    SWR Institute support included:

    • SWR Institute disseminated the Fall Prevention in Construction Stand-down resources via three email blast to 1,200 members on each submission for an outreach total of 3,600.
    • SWR Institute posted the Fall Prevention in Construction Stand-down resources on their webpage as a Rotating Stand-Down Banner along with the outreach resources on 3/25/16.
    • SWR Institute provided the "2016 Falls in Construction Stand-down" hard hat stickers to 3,000 members in May 2016.
    • National Stand Down also promoted on my.swrionline.org online community for SWR Institute Members. Event was published in the event section and open forum of the community.
    • SWR Institute had 40 member companies' sign up to have their own Stand-Down, with a combined outreach of more than 7,736 employees.

  4. Upcoming Milestones

    In the upcoming year, OSHA and SWR Institute plan to undertake several additional projects through the Alliance to provide information, guidance and access to training resources on safety and health issues for small businesses. For example, SWR Institute will revise their Fall Protection Awareness Course. SWR Institute will also partner to support OSHA's National "Safe & Sound" Outreach Focusing on the Agency's Safety and Health Program Guidelines, OSHA's 2017 National Stand-down to Prevent Falls in Construction and OSHA's 2017 National Outreach Campaign Focusing on Heat Illness Prevention. In addition, SWR Institute will continue to develop evaluation methods to determine the effectiveness of their Alliance activities and submit their results quarterly to OSHA.

    Lastly, SWR Institute will also continue to participate in the Alliance Program Construction Roundtable, when scheduled, and will provide OSHA with an Alliance exhibit at their 2017 Fall Technical and 2018 Winter Technical Meetings.

  4. Evaluations

    SWR Institute revised a survey to evaluate the benefits of their Alliance developed products. The survey was re-posted on the toolbox web page in January 2015. Only three individuals completed the survey during the reporting period. Responses provided stated that the Alliance developed "products are very informative and give exact information on specific topics discussed." The responders like the addition of questions at the end of the toolbox talks.

    In addition, SWR Institute did provide web views for the Alliance developed toolbox talks for the 2015-2016 Annual Report.

  5. Upcoming Milestones

    In the upcoming year, OSHA and SWR Institute plan to undertake several additional projects through the Alliance to provide information, guidance and access to training resources on safety and health issues for small businesses. For example, SWR Institute will complete the toolbox talks focusing on: Slips, Trips and Falls; Foot Protection; Safety Clothing; Lifting and Back Protection. In addition, SWR Institute will revise their Silica Toolbox Talk to reflect compliance with the new OSHA standard on silica.

    Through the Alliance, SWR Institute will also continue to develop evaluation methods to determine the effectiveness of their Alliance-developed products and submit their results quarterly to OSHA.

    Lastly, SWR Institute will continue to participate in the Alliance Program Construction Roundtable, when scheduled. For completing their outreach goals, SWR Institute will provide OSHA with an Alliance exhibit at their Fall 2016 and Winter 2017 Meetings.

    4. Overview

      The OSHA and SWR Institute Alliance provides SWR Institute members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing falls and continuing to address issues related to small business, motor vehicle, and hazard communication.

      Through the Alliance, the organizations will use relevant injury and illness data in their industry to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers.

    In the upcoming year, OSHA and SWR Institute plan to undertake several additional projects through the Alliance to provide information, guidance and access to training resources on safety and health issues for small businesses. For example, SWR Institute will renew the Alliance and complete the toolbox talks focusing on Lockout/Tagout, drinking water, housekeeping, and illumination.  SWR Institute will complete revisions to the Safety and Health Field Manual.  In addition, SWR Institute will translate the toolbox talks on electrical safety, personal protective equipment, power tools, respiratory protection, powder actuated tools, first aid, fire extinguisher safetycompetent person, and portable generator safety into Spanish.

    Through the Alliance, SWR Institute will also develop evaluation methods to determine the effectiveness of their Alliance-developed products and submit their results to OSHA.

    SWR Institute will continue to participate in the Alliance Program Construction Roundtable, when scheduled, and contribute to the development of Construction Workplace Design Solutions.  For completing their outreach goals, SWR Institute will provide OSHA with an Alliance exhibit at their Fall 2014 and Winter 2015 Meetings.

    Finally, SWR Institute representatives will be joining with other Alliance Program participants to support the 2014 North American Occupational Safety and Health Week (NAOSH), May 4-10, 2014, "Workplace Safety Works for Everyone."

    2013 North American Occupational Safety and Health (NAOSH) Week, May 5-11, 2013

    The SWR Institute Alliance and a number of other Alliance Program participants supported 2013 NAOSH Week.  Sponsored annually by the American Society of Safety Engineers (ASSE) and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. 2013 theme: "Worker Safety Works for Everyone."

  4. Upcoming Milestones

    In the upcoming year, OSHA and SWR Institute plan to undertake several additional projects through the Alliance to provide information, guidance and access to training resources on safety and health issues for small businesses. For example, SWR Institute will renew the Alliance and complete the toolbox talks focusing on Lockout/Tagout, drinking water, housekeeping, and illumination.  SWR Institute will complete revisions to the Safety and Health Field Manual.  In addition, SWR Institute will translate the toolbox talks on electrical safety, personal protective equipment, power tools, respiratory protection, powder actuated tools, first aid, fire extinguisher safetycompetent person, and portable generator safety into Spanish.

    Through the Alliance, SWR Institute will also develop evaluation methods to determine the effectiveness of their Alliance-developed products and submit their results to OSHA.

    SWR Institute will continue to participate in the Alliance Program Construction Roundtable, when scheduled, and contribute to the development of Construction Workplace Design Solutions.  For completing their outreach goals, SWR Institute will provide OSHA with an Alliance exhibit at their Fall 2014 and Winter 2015 Meetings.

    Finally, SWR Institute representatives will be joining with other Alliance Program participants to support the 2014 North American Occupational Safety and Health Week (NAOSH), May 4-10, 2014, "Workplace Safety Works for Everyone."

      Tri-State Building Services Works with NYDOL for Safer Workplace

      Through the OSHA and SWRInstitute Alliance, OSHA collaborated with the  owners of Tri-State Building Services to develop a success story highlighting the company's work with the New York Department of Labor’s On-Site Consultation Program and SWRInstitute that lead to a decrease in their injury rates, which are significantly lower than industry averages. The company has also increased efforts to communicate safety and health information to Spanish-speaking workers and to provide training to all workers. The success story has been posted on the On-Site Consultation Web page and linked to from the OSHA and SWRInstitute Alliance Web page.

      Spanish-translated Ladder Toolbox Talks

      Through the Alliance Program Construction Roundtable, members of the SWRInstitute Alliance Implementation Team translated into Spanish a series of toolbox talks focusing on ladder safety, including:

      • Choosing the Right Ladder
      • Inspect Ladders Carefully!
      • Do's and Don'ts of Using a Ladder
      • Set Up and Use of a Ladder
      • Extension Ladder Safety
      • Using a Stepladder Safely

      The Spanish versions of the Ladder Toolbox Talks were posted on the Alliance Program Construction Roundtable Web page.

      2011 North American Occupational Safety and Health (NAOSH) Week, May 1-7, 2011

      On May 1-7, 2011, the SWRInstitute Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by the American Association of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety." 

      To help support the event, SWRInstitute Linked to the 2011 NAOSH Week Web page from the SWRInstitute Web site.

    2. Executive Summary

      Through the Alliance Program, OSHA and SWRInstitute are working together to address safety and health issues in the sealant, waterproofing and restoration industry. The positive relationship that SWRInstitute has developed over the past nine years has led to the renewal of their Alliance during the reporting period and the development of many projects that the team is currently working on or has produced. For example, members of the SWRInstitute Alliance Implementation Team developed a series of toolbox talks to help employers and workers identify the key hazards and OSHA requirements in the construction industry for Aerial Lifts, Driver Safety, and Fall Protection. The toolbox talks were posted to the SWRInstitute Alliance Web page and linked to from the OSHA and SWRInstitute Alliance Web page.

      Through the Alliance Program, SWRInstitute members participated in the Alliance Program Construction Roundtable, translated the Ladder Toolbox Talks into Spanish, and provided feedback on draft documents, including the Construction Workplace Design Solutions.

      In addition, OSHA staffed an Alliance Program exhibit booth during SWRInstitute's Fall Technical Meeting in New Orleans, Louisiana.

      SWRInstitute representatives are also sharing their expertise with OSHA through participation on the editorial boards for three OSHA Safety and Health Topics pages, which includes Respiratory Protection and Fall Protection.

      Finally, as part of their outreach, SWRInstitute supported and promoted the 2011 NAOSH Week by linking to the 2011 NAOSH Week Web page from the SWRInstitute Web site.

  4. Upcoming Milestones

    The OSHA and SWRInstitute Alliance Implementation Team discussed a number of activities that will be undertaken in the upcoming year. Through the APCR, SWRInstitute will develop toolbox talks focusing on electrical safety, personal protective equipment, and respiratory protection; and create information sheets based on topics in the SWRInstitute Safety and Health Field Manual.

    In addition, members of the SWRInstitute will continue participate in the Alliance Program Construction Roundtable, when scheduled, and contribute to the development of Construction Workplace Design Solutions. To continue with their outreach goals, SWRInstitute will provide OSHA with an Alliance exhibit at their Fall Meeting.

    Finally, SWRInstitute representatives will be joining with other Alliance Program participants to support the 2012 NAOSH Week, May 6-12, 2012, "Safety, What Every Business Needs."

Outreach and Communication Goals

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the SWRInstitute's Web sites) to employers and employees in the industry.

    Spanish-Translated SWRInstitute Safety and Health Field Manual

    Through the OSHA and SWRInstitute Alliance, the SWRInstitute Safety and Health Field Manual was translated into Spanish and posted to the SWRInstitute Alliance Web page.

    OSHA is continuing to update and maintain the OSHA and SWRInstitute Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and SWRInstitute Alliance agreement, renewal agreements, annual reports, news releases, information on activities and events, milestones and successes of the Alliance, and links to resources developed by SWRInstitute through the Alliance Program.

In addition, the page features links to resources developed by SWRInstitute through the Alliance Program, including the SWRInstitute Safety and Health Manual, the SWRInstitute Safety and Health Field Manual in both English and Spanish, as well as links to resources developed through the Alliance Program Construction Roundtable including the Fall Hazard Awareness Course, Fall Protection Slide Presentation, and Ladder Safety Toolbox Talks.

    Publications and Newsletters

    Information on the OSHA and SWRInstitute Alliance activities, OSHA initiatives, and Agency compliance updates have appeared in Member BRIEFs, SWRInstitute's e-Newsletter.

    In addition, an article entitled "SWRInstitute Field Manual is Available to the Public" was written by Dan Cain, President, The George D. Alan Company, and published in the March 2010 edition of the Alliance Quarterly Review (AQR). The AQR article offers information on what is topics are included in the manual and how it helps to identify key hazards in the sealant, waterproofing and restoration industry.     On October 12, 2010, Bill Coulehan, Compliance Assistance Specialist, Region V, Calumet City, Illinois Area Office, USDOL-OSHA, staffed an Alliance exhibition booth. In addition, SWRInstitute distributed products developed through the OSHA and SWRInstitute Alliance to approximately 200 safety and health professionals that attended the exhibit booth.

    Construction Workplace Design Solutions

    Through the Alliance Program Construction Roundtable, members of the SWRInstitute Alliance Implementation Team provided feedback on a series of Construction Workplace Design Solutions, which focus on design solutions to help prevent falls in the construction industry, including:

    • Falls From Floor Openings
    • Falls From Non-Moving Vehicles
    • Roof Hatch Access and Hole Protection
    • Specify Non-Fragile Skylights and/or Skylight Guards
    • Specify Sufficient Wall Height to Allow Parapets to Function as Fall Prevention

    The products were finalized in May 2010 and posted to the Design for Construction Web site and linked to from the OSHA Alliance Program Construction Roundtable Web page on the OSHA Web site.

    OSHA Alliance Program Construction Roundtable, July 29, 2010 Washington, DC

    SWRInstitute representatives continue to share information during the Alliance Program's Construction Roundtables. On July 29, 2010, Ron Pilla, Vice President, Valcourt Building Services, gave a presentation on "SWRInstitute's Safety and Health Field Manual" to 22 construction-related Alliance attendees.

  • Promote and encourage SWRInstitute members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

    George D. Alan Works with OSHA to Promote Worker Safety and Health

    Through the OSHA and SWRInstitute Alliance, OSHA collaborated with The George D. Alan Company to highlight their continued progress with safety and health in an updated success story. Since completing work with the Texas On-Site Consultation program in 2007, which led to the development of a comprehensive Safety and Health Manual, the company has reduced Workers Compensation and experienced two years without a lost time incident. The updated success story has been posted on the On-Site Consultation Web page and linked to from the OSHA and SWRInstitute Alliance Web page.

    On July 29, 2010, representatives from SWRInstitute Alliance participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the Roundtable, including the Construction Workplace Design Solutions, and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

    On February 17, 2011, representatives from SWRInstitute Alliance participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the Roundtable, including the Construction Workplace Design Solutions, and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

The translated Field Manual provides valuable information for Spanish workers as a reference tool to identify key hazards and OSHA requirements for issues associated with the sealant and waterproofing industry worksites, including competent person, aerial & scissor lift, excavation and trenching, fall protection, and respiratory protection. SWRInstitute posted the Spanish-version of the Safety and Health Field Manual on its Alliance Web site and OSHA linked to it on the OSHA Web pages.

In addition, OSHA staffed an Alliance Program exhibit booth during SWRInstitute's Fall Technical Meeting in Chicago, Illinois.

SWRInstitute representatives are also sharing their expertise with OSHA through participation on the editorial boards for three OSHA Safety and Health Topics pages, which includes Respiratory Protection and Fall Protection, and speaking opportunities at Alliance Program events. Additionally, during the July 29, 2010, Alliance Program Construction Roundtable, Ron Pilla gave a presentation on the SWRInstitute Safety and Health Manual.

    Overview The Alliance addresses conditions for workers who apply and otherwise work with sealant, waterproofing, and restoration products. Its aim is to provide information and guidance that will help employers protect employees' health-particularly in the areas of reducing and preventing exposure to lead and silica-and safety-particularly in regard to confined spaces, fall protection, and staging requirements. The Alliances goals include:

    October 28, 2003: SWRI/OSHA Alliance, Domenick Salvatore, Compliance Assistant Specialist, Philadelphia Area Office, USDOL-OSHA. Mr. Salvatore presented an overview of the OSHA/SWRI Alliance, with a particular focus on confined space hazards, to over 130 attendees. 

    Mr. Salvatore also manned an OSHA tabletop exhibit at the event and distributed over 100 copies of OSHA publications including the English and Spanish versions of All About OSHA and Cold and Heat Stress Cards along with the Crystalline Silica Exposure Cards.

    Promoting the National Dialogue on Workplace Safety and Health

    Specific activities have not yet been planned to meet the promoting the national dialogue on workplace safety and health goal of the Alliance. This goal will continue to be discussed by the implementation team during the Alliance's second year.
  2. Results

    The OSHA/SWRI Alliance has helped increase SWRI members' understanding of lead and silica safety and confined spaces hazards. This has been done by working with Region III Compliance Assistance Specialist, Dominick Salvatore who made a presentation on confined spaces at SWRI's 2003 Fall Technical Meeting. Mr. Salvatore's presentation was titled "Confined Space: The Silent Killer" and focused on confined space hazards, injury and illness statistics, case studies and examples of best practices. Overall, SWRI Members were very pleased with Mr. Salvatore's presentation and now have a better understanding of the resources that are available through OSHA that help educate employers and employees about confined space safety. In addition, Mr. Salvatore's presentation has also been linked to on the OSHA Alliance Program Web page. 

    Due to the popularity and positive impact of Mr. Salvatore's presentation at the fall meeting, SWRI invited him to speak about mast scaffolding at the 2004 Annual Meeting February 29-March 3 in Tucson, AZ.

    Information on the OSHA-SWRI Alliance along with Mr. Salvatore's presentation on lead and silica safety has been included in SWRI's monthly newsletter, Member Briefs, which are accessible through the SWRI Web page. This has helped SWRI show their members that OSHA has numerous compliance assistance materials and resources available for use and distribution throughout the sealant and waterproofing industry.

  1. Upcoming Milestones

    The OSHA/SWRI Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. SWRI would like to work on the development of a Safety and Health Manual for their members. The manual will cover topics such as hazard communication, confined space, fall protection, recordkeeping, personal protective equipment, respiratory protection and scaffolding. Other topics that SWRI members would like the manual to address include written work rules, on-site surveillance and disciplinary actions. 

    Also, SWRI has invited Mr. Salvatore to make presentations on mast scaffolding and respiratory protection at upcoming meetings in 2004. The mast scaffolding presentation will take place at the SWRI 2004 Fall Meeting that is scheduled for February 29-March 3 in Tucson, Arizona. In addition, OSHA will have a tabletop display in the exhibit hall where information about the OSHA-SWRI Alliance along with publications on lead, silica and confined spaces will be distributed. 

    Mr. Salvatore will also make a presentation on respiratory protection at the SWRI Fall Meeting that is scheduled for September 19-21, 2004 in Boston, Massachusetts. Also, OSHA will have a tabletop display where information about the OSHA-SWRI Alliance along with publications on lead, silica and confined spaces will be distributed.

SEALANT WATERPROOFING AND RESTORATION INSTITUTE


The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and the Sealant Waterproofing and Restoration Institute (SWR Institute) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and SWR Institute hereby renew in part the Alliance signed February 20, 2003, and renewed July 21, 2005, July 11, 2007, July 6, 2009, and June 24, 2011, with a continued emphasis on the sealant, waterproofing and restoration industry. Specifically, both organizations are committed to providing SWR Institute members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by: 1) reducing and preventing falls; 2) addressing issues related to small businesses, motor vehicles, and hazard communication; and 3) understanding the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Through the Alliance, the organizations will use relevant injury and illness data in selected industries to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and SWR Institute recognizes that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on falls, vehicle safety, and other industry related hazards to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the SWR Institute's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or SWR Institute's conferences, local meetings, or other regional events.
  • To share information among OSHA personnel and industry safety and health professionals regarding SWR Institute's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop an Alliance project work plan (including key action steps, expected outcomes, evaluation), determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Directorate of Cooperative and State Programs and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for five years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.
