    The OSHA and Airline Group Alliance focuses on providing the Airline Group's members and others with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to amputations (pinch points, caught in or between), falls, struck by objects, and vehicle accidents/collisions while operating beltloaders and tugs (aircraft ground support equipment).         Belt Loader Fact Sheets

        Preventing Pinch Point, Amputations and Caught In-Between Injuries

        Through the OSHA and Airline Group Alliance, the Airline Group developed a "Preventing Pinch Point, Amputations and Caught In-Between Injuries" fact sheet. The fact sheet provides possible solutions for the prevention of caught in-between and pinch point injuries from belt loaders. The fact sheet was completed and posted on the on the ATA Web site in November 2010. OSHA established a link from the OSHA and Airline Group Alliance Web page on the OSHA Web site to the fact sheet on the Airline Group Web site.

        Preventing Injuries Caused by Falling Objects

        Through the OSHA and Airline Group Alliance, the Airline Group developed a "Preventing Injuries Caused by Falling Objects" fact sheet. The fact sheet provides possible solutions for the prevention of injuries and aircraft/equipment damage from falling objects. The fact sheet was completed and posted on the on the ATA Web site in November 2010. OSHA established a link from the OSHA and Airline Group Alliance Web page on the OSHA Web site to the fact sheet on the Airline Group Web site.

        Preventing Slips, Trips and Falls

        Through the OSHA and Airline Group Alliance, the Airline Group developed a "Preventing Slips, Trips and Falls" fact sheet. The fact sheet provides information to help prevent injuries due to potential slips, trips and falls from belt loaders while entering and exiting aircraft bins. The fact sheet was completed and posted on the on the ATA Web site in May 2011. OSHA established a link from the OSHA and Airline Group Alliance Web page on the OSHA Web site to the fact sheet on the Airline Group Web site.

        OSHA and Airline Group Alliance Web Page

        OSHA continues to update the OSHA and Airline Group Alliance Web page on the Agency's Web site. The page includes links to the Alliance agreement and related documents, activities and events, and safety and health resources. During the reporting period, three Belt Loader Fact Sheets were added to the page including:

In addition, the Web site hosts resources developed by the Airline Group through the OSHA and Airline Group Alliance including fact sheets, reference guide, and toolbox talk.

      • Promote and encourage the Airline Group's members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

        Business Partner Safety Meetings

        Each of the Airline Group signatories hold regular safety meetings with their business partners. At each of these meetings, the business partners are encouraged to participate in OSHA's cooperative programs such as the On-site Consultation Program.
      • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.

        2011 North American Occupational Safety and Health Week (NAOSH), May 1-7, 2011, Washington, DC.

        The Airline Group and a number of other Alliance Program participants supported 2011 NAOSH Week, "Celebrating a Century of Safety." Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the week focuses on the importance of preventing injuries and illnesses in the workplace.

        To help support the event, Airline Group members disseminated information about 2011 NAOSH Week to their membership through a press release in March 2011. In addition, Nobuyo Sakata, Manager of Operations & Safety Analysis, Air Transport Association, Marianne Psipsikas, Senior Analyst Occupational Health and Safety, JetBlue, and Mike Hodes, Senior Safety Analyst, American Airlines, attended the NAOSH Week Kick-off event at the U.S. Department of Labor on May 2, 2011, in Washington, DC. Assistant Secretary Dr. David Michaels, USDOL-OSHA; Darryl Hill, President, ASSE; and Andrew Cooper, Vice President, CSSE; provided brief remarks. The Kick-off event also featured interviews with the ASSE Kids' "Safety on the Job" Poster Winners.
         
      Promoting the National Dialogue on Workplace Safety and Health Goal
       
      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on ground support operations issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        The OSHA and Airline Group Alliance Implementation Team was unable to convene or participate in forums, roundtable discussions, or stakeholder meetings though the Alliance during the reporting period. The team expects to meet this goal over the next year.
         
    2. Executive Summary

      Through the Alliance renewal agreement, the OSHA and Airline Group Alliance Implementation Team will continue to advance its excellent working relationship by collaborating on projects and activities to achieve the goals of the Alliance. The Airline Group completed work on a number of fact sheets including:

      In addition, OSHA and Airline Group representatives continued sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and events, including:

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
ADSC: INTERNATIONAL ASSOCIATION OF FOUNDATION DRILLING

The Occupational Safety and Health Administration (OSHA) and the ADSC (International Association of Foundation Drilling) hereby renew the Alliance agreement signed February 22, 2005. OSHA and ADSC continue to recognize the value of collaborative efforts to achieve workplace safety. Both groups will encourage ADSC members and others in the foundation drilling industry, including small businesses and non–English or limited English speaking employees, to increase employee access to safety and health information and training resources. The Alliance will particularly focus on fall protection, silica, pinch–point and equipment operation hazards. In renewing this Alliance, OSHA and ADSC recognize that OSHA's State Plan and On–site Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorate of Construction, Directorate of Cooperative and State Programs and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On–site Consultation Projects' participation on the team.

This agreement will remain in effect for a two year period. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.

          OSHA and Abbott Laboratories are working with another Alliance Program participant, the CBPP of the McDonough School of Business, Georgetown University, to develop case studies to be incorporated into business school curricula to communicate the business value and competitive advantage of an effective safety and health program.

        • Occupational Safety and Health Case Studies

          OSHA, Abbott Laboratories and CBPP prepared case studies dealing with ergonomics, auto parts manufacturing general safety and health, offshore manufacturing plants, exposure limits, stadium construction, and fleet safety to communicate the business value and competitive advantage of an effective safety and health program. OSHA plans to post the case studies on the OSHA-Abbott Laboratories Alliance Web page for use by the general public and announce their availability to business schools and other institutions involved in workplace safety and health training.

      The OSHA-Abbott Laboratories Alliance reached out to members of the nursing home community through presentations at the 54th Annual Illinois Health Care Association (IHCA) Convention and Trade Show, September 15-17, 2003, Springfield, IL. Alliance implementation team members discussed workplace safety and health and the value of a "0-lift" policy. Members of the Alliance implementation team also made similar presentations at the Illinois Nursing Home Summit Follow-Up on August 20, 2003, in Des Plaines, Illinois.

      Additionally, the Alliance teamed with CBPP, another Alliance Program participant, to develop case studies for business school curricula to communicate the business value and competitive advantage of an effective safety and health program. Together the group developed case studies that cover a number of issues including ergonomics, construction, general safety and health, fleet safety and occupational exposure limits.

      Members of the OSHA-Abbott Alliance made a presentation entitled "The Business Case for Safety - Adding Value and Competitive Edge" on the case studies at the 2004 OSHA Compliance Assistance Training Sessions, which were held June 14-18, 2004, in Falls Church, Virginia. In addition, the Alliance implementation team explored opportunities to make a presentation on the case studies as part of a workplace safety and health seminar series sponsored by the CBPP.

      Information about the Alliance is available on the OSHA Website with links to related documents, activities and events, and milestones and successes on the OSHA-Abbott Laboratories Webpage.   4. Upcoming Milestones

    In the upcoming year, the OSHA-Abbott Alliance will continue to reach out to employees in the healthcare industry about occupational safety and health issues. The Agency also will identify national and regional conferences and events where Alliance representatives can speak about innovative solutions to hazards in the workplace. It also will identify opportunities to work with stakeholders in the nursing home community to develop practical programs and processes for reducing injuries and illnesses.

    Representatives from the Alliance will promote and publicize the safety and health case studies it developed for MBA level executive education seminars. OSHA will post the case studies on the OSHA-Abbott Laboratories Alliance Website. It will publicize the case studies' availability through press releases and articles in the Alliance Quarterly Review and other publications, and through speaking opportunities. The Alliance is exploring the possibility of making a presentation on the case studies as part of a safety and health seminar series hosted by CBPP.

    In addition, the OSHA-Abbott Laboratories Alliance has agreed to explore opportunities to update and develop additional safety and health compliance assistance resources such as OSHA's eTools and Safety and Health Topics pages.

    The week of September 19, 2005, Jim Murphy and Mike Connors have agreed to present "The Business Case for Safety - Adding Value and Competitive Edge." at the World Safety Congress in Orlando, Florida.

U.S. DEPARTMENT OF LABOR
AND
ABBOTT LABORATORIES

The Occupational Safety and Health Administration (OSHA) and Abbott Laboratories recognize the value of establishing a collaborative relationship to advance safer and more healthful American workplaces. OSHA and Abbott Laboratories hereby agree to form an Alliance to use the groups' collective knowledge and work with stakeholders to develop information and increase access to training resources in order to help improve the safety and health of employees in the healthcare industry.

OSHA and Abbott Laboratories will work together to achieve the following training and education goals:

  • Partner with business schools to develop and integrate safety and health presentations and business case study materials into MBA level executive education seminars.
     
  • Develop and incorporate materials into business school curricula that communicate the business value and competitive advantages associated with the implementation of comprehensive safety and health programs in the workplace.

OSHA and Abbott Laboratories will work together to achieve the following outreach and communication goal:

  • Speak, exhibit, or appear at conferences, local meetings, or other events such as OSHA's outreach events.

OSHA and Abbott Laboratories will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Convene or participate in forums, round table discussions, or stakeholder meetings on safety and health issues in the healthcare industry to help forge innovative solutions to hazards in the workplace.
     
  • Work with stakeholders in the nursing home community to develop practical programs and processes for reducing injuries and illnesses.
     
  • Work with other Alliance participants on specific issues and projects related to safety and health business case studies that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Directorate of Cooperative and State Programs and any other appropriate offices and the Region V Administrator and other appropriate Region V Area Directors. OSHA will encourage State Plan States' and OSHA Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

THE NORTHEAST PENNSYLVANIA MANUFACTURERS AND EMPLOYERS ASSOCIATION


The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Wilkes-Barre Area Office and The Northeast Pennsylvania Manufacturers and Employers Association (NEPA MAEA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and NEPA MAEA hereby form an Alliance to provide NEPA MAEA members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to emerging general industry hazards and addressing hazard recognition and control programs, injury and illness prevention programs, effective safety training issues, and understanding the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance’s activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and NEPA MAEA recognize that OSHA’s State Plan and On-site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA’s National Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Speak, exhibit, or appear at OSHA and NEPA MAEA conferences, local meetings, or other workshops and events.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on various safety and health topics including but not limited to general industry hazards and injury and illness prevention plans to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for students, adjudicated young adults, and limited or English as a second language speaking workers participating in the Northeast Pennsylvania Manufacturers and Employers Council training and education programs (YES) regarding youth entering the workforce to promote the understanding of workers’ rights, including the use of the OSHA complaint process, and to communicate such information to employers and workers.
  • Develop effective training and education programs for NEPA MAEA members to promote understanding of workers’ rights, including the use of the OSHA complaint process, the responsibilities of employers, and to communicate such information to workers and employers.

OSHA’s Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education.     The Lehigh Valley Labor Management Council is an organization of business, labor and community leaders formed to improve relations between labor and management resulting in a positive image, economic growth, and improved quality of life for unions, companies, and the communities served in and around the Lehigh Valley of Pennsylvania.     • Training and Education

      1. February 15, 2011 -“Safety Committee Survival in a Down Economy – Best Practices for Maintaining a Safe Workplace with a Limited Budget” was a series of three presentations. The first speaker was Kevin Vrablic, MD, of HealthWorks - Lehigh Valley Hospital and Health Network, who presented information on the various types of injuries and illnesses that have been experienced within the Lehigh Valley area of the last few years. The second speaker was Andrew Gruber, who is a Senior Safety Consultant for The Graham Company. His presentation focused on “Safety Leadership Training for Safety Committee Members” and the critical success factors for an effective safety committee. The final presenter was, Jean E. Davis, Loss Control Supervisor for Selective Insurance. Her presentation was a Safety Management Success Story” in which she provided the attendees with solutions that were developed by a client’s safety committee and subsequently through their efforts how they aided in reducing their injury and illness severity factor and their worker compensation loss ratio.

      2. March 8, 2011- “Construction Safety - The Need to be Safety Minded”. This outreach activity was a discussion presented by the Allentown Area Office Compliance Assistance Specialist at the Bethlehem Arts Quest Center and focused on some of the local fatal accidents within the Lehigh Valley Area.

      3. May 18, 2011 – “Personal Protective Equipment Workshop” was a day long event, which included numerous presentations on various topics including regulatory awareness, best practices with personal protective equipment (PPE), and effective PPE usage. The day also featured several vendor demonstrations and the opportunity for networking with many equipment vendors.

      4. September 20, 2011 – “Workplace Injuries and the Value of Wellness Programs”. This outreach event was another series of several presenters, including Kevin Vrablik, MD, of HealthWorks - Lehigh Valley Hospital and Health Network, who returned to continue his previous discussion on how occupational injuries have had an affect on the injured employee, their families and their employer. We then had two informal presentations – open discussions – on the “Value of Wellness Programs”. The first discussion was lead by a representative of the City of Allentown, who shared her efforts with a Wellness Campaign for city employees and the success of their efforts. The second discussion was lead by a representative from the Allentown Health Bureau, who shared that employers need to look beyond the “typical” wellness programs (e.g. weight loss programs and smoking cessation programs) and to find ways to engage employees in open dialog about workplace or home issues that may have an impact on their well being (mental well being), and that by opening up the opportunity for employees to share ideas, thoughts, or concerns, the employees may be willing to initiate workplace programs that address their personal issues, thus getting more employees involved in their own safety – even if it for personal/selfish reasons.

      No national events held during this time frame. However, it should be noted that Northampton Community College (NCC) continues to post information on the OSHA Alliance and each of the upcoming free events on their website at www.northampton.edu. Through the Community Colleges Center for Business & Industry – Public Safety & Emergency Services – Corporate Safety, an independent page has been established for the Lehigh Valley Safety Alliance. All businesses and individuals who attend (or attended) NCC courses within the Corporate Safety Program are provided frequent updates to promote the events not only within the Lehigh Valley of Pennsylvania, but also globally.

      Additionally, many of the members and attendees are affiliated with various other professional and business organizations, and pass these events along to their contacts. Associations include but are not limited to: the American Society of Safety Engineers, the American Industrial Hygiene Association, Home Builders Associations, National Electrical Contractors Association and the International Brotherhood of Electrical Worker Unions, Local Nos. 375 and 1600.

      Finally, in the scope of national promotion of safety and health it should be noted that many of the vendors who attended and participated in the September 20, 2011 - Personal Protective Equipment Workshop, were from companies that sell their products and services not only nationally, but also internationally, as well. Comments that were received from the vendors were very positive and many received contacts for potential services and equipment.

    The only products developed during this evaluation period were numerous PowerPoint presentations that were developed by each of the presenters, as well as flyers which were used to announce/register for these events. At this time, these presentations have not yet been made available on a national level, unless an attendee or presenter either copied or shared their information with others – this information has not been requested or tracked.

  5. Upcoming Milestones

    The Lehigh Valley Safety Committee is currently working on its 4th Safety Expo event. This event will again be held at DeSales University, located in Center Valley, Pennsylvania, and is scheduled to be held on May 15, 2012. Current plans are to consist of three different “tracks” for the attendees to select from including: (1) Pennsylvania Certification Training for Safety Committees, which will include an application workshop, safety committee operation and function training, hazard identification and accident investigation sessions; (2) Pre-Planning for Safety, which may include such topics as job site pre-construction meetings and contractor bid reviews, contractor safety and health program assessment, job site inspections, and the development and use of job safety analysis’; and the final “track” (3) will focus on Work and Life Initiatives – Wellness Programs. This cluster of sessions may include such topics as first-aid and cardiopulmonary resuscitation for the non-designated responder (for work or home), bloodborne pathogen, fire extinguisher use, and stress management.

      The OSHA and SWR Institute Alliance provides SWR Institute members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing falls and continuing to address issues related to small business, motor vehicle, and hazard communication.
