The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Eau Claire and Madison Area Offices in Wisconsin and the Consulate of Mexico in St. Paul, Minnesota (the Consulate), hereinafter referred to collectively as "the Participants";

RECOGNIZING the joint commitment to protect workers' rights for Mexican workers in the United States; and

RECOGNIZING that OSHA's Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican Nationals in the areas of Wisconsin where the Consulate and OSHA have jurisdiction, and others information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in the areas of Wisconsin where the Consulate and OSHA have jurisdiction, regarding workplace safety and health.

  • To develop training and education programs for Mexican workers and Mexican employers in the areas of Wisconsin where the Consulate and OSHA have jurisdiction, to promote understanding of workers' rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA's Web site from the Consulate's Web site) to Mexican Nationals working in the areas of Wisconsin where the Consulate and OSHA have jurisdiction, and their employers.

  • To speak, exhibit, or appear at the Participants' conferences, local meetings, or other events.

  • To participate in "Mobile Consulate" activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a joint dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers' rights under the OSH Act whenever leaders from the Participants address groups.

  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican Nationals working in the areas of Wisconsin where the Consulate and OSHA have jurisdiction, to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers' rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement may continue for two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

APPRENTICE & TRAINING PROGRAMS

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and the Southern Illinois Carpenters Joint Apprenticeship Program (CJAP) through the Mid-America Carpenters Regional Council (MACRC) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and CJAP hereby renew the Alliance signed January 22, 2018. Both organizations are committed to providing CJAP members and others with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to provide information, guidance, and access to training resources that will reduce and prevent occupational exposures – such as electrical, fall, struck-by, caught-in-between, fire, explosion, lockout/tagout, and confined spaces – at all MACRC signatory job sites throughout southern Illinois.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA and CJAP recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objective:

  • Share information on OSHA's National and Local initiatives and Emphasis Programs.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Develop information on the recognition and prevention of residential, commercial, and industrial construction hazards and develop innovative ways of communicating such information, such as through print, electronic media, electronic assistance tools, OSHA's web site, etc. to safety professionals, employers, and workers in the construction industries.
  • To speak, exhibit, or appear at the annual Southern Illinois Occupational Safety & Health/Safety Construction Day (SIOSH/SAFETYCON) event to share information among workers, employers, and industry safety and health professionals. Topics may include best practices or effective approaches through training programs, workshops, seminars, and lectures developed by the participants.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Encourage worker participation in workplace safety and health by obtaining feedback on CJAP activities.
  • Develop and disseminate case studies on activities addressing residential, commercial, and industrial construction, and publicize their results.
Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for CJAP members and other personnel regarding hazards in the residential, commercial, and industrial construction sectors.
  • Develop effective training and education programs to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To further inform OSHA personnel through CJAP training sessions of hazards specific to the residential, commercial, and industrial contracting industries, such as and including – electrical, fall, struck-by, and caught-in-between hazards and compliance measures therein.
  • Promote awareness of OSHA's Fall Prevention, Excavation, and Heat campaigns.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Fairview Heights Area Office and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation programs' participation on the team.

This agreement will remain in effect for a period not to exceed five years. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of both signatories.

  • Providing routine communications on enforcement, regulatory, and outreach initiatives.

  • Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.

  • Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.

  • Maintaining the organizations' status as Alliance Program Ambassadors on the agency's public webpage.

GLCA and LCBTC will continue to foster an active relationship with OSHA by:

  • Sharing information with members and stakeholders on OSHA's National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA's outreach initiatives and rulemaking processes.

  • Sharing information with members and stakeholders on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

  • Encouraging GLCA and LCBTC chapters/worksites to build relationships with OSHA's National, Regional and Area Offices to address health and safety issues.

  • Sharing information with OSHA personnel and industry safety and health professionals regarding GLCA and LCBTC good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).

  • Offering OSHA opportunities to speak, exhibit, or appear at one another's conferences, local meetings, or other events.

  • Adhering to requirements laid out in the Alliance Program Directive regarding the prohibition on promoting or implying the agency's endorsement of their policies, products, or services, including acknowledging that they will not receive any preferential treatment related to any statutory function of the agency.

  • Abiding by all terms and conditions for the use of the Alliance Program logo as specified in OSHA's Guidelines for Use of the Alliance Logo.

OSHA's cooperative programs provide organizations an opportunity to participate in a voluntary, collaborative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These programs have proven to be valuable tools for both OSHA and participants. By entering into this Ambassador relationship, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

This Ambassador relationship will remain in effect for the duration of an ongoing cooperative association and a good faith effort by all parties to meet the intent of this document and its underlying policies. Any signatory may terminate it for any reason at any time, provided they give 30 days' written notice. Termination by one signatory will not nullify the Ambassador relationship with all signatories, with the exception of OSHA; OSHA may terminate the Ambassador relationship as a whole, or its relationship with one or more individual signatories.

These programs have proven to be valuable tools for both OSHA and participants. Since entering into an Alliance on May 7, 2008, with subsequent renewals on May 20, 2010, August 8, 2012, December 2, 2014 and March 21, 2017, the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Chicago South, Chicago North, Fairview Heights, Naperville, and Peoria Area Offices and Apprenticeship and Skill Improvement Program Operating Engineers, Local 150 have worked together to improve workplace health and safety by sharing information, guidance, and access to training resources that address occupational hazards, and promoting understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.

OSHA and Apprenticeship and Skill Improvement Program Operating Engineers, Local 150 continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces and commit to continue their work together through an Alliance Program Ambassador relationship.

In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with Apprenticeship and Skill Improvement Program Operating Engineers, Local 150 by:

  • Providing routine communications on enforcement, regulatory, and outreach initiatives.
  • Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.
  • Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Naperville, Chicago South, Chicago North, Fairview Heights, and Peoria Area Offices and Roofers & Waterproofers Local 11 recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and Roofers & Waterproofers Local 11 hereby form an Alliance to provide Roofers & Waterproofers Local 11 members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to fall hazards and addressing fall protection issues and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and Roofers & Waterproofers Local 11 recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on the hazards associated with cranes, earth moving, and other construction equipment to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To speak, exhibit, or appear at Local 11 training facility or other events.
  • To share information among OSHA personnel and industry safety and health professionals regarding best practices for hazards associated with roofing.
  • To encourage worker participation in workplace safety and health by speaking at Local 11 OSHA 10- and 30-hour courses.
Training and Education

The Participants intend to work together to achieve the following objectives:

  • Work with OSHA to provide expertise to develop training and education programs for OSHA compliance officers (CSHO's) and Local 11
  • To develop effective training and education programs for Local 11 members to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of the All About OSHA portion for OSHA 10 and 30-hour courses.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Naperville, Chicago South, Chicago North, Fairview Heights, And Peoria Area Offices, and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation program' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of both signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Boston-North (Andover), Boston-South (Braintree), and Springfield offices and the Massachusetts Nurses Association (MNA) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and MNA hereby renew the Alliance signed February 13, 2018, with a continued emphasis on workplace violence, ergonomics, infection control PPE, and OSH rights. Specifically, both OSHA and MNA are committed to providing MNA members and others with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address hazards to workplace violence and abuse, back and other musculoskeletal work-related injuries, slip, trip and fall hazards; Covid-19 and infection control; and other air contaminants, and hazards.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

  • Speak, exhibit, or appear at OSHA and MNA conferences, local meetings, or other events like the OSHA Summer Summit and weekly OSHA virtual New England Roundtable Group.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on patient handling and Covid and infection control to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Share information among OSHA personnel and industry safety and health professionals regarding MNAs' best practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Encourage worker participation in workplace safety and health by engaging labor representatives, bargaining units, and the MNA membership through the dissemination of information in the MNA newsletter, website, and various presentations. The MNA will continue to share OSHA information with other trade unions/professional organizations.
  • Collaborate with other Alliance participants on specific issues and projects on Safe staffing, workplace violence, safe patient handling, personal protective equipment (PPE)/infection control and air quality issues.
  • Develop and disseminate case-based research utilizing state and national data. Research findings demonstrate the impact and consequences of deteriorated work conditions during the COVID-19 pandemic that are ongoing.
Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for nurses and other healthcare regarding workplace violence, ergonomics, infection control and noise, and to communicate such information to constituent employers and workers.
  • Deliver or arrange for the delivery of OSHA-10 general industry courses customized to the nursing audience. Plan to develop an in person and on-line OSHA -10-hour curriculum with the first courses planned to be scheduled by or before the Spring of 2025 at locations to be determined.
  • Develop effective training and education programs for nurses to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.
