   Overview

   The Alliance focuses on using OSHA's and SCA's collective expertise to help advance a culture of injury and illness prevention while sharing best practices and technical knowledge and promoting safe and healthful working conditions for shipyard employees. The goals of the Alliance include:

   Outreach and Communication

   • Develop and disseminate injury and hazard information at conferences, events and/or through print and electronic media, including informational links from OSHA's and SCA's web sites.

   • Cross-train OSHA personnel and industry safety and health practitioners in SCA's best practices or effective approaches; as jointly defined by OSHA and SCA.

   • Share up-to-date shipyard information, such as injury, hazard and workforce trends, with OSHA to help identify the top priorities for the development of employee safety and health training and outreach programs for SCA members.

   • Promote and encourage SCA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and SHARP. In addition, act as mentors to SCA members that aspire to excellence in safety and health.

   Promoting the National Dialogue on Workplace Safety and Health

   • Share information on the best practices of SCA members/worksites, as jointly determined by OSHA and SCA, with others in the industry through OSHA or SCA developed programs and materials.

   • Raise awareness through speeches and appearances by SCA leaders of their positive and successful worksite programs and their commitment to workplace safety and health.

   • Convene and/or participate in stakeholder groups, roundtable discussions or other forums to discuss issues, as jointly identified as top priorities by SCA and OSHA, in order to develop innovative solutions to specific injury and hazard issues in shipyards.

   Events:

   May 14, 2003: Shipbuilders Council of America Shipyard Ergonomic Training, Seattle, Washington

   As part of the Susan Harwood Training Grant Program, Kate Stewart M.S., CPE, Principal with the Stewart Prezant Ergonomics Group, conducted a presentation on the Fundamentals of Shipyard Ergonomics to more than 45 attendees. The presentation was part of the SCA Train-the-Trainer program that included a video titled, Shipyard Ergonomics. OSHA attendees included: Carl Halgren, Region X - Portland Area Director and Nicole Flessner, Region X - Bellevue Area Office Compliance Officer/Industrial Hygienist.

   June 25, 2003: Shipbuilders Council of America Summer Meeting, Point Clear, Alabama

   As part of the Susan Harwood Training Grant Program, Steve Davis, M.Ed, CPI, Senior Ergonomist with the Stewart Prezant Ergonomics Group, conducted a presentation on the Fundamentals of Shipyard Ergonomics to more than 30 attendees. The presentation was part of the SCA Train-the-Trainer program that included a video titled, Shipyard Ergonomics. OSHA attendees included: Bill Bice and David Swain, Compliance Assistance Specialists, Region IV- Mobile Area Office and Rex McKinney, an ergonomics specialist with the Region VI - Dallas Regional Office.

   October 29, 2003: Shipbuilders Council of America Safety Seminar, Portland, Oregon.

   Carl Halgren, Region X - Portland Area Director updated shipyard safety and health professionals on the status and contents of the OSHA Shipyard Employment eTool.

   Products:

   • Shipyard Employment eTool

     OSHA and the SCA, together with the American Shipbuilding Association (ASA) and the National Shipbuilding Research Program (NSRP) Alliances, are working to develop OSHA's eTool that will provide information and guidance to help protect shipyard employees' health and safety by minimizing or eliminating exposure to shipyard safety and health hazards.

     The eTool describes common hazards and possible solutions for tasks performed during the maritime industries' ship repair, ship building, ship breaking, and barge cleaning processes. The eTool's Ship Repair module was completed and posted to OSHA's Web site in 2003. Further, the Ship Building, Ship Breaking, and Barge Cleaning modules are under development. The eTool and SCA's role in its development was featured on OSHA's Alliance Program's homepage.

     In particular, SCA took the lead on the creation and development of the Barge Cleaning module. This eTool will help barge cleaning facility managers and employees improve their awareness of common safety issues that exist and improve overall worker safety by integrating safety and health into all aspects of the barge cleaning process from the pre-cleaning preparations to the actual cleaning and post-cleaning activities. The eTool module is expected to be completed by the end of FY04.

4. Results

   The Alliance has succeeded in raising safety awareness within the SCA and the maritime industry on a wide range of issues including general maritime issues and ergonomics through videos and publications, OSHA and SCA's Web sites and the SCA Safety and Train-the Trainer seminars. The association's Ergonomic Train-the Trainer and Safety Seminar's were held in Region IV and Region X. Representatives from Region VI attended the SCA Ergonomic Train-The-Trainer event in Point Clear, AL. Through OSHA's participation in these activities, SCA heard directly from Agency representatives about compliance assistance tools such as the Shipyard Employment eTool. Conversely, OSHA representatives listened to representatives from shipyards speak about real-world situations in a yard including effective ergonomic practices. Both OSHA and SCA representatives have indicated that these sessions provide relevant information and are effective and both groups have gained valuable information that will be used as day-to-day business is conducted.

   Due to the popularity and positive impact of Carl Halgren's, Portland Area Director - Region X, presentation about the Shipyard Employment eTool at the SCA Safety Seminar, two Area Directors who also work with the maritime industry, Tom Pope, Norfolk Area Director – Region III and Clyde Payne, Jackson Area Director – Region IV have been invited to speak about maritime compliance issues at SCA's next Safety Seminar, March 9-11, 2004 in Pascagoula, MS.

   The OSHA/SCA National Alliance has also been working with Region X through the Region X/SCA Alliance. Through the Region X Alliance, SCA members received lead awareness training and electronic assistance tools such as the Lead Awareness CD.

5. Upcoming Milestones

   The OSHA/SCA Alliance implementation team has discussed a number of activities that may be undertaken in the upcoming year. In addition to completing the Barge Cleaning module for the Shipyard Employment eTool, the team would like to coordinate all future meetings with the ASA and NSRP Alliance Implementation Teams. In addition, SCA would like OSHA staff to make presentations at upcoming SCA Safety Seminars about maritime compliance issues and Alliances. Tom Pope, Region III – Norfolk Area Director, Clyde Payne, Region IV- Jackson Area Director and Jess McCluer, Directorate of Cooperative and State Programs - Office of Outreach Services and Alliances have been invited to speak at the SCA Safety Seminar March 9-11, 2004 in Pascagoula, MS.

   In addition, the SCA would like to identify maritime industry injury and illness trends and provide OSHA with information to produce future Safety and Health Information Bulletins.

   Through the Alliance Program, SCA will offer their expertise in the development of OSHA's Safety and Health Injury Prevention Sheet(s) that will cover topics such as rigging and ship fitting. SCA, along with the other maritime Alliances, ASA and NSRP, will help with the development of Fatality Videos, which will be computer animated hazard awareness videos based on actual shipyard fatalities.

   A representative from the SCA Alliance plans to participate in a Maritime Industry general workshop, along with representatives from the ASA and NSRP Alliances, which will take place at the National Safety Congress in September 2004. The SCA Alliance would also like to coordinate future Safety Seminars with other Regional/Area Maritime Alliances, including the Region IV – Jackson Area Office and the Region VI – Baton Rouge Area Office Alliance with Northrup Grumman Ship Systems and its Unions. Finally, the Alliance would like to hold a VPP Seminar, similar to the one held by the Airline Industry Alliance, in conjunction with one of their upcoming Safety Seminars.
