NSC - Renewal Agreement - May 31, 2005

NSC - Renewal Agreement - May 31, 2005

AGREEMENT TO RENEW THE ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
AIR CANADA, AIRTRAN AIRWAYS, ALASKA AIRLINES, AMERICAN AIRLINES,
ATA AIR LINES, AMERICA WEST AIRLINES, CONTINENTAL AIRLINES,
DELTA AIR LINES, JETBLUE AIRWAYS, MIDWEST AIRLINES,
SOUTHWEST AIRLINES, UNITED AIRLINES, US AIRWAYS AND
THE INTERNATIONAL AIR TRANSPORT SECTION
OF THE NATIONAL SAFETY COUNCIL

The Occupational Safety and Health Administration (OSHA) and "The Airline Group" comprised of Air Canada, AirTran Airways, Alaska Airlines, American Airlines, ATA Airlines, America West Airlines, Continental Airlines, Delta Air Lines, JetBlue Airways, Midwest Airlines, Southwest Airlines, United Airlines and US Airways, and in affiliation with the International Air Transport Section of the National Safety Council, recognize the value of establishing a collaborative relationship to foster safer and more healthful workplaces. OSHA and The Airline Group therefore agree to renew the Alliance, signed on November 12, 2002, to use their collective expertise to help advance a culture of prevention while sharing best practices and technical knowledge, especially in the area of ergonomics. In developing this Alliance, OSHA and The Airline Group recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and The Airline Group agree to establish an Alliance addressing ergonomic issues related to the handling of passenger checked baggage through exploring methods of promoting training and education, outreach and communication, and continuing the national dialogue on workplace safety and health.

OSHA and The Airline Group will work together to achieve the following training and education goal:

  • Continue the development of an industry training manual (referred to as a training module in the Alliance signed 11/12/02), with OSHA input, for employees on the handling of checked baggage and make it available, without charge, to the aviation industry, OSHA, and other interested parties.

OSHA and The Airline Group will work together to achieve the following outreach and communication goals:

  • With OSHA's input, continue development of an industry Awareness/Education Program for passengers, including, for example, a "Fact Sheet" and/or brochure with suggestions on how to pack baggage so it is easier to handle while traveling. Distribute the brochure at the National Safety Council's National Safety Congress and Exposition and through working with Alliance Program participants.

  • Work with OSHA to provide expertise on the periodic review and update of OSHA's Baggage Handling eTool and the Airline Industry Safety & Health Topics page. Begin converting the industry training manual into an eTool.

OSHA and The Airline Group will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Conduct an informational seminar with and disseminate information to regulatory agencies, international organizations and other interested parties such as the Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, Transportation Security Administration and the American Association of Airport Executives to share information about ergonomic issues.

  • Educate interested parties on and solicit ideas for improvement of ergonomics associated with the handling of checked baggage during a national safety related conference, such as the National Safety Council's National Safety Congress and Exposition.

OSHA Alliances provide parties an opportunity to participate in voluntary cooperative relationships with OSHA for purposes such as training and education, outreach and communication, and promoting national dialogue on workplace safety and health. The Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does OSHA enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of all organizations will meet to develop a plan of action to accomplish the above goals, determine working procedures, and identify the roles and responsibilities of the participants. In addition, the implementation team will meet at least three times per year to track and share information on activities and progress in achieving the goals of the Alliance. OSHA will also encourage State Plan States' and OSHA Consultation Projects' participation on the team.

This agreement will remain in effect for one year from the date of signing. Once the above goals have been met or at the end of one year, whichever comes first, representatives of all organizations will meet to review the Alliance and consider additional goals. This agreement may be modified at any time with the concurrence of all signatories and may be terminated by any individual signatory for any reason with 30 days written notice to the other signatories, provided such termination shall be effective only with respect to the terminating party.

Lamar - Alliance Renewal Agreement - October 12, 2012

Lamar - Alliance Renewal Agreement - October 12, 2012

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
LAMAR OUTDOOR ADVERTISING

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and Lamar continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces.  To that end, OSHA and Lamar hereby renew in part the Alliance signed September 19, 2007. Specifically, both organizations are committed to providing the general public and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to support OSHA's safety and health initiatives.  In renewing this Alliance, OSHA and Lamar recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To share information among OSHA personnel and industry safety and health professionals regarding Lamar's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
  • To work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Directorate of Cooperative and State Programs and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

Signed this 12th day of October, 2012.

  4. Evaluations
To ascertain whether the Laser Safety Best Practices training seminars are increasing participants’ knowledge of the subject matter, LIA designed a "pre" and "post" course knowledge test. To date, average test scores have increased markedly after course completion. LIA/OSHA also administers a course evaluation to seminar participants; feedback has been overwhelmingly positive.

  5. Upcoming Milestones
In the next year, LIA will continue to conduct Laser Safety Best Practice Seminars for OSHA staff in the Regional, Area Offices, and State Plan States and will use feedback received to improve course content if needed. LIA will also continue to work on a web-based Laser Safety Best Practice training course. In addition, LIA will continue to disseminate information about OSHA’s rulemaking, enforcement, and other initiatives, and provide OSHA with exhibit and speaking opportunities at its conferences.

THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE SOCIETY FOR CHEMICAL HAZARD COMMUNICATION

The Occupational Safety and Health Administration (OSHA) and the Society for Chemical Hazard Communication (SCHC) recognize the value of continuing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and SCHC hereby renew an Alliance to provide SCHC members and others, including small businesses, with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to chemical hazards and addressing hazard communication and material safety data sheets in the workplace. In addition, the Alliance will work to distribute information and increase awareness of the Globally Harmonized System of Classification and Labeling of Chemicals. In developing this Alliance, OSHA and SCHC recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and SCHC will work together to achieve the following training and education goals:

  • Work with OSHA to provide expertise to develop training and education programs for small business and other employers regarding hazard communication and to provide expertise in communicating such information to employers and employees in the industry.

OSHA and SCHC will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the SCHC's Web sites) to employers and employees in the industry.

  • Speak, exhibit, or appear at OSHA's or SCHC's conferences, local meetings, or other events.

These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorate of Cooperative and State Programs and any other appropriate offices.
