Abstract: Hazard Communication; standard (HCS) Advance notice of proposed rulemaking. Request for comments and information on expanding the scope of industries covered by the HCS. Information is required to establish the current status of hazard communication within the industries outside manufacturing and the appropriateness of covering those industries in a manner similar to the coverage of manufacturing in the current rules. Twelve questions have been listed for areas in which information is lacking. Comments due February 25, 1986.

Abstract: Modification of the trade secret definition and the trade secret access provisions of the Hazard Communication Standard (HCS), 1910.1200. This final rule implements the U.S. Court of Appeals for the Third Circuit decision by adopting a trade secret definition that does not protect chemical identity information that is readily discoverable through reverse engineering and by adopting provisions that permit employees and their designated representatives access to trade secrets. Occupational health nurses are permitted access to trade secrets.
Abstract: Parts 1910, 1915, 1917, 1918, 1926, and 1928 are amended by revising the Hazard Communication Standard, 1910.1200, and by adding 1915.99, 1917.28, 1918.90 and 1926.59 to contain the identical text of the revised 1910.1200 including Appendices A, B, C, and D of 1910.1200. This document expands the scope of the Hazard Communication Standard to cover all employers with employees exposed to hazardous chemicals in their workplaces. This regulation is effective September 23, 1987.
