1. Background:

   Paragraph (a)(2)(i)(C) of 29 CFR 1910.269 and paragraph (b)(1)(iii) of 29 CFR 1926.950 provide that “[t]he degree of training shall be determined by the risk to the employee for the hazard involved.”
