    Overview

    To provide the Rio Piedras Campus of the UPR, through Division of Continuing Education and Professional Studies (DECEP for its Spanish acronym), the Environmental Protection and Occupational Safety Office (OPASO for its Spanish acronym) and the Institute of Labor Relations from the Faculty of Social Sciences (IRT for its Spanish acronym) with information, guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to occupational health and safety hazards. This to be achieved through training and educational, outreach and communication, and promoting the national dialogue on workplace safety and health goals.

    Raising Awareness of OSHA’S Rulemaking and Enforcement Initiatives

     

    Goal 1: To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

    The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures.

     

    Goal 2: To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including the psychosocial hazards such workplace violence, as well as emergency managements issues, and legal aspect focused on employees' right under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    • Events
      • On April 28, 2016, a seminar on "ZIKA 101: Emerging Disease of the Americas" was offered to a total of 77 participants.
      • Federal OSHA, through their Technical Support Division, offered an OSHA Update on October 21, 2016 to 145 attendees.
      • On June 25 and 26, 2016, participated in the Puerto Rico Manufacturing Association (PRMA) Safety and Occupational Health Summit.
      • Coordinated for PRMA an OSHA Regulatory Update for over 130 participants.
     

    Training and Education

     

    Goal 1: To develop effective training and education program for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.

     

    Goal 2: To develop effective training and education program for construction, general, and maritime employees and employers to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

     

    Goal 3: To deliver or arrange for the delivery of the safety and health courses through the Certificate in Occupational Health and Safety of DECEP.

    • Events
      • A 2-hour seminar on "The Hazard Communication Standard: Globally Harmonized System of Classification and Labelling of Chemicals" was offered to:
        • Dominican Republic Worker National Confederation on April 21, 2016. A total of 13 participants attended the seminar.
        • Employees of University of Puerto Rico, Medical Science Campus employees on August 19, 2016. A total of 41 participants attended the seminar.
      • A 3-hour seminar on "Pressure vessels" was offered to Administration of health services at the Rio Piedras Medical Center employees (UGT) on June 8, 2016. A total of 13 participants attended the seminar.
      • A 3-hour seminar on "Accident investigation" was offered to University of Puerto Rico, Humacao Campus and federal employees on September 7, 2016. A total of 23 participants attended the seminar.
      • A 3-hour seminar on "Radiation and dosimetry" was offered to Administration of health services at the Rio Piedras Medical Center employees (UGT) on November 7, 2016. A total of 15 participants attended the seminar.
      • A 4-hour seminar on "Recording and reporting Occupational Injuries and Illness" was offered to Public, private and federal employees on August 26, 2016 and November 17, 2016. A total of 54 participants attended the seminar.
      • A 10-hour OSHA General Industry course was offered to University of Puerto Rico Medical Science Campus and Rio Piedras Campus employees (HEEND) on March 30 and April 1, 2016. A total of 18 participants attended the course.
      • A 10-hour OSHA Construction Industry and General Industry course was offered to University of Puerto Rico, Medical Science, Rio Piedras Campus, Public, private and federal employees (Food and Drug Administration, United States Postal Services)and United steel workers (Local 6871) on September 13, 15, 20 and 22, 2016. A total of 27 participants attended the course.
      • Prepared the academic offerings for the Certificate in Occupational Health and Safety of DECEP courses to be offered during 2016-2017.
     

    Outreach and Communication

     

    Goal 1: To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's, PR OSHA's and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.

     

    Goal 2: To speak, exhibit, or appear at OSHA's, PR OSHA's or the Río Piedras Campus of the University of Puerto Rico conferences, local meetings, or other educational events.

     

    Goal 3: To share information among OSHA and PR OSHA personnel and industry safety and health professional regarding the Río Piedras Campus of the University of Puerto Rico's good practices or effective approaches through training programs, workshop, seminars, and lectures developed by the participants.

     

    Goal 4: To work with other Alliance participants on specific issues and projects on construction, general and maritime industries, that are addressed and developed through the Alliance Program.

    • Events
      • Prior to the Workers' Memorial Day commemoration, a communication is prepared and sent to approximately 5,000 e-mail recipients throughout the Island to provide information on the importance and significance of this commemoration. Recipients are people from the academic community, stakeholders, and workers/employees from the general, construction, and maritime industries.

    The UPR-Río Piedras Campus continues to be instrumental in promoting awareness and prevention of hazards associated with the construction, general and maritime industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues. The integration of the Institute of Labor Relations has been of great help to reach union and hard-to-reach workers.

  3. Results

    CIAPR’s Continued Education Division, through this Alliance, continues to qualify training sessions offered by PRAO’s CAS as continued education. This allows the courses on safety and health topics to be taught to practicing engineers, enhancing their awareness and knowledge of occupational hazards.

    In addition, CIAPR has continued to make the courses and seminars offered by PRAO available to professionals other than engineers in training and professional engineers, expanding the Agency’s outreach efforts throughout the various industries. Over 4,000 engineers and professionals from the construction and general industries have been trained or reached since the initial signing of this Alliance in September 2004.

    1. Continue offering seminar/training sessions on construction focused hazards and health related topics through Federal OSHA that would allow licensed engineers to enhance their occupational safety and health hazards awareness, at the same time they comply with the new CIAPR license renewal law requirements concerning continued education contact-hours.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Puerto Rico Area Office, the Puerto Rico Occupational Safety and Health Administration (PR OSHA), and the Rio Piedras Campus of the University of Puerto Rico, through the Division of Continued Education and Professional Studies (DECEP, in Spanish), the Environmental Protection and Occupational Safety Office (OPASO, in Spanish) and the Institute of Labor Relationships from the Faculty of Social Sciences, continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA, PR OSHA, and the Rio Piedras Campus of the University of Puerto Rico hereby renew the Alliance signed January 22, 2004 and renewed April 3, 2006, April 15, 2008, and September 30, 2010 with a continued emphasis on reducing and preventing exposure to occupational safety and health hazards. Specifically, each organization is committed to providing the Rio Piedras Campus of the University of Puerto Rico' members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address struck by, caught by, fall, electrocution, exposure to chemicals, and psychosocial (including workplace violence) hazards as well as emergency management issues, and legal aspects focused on employees' rights under the OSH Act. In renewing this Alliance, OSHA, PR OSHA, and the Rio Piedras Campus of the University of Puerto Rico recognize that OSHA's State Plan and Consultation Division partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA' s Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including psychosocial hazards such as workplace violence, as well as emergency management issues, and legal aspects focused on employees' rights under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for construction, general and maritime employees and employers to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of the safety and health courses through the Certificate in Occupational Health and Safety of DECEP.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's, PR OSHA's and the Rio Piedras Campus of the University of Puerto Rico's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's, PR OSHA's or the Rio Piedras Campus of the University of Puerto Rico's conferences, local meetings, or other educational events.
  • To share information among OSHA and PR OSHA personnel and industry safety and health professionals regarding the Rio Piedras Campus of the University of Puerto Rico's good practices or effective approaches through training programs, workshops, seminars, and lectures developed by the participants.
  • To work with other Alliance participants on specific issues and projects on construction, general and maritime industries, that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Puerto Rico Area Office and any other appropriate offices. PR OSHA team members will include representatives from the Consultation Division.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

        • Open Forum by the State Insurance Fund Corporation (CFSE), was offered on April 16, 2010. A total of 53 participants attended this activity.
        • “Harassment and Violence in the Workplace: Tools for Prevention” was offered on May 6, 2011. A total of 59 participants attended this activity

      • Resources were provided to lecture on the Legal Aspects of Law 16 – PR Occupational Safety and Health Act during the Workers’ Memorial Day commemoration held April 28, 2010 at PR-OSHA. A total of 166 participants attended this activity.
      • In June 22 and 23, 2010 and June 23 and 24, 2011, participated in the PRMA Safety and Occupational Health Summit.
        • Lymari Orellana and Migdalia Ruiz lead round table exercises on Emergency Response (Situation A). A total of 80 participants attended this activity.

          • June 23 and 24, 2011 at the PRMA Safety and Health Summit: Legal Aspects of Law 16 – PR Occupational Safety and Health Act. A total of 35 participants attended this seminar.
    2. Training and Education

      • Events
      • General community: two workshops sessions of “Playing Safe” were offered by UPR-OPASO during summer of 2010 to a children and youth summer camp, which was coordinated by Social Action of Puerto Rico, a community based organization. Through these sessions, the participants, children from low income families and with learning disabilities, were provided with information about the risks of playing outside such as heat stress and dehydration, how to recognize those hazards, and the safety measures to be taken to prevent or minimize them.
      • The workshop “Harassment and Violence in the Workplace: Tools for Prevention” was offered on May 6, 2011. This activity provided an opportunity for participants to learn to identify and recognize traits/characteristics of people who may be/become violent, and how to work with the situation if it arises in the workplace. A total of 59 participants attended this activity.
      • An 8hrs HAZWOPER refresher for 12 people and a 40hrs course for 21 were offered to personnel from the Emergency Management Office-Bayamon. Municipality.
      • The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures at the Faculty of Natural Sciences and Institute of Labor Relations
        • Faculty of Natural Sciences - during the second semester of 2010-2011 academic year, as part of ongoing CINA4995: Environmental Permitting Regulations and emergency response. A total of 12 undergraduate students attended the class.
        • Institute of Labor Relations - as part of the trainings offered by the Labor Education Program. Two courses on Principles of Occupational Safety and Health were offered to area coordinators of the Teachers’ Association of Puerto Rico. A total of 28 participants attended this activity in San Juan; 12 in Ponce, PR. For those participating in these activities, 12 contact hours were awarded in San Juan, 16 in Ponce.
      • On April 16, 2010, UPR-Rio Piedras sponsored an Open Forum by the State Insurance Fund Corporation (CFSE), in which the speaker, Mr. Roberto Delgado – Director CFSE, provided information to employers from small industries and pharmaceutical industries; to medical and occupational nurses, and government agencies on the recordability of cases involving injuries and illnesses in the workplace, examples of cases that would meet their requirements for recordability, as well as of the services offered by the Corporation to all employers in the Island. A total of 53 participants attended this activity.
      • Two seminar sessions were offered by UPR-OPASO to 60 construction workers under “Construction Risk Communication Training”, which included topics such as Hazard Communication (Labels, MSDS), Fire Extinguishers use, and Health Hazards in Construction: Silica.
      • A “10 Hour” Maritime Course (29 CFR 1917) was offered at the International Longshoremen’s Association (ILA–UTM) Local 1740 facility in San Juan, PR; 16 union employees attended the course.
      • An “8 Hour” general safety awareness course was offered to employees of the Legislature Library (Tomas Bonilla Feliciano) on May 2011. A total of 20 participants attended this activity.
      • A “10 Hour” course on General Industry was offered to union employees from the Distillery Industry; firefighters from the island’s southern region also attended this course, which was held at University of Puerto Rico, Ponce Campus on June, 2011. A total of 21 participants attended the course.

      OSHA publications are used in some of the courses as they relate to the different applicable industries and the impact on the employers and employees for non-compliance with OSHA standards and regulations. During this evaluation period, five students completed the certificate.

      • April 2010 - June 2011: Certificate in Occupational Safety and Health - DECEP, offered every quarter, consists of 7 requisite courses of 156 contact hours and 2 elective courses of between 36 to 51 contact hours, for a total between 192 to 207 contact hours equivalent to 19 to 21 units/credits.
      • Two “30 Hour” Construction Industry courses, attended by 11 participants each; and a “30 Hour” General Industry course, attended by eight, were conducted during this evaluation period.

      Goal 1: To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s, PR OSHA’s and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.

        • A Spanish curriculum on Safety and Health for pre-school children, developed last year, is now in the editing process. A book titled “Currículo de Salud y Seguridad para niños y niñas prescolares: actitudes, hábitos y valores para toda la vida” (Safety and Health Curriculum for pre-school children: lifelong attitudes, customs, and values”), discussing the development of the curriculum, was published in 2010. UPR – Rio Piedras is expected to be one of the organizations participating in the pilot program.
        • The 2nd Safety and Health Conference coordinated by APPA, “Creating a safe and healthy environment for all”, took place October 22, 2010, at the University of Puerto Rico - Ponce Campus. A total of 179 participants attended this activity.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Buffalo Area Office and Lehigh Construction Group, Inc. (Lehigh) continue to recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and Lehigh Construction Group, Inc. hereby renew an Alliance signed 5/15/2003, and renewed 11/2/2004, 4/4/2007, 5/12/2010, 3/14/2013, and 8/12/2015 with a continued emphasis on providing Lehigh's groups and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to falls, struck by, caught-in and electrical hazards and addressing issues with young, inexperienced workers, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).   • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the right s and responsibilities of workers and employers.
  • To encourage worker participation in workplace safety and health by promoting the value of injury and illness prevention programs.

The Participants (OSHA, Lehigh management and employees of Lehigh) intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for young and inexperienced workers and students in high school and at the collegiate level regarding the hazards they are likely to encounter on construction sites with particular attention to the focus four hazards: falls, struck-by, caught-in and electrical hazards, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for young and inexperienced workers and students in high school and at the collegiate level to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

The Participants (OSHA, Lehigh management and employees of Lehigh) intend to work together to achieve the following outreach and communication goals:

  • To develop ways to distribute information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and Lehigh Construction Group Inc.'s Web sites) to employers and workers in the industry.
  • Within available resources - speak, exhibit, or appear at OSHA's or Lehigh Construction Group Inc.'s conferences, local meetings, or other events.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Buffalo Area Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for five (5) years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

The Occupational Safety and Health Administration (OSHA) and the Río Piedras Campus of the University of Puerto Rico recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the Río Piedras Campus of the University of Puerto Rico therefore agree to renew the Alliance, originally signed January 22, 2004, and renewed April 3, 2006, to provide the Río Piedras Campus of the University of Puerto Rico with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to occupational health and safety hazards. In developing this Alliance, OSHA and the Río Piedras Campus of the University of Puerto Rico recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and the Río Piedras Campus of the University of Puerto Rico, through the Division of Continuing Education and Professional Studies (DECEP for its Spanish acronym), the Environmental Protection and Occupational Safety Office (OPASO for its Spanish acronym) and the Institute of Labor Relationships from the Faculty of Social Sciences will work together to achieve the following training and educational goals:

  • Work with OSHA to provide expertise to develop training and education programs on various safety and health issues and targeted to general, construction and maritime industries, employees, students and the general community.
  • Deliver or arrange for the delivery of occupational health and safety courses.
  • Work with OSHA to provide expertise to develop workplace safety and health curricula through the Certificate in Occupational Health and Safety of DECEP.

OSHA and the Río Piedras Campus of the University of Puerto Rico will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic tools and OSHA's and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.
  • Speak, exhibit, or appear at the Río Piedras Campus of the University of Puerto Rico conferences, courses, workshops, local meetings, or other educational events.
  • Promote and encourage the Río Piedras Campus of the University of Puerto Rico employees and students participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation and its Safety and Health Achievement Recognition Program.
  • Share information among OSHA personnel and industry safety and health professional regarding the Río Piedras Campus of the University of Puerto Rico best practices or effective approaches and publicize the results through outreach by the Río Piedras Campus of the University of Puerto Rico and through OSHA or the Río Piedras Campus of the University of Puerto Rico developed materials, training, programs, workshop, seminars, and lectures.
  • Work with other Alliance participants on specific issues and projects on occupational health and safety issues that are addressed and developed through the Alliance Program.
  • Encourage OPASO, DECEP and the Institute of Labor Relationships of the Río Piedras Campus of the University of Puerto Rico to build relationships with OSHA's Regional and Area Offices to address health and safety issues.

OSHA and the Río Piedras Campus of the University of Puerto Rico will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever the Río Piedras Campus of the University of Puerto Rico leaders address groups.
  • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
  • Convene or participate in forums, round table discussions, or stakeholder meetings on occupational health and safety issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

As part of this Agreement, both parties agree to comply with the following:

  • No employee and/or functionary of the University of Puerto Rico have direct or indirect pecuniary interest in the subscription of this agreement consistent with Law no. 12, of July 4, 1985, known as the Commonwealth of Puerto Rico Government Ethics Act. In the same way, the functionary who represents the precinct in this act does not have any kind of pecuniary interest in realizing the same.
  • The University of Puerto Rico – Río Piedras Campus agrees to keep reports, working assistance sheets, and other documents related with services object of this agreement, so they can be audited or copied by the Office of Internal Auditors of the University of Puerto Rico, by an external audit firm hired by the University of Puerto Rico, or by the Office of the Comptroller of Puerto Rico in their auditing procedures of the University of Puerto Rico. The audits will be made in reasonable dates during the course of the services or after rendering the same according to practices of audit generally known. Such documents will be kept for a period, no less than six (6) years or until an investigation by the Office of the Comptroller of Puerto Rico is made, whichever come first.
  • OSHA and the University of Puerto Rico - Rio Piedras Campus agree to comply with otherwise applicable Federal equal opportunity laws.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants.       The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures.

      • In April 29, 2014, a seminar on What Every Employee Should Know About OSHA was offered to a total of 57 participants.


      Goal 2: To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including the psychosocial hazards such workplace violence, as well as emergency managements issues, and legal aspect focused on employees’ right under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    • In June 19 and 20, 2014, participated in the PRMA Safety and Occupational Health Summit. A seminar on “Board of Certified Safety Professionals Certifications” was offered to a total of 30 participants.


    Training and Education

    Goal 3: To deliver or arrange for the delivery of the safety and health courses through the Certificate in Occupational Health and Safety of DECEP.

    • Events

      Goal 1: To develop effective training and education program for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.

      • The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures at the Institute of Labor Relations. During the academic year 2013-2014, as part of ongoing Course # RELA3131: Occupational Health and Safety. A total of 28 undergraduate students attended the class.
      • A 2 hours seminar on “Hazard Communication: Globally Harmonized System of Classification and Labelling of Chemicals” coordinated with the Local Emergency Planning Committee, San Juan Area, was offered to the Emergency Management Office Personnel, governmental employees and general community. On September 17, 2014, a total of 75 participants attended the seminar.

      Goal 2: To develop effective training and education program for construction, general, and maritime employees and employers to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

      • A 10 hours Construction Industry course was offered to University of Puerto Rico - Humacao Campus’ employees and Emergency Management Office personnel on March 11 and 18, 2014.  A total of 31 participants attended the course.
      • A 30 hours Construction Industry course was offered to Ferrovial Agroman employees on March 27, 28, April 3, 4, and 11, 2014.  A total of 21 participants attended the course.
      • A conference “What every employee should know about OSHA” was offered to University of Puerto Rico, Rio Piedras Campus employees on April 29, 2014.  A total of 56 participants attended the seminar.
      • A 30 hours Construction Industry course was offered to the PR Department of Transportation and Public Works (DTOP, for its Spanish acronym) and Federal Highway Administration (FHWA) employees on April 22, 24, 25, 29, and April 8, 2014.  A total of 28 participants attended the course.
      • A 10 hours Construction Industry course was offered to University of Puerto Rico, Mayaguez Campus employee on August 3 and 4, 2014.  A total of 17 participants attended the course.
      • A 30 hours General Industry course was offered to University of Puerto Rico, Rio Piedras Campus employees and young workers (doctoral graduate students) on September 18 and 19, October 9, 10, and 16, 2014.  A total of 23 participants attended the course.
      • No products or resources have been developed to meet this Alliance goal.

    Outreach and Communication

    • Events

      Goal 1: To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s, PR OSHA’s and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.

      • During the commemoration of the Worker Memorial Day, a communication via e-mail was prepared and sent to approximately 4,000 recipients to inform the community and the workforce from around the island of this event.
      • On April 29, 2014, the conference “What every employee should know about OSHA” was offered to University of Puerto Rico, Rio Piedras Campus employee. A total of 56 participants attended the conference.


      Goal 2: To speak, exhibit, or appear at OSHA’s, PR OSHA’s or the Río Piedras Campus of the University of Puerto Rico conferences, local meetings, or other educational events.

      • On June 19 and 20, 2014, participated in the Puerto Rico Manufacturers’ Association (PRMA) Safety and Occupational Health Summit.

      Goal 3: To share information among OSHA and PR OSHA personnel and industry safety and health professional regarding the Río Piedras Campus of the University of Puerto Rico’s good practices or effective approaches through training programs, workshop, seminars, and lectures developed by the participants.

      • No products or resources have been developed to meet this Alliance goal.

      Goal 4: To work with other Alliance participants on specific issues and projects on construction, general and maritime industries, that are addressed and developed through the Alliance Program.

      • The 5th Annual Safety and Health Conference of Puerto Rico “Make Health and Safety your life commitment", offered a 2-day conference, which took place October 23 and 24, 2014, at the Arecibo Campus of the University of Puerto Rico. A total of 330 participants attended this activity.
  4. Results

    The UPR-Río Piedras Campus continues to be instrumental in promoting awareness and prevention of hazards associated with the construction, general and maritime industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues.
