technical education students and educators, particularly in reducing and preventing youth workers exposure to the prevalent work hazards in the workplace and school laboratory environment.
        • Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Georgia Chapter of ASSE, signed September 24, 2004.  Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers, students and others with information, guidance and access to training resources that will help protect career/technical education students’ health and safety, particularly in reducing and preventing youth workers exposure to hazards in the construction industry, and general industry hazards. Through the Alliance, OSHA wrote a success "OSHA Region IV Alliance Educates Students About Construction Hazards" story focusing on the Alliance educating students about construction hazards. The success story was posted to the Regional and State Plan State Success Stories Web page on OSHA’s Web site in December 2007.
        • Region II, Avenel, Hasbrouck Heights, Marlton and Parsippany Area Offices and the Penn-Jersey Chapter of ASSE, signed April 26, 2006.  Through the Alliance, OSHA and ASSE are working to provide all young workers and non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers’ safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, amputations and exposure to lead and silica.
        • Region I, Concord Area Office and the Granite State Chapter of ASSE, signed March 28, 2005.  Through the Alliance, the organizations are helping to advance a culture of prevention while sharing best practices and technical knowledge, especially in the area of ergonomics and reducing musculoskeletal disorders (MSDs), construction safety, and bloodborne pathogens.
        • Region II, Avenel, Hasbrouck Heights, Marlton, and Parsippany Area Offices and New Jersey Chapter of the American Society of Safety Engineers, signed May 6, 2004.  Through the Alliance, the organizations are providing non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers’ safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, and amputations.
        • Region II, Avenel, Bayside, Manhattan, and Tarrytown Area Offices and the New York Metropolitan Chapter of ASSE (Metro ASSE), signed March 10, 2004.  Through the Alliance, the organizations are providing non-English speaking Hispanic workers with information, guidance, and access to training resources that will help them protect workers’ safety and health, particularly in reducing and preventing exposure to work-related hazards such as chemical, electrical, falls, excavations, and amputations.
        • Region I, New England Chapters of the American Society of Safety Engineers (NEA ASSE), signed December 2, 2003. Through the Alliance the organizations are providing members and others with information, guidance, and access to training resources to help them protect employees’ health and safety, particularly in reducing and preventing exposure to occupational safety hazards such as those associated with machinery operations, electrical equipment, lockout/tagout systems, confined spaces, powered industrial trucks and fall protection.

        OSHA Alliance Program Construction Roundtable

        Representatives from ASSE continue to participate in the Alliance Program Construction Roundtable.  The Roundtable participants are developing compliance assistance and training materials for employers and employees in the construction industry, including slide presentations, safety tips sheets, and case studies. Activities included:

        • Translated the "Prevention of Fall Fatalities and Injuries in Construction" slide presentation into Spanish.
        • Translated the "Fall Protection Slide Presentation" into Spanish.
        • Updated the "Design for Safety" Web site
    2. Results

      During the seventh year of the OSHA and ASSE Alliance, OSHA and ASSE continued to help advance a culture of prevention while sharing best practices and technical knowledge.

      To meet the Alliance’s goals, OSHA and ASSE continued a number projects that were started in the Alliance’s sixth year and made presentations and exhibited at conferences to share information about the agreement, its goals and products.

      For example, on June 29, 2009, at the ASSE 2009 PDC in San Antonio, Texas, Hilda L. Solis, Secretary of Labor, was the keynote speaker at the opening session.  OSHA's then-Acting Assistant Secretary Jordan Barab addressed attendees at the Plenary Session.  On June 29, Steven F. Witt, Director, DCSP, and Michael Seymour, Senior Advisor to the Director, DSG, presented "Updating OSHA’s 1989 Safety and Health Management Systems Guidelines."  In addition, Elizabeth Way, Director, OOSA, DCSP; Patrick Kapust, Safety and Occupational Health Specialist, Office of Technical Programs and Coordination Activities, DEP; and Jim Maddux, Director, Office of Maritime Standards, DSG, presented "OSHA Current Activities Update."  Further, OSHA had an exhibit booth in the exhibition hall and distributed copies of the Agency’s compliance assistance and cooperative program materials such as the OSHA and ASSE Alliance Activities Summary and answered the attendees’ questions.

      OSHA and ASSE also worked together to sponsor a 2009 NAOSH Week Kick-off event on May 4, 2009, at DOL in Washington, D.C. and have begun planning for the 2010 NAOSH Week Kick-off event on May 3.

      In addition, ASSE representatives serve on the editorial boards of the OSHA Making the Business Case for Safety and Health and the Motor Vehicle Safety Safety and Health Topics pages. ASSE representatives also continued to participate in the Alliance Program Construction Roundtable to help develop compliance assistance and training materials for employers and workers in the construction industry.

      Further, OSHA and ASSE worked with other Alliance Program participants, SCA, ASA, NSRP and AIHA to develop safety alerts focusing on control of hazardous energy (Lockout/Tagout) and welding and other hot work procedures in shipyard employment. 

      Lastly, Alliances between OSHA’s Area Offices and ASSE Chapters throughout the U.S. continue to provide the association’s members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety through outreach, education and training.

  4. Upcoming Milestones

    During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to provide employers, employees, OSHA staff and the public with safety and health information. For example, during the ASSE PDC, Safety 2010, June 13-16, in Baltimore, Maryland, a number of senior level OSHA staff from OSHA's National and Regional Offices and Alliance Program participants are planning to speak during workshop sessions including:

    • A representative from the Office of the OSHA Assistant Secretary will be invited to present during an occupational safety and health panel plenary discussion.
    • Richard Fairfax, Director, DEP; Dorothy Dougherty, Director, DSG; and Steven Witt, Director, DCSP, will present "OSHA Current Activities Update."
    • A representative from DOC will present "OSHA Construction Update."

    OSHA representatives will staff an exhibit booth during the conference and distribute copies of the Agency’s compliance assistance and cooperative program materials, including QuickCards, and answer the attendees' questions.

    Further, ASSE representatives will continue to participate in the OSHA Alliance Program Construction Roundtable meetings to develop compliance assistance and training materials for employers and workers in the construction industry. John Mroszczyk, ASSE, is chairing a subgroup to develop safety tips sheets, toolbox talks, and slide presentations  focusing on strains and sprains in the workplace, ASSE representatives will also continue to serve on the editorial boards of the Agency’s Making the Business Case for Safety and Health and the Motor Vehicle Safety, Safety and Health Topics pages.

    The OSHA and ASSE Alliance is working with more than 40 other Alliance Program participants to promote and support 2010 NAOSH Week.  ASSE will host a number of events to commemorate the Week, including a reception at the U.S. Capitol on May 3, 2010, to recognize the winners of the ASSE Kids’ "Safety on the Job" poster contest. In addition,

    The OSHA maritime industry-related Alliances, SCA, ASA, and NSRP, and AIHA, will continue to work with ASSE to develop safety alerts focusing on maritime-related safety and health issues, including ventilation.  SPALW is also working with OSHA to translate Alliance Program developed products (developed in cooperation with ASSE) into Spanish, including safety alerts focusing on safety and health issues in shipyard employment.

    Finally, through the Alliance, OSHA will host the ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter meeting at DOL on March 25 2010 in Washington, DC. Senior level staff from DOC, DCSP, DSTM, DSG, DEP, the Office of Communications and the Office of the Assistant Secretary will be invited to deliver presentations focusing on the Agency’s compliance assistance, cooperative program and enforcement-related activities. Dave Heidorn and David Hicks, Technical Initiatives, American Industrial Hygiene Association, will also deliver updates on the ASSE and AIHA national Alliances.

    Overview

    The Alliance focuses on using OSHA's and SCA's collective expertise to help advance a culture of injury and illness prevention while sharing best practices and technical knowledge and promoting safe and healthful working conditions for shipyard employees. The goals of the Alliance include:

    Outreach and Communication

    • Develop and disseminate injury and hazard information at conferences, events and/or through print and electronic media, including informational links from OSHA's and SCA's web sites.

    • Cross-train OSHA personnel and industry safety and health practitioners in SCA's best practices or effective approaches; as jointly defined by OSHA and SCA.

    • Share up-to-date shipyard information, such as injury, hazard and workforce trends, with OSHA to help identify the top priorities for the development of employee safety and health training and outreach programs for SCA members.

    • Promote and encourage SCA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and SHARP. In addition, act as mentors to SCA members that aspire to excellence in safety and health.

    Promoting the National Dialogue on Workplace Safety and Health

    • Share information on the best practices of SCA members/worksites, as jointly determined by OSHA and SCA, with others in the industry through OSHA or SCA developed programs and materials.

    • Raise awareness through speeches and appearances by SCA leaders of their positive and successful worksite programs and their commitment to workplace safety and health.

    • Convene and/or participate in stakeholder groups, roundtable discussions or other forums to discuss issues, as jointly identified as top priorities by SCA and OSHA, in order to develop innovative solutions to specific injury and hazard issues in shipyards.

    May 14, 2003: Shipbuilders Council of America Shipyard Ergonomic Training, Seattle, Washington

    As part of the Susan Harwood Training Grant Program, Kate Stewart M.S., CPE, Principal with the Stewart Prezant Ergonomics Group, conducted a presentation on the Fundamentals of Shipyard Ergonomics to more than 45 attendees. The presentation was part of the SCA Train-the-Trainer program that included a video titled, Shipyard Ergonomics. OSHA attendees included: Carl Halgren, Region X - Portland Area Director and Nicole Flessner, Region X - Bellevue Area Office Compliance Officer/Industrial Hygienist.

    June 25, 2003: Shipbuilders Council of America Summer Meeting, Point Clear, Alabama

    As part of the Susan Harwood Training Grant Program, Steve Davis, M.Ed, CPI, Senior Ergonomist with the Stewart Prezant Ergonomics Group, conducted a presentation on the Fundamentals of Shipyard Ergonomics to more than 30 attendees. The presentation was part of the SCA Train-the-Trainer program that included a video titled, Shipyard Ergonomics. OSHA attendees included: Bill Bice and David Swain, Compliance Assistance Specialists, Region IV- Mobile Area Office and Rex McKinney, an ergonomics specialist with the Region VI - Dallas Regional Office.

    October 29, 2003: Shipbuilders Council of America Safety Seminar, Portland, Oregon.

    Carl Halgren, Region X - Portland Area Director updated shipyard safety and health professionals on the status and contents of the OSHA Shipyard Employment eTool.

    Products:

    • Shipyard Employment eTool

      OSHA and the SCA, together with the American Shipbuilding Association (ASA) and the National Shipbuilding Research Program (NSRP) Alliances, are working to develop OSHA's eTool that will provide information and guidance to help protect shipyard employees' health and safety by minimizing or eliminating exposure to shipyard safety and health hazards.

      The eTool describes common hazards and possible solutions for tasks performed during the maritime industries' ship repair, ship building, ship breaking, and barge cleaning processes. The eTool's Ship Repair module was completed and posted to OSHA's Web site in 2003. Further, the Ship Building, Ship Breaking, and Barge Cleaning modules are under development. The eTool and SCA's role in its development was featured on OSHA's Alliance Program's homepage.

      In particular, SCA took the lead on the creation and development of the Barge Cleaning module. This eTool will help barge cleaning facility managers and employees improve their awareness of common safety issues that exist and improve overall worker safety by integrating safety and health into all aspects of the barge cleaning process from the pre-cleaning preparations to the actual cleaning and post-cleaning activities. The eTool module is expected to be completed by the end of FY04.

  4. Results

    The Alliance has succeeded in raising safety awareness within the SCA and the maritime industry on a wide range of issues including general maritime issues and ergonomics through videos and publications, OSHA and SCA's Web sites and the SCA Safety and Train-the Trainer seminars. The association's Ergonomic Train-the Trainer and Safety Seminar's were held in Region IV and Region X. Representatives from Region VI attended the SCA Ergonomic Train-The-Trainer event in Point Clear, AL. Through OSHA's participation in these activities, SCA heard directly from Agency representatives about compliance assistance tools such as the Shipyard Employment eTool. Conversely, OSHA representatives listened to representatives from shipyards speak about real-world situations in a yard including effective ergonomic practices. Both OSHA and SCA representatives have indicated that these sessions provide relevant information and are effective and both groups have gained valuable information that will be used as day-to-day business is conducted.

    Due to the popularity and positive impact of Carl Halgren's, Portland Area Director - Region X, presentation about the Shipyard Employment eTool at the SCA Safety Seminar, two Area Directors who also work with the maritime industry, Tom Pope, Norfolk Area Director – Region III and Clyde Payne, Jackson Area Director – Region IV have been invited to speak about maritime compliance issues at SCA's next Safety Seminar, March 9-11, 2004 in Pascagoula, MS.

    The OSHA/SCA National Alliance has also been working with Region X through the Region X/SCA Alliance. Through the Region X Alliance, SCA members received lead awareness training and electronic assistance tools such as the Lead Awareness CD.

  5. Upcoming Milestones

    The OSHA/SCA Alliance implementation team has discussed a number of activities that may be undertaken in the upcoming year. In addition to completing the Barge Cleaning module for the Shipyard Employment eTool, the team would like to coordinate all future meetings with the ASA and NSRP Alliance Implementation Teams. In addition, SCA would like OSHA staff to make presentations at upcoming SCA Safety Seminars about maritime compliance issues and Alliances. Tom Pope, Region III – Norfolk Area Director, Clyde Payne, Region IV- Jackson Area Director and Jess McCluer, Directorate of Cooperative and State Programs - Office of Outreach Services and Alliances have been invited to speak at the SCA Safety Seminar March 9-11, 2004 in Pascagoula, MS.

    In addition, the SCA would like to identify maritime industry injury and illness trends and provide OSHA with information to produce future Safety and Health Information Bulletins.

    Through the Alliance Program, SCA will offer their expertise in the development of OSHA's Safety and Health Injury Prevention Sheet(s) that will cover topics such as rigging and ship fitting. SCA, along with the other maritime Alliances, ASA and NSRP, will help with the development of Fatality Videos, which will be computer animated hazard awareness videos based on actual shipyard fatalities.

    A representative from the SCA Alliance plans to participate in a Maritime Industry general workshop, along with representatives from the ASA and NSRP Alliances, which will take place at the National Safety Congress in September 2004. The SCA Alliance would also like to coordinate future Safety Seminars with other Regional/Area Maritime Alliances, including the Region IV – Jackson Area Office and the Region VI – Baton Rouge Area Office Alliance with Northrup Grumman Ship Systems and its Unions. Finally, the Alliance would like to hold a VPP Seminar, similar to the one held by the Airline Industry Alliance, in conjunction with one of their upcoming Safety Seminars.

      Paula White, Director, Directorate of Cooperative and State Programs gave a presentation entitled "OSHA�s Cooperative Programs" on February 20, 2004 at the NHCA�s 29th Annual Conference in Seattle, Washington. In addition, The OSHA-NHCA Alliance shared an exhibit booth with NIOSH during the conference. Deborah Gabry and Carol Stephenson staffed the exhibit booth. The OSHA exhibit staff distributed information on OSHA�s cooperative programs, particularly the Alliance Program, the OSHA-NHCA Alliance, and noise and hearing conservation products.

      The NHCA Web site features a NHCA-OSHA Alliance page which includes information on OSHA�s Alliance Program and links to the OSHA�NHCA Alliance page, fact sheet, milestones and successes.     Through the Alliance Program, OSHA and NHCA have reached out to NHCA�s members and others with information, guidance, and access to training resources to help them protect employees� health and safety, particularly by addressing issues associated with noise-induced hearing loss and implementing Hearing Conservation Programs (HCPs) and Hearing Loss Prevention Programs (HLPPs).

    In its first year, the OSHA-NHCA Alliance Web page on OSHA�s Web site was launched. It features links to related documents, activities and events, products and resources, and milestones and successes. The NHCA Web site has a NHCA-OSHA Alliance web page which features Alliance Program information. Additionally, members of the implementation team helped to review and revise OSHA�s Noise and Hearing Conservation and Construction-Noise and Hearing Conservation Safety and Health Topics pages. The Alliance is helping to develop OSHA�s Noise and Hearing Conservation eTool. The OSHA-NHCA Alliance maintains OSHA�s Noise and Hearing Conservation Safety and Health Topics pages and has agreed to maintain OSHA�s Noise and Hearing Conservation eTool once it is posted to the OSHA Web site. Please see the addendum for the NHCA members that are serving on the editorial boards for OSHA�s Noise and Hearing Conservation Safety and Health Topics pages and the Noise and Hearing Conservation eTool.

    Representatives from the OSHA-NHCA Alliance made presentations and exhibited at conferences and meetings during the first year of the Alliance to promote the Alliance and share information to the public about noise-induced hearing loss and hearing conservation, the events included the 2004 NHCA Annual 29th Hearing Conservation Conference and OSHA Stakeholder meetings on hearing conservation in the construction industry.

IV. Upcoming Milestones

In the Alliance�s second year, OSHA and NHCA will continue to provide information, guidance, and access to training resources to protect employees� health and safety, particularly the prevention of noise-induced hearing loss and the implementation of HCPs and HLPPs.

Members of the Alliance implementation team plan to participate in NHCA�s 30th Annual Conference, February 24 � 26, 2005, in Tucson, Arizona. Deborah Gabry, Health Scientist, DSTM, will give a presentation entitled "OSHA�s Alliance Program," particularly focusing on the OSHA-NHCA Alliance. Additionally, OSHA plans to staff an exhibit booth with information products on the OSHA-NHCA Alliance, the Alliance Program, and OSHA�s other cooperative programs as well as hearing conservation and personal protective equipment.

The OSHA - NHCA Alliance Implementation Team has also discussed a number of additional activities that will be undertaken in the upcoming year. NHCA representatives will continue to serve on the Noise and Hearing Conservation and Construction- Noise and Hearing Conservation Safety and Health Topics pages and finish the eTool and serve on its editorial board. The Alliance will also review and provide comments on OSHA documents as requested. In addition, the team has agreed to work with another Alliance Program participant, the National Association of Shooting Ranges (NASR) and the Sporting Arms and Ammunition Manufacturers� Institute, Inc. (SAAMI) on the development of a HCP for indoor shooting ranges.

      OSHA is continuing to update the OSHA and SCA Alliance Web page that is posted on the Agency's Web site. It includes the OSHA and SCA Alliance agreements, news releases, activities and events and milestones and successes.

      SCA Website (www.shipbuilders.org)

      SCA continues to update its Web site which includes information on the OSHA and SCA Alliance, OSHA Region X and SCA Alliance and the OSHA Region VI Houston North and South Area Offices – SCA Strategic Partnership. During the reporting period, SCA posted the Safety Alert: Shipyard Sewage and Hydrogen Sulfide, that was developed through the OSHA and SCA, ASA, NSRP and American Industrial Hygiene Association (AIHA) Alliances, on its Web site.

      Publications and Newsletters

      Articles on the OSHA and SCA Alliance activities have appeared in a number of print and online publications, including: OSHA's Alliance Quarterly Report, BNA Occupational Safety and Health Reporter, BNA Daily Labor Report, CCH Safety NetNews, Occupational Health & Safety E-news, Occupational Health & Safety Magazine and SCA's Shipyard Chronicle.       In addition, SCA includes information on OSHA compliance assistance resources in its quarterly publication, Shipyard Chronicle.       Shipyard Employment eTool

      Fire Protection Module

      Through the Alliance, OSHA and SCA, together with the OSHA and ASA and NSRP Alliances, provided input to OSHA during the development of OSHA's Shipyard Employment eTool Fire Protection module. The module, which was completed and posted on OSHA's Web site in September 2006, addresses the Fire Protection in Shipyard Employment Standard (29 CFR 1915 Subpart P).

      Marine Hanging Staging (MHS) Module

      SCA, ASA and NSRP are working with OSHA to provide expertise and input into the development of the draft MHS module for the Shipyard Employment eTool. The module will help employers design, assemble, use, and dismantle MHS in a manner that is safe for employees. It is expected to be completed in Summer 2007.

      Safety Alert: Shipyard Sewage and Hydrogen Sulfide

      Through the Alliance, OSHA and SCA, and the OSHA and ASA and NSRP Alliances worked with the OSHA and AIHA Alliance to develop the Safety Alert: Shipyard Sewage and Hydrogen Sulfide. The Safety Alert is designed to make shipyard employers and employees aware of the hazards of sewage systems on ships and shipyard shore facilities and how prevent accidents involving hydrogen sulfide gas. It was posted on SCA's Web site and a link to it was added to the OSHA and SCA Alliance Web page in July 2006.

      SCA Safety Seminar, September 28, 2006, Sturgeon Bay, Wisconsin

      On September 28, 2006, Mel Lischefski, Director, Region V, Appleton, Wisconsin Area Office, USDOL-OSHA, updated 25 attendees on the on the revised hexavalent chromium standard during SCA's Safety Seminar in Sturgeon Bay, WI. In addition, Amy Wangdahl, Office of Maritime Standards, Directorate of Standards and Guidance, USDOL-OSHA, updated the attendees on maritime regulatory issues.

      • Cross-train OSHA personnel and industry safety and health practitioners in SCA's best practices or effective approaches; as jointly defined by OSHA and SCA.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Share up-to-date shipyard information, such as injury, hazard and workforce trends, with OSHA to help identify the top priorities for the development of employee safety and health training and outreach programs for SCA members.

      Products

      Root Cause of Accidents Safety and Health Information Bulletin (SHIB)

      Through the Alliance Program, the Office of Science and Technology Assessment is developing a SHIB, Root Causes of Accidents in Shipyards based on information provided to it by SCA. SCA drafted an information sheet based on the organization's quarterly injury and illness surveys. A majority of the incidents on the sheet focus on personal protective equipment, proper use of tools and struck-bys/near misses.

      • Promote and encourage SCA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and SHARP. In addition, act as mentors to SCA members that aspire to excellence in safety and health.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Share information on the best practices of SCA members/worksites, as jointly determined by OSHA and SCA, with others in the industry through OSHA or SCA developed programs and materials.

        The OSHA and SCA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Raise awareness through speeches and appearances by SCA leaders of their positive and successful worksite programs and their commitment to workplace safety and health.

      • Convene and/or participate in stakeholder groups, roundtable discussions or other forums to discuss issues, as jointly identified as top priorities by SCA and OSHA, in order to develop innovative solutions to specific injury and hazard issues in shipyards.

      Promoting the Globally Harmonized System for the Classification and Labeling of Chemicals (GHS) Workgroup, October 25, 2006, Washington, DC

      An SCA representative participated in the October 25, 2006 Alliance Program Hazard Communication Roundtable's Promoting the GHS Workgroup meeting, in Washington, DC. During the Workgroup meeting, representatives from 15 Alliance Program participants identified compliance assistance tools and products to educate the public, particularly small businesses, about the GHS. They also provided recommendations on the target audiences, subjects and formats of and methods for distributing the information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard Communication Roundtable and the August 1, 2005 promoting the Globally Harmonized System for the Classification and Labeling of Chemicals Workgroup meeting.

      2006 North American Occupational Safety and Health Week (NAOSH)

      Through the Alliance Program SCA partnered with the American Society of Safety Engineers (ASSE), an Alliance Program participant, to promote ASSE's 2006 NAOSH Week, May 1-5, 2006. During the week, US, Canadian and Mexican organizations coordinated events devoted to promoting workplace safety and health and the safety, health and environmental professions.

    2. Executive Summary

       

      Through the Alliance Program, OSHA and SCA are working together to address safety and health issues in the maritime industry and continue their productive working relationship. Further, the OSHA and SCA Alliance implementation team is working jointly on several projects with the other maritime industry-related Alliances that have been signed by the Agency with ASA and NSRP. In addition, OSHA and SCA, together with the ASA and NSRP Alliances worked with the OSHA and AIHA Alliance to develop a Safety Alert: Shipyard Sewage and Hydrogen Sulfide. The Safety Alert is designed to make both shipyard employers and employees aware of the hazards of sewage systems on both ships and shipyard shore facilities and how to prevent accidents involving hydrogen sulfide gas.

      SCA provided input to OSHA during the development of OSHA's Shipyard Employment eTool Fire Protection module which was posted on the Agency Web site in September 2006 and is currently working with OSHA to develop a Marine Hanging Staging (MHS) module for the eTool.

      OSHA and SCA representatives are also sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and speaking opportunities. For example, SCA representatives are continuing to serve on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool's editorial board.

The Workgroup is discussing the development and distribution of resources to promote the GHS to small business in anticipation of OSHA's revising its Hazard Communication Standard to adopt the GHS. In addition, SCA partnered with ASSE, an Alliance Program participant, to promote the 2006 NAOSH Week.

      The association is also promoting the activities of the OSHA and SCA Alliance and compliance assistance programs through articles in its quarterly publication, Shipyard Chronicle. The articles focused on a number of topics such as the Shipyard Employment eTool Fire Protection module and the Alliance Program Hazard Communication Roundtable.

      SCA is continuing to hold joint Implementation Team meetings with ASA and NSRP and OSHA representatives from the Directorates of Cooperative and State Programs; Enforcement Programs; Science, Technology and Medicine; Standards and Guidance; Region III and Region IX.

      Finally, as a result of the successes, SCA is working with the Agency to develop an Alliance renewal agreement.

    In the upcoming year, OSHA's and SCA's positive relationship will continue to grow and the implementation team will undertake a number of activities and develop a number of products. In addition, OSHA and SCA will sign an Alliance renewal agreement.

    The association will also work with OSHA to finalize the development of the MHS module for the Shipyard Employment eTool in Summer 2007. In addition, SCA members will continue to serve on the Maritime Industry and Ship Building and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool editorial board.

    Further, OSHA and SCA Alliance will continue to work with the OSHA and ASA, NSRP and AIHA Alliances to develop safety alerts addressing incidents related to falls, electrocution and confined space.

    SCA will continue to participate on the Alliance Program's Hazard Communication Roundtable's Promoting the GHS Workgroup. The Workgroup will discuss developing and distributing resources to promote the GHS to small businesses. SCA will also support the 2007 NAOSH Week.

    OSHA and SCA will also be promoting the Alliance Program and the Agency's compliance assistance materials. SCA plans to continue to promote OSHA compliance assistance materials, cooperative programs and the OSHA and SCA Alliance through articles in their quarterly publication, Shipyard Chronicle. In addition, OSHA will promote the products the Alliance produces in its Alliance Quarterly Review and through sending the information to OSHA's Regional, Area Office, On-site Consultation Program and State Plan State Representatives.

    Finally, Dorinda Folse, Compliance Assistance Specialist, Region VI, Baton Rouge, Louisiana Area Office, USDOL-OSHA, will provide an update on the revised hexavalent chromium standard to shipyard safety and health professionals during the SCA Safety Seminar March 21, 2007 in New Orleans, Louisiana.

IV. Upcoming Milestones

The IEC and OSHA Alliance was renewed in December 2015, and IEC and OSHA continue to collaborate in promoting the safety of electrical contractors. In the next evaluation period, OSHA and IEC will determine field training needs and initiate development of training for OSHA, state program, and Consultation staff on electrical hazards and requirements of NFPA 70E: Standard for Electrical Safety in the Workplace.  IEC will also provide OSHA with opportunities to attend, present, and/or exhibit at IEC’s National Convention and Policy Conferences, and will help disseminate information regarding OSHA’s rulemaking, enforcement, and outreach initiatives, including the Fall Prevention and Heat Illness prevention campaigns.

Overview

The OSHA and AORN Alliance is providing AORN's members and others, including perioperative healthcare providers, with information, guidance, and access to training resources to protect employees' health and safety.     Through the Alliance, OSHA and AORN are developing two slide presentations, "Sharps Safety in the Operating Room: Creating an Injury Prevention Program," and "Use of Blunt-Tip Suture Needles to Decrease Percutaneous Injuries to Surgical Personnel." The presentations will be completed in 2008.

    On September 16, 2007, Ron McGill, Region IV, Area Director, Nashville, Tennessee Area Office, USDOL-OSHA, gave a presentation, "OSHA � A Safety and Health Overview," at the AORN 2007 Clinical Specialty Conference in Louisville, Kentucky.
     
    • Share information among OSHA personnel and industry safety and health professionals regarding AORN's best practices or effective approaches and publicize results through outreach by AORN and through OSHA or AORN's developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

    Department of Labor Safety (DOL) Safety Day, June 6, 2007, Washington, DC


    The DOL's Safety Day was held on June 6, 2007 in Washington, DC for the Department's employees. During the event, a number of organizations shared safety and health information with the attendees. AORN staffed an exhibit booth at the event and distributed information and answered questions about AORN and issues related to surgical safety.
     
    • Work with other Alliance participants on specific issues and projects related to ergonomic injuries, bloodborne diseases and exposure to surgical plume that are addressed and developed through the Alliance Program.

    OSHA's Hospital eTool


    Through the Alliance, AORN representatives are working with other Alliance Program participants including the Association of Occupational Health Nurses (AAOHN) and The Joint Commission/Joint Commission Resources (JCR) to provide input and expertise to OSHA to help the Agency update its Hospital eTool. The modules of the eTool that are being updated include the Surgical Suite, Bloodborne Pathogens (BBP) and Ergonomics.

    OSHA's Compliance Assistance Quick Start: Health Care Industry

    Through the Alliance, AORN worked with other health care industry related Alliance Program participants to review of the draft Health Care module for OSHA's electronic assistance tool, Compliance Assistance Quick Start. The module was added to OSHA's Web site in August 2007. In addition, AORN published an article, "OSHA Offers New Resources for Healthcare Compliance," in the September 2007 edition of the organization's publication, Management Connections.

    2007 North American Occupational Safety and Health (NAOSH) Week, May 6-12, 2007

    AORN supported and promoted the 2007 NAOSH Week May 6-12, 2007 by providing information about the event and linking to the 2007 NAOSH Week Web page on ASSE's Web site from the AORN and OSHA Alliance-related Web page. NAOSH Week is sponsored by the American Society of Safety Engineers (ASSE), another Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE). The goal of the annual Week is to promote safety and health and how to help prevent injuries and illnesses in the workplace. AORN provided information about and a link to the 2007 NAOSH Week Web page on ASSE's Web site on the AORN and OSHA Alliance-related Web page.
     
  2. Executive Summary

IV. Upcoming Milestones

Through the Alliance, OSHA and AORN will continue to work together and the Alliance's Implementation Team has discussed a number of activities that will be undertaken in the upcoming year. For example, in 2008 AORN will complete and add the slide presentations, "Sharps Safety in the Operating Room: Creating an Injury Prevention Program," and "Use of Blunt-Tip Suture Needles to Decrease Percutaneous Injuries to Surgical Personnel," to the AORN and OSHA Alliance-related Web page on the organization's Web site. In addition, OSHA will link to the presentations from the OSHA and AORN Alliance Web page on the Agency's Web site.

In addition, AORN representatives will continue to provide their expertise to the Agency by serving on the editorial boards of several of OSHA's Safety and Health Topics pages, including Bloodborne Pathogens and Needlestick Prevention, Personal Protective Equipment, Laser Hazards and Waste Anesthetic Gases. AORN representatives will also continue to work with other Alliance Program participants, including the AAOHN and The Joint Commission/JCR, to assist OSHA with its update of the Agency's Hospital eTool.

Further, OSHA is exhibiting at the 2008 AORN Congress, April 30-May 3, 2008 in Anaheim, California and the AORN Fall and Clinical Conferences. AORN also agreed to exhibit at the 2008 DOL Safety Day, June 6, 2008 in Washington, DC and to support the 2008 North American Occupational Safety and Health Week, May 4-10, 2008.

Finally, the organization will continue to promote OSHA compliance assistance materials and the OSHA and AORN Alliance through its Web site and articles its publication, Management Connections.

RENEWAL AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE AMERICAN MEAT INSTITUTE

The Occupational Safety and Health Administration (OSHA) and the American Meat Institute (AMI) hereby renew the Alliance agreement signed on October 24, 2002. OSHA and AMI continue to recognize the value of collaborative efforts to achieve workplace safety. In 1990, OSHA and AMI jointly developed the "Ergonomics Program Management Guidelines for Meatpacking Plants," the widespread use of which has contributed to a 60 percent decline in worker illness and injury rates in the last decade. OSHA and AMI remain committed to cooperative and proactive efforts to advance workplace safety in the meat industry. In renewing this Alliance, OSHA and AMI recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

In addition, the implementation team will continue to meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.

OSHA and Precision Metalforming Association Alliance Close-Out Report

On November 17, 2005, OSHA and the Precision Metalforming Association (PMA) formed an Alliance that focused on reducing and preventing exposure to ergonomic hazards and addressing press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace. The Alliance was renewed on November 29, 2007.

Based on discussions regarding the future of the Alliance, OSHA and PMA agreed to conclude the agreement as of March 14, 2012. A number of successes resulted from OSHA and PMA working together to meet the Alliance's goals. For example:

  • PMA revised the "PMA Safety First Training Program" DVD which provides a first-day-on-the-job safety awareness introduction for new employees, temporary workers, and contractors in the metalforming industry.
  • PMA developed a number of checklists including:
    • Ergonomics Checklist, this checklist helps evaluate and identify ergonomics-related issues in the workplace.
    • Mechanical Power Presses Checklist, this checklist provides information to help evaluate and identify mechanical power press-related issues in the plant.
    • Lockout/Tagout Checklist, this checklist provides information to help identify potential safety issues commonly found in industrial facilities.
    • General Machine Guarding Checklist, this checklist provides information to help identify potential safety issues commonly found in industrial facilities.
    • Avoid Slips, Trips and Falls, this poster provides safety tips for employees on how to avoid slips, trips and falls in the metalforming industry.
    • Dress for Safety, this poster identifies how employees can dress safely when working around equipment in the metalforming industry.
    • Protect Yourself from Injury, this poster provides safety tips for employees working with machinery in the metalforming industry.
    • Reduce the Risk of Back Injuries, this poster provides safe lifting and packing tips for employees in the metalforming industry.
  • PMA participated on the Editorial Review Board regarding the Agency's Machine Guarding and Powered Industrial Trucks Oil and Gas Well Drilling eTools.
  • PMA supported North American Occupational Safety and Health (NAOSH) Week in 2008, 2009, 2010, and 2011.
  • OSHA staff participated in a number of events in the metalforming industry including:
