    • March 6, 2006: Marie Robinson, Ergonomist, AT&T, discussed the OSHA and NTSP Alliance as part of her presentation to 25 attendees during the "Advanced Office Ergonomics: A Macroergonomics Perspective" workshop.
  • October 3, 2005: Ergonomic Design, Central Missouri State University, Warrensburg, Missouri. Frank Bannister, EHS Programs and Ergonomics Manager, Sprint Nextel, gave a presentation on the OSHA and NTSP Alliance to 12 students attending a senior level ergonomics seminar.
  • September 13-15, 2005: 2005 International Telecommunications Safety Conference, Hyatt Regency, St. Louis, Missouri.
    • On September 13, 2005, Brett Besser, Ergonomist, Salt Lake Technical Center, USDOL-OSHA, gave an Ergonomics Alliance Update and an Ergonomics Technical Update to more than 50 attendees. OSHA staff from the St. Louis, Missouri Area Office attended the conference.
  • March 21-23, 2005: 2005 Applied Ergonomics Conference, Hyatt Regency, New Orleans, Louisiana.

OSHA and Brick Industry Association Alliance

On March 20, 2006, OSHA and the Brick Industry Association (BIA) formed an Alliance to provide the association's members and others, including small businesses, with information, guidance, and access to training resources that will help them protect brick industry employees' health and safety, particularly in reducing ergonomics injuries, and preventing exposure to hazardous levels of silica.

Based on discussions regarding the future of the Alliance, OSHA and BIA agreed to conclude the Alliance as of March 20, 2010, A number of successes resulted from the agreement including:

  • Through the OSHA and ERC Alliance, BIA developed "Occupational Health Program for Exposure to Crystalline Silica in the Brick Industry." The document provides the brick industry with a monitoring and medical surveillance program to control occupational exposures and associated respiratory health effects of respirable crystalline silica. The program is posted on the BIA Web site and linked to from the OSHA and BIA Web page on the OSHA Web site.

  • BIA developed a "Silicosis: What you need to know." fact Sheet. The fact sheet provides workers who are exposed silica dust with information about silicosis and tips to protect them from exposure to it. The fact sheet is posted on the BIA Web site and linked to from the OSHA and BIA Web page on the OSHA Web site.

  • BIA developed a "Silicosis Dust Results – Calculations and what they mean?" fact sheet. The fact sheet provides employers and workers with information about silicosis and how to calculate exposure levels. The fact sheet is posted on the BIA Web site and linked to from the OSHA and BIA Web page on the OSHA Web site.

  • On February 5, 2008, Brian Robertson, Industrial Hygienist, Region IV, Clemson, South Carolina Area Office, USDOL-OSHA; presented "Exposure Monitoring" and John Steelnack, Industrial Hygienist, Office of Biological Hazards, Directorate of Standards and Guidance, USDOL-OSHA; presented "Control of Dust Exposures" and "OSHA Silica Resources" to safety and health professionals at the Silicosis Prevention Seminar in Clemson, South Carolina.

AGREEMENT TO ESTABLISH AN ALLIANCE

THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE AMERICAN DENTAL ASSOCIATION

The Occupational Safety and Health Administration (OSHA) and the American Dental Association (ADA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the ADA therefore agree to form an Alliance to use their collective expertise to help foster a culture of prevention while sharing technical knowledge in the area of ergonomics and promoting safe and healthful working conditions for dental employees.

OSHA and the ADA will work together to promote the following outreach and communication goals:

  • Disseminate information on safe and healthful working conditions for dental employees through speaking or exhibiting at conferences and other events, print and electronic media and links from OSHA's and ADA's Web sites.

  • Assist OSHA in the development of electronic assistance tools that address workplace safety and health issues for dental employees.

  • Share new ergonomics information related to dental workers, once obtained and developed, with others in the industry.

  • Work with other Alliance participants on ergonomic issues and projects that are addressed and developed through the Alliance Program.

OSHA and the ADA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Convene or participate in forums and round table discussions on ergonomic issues in the dental workplace. ADA will also help to make the case that healthy ergonomic practices are good business practices.

  • Explore ways that can be used for determining if ergonomics instruction is currently being included in dental schools' educational programs and encouraging the incorporation of sound and proven ergonomics techniques into the schools' curriculum.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

The information provided by ADA and/or its members is for the purpose of contributing to informed decision-making by the Agency and any other recipients of this information. Information provided by ADA does not constitute an official statement or position by ADA and is not intended by the parties to create any legal obligations for ADA or its individual members. ADA is not a standard setting organization, and information provided pursuant to this Alliance Agreement is not intended as a legally binding standard or guideline.

An Implementation Team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, the team will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorate of Cooperative and State Programs and any other appropriate offices. OSHA will encourage State Plan States' and OSHA Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

The Occupational Safety and Health Administration (OSHA) and the American Association of Occupational Health Nurses, Inc. (AAOHN) recognize the value of renewing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and AAOHN hereby renew the Alliance originally signed May 7, 2003 and renewed October 10, 2005 to provide AAOHN members and others, including large and small businesses with information, guidance, and access to training resources. Through the Alliance renewal agreement, the organizations will continue to help to protect employees' health and safety, particularly in addressing workplace hazard preparedness and security issues, such as workplace violence, musculoskeletal disorders (MSDs), bloodborne pathogens (BBP) and personal protective equipment (PPE). In renewing this Alliance, OSHA and AAOHN recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

OSHA and AAOHN will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the AAOHN's Web sites) to employers and employees in the industry.

  • Speak, exhibit, or appear at OSHA's or AAOHN's conferences, local meetings, or other events such as the annual AAOHN Symposium and Expo.

  • Share information among OSHA personnel and industry safety and health professionals regarding AAOHN's best practices or effective approaches and publicize results through outreach by AAOHN and through OSHA- or AAOHN-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

  • Work with other Alliance participants on specific issues and projects including workplace hazard preparedness and security issues, such as workplace violence, MSDs, BBP and PPE, in the workplace that are addressed and developed through the Alliance Program.

OSHA and the Professional Landcare Network (PLANET)
Alliance Close-out Report

On February 23, 2004, OSHA and PLANET formed an Alliance to provide large and small landscape industry businesses and their employees, including but not limited to youth workers, low-literacy level, and non-English, speaking workers, with information and guidance to help them reduce strains caused by manual material handlings, amputations, motor vehicle crashes, as well as slip and trip injuries. The Alliance was renewed April 6, 2006.

Because OSHA and PLANET decided to refocus the Alliance agreement, the organizations agreed to conclude the Alliance as of February 23, 2008. Through OSHA's and PLANET's work together to meet the agreement's goals, a number of successes resulted from the Alliance, including:

  • PLANET, and a number of other Alliance Program participants, helped support the 2007 and 2008 North American Occupational Safety and Health (NAOSH) Weeks. Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.

  • On October 27, 2007 Ron McGill, then Area Director, Nashville, Tennessee and Frankford, Kentucky Area Offices, USDOL-OSHA gave a presentation "OSHA Resources and the OSHA and PLANET Alliance" to green industry providers at the Green Industry Conference and EXPO in Lexington, Kentucky. Suzanne Porter, Industrial Hygienist, Frankfort, Kentucky Area Office, USDOL-OSHA, and Richard Taylor, Safety Specialist, Frankfort, Kentucky Area Office, USDOL-OSHA, represented the Alliance Program in PLANET's Safety Central resource area and distributed safety and health information and answered questions during the 2007 Green Industry Conference and EXPO.

  • On April 6, 2006, Assistant Secretary Edwin G. Foulke, Jr., USDOL-OSHA and John Gibson, President, PLANET spoke at OSHA's Teen Summer Job Safety Campaign Kick-off event in Alexandria, Virginia. More than 130 safety and health professionals, teachers and students attended the event.

  • On November 2-5, 2005, PLANET's Green Industry Conference was held in Orlando, Florida. On November 5, 2005, Keith Brown, Safety and Health Consultant, University of South Florida (USF), Safety Florida On-site Consultation Program presented an update on the On-site Consultation Program's activities in Florida and participated in a panel discussion on the Alliance Program. OSHA representatives staffed an Alliance Program exhibit booth.

  • On September 8, 2005, PLANET representatives participated in the Alliance Program's Small Business Roundtable in Washington, DC. During the meeting, Alliance Program participants provided a number of recommendations for OSHA on how to enhance its small business compliance assistance activities and resources.

  • Through the Alliance, PLANET developed a series of Safety Tips Sheets, in English and in Spanish, for the landscaping and horticultural industries. The following Tips Sheets were posted on PLANET's Web site in 2005 and 2006 and linked to from the OSHA and PLANET Alliance Web page on the OSHA Web site and the OSHA Landscape and Horticultural Services Safety and Health Topics page.

Close-Out Report
(as of June 7, 2006)

On June 7, 2004, OSHA, the National Wooden Pallet Container Association (NWPCA) and the National Institute for Occupational Safety and Health (NIOSH) formed an Alliance focusing on providing NWPCA's members and others with information, guidance, and access to training resources that will help them protect employees' safety and health. The Alliance addressed reducing and preventing exposure to hazards associated with use of pallet assembly and disassembly equipment, powered industrial trucks, and occupational health issues, including ergonomics.

Because NWPCA's goals changed since the Alliance's signing, OSHA concluded the Alliance as of June 7, 2006. However, OSHA will continue to work with the wooden pallet and container industry through other avenues to develop and share occupational safety and health information.

The following successes resulted from the organizations' working together to meet the Alliance's goals:

  • On September 18, 2004, Francis Yebesi, Team Leader, Office of Outreach Services and Alliances, USDOL-OSHA, participated in a panel discussion at the NWPCA's 2004 Recycle and Repair Conference in St. Louis, Missouri. Mr. Yebesi spoke about OSHA's cooperative programs and answered questions from NWPCA's members.

  • NWPCA reviewed and provided comments on OSHA's Forklift Safety Quick Card.

  • NWPCA and NIOSH representatives served on the editorial board for OSHA's Wood Products Industry Safety and Health Topics page.

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
ALTEC INDUSTRIES, INC.


The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and Altec Industries, Inc. (Altec) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and Altec hereby renew, in part, the Alliance signed November 22, 2005, and renewed December 18, 2007, with a continued emphasis on the safe operation and maintenance of cranes, chippers, digger derricks and insulated and non-insulated aerial devices including tree care devices. Specifically, both organizations are committed to providing Altec employees and others, including the non-English or limited English speaking workers, with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address fall, electrocution and tip-over hazards In renewing this Alliance, OSHA and Altec recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the Altec's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or Altec's conferences, local meetings or events such as the International Construction and Utility Equipment Exposition.
  • To share information among OSHA personnel and industry safety and health professionals regarding Altec's good practices or effective approaches through training programs, workshops, seminars, and lectures (or anyother applicable forum) developed by the participants.
  • To work with other Alliance participants on specific issues and projects on the safe operation and maintenance of cranes, chippers, digger derricks and insulated and non-insulated aerial devices including tree care devices that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Directorate of Cooperative and State Programs, and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

      The OSHA and CHM Alliance focuses on providing their association members and others with information, guidance, and access to training resources that will help to protect the health and safety of workers who manufacture and use cranes, hoists, and monorails, as well as promote a better understanding of worker rights and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). The Alliance specifically works to reduce workplace incidents and prevent worker exposures to electrical shock/electrocution, falls from elevations, and being struck by moving equipment.

  4. Upcoming Milestones

    In the upcoming year, OSHA and CHM plan to undertake several additional projects through the Alliance to reduce workplace incidents and prevent worker exposures to electrical shock/electrocution, falls from elevations, and being struck by moving equipment. For example, CHM will continue to support OSHA’s national outreach campaign focusing on the prevention of falls in construction, including support for National Safety Stand-Down-Week- May 2-6, 2016. Through the Alliance, CHM will develop best practice guidance documents focusing on issues relevant to the CHM industry, including electrical hazards, falls from elevations, and struck-by incidents. CHM will also provide opportunities for OSHA personnel to speak at CHM meetings and conferences, and the staffing of an exhibit booth, including ProMat, April 3-6, 2017, in Chicago, Illinois. Lastly, CHM will develop training aids that highlight best practices and new technology used in the CHM industry that can be shared with OSHA personnel and industry safety and health professionals.
