    Overview

    Through the Alliance, OSHA and ITA are promoting the safe operation and use of powered industrial trucks by providing information, guidance, and access to training resources to assist employers and employees in reducing and preventing exposure to potential hazards associated with the use of powered industrial trucks in general, and in warehouses in particular.

    1. Events and Products

      Outreach and Communication Goals

      The OSHA and ITA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Encourage and promote the training of powered industrial truck operators pursuant to the OSHA operator training standard.
      • Develop electronic assistance tools on the use and operation of powered industrial trucks including the issues concerning youth workers.
      • Develop information regarding the safe operation and use of powered industrial trucks that could be included in the powered industrial trucks operators' manuals and disseminated through print and electronic media and links from OSHA's and ITA's Web sites.

      OSHA and ITA Alliance Web site

      OSHA is continuing to update the OSHA and ITA Alliance Web site that is posted on the Agency's Web page. It includes the OSHA and ITA agreement, news releases, events and milestones and successes.

      ITA Website (www.indtrk.org)

      The ITA Web site has an OSHA Information page that contains links to sites relating to industrial truck safety. This includes a link to the Protecting Young Workers: Prohibition Against Young Workers Operating Forklifts SHIB and the Sample Daily Checklists for Powered Industrial Trucks.

      Publications and Newsletters

      Information on the OSHA and ITA Alliance activities appears in Modern Materials Handling. For more information, see the "Alliance Program Reach" table.

      Forklift Safety Information

      ITA distributed copies of OSHA's Safety and Health Information Bulletin (SHIB) on "Protecting Young Workers: Prohibition Against Young Workers Operating Forklifts" and Powered Industrial Truck Operator Training Information Card to their General Engineering Committee (GEC). The association encouraged the GEC members to include the publications in their organization's Operator Manuals.

      The following Alliance implementation team member is continuing to participate on the editorial board and is reviewing and providing comments on the Powered Industrial Trucks Safety and Health Topics page.

      ITA Board of Directors Meeting, March 16, 2005, Washington, DC.

      Paula White, Director, Directorate of Cooperative and State Programs, USDOL- OSHA, addressed the ITA Board of Directors in Washington, DC on March 16, 2005. Ms. White gave a presentation to 25 attendees on OSHA's cooperative and compliance assistance programs, including an update on the activities of the OSHA and ITA Alliance.

      • Promote and encourage ITA member's participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation and its Safety and Health Achievement Recognition Program.

      Voluntary Protection Programs Application Packet

      In April 2005, ITA mailed 150 application packets for OSHA's Voluntary Protection Programs (VPP) to association members. The packets included a general overview of the programs along with a description of the benefits of the program and a self-assessment checklist.

      • Work with other Alliance participants on specific issues and projects that affect the use of industrial trucks in the workplace that are addressed and developed through the Alliance Program.

      Events

      Powered Industrial Truck Best Practices Seminar

      OSHA, ITA and the International Warehouse Logistics Association, an Alliance Program participant, are developing a one day Powered Industrial Truck Best Practices Seminar. The event is scheduled for February 9, 2006 at the ITA member Ring Lift dealership in Tampa, Florida. OSHA Region IV federal, state plan state, and Consultation Program staff will be invited to attend. The seminar will include a general overview of forklifts followed by presentations addressing specific safety applications, including capacity/load handling and stability, and operator safety rules and practices. The seminar will also include live demonstrations of different types of powered industrial trucks and will be instructed by ITA members.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      The OSHA and ITA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Participate in forums, roundtable discussions, conferences and stakeholders meetings on issues concerning powered industrial trucks, including youth worker outreach, to help forge innovative solutions to raising safety awareness in the workplace and to provide information during the development of industry specific safety and health guidelines.
    3. Executive Summary

       

      Through the Alliance Program, OSHA and ITA are working together to help the Agency learn more about the industrial truck industry and ITA learn more about the compliance assistance resources that the Agency has developed. This relationship has led to the development of several programs and projects that the team is currently working on or has produced. In addition, OSHA and ITA have shared information about OSHA's compliance assistance activities and cooperative programs. For example:

      • Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, gave a presentation to 25 attendees on OSHA's Cooperative and Compliance Assistance programs, including an update on the activities of the OSHA and ITA Alliance, at the ITA Board of Directors in Washington, DC on March 16, 2005.
      • ITA distributed information packets on OSHA's Voluntary Protection Programs and copies of OSHA's SHIB on "Protecting Young Workers: Prohibition Against Young Workers Operating Forklifts" and Powered Industrial Truck Operator Training Information Card to association members.
      • ITA members are continuing to serve on the editorial board for the Powered Industrial Trucks Safety and Health Topics page.
      • ITA is continuing to promote industrial truck safety through an OSHA information page on the ITA Web site that contains links to sites on OSHA's Web page.

  4. Upcoming Milestones

    The OSHA and ITA Alliance Implementation Team has discussed a number of activities that will be undertaken in the upcoming year. For example, OSHA, ITA and the International Warehouse Logistics Association, an Alliance Program participant, will hold a one day Powered Industrial Truck Best Practices Seminar on February 9, 2006 at the ITA member Ring Lift dealership in Tampa, Florida. The seminar will include a general overview of forklifts followed by presentations that will address specific safety applications, including capacity/load handling and stability, and operator safety rules and practices along with live demonstrations of different types of powered industrial trucks and will be instructed by ITA members.

    ITA is interested in hosting additional seminars throughout the country, following the initial seminar in Florida.

    In addition, ITA will continue to be a member of OSHA's Powered Industrial Truck editorial board. The ITA representative will review and provide comments on the page.

    Finally, ITA has expressed interest in renewing the Alliance agreement and will work with OSHA to identify the topics and goals of the renewal agreement.
