AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN
THE HOUSTON SOUTH AREA OFFICE
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR AND
THE TEXAS CHEMICAL COUNCIL
The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Houston South Area Office and The Texas Chemical Council (TCC) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and The Texas Chemical Council hereby form an Alliance to provide TCC members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to the unique hazards of the Chemical and Refining Industries, in particular reducing and preventing hazards dealing with Process Safety Management, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."
Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and TCC recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives:
- Share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
- Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and TCC websites) to employers and workers in the industry.
- Speak, exhibit, or appear at OSHA and TCC conferences, local meetings, and events.
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on chemical and process safety topics to help forge innovative solutions in the workplace or to provide input on safety and health issues.
- Share information among OSHA personnel and industry safety and health professionals regarding TCC's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Encourage worker participation in workplace safety and health by promoting industry health and safety conferences across the region.
- Develop and disseminate case studies on process safety management that are issued by the Chemical Safety Board, OSHA, and other research material published by accredited academic or industry entities and publicize their results.
- Encourage TCC members to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including best practices and compliance.
Training and Education
The Participants intend to work together to achieve the following objectives:
- Promote education programs for TCC members to encourage understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Houston South Area Office and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation programs' participation on the team.
This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), Baton Rouge Area Office and Associated Builders and Contractors (ABC) Inc., Pelican Chapter recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and ABC, Pelican Chapter hereby renew the Alliance signed May 3, 2012, renewed on August 11, 2014, and March 23, 2017, with a continued emphasis on information sharing and identification and elimination of workplace hazards. Specifically, both organizations are committed to providing ABC, Pelican Chapter members and others with information, guidance, and access to training resources that will help the protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
Through the Alliance, the organizations will continue to address the reduction and prevention of exposures to provide members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to struck-by, falls, caught-in-between and electrical hazards.

- Share info1mation on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
- Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on construction and industrial contractor safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
- Encourage worker participation in workplace safety and health by organizing a forum aimed at worker outreach whereby ideas and information can be exchanged.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives:
- Develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print, and electronic media, electronic assistance tools, and the OSHA's and ABC, Pelican Chapter web sites) to employers and workers in the industry.
- Speak, exhibit, or appear at OSHA's or ABC, Pelican Chapter conferences, local meetings, or other outreach events.
- Share information among OSHA personnel and industry safety and health professionals regarding ABC, Pelican Chapter good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the pa1ticipants.
- Work with other Alliance participants on specific construction and industrial maintenance safety and health issues and projects that are addressed and developed through the Alliance Program.
Training and Education
The Participants intend to work together to achieve the following objectives:
- Develop effective training and education programs for construction and industrial contractors regarding building and maintenance issues, and to communicate such information to constituent employers and workers.
- Develop effective training and education programs for contractors to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

Since entering into an Alliance on May 21, 2014, with subsequent renewal on October 21, 2016, the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and the American Staffing Association (ASA) have worked together to improve workplace health and safety of temporary workers by sharing information, guidance, and access to training resources that address occupational hazards, promoting understanding of the rights of temporary workers, and the responsibilities of host employers under the Occupational Safety and Health Act.
OSHA and ASA continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces, and commit to continue their work together through an Alliance Program Ambassador relationship.
In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with ASA by:
- Providing routine communications on enforcement, regulatory, and outreach initiatives.
- Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.
- Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.
- Maintaining the organization’s status as Alliance Program Ambassador on the agency’s public webpage.
ASA will continue to foster an active relationship with OSHA by:
- Sharing information with members and stakeholders on OSHA’s National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA’s outreach initiatives and rulemaking processes.
- Encouraging members and stakeholders to share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- Encouraging ASA members and chapters to continue to build relationships with OSHA’s National, Regional and Area Offices to address health and safety issues.
- Sharing information with OSHA personnel and industry safety and health professionals regarding ASA good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Offering OSHA opportunities to speak, exhibit, or appear at their annual Staffing World or Staffing Law conferences, local meetings, or other training and outreach events.
- Adhering to requirements laid out in the Alliance Program Directive regarding the prohibition on promoting or implying the agency’s endorsement of their policies, products, or services, including acknowledging that they will not receive any preferential treatment related to any statutory function of the agency.
- Abiding by all terms and conditions for the use of the Alliance Program logo as specified in OSHA’s Guidelines for Use of the Alliance Logo.
OSHA’s cooperative programs provide organizations an opportunity to participate in a voluntary, collaborative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These programs have proven to be valuable tools for both OSHA and participants. By entering into this Ambassador relationship, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.
This Ambassador relationship will remain in effect for the duration of an ongoing cooperative association and a good faith effort by both parties to meet the intent of this document and its underlying policies. Either signatory may terminate it for any reason at any time, provided they give 30 days’ written notice.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Naperville, Chicago North, and Chicago South Area offices and the Chicagoland Associated General Contractors (Chicagoland AGC) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and Chicagoland AGC hereby renew the Alliance signed October 24, 2018, with continued emphasis on protecting the health and safety of workers by reducing and preventing exposure to electrical, fall, struck-by, caught-in-between, silica and ergonomic hazards in construction, as well as other safety issues as they relate to the industry (e.g., heat stress, mental health). - To assist in development and dissemination of case studies for notable agency inspections to address common and novel hazards within the construction industry.
Training and Education
The Participants intend to work together to achieve the following objectives:
- Develop effective training and education programs for contractors and their workforces regarding hazards in the construction industry, and to communicate such information to constituent employers and workers.
- Develop effective training and education programs for contractors and their workforces to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
- As resources allow, to deliver or arrange for the delivery of various courses specific to the construction industry, such as, but not limited to electrical, fall, struck-by, caught-in-between, silica and ergonomic hazards, heat stress and mental health.
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

La Oficina de Área en Austin, Texas de la Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos de América y el Consulado de México en Austin, Texas ("el Consulado"), en adelante denominados conjuntamente "los Participantes";
RECONOCIENDO el compromiso conjunto de proteger los derechos de los trabajadores mexicanos en los Estados Unidos; y
RECONOCIENDO que el Programa de Alianza de la OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;
Se proponen establecer una Alianza para lograr lo siguiente:
Objetivo General
Los Participantes tienen la intención de establecer una relación de colaboración para proveer a los nacionales mexicanos y a otros en en Austin, Texas, incluyendo los condados de Bastrop, Bell, Blanco, Brown, Burnet, Coleman, Comanche, Coryell, Falls, Fayette, Hamilton, Hays, Lampasas, Lee, Limestone, Llano, McLennan, Milam, Mills, San Saba, Travis, y Williamson en el área central de Texas información, orientación y acceso a recursos de capacitación y educación para promover los derechos de los trabajadores a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender la ley nacional de los Estados Unidos de América sobre los derechos de los trabajadores y las responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).
Capacitación y Educación
Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:
- Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en en Austin, Texas, incluyendo los condados de Bastrop, Bell, Blanco, Brown, Burnet, Coleman, Comanche, Coryell, Falls, Fayette, Hamilton, Hays, Lampasas, Lee, Limestone, Llano, McLennan, Milam, Mills, San Saba, Travis, y Williamson en el área central de Texas sobre la seguridad y la salud en el lugar de trabajo.
- Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en en Austin, Texas, incluyendo los condados de Bastrop, Bell, Blanco, Brown, Burnet, Coleman, Comanche, Coryell, Falls, Fayette, Hamilton, Hays, Lampasas, Lee, Limestone, Llano, McLennan, Milam, Mills, San Saba, Travis, y Williamson en el área central de Texas a fin de promover el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.
Difusión y Comunicación
Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:
- Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a los nacionales mexicanos que trabajan en Austin, Texas, incluyendo los condados de Bastrop, Bell, Blanco, Brown, Burnet, Coleman, Comanche, Coryell, Falls, Fayette, Hamilton, Hays, Lampasas, Lee, Limestone, Llano, McLennan, Milam, Mills, San Saba, Travis, y Williamson en el área central de Texas y a sus empleadores.
- Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.
- Participar en las actividades y los eventos del “Consulado Móvil”.
Promoción de un Diálogo Nacional
Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:
- Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de los trabajadores siempre que los funcionarios principales de los Participantes se dirijan al público.
- Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a los nacionales mexicanos que trabajan en Austin, Texas, incluyendo los condados de Bastrop, Bell, Blanco, Brown, Burnet, Coleman, Comanche, Coryell, Falls, Fayette, Hamilton, Hays, Lampasas, Lee, Limestone, Llano, McLennan, Milam, Mills, San Saba, Travis, y Williamson en el área central de Texas para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act.
Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.
Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.
Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.
