The Hazard Exposure and Risk Assessment Matrix was developed as part of a Mission Assignment from the Federal Emergency Management Agency (FEMA), through the implementation of the Worker Safety and Health Support Annex (Annex) of the National Response Plan (NRP), and in coordination with the Cooperating Agencies identified in the Annex. The matrix content was reviewed by representatives of other agencies including: the U.S. Environmental Protection Agency (EPA), FEMA, the U.S. Army Corps of Engineers (USACE), the National Institute for Occupational Safety and Health (NIOSH), the U.S. Coast Guard (USCG), and the National Institute of Environmental Health Sciences (NIEHS). The matrix content was reviewed by representatives in the national level offices of these organizations and at the local level by representatives in the Joint Field Offices (JFOs) overseeing the response to and recovery from hurricanes Katrina, Rita, and Wilma (2005).
