Variance granted to International Paper-Erie 
Mill (formerly Hammermill Papers Group) from 
the standard prescribed in 29 CFR 1910.261(c)(9)(i), 
which requires that the flagman on a train crew 
must always remain in sight of the operator 
when the crane or locomotive is in motion. 
Effective April 22, 1983 and shall remain in 
effect until modified or revoked.

Variance is granted to St. Regis Corporation from the part of 1910.
261(c)(9)(i) which requires that the flagman must always remain in
sight of the operator when the crane or locomotive is in motion.
This variance does not apply to locomotives being operated by remote
control. Authorizes radio communication as a substitute for visual
observation of hand signals between a railroad crew and a locomotive
being operated by an engineer. The effective date is June 28, 1985.

Act (44 U.S.C. Chapter 35), the Department of Labor is submitting a
survey to the Office of Management and Budget (OMB) for that
Agency's approval. The one time only telephone survey is to
determine the effects of revising Subpart I- Personal Protective
Equipment and for revisions to the Welding and Pulp and Paper
standards.
