This scaffold is five bucks high and not tied to anything. The man on the edge of the roof has no fall protection. The walkway is questionable, as are the plywood platforms. The standards, 29 CFR 1926 Subpart L for the scaffolds, and 29 CFR 1926 Subpart M for the employees on the roof apply.
