At approximately 3:20 p.m. on November 3, 2014, Employees #1 and #2 were hand pulling a neutral line along a power pole line. Employees were replacing a neutral line that had been removed. The neutral line was being walked into place between several poles. Due to the changes in elevation in the terrain while walking the line up a second hill the conductive line contacted the live primary line that was on top of a pole located in the bottom of ravine.
