DE LA ADMINISTRACIÓN DE SEGURIDAD Y SALUD OCUPACIONAL DEL DEPARTAMENTO DE TRABAJO DE LOS ESTADOS UNIDOS DE AMÉRICA
Y
EL CONSULADO DE MÉXICO EN FILADELFIA, PENSILVANIA

La Oficina regional en Filadelfia de la Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos de América y el Consulado de México en Filadelfia, Pensilvania (el Consulado), en adelante denominados conjuntamente "los Participantes";

RECONOCIENDO el compromiso conjunto de proteger los derechos de los trabajadores mexicanos en los Estados Unidos, reconocidos en la Carta de Arreglo entre la Administración de Seguridad y Salud Ocupacional del Departamento de Trabajo de los Estados Unidos de América y la Secretaría de Relaciones Exteriores de los Estados Unidos Mexicanos, relativa a las Protecciones de Seguridad y Salud en el Lugar de Trabajo Aplicables a los Trabajadores Mexicanos en los Estados Unidos, firmada en Washington, D.C., el 6 de noviembre de 2014; y

RECONOCIENDO que el Programa de Alianza de la OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;

Se proponen establecer una Alianza para lograr lo siguiente:

Objetivo General

Los Participantes tienen la intención de establecer una relación de colaboración para proveer a los nacionales mexicanos y a otros en los estados de Pensilvania y Delaware, información, orientación y acceso a recursos de capacitación y educación para promover los derechos de los trabajadores a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender la ley nacional de los Estados Unidos de América sobre los derechos de los trabajadores y las responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).

Capacitación y Educación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:

  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en los estados de Pensilvania y Delaware sobre la seguridad y la salud en el lugar de trabajo.
  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en los estados de Pensilvania y Delaware a fin de promover el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.

Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a los nacionales mexicanos que trabajan en los estados de Pensilvania y Delaware y a sus empleadores.
  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.
  • Participar en las actividades y los eventos del "Consulado Móvil".

Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de los trabajadores siempre que los funcionarios principales de los Participantes se dirijan al público.
  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a los nacionales mexicanos que trabajan en los estados de Pensilvania y Delaware para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.

Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

AGREEMENT RENEWING AN ALLIANCE

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Harrisburg Area Office and the Pennsylvania Chamber of Business and Industry (PCBI) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and PCBI hereby renew the Alliance signed March 29, 2004 and last renewed March 5, 2012 with a continued emphasis on reducing and preventing exposure to hazards associated predominantly with the general industry sector. Specifically, OSHA and PCBI are committed to providing PCBI members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In renewing this Alliance, OSHA and PCBI recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

OSHA and PCBI intend to work together to achieve the following goals related to raising awareness of OSHA’s rulemaking and enforcement initiatives, as resources permit:

  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To encourage worker participation in the PCBI sponsored Pennsylvania Bureau of Workers’ Compensation, Health and Safety Division, annual employer safety committee recertification training event.

Training and Education

OSHA and PCBI intend to work together to achieve the following training and education goals, as resources permit:

  • To develop or assist in the development of effective training and education programs for member companies and others regarding hazards within the general industry sector and to communicate such information to constituent employers and workers.
  • To present occupational safety and health information at least annually, to PCBI members on OSHA General Industry compliance.

Outreach and Communication

OSHA and PCBI intend to work together to achieve the following outreach and communication goals, as resources permit:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the PCBI Web site) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA’s or PCBI conferences, local meetings, or other applicable events.
  • To share information among OSHA personnel and industry safety and health professionals regarding PCBI good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by OSHA and PCBI.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of OSHA and PCBI. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Harrisburg Area OSHA Office that is a signatory to the Alliance agreement and any other appropriate office. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

This Alliance has been and continues to be promoted by the school and its Administration as well as by OSHA at all activities hosted by or attended by Academia. As noted above this Alliance was the catalyst to the recently signed Alliance with the Commonwealth of Pennsylvania’s Department of Education, Division of Industry Partnership, Bureau of Career and Technical Education. Additionally, several schools have already contacted OSHA for additional information and assistance in the areas of safety and health outreach and hazard recognition.

Milestones

The school, through some of the outreach activities and discussions at the Safety and Health Occupational Advisory Council meetings, has achieved "certification" of its’ Safety Committee by the Commonwealth of Pennsylvania and the Bureau of Workers Compensation and PENNSAFE.

    • Training and Education

      Events

      September 23, 2011 – Safety and Health Issues for the Pre-Emerging Engineering Program. OSHA presentation was conducted for a class of Pre-Engineering students and their instructor. These students are conducting job shadowing activities at several workplaces in the Lehigh Valley and are currently pursuing carriers in the Chemical, Electrical, Mechanical, and Architectural Engineering fields. Topics covered during this presentation included emergency action plans, safe egress, personal protective equipment, hazardous chemicals, first-aid, lockout/tagout of hazardous energy, confined spaces and construction hazards.

      November 22, 2011 – Safety and Health Hazards for the Material Handling and Logistics Program. OSHA presentation was conducted for two classes of Material Handling and Logistics Transportation Technology Program students and their instructors. Topics covered during this presentation included OSHA inspection activities, hazardous within the warehousing industry including but not limited to: hazardous chemicals, personal protective equipment, powered industrial trucks, fire/egress hazards, material handling hazards and ladder safety issues.

      February 16, 2102 – Safety Hazards for the Heavy Equipment Operations and Preventative Maintenance Program. These two OSHA presentations (morning class and afternoon class) were conducted by Rick Walters, CSHO, Allentown Area Office, with various topics discussed including construction site hazards associated with heavy equipment operations (struck-by), excavation issues (caught-in), and service/maintenance work.

      Outreach and Communication

      Events

      Over this past year, there has been three outreach events conducted by the Allentown Area Office (AAO) at the school.

      During the numerous Safety OAC meetings, various safety and health topics were discussed and since many of the members of the Council are from the "private sector", the various issues, ideas, and control strategies are communicated not just within the school but to those employers who permit their safety and health professionals to actively participate on this committee. Note: Several new members have been added to the Safety OAC, which has now expanded the opportunity for both the school to broaden its knowledge with new safety and health initiatives and also provides OSHA the opportunity to communicate and disseminate safety and health information to new stakeholders.

      The Safety Occupational Advisory Council Meetings, which are held throughout the school year, discussed and reviewed numerous safety and health programs, policies and activities. A description (beyond the review and approval of previous meeting minutes) is as follows:

      October 20, 2011 – Student and employee injury reports for 2010-2011 school year, recent inspection conducted by the insurance company, which identified only two recommendations to enhance school (student and faculty) safety, the new S.T. A. R. Program, which stands for Practice Safety , Demonstrate Teamwork , Achievement Equals Success and Show Respect . This is a new program in which staff and instructors have received training and are responsible to educate their students in "correct" respectful behavior. The behavior is rewarded with S.T.A.R. cards which students can then "cash-in" for items. Safety and health activities were reviewed and discussed for Diesel, Center for Automated Manufacturing, and Cooperative Assistance Program (CAP) Auto Specialization.

      December 1, 2011 – Discussions focused new safety flip chart with a comparison to the previous version, the Crisis Planning manuals, exterior door numbering activity (for security and emergency response efforts), acquiring and maintaining of Material Safety Data Sheets (MSDS) and the upcoming Globally Harmonized System, roof safety for maintenance personnel, and location of flammable storage cabinets. Safety and health activities were reviewed and discussed for Auto Technology and Indoor/Outdoor Maintenance.

      February 16, 2012 – At this meeting, five new members were welcomed to the Council. A guest (an LCTI faculty member) participated in the meeting and provided an overview of the Safe School Committees' activities. Topics of discussion focused on goals and history of the Occupational Safety Advisory Council Advisory, Bi-weekly Safety Checklists, MSDS on-line system, an update on injury report for both students and faculty, and the school's Certified Workplace Safety Committee report. Safety and health activities were reviewed and discussed for Health Occupations, Dental, Service Occupations Cluster (SOC) Food Service, SOC Hospitality, SOC Laundry, SOC Building Trades, Administrative Office Technology, Pre-Engineering, Web Design and Computer Repair.

      March 22, 2012 – Topics discussed included an update on the fall protection efforts while maintenance is working on the roof, the MSDS on line system (3E), checklists used by instructors/students twice a month, underground tank issue, and staff and student recordable injury reports. Safety and health activities were reviewed and discussed for Welding, Precision Machine Technology, CAP Science, CAP Early Care & Education of Young Children, CAP Home Health, Photography, Auto body, CAP Auto Specialization (follow-up), and Small engines/RV Repair.

      April 19, 2012 – At this meeting, topics covered included a discussion on glove usage for many of the labs (and activities when gloves would not be appropriate), recordable injuries (students and staff members) through March 2012, follow-up review of previous inspections and lab inspection procedures and the various Bi-Monthly Self Inspection Safety Checklists. Safety and health activities were reviewed and discussed for Painting, Electronics, Drafting, Electromechanical, Plumbing, Heating/Ventilation/Air-Conditioning, Cabinet-Making and Carpentry.

    • Promoting the National Dialogue on Safety and Health

      During this evaluation period, there was no specific effort by this OSHA office in promoting the national dialogue on safety and health with Career and Technical Institutions. However, staff and faculty of LCTI and members of the Safety Advisory Council continue to promote safety and health curriculum and school safety at the various Administrator and other Occupational Advisory Council meetings.

    • Training and Education

      During this evaluation period, PowerPoint presentations have been created and/or modified for the specific topics/subject matter listed above.
      This committee continued discussions on the school's need for use of hearing protection devices and possible implementation of a hearing conservation program. A review of a noise level survey was conducted and the committee is providing insight into a written hearing conservation program, which is still currently being developed.

    The Alliance activities and products created during the reporting period have enhanced the safety performance and culture throughout the entire school. This is evident by the institutionalization of the standardized self-inspection process that is fairly comprehensive in subject matter, yet individualized for each specific vocational area of study (i.e. commercial baking, health services, carpentry, welding, plumbing, …). Students have been given the responsibility to inspect their laboratory (two times per month) to look for (and when found mitigate) hazardous conditions.

    C. The only issue that has some bearing on the Alliance's implementation is that the Safety OAC only meets during the school year. Therefore, the insight, technical assistance and expansion of safety and health promotion beyond the school may be somewhat limited. However, the AAO CAS continues to be in constant contact with LCTI officials throughout the entire year, as Building Maintenance and Services are year round.

  5. Upcoming Milestones

    The Safety Occupational Advisory Council will continue (at the start of next school year) it's efforts to assist the school in reviewing engineering, administrative and work practice controls for both air contaminants and noise exposure. Additionally, efforts will be made over the summer to enhance the Bi-Monthly Safety Inspection Checklists, by adding the applicable OSHA standard to each item, as a means to providing specific reference information for educational opportunities.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Philadelphia Area Office and The Mechanical & Service Contractors' Association of Eastern Pennsylvania UA Local 420 Steamfitters & the Plumbers Union Local 690 (herein after referred to collectively as "the Participants") recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, the Participants hereby form an Alliance to provide mechanical workers with information, guidance, and access to training resources that will help them protect workers, particularly by reducing and preventing exposure to: fall, trenching, silica and other occupational safety and health hazards, and understanding the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the Participants will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the effectiveness of the Alliance and to measure the impact of its overall effort on improving workplace safety and health. In developing this Alliance, the Participants recognize that OSHA's State Plan and On-Site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • To share information on OSHA's National Initiatives (Emphasis Programs, Regulatory Agenda, and Outreach Initiatives), and opportunities to participate in initiatives and the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To speak, exhibit, or appear at conferences, local meetings, or other training sessions and events.
  • To share information among OSHA personnel and industry safety and health professionals regarding best practices or effective approaches through training programs, workshops, seminars, lectures, and other appropriate forum.
  • To develop and disseminate case studies on silica exposure and publicize their results.

Training and Education

The Participants intend to work together to achieve the following objectives:

  • To develop and deliver effective training and education regarding hazards from falls, trenching, silica exposure, concrete , equipment, and from hazards created by other contractors on the worksite, and to communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of specific safety and health related courses that directly affect mechanical workers. Some of these may include but are not limited to: Active Shooter Training for construction sites, Safety Stand-Downs, positive re-enforcement through behavior based safety, elevated hazard identification, and embracing the notion of "See Something, Say Something".

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a work plan, determine working procedures, and identify roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Philadelphia Area Office and any other appropriate offices.

This agreement will remain in effect for two years. Any signatory organization may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

La oficina regional en Filadelfia de la Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos de América y el Consulado de México en Filadelfia, Pensilvania ("el Consulado"), en adelante denominados conjuntamente "los Participantes;"

RECONOCIENDO el compromiso conjunto de proteger los derechos de los trabajadores mexicanos en los Estados Unidos, reconocidos en la Carta de Arreglo entre la Administración de Seguridad y Salud Ocupacional del Departamento del Trabajo de los Estados Unidos de América y la Secretaría de Relaciones Exteriores de los Estados Unidos Mexicanos, firmada en Washington, D.C., el 1° de junio de 2010; y

RECONOCIENDO que el Programa de Alianza de la OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;

Se proponen establecer una Alianza para lograr lo siguiente:

Objetivo General

Los Participantes tienen la intención de establecer una relación de colaboración para proveer a los nacionales mexicanos y a otros en los Estados de Pensilvania y Delaware información, orientación y acceso a recursos de capacitación y educación para promover los derechos de los trabajadores a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender la ley nacional de los Estados Unidos de América sobre los derechos de los trabajadores y las responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).

Capacitación y Educación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:

  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en los Estados de Pensilvania y Delaware sobre la seguridad y la salud en el lugar de trabajo.

  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en los Estados de Pensilvania y Delaware a fin de promover el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.

Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a los nacionales mexicanos que trabajan en los Estados de Pensilvania y Delaware y a sus empleadores.

  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.

  • Participar en las actividades y los eventos del "Consulado Móvil".

Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de los trabajadores siempre que los funcionarios principales de los Participantes se dirijan al público.

  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a los nacionales mexicanos que trabajan en los Estados de Pensilvania y Delaware para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres (3) veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.

Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

RENEWAL AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
PITTSBURGH AREA OFFICE
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE IRONWORKER EMPLOYERS ASSOCIATION OF WESTERN PENNSYLVANIA, INC.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Pittsburgh Area Office and the Ironworkers Employers Association of Western Pennsylvania Inc. (IWEA-WP) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the IWEA-WP hereby renew the Alliance originally signed on March 11, 2003 to provide the IWEA-WP members and others with information, guidance, and access to training resources that will help them to protect the health and safety of workers, particularly by reducing and preventing exposure to the various hazards associated with the construction industry, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, OSHA and the IWEA-WP recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction activities of member companies to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by working with the Ironworkers Union Local #3 Apprenticeship School Coordinator and instructors to promote workplace safety throughout the apprentice and journeymen upgrade training.

Training and Education

The Participants intend to work together to achieve the following training and education goal:

  • Assist in the development of effective training and education programs to produce skilled and safety conscious workers in the ironworker industry by working with the Ironworkers Union Local #3 Apprenticeship School Coordinator and instructors to address apprentice and journeymen needs.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the IWEA-WP Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or IWEA-WP conferences, local meetings, or other applicable events.
  • To share information among OSHA personnel and industry safety and health professionals regarding IWEA-WP good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Pittsburgh Area OSHA office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

ALLENTOWN AREA OFFICE
AND
THE LEHIGH CAREER AND TECHNICAL INSTITUTE

The Allentown Area Office of the Occupational Safety and Health Administration (OSHA) and the Lehigh Career and Technical Institute (LCTI) hereby renew the Alliance agreement signed on November 17, 2005. OSHA and LCTI continue to recognize the value of collaborative efforts to achieve workplace safety. OSHA and LCTI remain committed to cooperative and proactive efforts to advance workplace safety and health. In renewing this Alliance, OSHA and LCTI recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

In addition, the implementation team will continue to meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.

THE AMERICAN MUSHROOM INSTITUTE

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Philadelphia Area Office and The American Mushroom Institute continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and The American Mushroom Institute (referred to as ‘Participants’) hereby renew the Alliance signed September 28, 2007 and renewed October 28, 2009, with a continued emphasis on the development and maintenance of Safety and Health Programs geared towards the Mushroom Growing Industry. Specifically, both organizations are committed to providing the American Mushroom Institute members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and to develop and implement effective safety and health programs and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address falls, amputations, and electrical hazards as well as chemical and other physical hazards. In renewing this Alliance, OSHA and The American Mushroom Institute recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

  • To encourage worker participation in workplace safety and health in the Mushroom Growing Industry by promoting the development of management-labor safety committees and encouraging members to translate site specific Safety and Health Programs into Spanish to assist in the training of the Industry’s predominately Hispanic workforce.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for the Mushroom Growing Industry focused on reducing and preventing exposure to falls, amputations, and electrical hazards as well as chemical and other physical hazards, and to develop and implement effective safety and health programs, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for the Mushroom Growing Industry to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the American Mushroom Institute’s websites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA’s conferences, local meetings, or other American Mushroom Institute sponsored events, as resources permit.
  • To share information among OSHA personnel and industry safety and health professionals regarding good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
  • To develop and disseminate case studies on injury and illness rates in the mushroom growing industry and publicize their results.

These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and the Pittsburgh Building and Construction Trades Council hereby renew their Alliance signed May 17, 2004 and renewed the following dates: 5-15-06 and 5-28-08. This renewal agreement fully incorporates all of the terms of the May 17, 2004 agreement, which are continuing in nature.

OSHA and the Pittsburgh Building and Construction Trades Council continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful workplaces. OSHA and the Pittsburgh Building and Construction Trades Council remain committed to cooperative and proactive efforts to advance workplace safety and health especially by continuing to provide the Pittsburgh Building and Construction Trades Council members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers.
