La Administración de Salud y Seguridad Ocupacional del Departamento de Trabajo de los EE. UU. (OSHA), Oficina del Área de Boston Sur, la Oficina del Área de Providence y el Centro Comunitario de Trabajadores (CCT) reconocen el valor de establecer una relación de colaboración para fomentar prácticas y programas de seguridad y salud para mejorar lugares de trabajo estadounidenses. Con ese fin, OSHA y CCT por el presente forman una Alianza con énfasis en abordar los peligros para la seguridad y la salud en el lugar de trabajo que enfrenta el electorado de trabajadores inmigrantes y de bajos salarios de CCT en el sur de Nueva Inglaterra, además de comprender los derechos de estos trabajadores y las responsabilidades de empleadores bajo la Ley de Seguridad y Salud Ocupacional (Ley OSH).
Este acuerdo proporciona un marco y objetivos para las actividades de la Alianza. Los participantes de la Alianza también aceptan cumplir con los "Requisitos Fundamentales para los Participantes del Programa de la Alianza de la OSHA" y las " Directrices para los Participantes del Programa de la Alianza de OSHA: Productos de la Alianza y Otros Proyectos de la Alianza".
A través de Alliance, los participantes utilizarán datos relevantes sobre lesiones, enfermedades y exposición a peligros, cuando corresponda, para ayudar a identificar áreas de énfasis para las actividades de comunicación, difusión y concientización de Alliance. La Alianza también explorará e implementará opciones seleccionadas para evaluar la eficacia de la Alianza y medir el impacto de su esfuerzo general para mejorar la seguridad y la salud en el lugar de trabajo. Al desarrollar esta Alianza, OSHA y CCT reconocen que los socios del Proyecto de Consulta en el Sitio y el Plan Estatal de OSHA son una parte integral del esfuerzo nacional de OSHA, y que la información sobre los productos y actividades de la Alianza puede compartirse con estos socios para el avance de objetivos comunes.
Concienciación: Alcance y Comunicación
Los participantes tienen la intención de trabajar juntos para lograr los siguientes objetivos relacionados con la creación de conciencia sobre las iniciativas de reglamentación y ejecución de OSHA:

Compartir información sobre las Iniciativas Nacionales/Regionales/Locales de OSHA (Programas de Énfasis, Agenda Reguladora, Divulgación) y oportunidades para participar en iniciativas y el proceso de reglamentación.

Compartir información sobre las leyes y normas de seguridad y salud en el trabajo, incluidos los derechos y responsabilidades de los trabajadores y los empleadores.

Compartir información sobre los derechos como empleado bajo las leyes de protección de denunciantes impuestas por OSHA y la importancia de presentar quejas de inmediato si alguien cree que ha sido objeto de represalias por ejercer esos derechos.

Hablar, exhibir o aparecer en conferencias, reuniones locales u otros eventos de OSHA y CCT.

Convoque o participe en foros, mesas redondas o reuniones de partes interesadas sobre trabajadores inmigrantes y de bajos salarios para ayudar a forjar soluciones innovadoras en el lugar de trabajo o para proporcionar información sobre temas de seguridad y salud.

Fomentar la participación de los trabajadores en la seguridad y la salud en el lugar de trabajo, independientemente de su estatus migratorio, y establecer relaciones con las oficinas regionales y de áreas de OSHA para abordar los problemas de salud y seguridad que enfrentan los trabajadores inmigrantes y de bajos salarios.

Formación y Educación
Los Participantes tienen la intención de trabajar juntos para lograr los siguientes objetivos de formación y educación:

Desarrollar programas efectivos de capacitación y educación sobre los peligros para la salud y la seguridad en el lugar de trabajo que experimentan los miembros de CCT y comunicar dicha información a los empleadores y trabajadores constituyentes de una manera cultural y lingüísticamente apropiada.
-
Desarrollar programas de capacitación y educación efectivos para los miembros de CCT que sean culturalmente y lingüísticamente apropiados para promover la comprensión de los derechos de los trabajadores, incluido el uso del proceso de quejas de OSHA y las responsabilidades de los empleadores.
Las alianzas de OSHA brindan a las organizaciones la oportunidad de participar en una relación de cooperación voluntaria con OSHA con fines tales como crear conciencia sobre las iniciativas, divulgación, comunicaciones, capacitación y educación de OSHA. Estas Alianzas han demostrado ser herramientas valiosas tanto para OSHA como para los participantes de la Alianza. Al entrar en una alianza con una organización, OSHA no respalda ni promueve, ni tiene la intención de respaldar o promover, ninguno de los productos o servicios de esa organización.
Un equipo de implementación compuesto por representantes de cada organización se reunirá una o dos veces al año para realizar un seguimiento y compartir información sobre las actividades y los resultados para lograr los objetivos de la Alianza. Este acuerdo tendrá una vigencia de dos años. The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Boston Area South Area Office, Providence Area Office, and the Centro Comunitario de Trabajadores (CCT) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and CCT hereby establish an Alliance with an emphasis on addressing workplace safety and health hazards faced by CCT’s constituency of immigrant and low-wage workers in southern New England, as well as understanding the rights of these workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the “Fundamental Requirements for OSHA Alliance Program Participants” and the “Guidelines for OSHA’s Alliance Program Participants: Alliance Products and Other Alliance Projects.”
Through the Alliance, the participants will use relevant injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety and health. In developing this Alliance, OSHA and CCT recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives related to raising awareness of OSHA's rulemaking and enforcement initiatives:

Share information on OSHA’s National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.

Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
-
Share information regarding the rights as an employee under the whistleblower protection laws enforced by OSHA and the importance of filing complaints right away if someone believes they have been retaliated against for exercising those rights.
-
Speak, exhibit, or appear at OSHA and CCT’s conferences, local meetings, or other events.
-
Convene or participate in forums, roundtable discussions, or stakeholder meetings on low- wage and immigrant workers to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Encourage worker participation in workplace safety and health regardless of immigration status and build relationships with OSHA’s Regional and Area Offices to address health and safety issues faced by low-wage and immigrant workers.

Share information among OSHA personnel and industry safety and health professionals regarding the Centro Comunitario de Trabajadores’ best practices or effective approaches through training programs, workshops, seminars, and lectures or other forums developed by the participants.

Collaborate with other Alliance participants on specific issues and projects on preventing workplace hazards for immigrant workers that are addressed and developed through the Alliance Program.

To develop and disseminate case studies on the specific difficulties and strategies found effective in preventing hazards faced by immigrants and publicize their results.
Training and Education
The Participants intend to work together to achieve the following training and education objectives:

Develop effective training and education programs regarding the workplace safety and health hazards experienced by CCT members and communicate such information to constituent employers and workers in a culturally and linguistically appropriate manner.

Develop effective training and education programs for CCT members which are culturally and linguistically appropriate to promote an understanding of workers' rights, including the use of the OSHA's complaint process, and the responsibilities of employers.
OSHA’s Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Boston Area South Area Office and Providence Area Office, along with any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided the terminating signatory give 30 days’ written notice to the other. This agreement may be modified at any time with the written concurrence of all signatories

Since entering into an Alliance on September 16, 2003 subsequent renewal(s) on February 27, 2018 the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Bridgeport Area Office and International Brotherhood of Teamsters, Local 1150 have worked together to improve workplace health and safety by sharing information, guidance, and access to training resources that address occupational hazards, and promoting understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.
OSHA and Teamsters, Local 1150 continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces and commit to continue their work together through an Alliance Program Ambassador relationship.
In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with Teamsters, Local 1150 by:
- Providing routine communications on enforcement, regulatory, and outreach initiatives.
- Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.
- Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.
- Maintaining the organization’s status as Alliance Program Ambassadors on the agency’s public webpage.
Teamsters, Local 1150 will continue to foster an active relationship with OSHA by:
- Sharing information with members and stakeholders on OSHA’s National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA’s outreach initiatives and rulemaking processes.
- Sharing information with members and stakeholders on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- Encouraging Teamsters, Local 1150 to build relationships with OSHA’s National, Regional and Area Offices to address health and safety issues.
- Sharing information with OSHA personnel and industry safety and health professionals regarding Teamsters, Local 1150 good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Offering OSHA opportunities to speak, exhibit, or appear at one another’s conferences, local meetings, or other events.
- Adhering to requirements laid out in the Alliance Program Directive regarding the prohibition on promoting or implying the agency’s endorsement of their policies, products, or services, including acknowledging that they will not receive any preferential treatment related to any statutory function of the agency.
- Abiding by all terms and conditions for the use of the Alliance Program logo as specified in OSHA’s Guidelines for Use of the Alliance Logo.
OSHA’s cooperative programs provide organizations an opportunity to participate in a voluntary, collaborative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These programs have proven to be valuable tools for both OSHA and participants. By entering into this Ambassador relationship, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.
This Ambassador relationship will remain in effect for the duration of an on-going cooperative association and a good faith effort by all parties to meet the intent of this document and its underlying policies. Any signatory may terminate it for any reason at any time, provided that signatory gives 30 days’ written notice. Termination by one signatory will not nullify the Ambassador relationship with all signatories, with the exception of OSHA; OSHA may terminate the Ambassador relationship as a whole, or its relationship with one or more individual signatories.

CONSTRUCTION SAFETY ALLIANCE OF MAINE
The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Augusta Area Office, Bangor District Office, Maine 21(d) On-Site Consultation Program-SafetyWorks! (SafetyWorks!), and Construction Safety Alliance of Maine (CSAM) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA, SafetyWorks!, and CSAM hereby form an Alliance to provide CSAM members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to construction workplace safety and health hazards and addressing upcoming and on going trends in construction safety and health, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."
Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA, SafetyWorks!, and CSAM recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives:
- Share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
- Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA, SafetyWorks!, and the CSAM websites) to employers and workers in the industry.
- Speak, exhibit, or appear at OSHA, SafetyWorks!, and CSAM conferences, local meetings, or other construction safety related events in Maine.
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on variety of construction related topics to help forge innovative solutions in the workplace or to provide input on safety and health issues.
- Share information among OSHA personnel, SafetyWorks!, and industry safety and health professionals regarding CSAM's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Encourage worker participation in workplace safety and health by posting information such as safety stand down locations and times on social media and alliance website.
- Collaborate with other Alliance participants on specific issues and projects on construction workplace safety and health.
- Develop and disseminate case studies on construction safety related topics and publicize their results.
- Encourage CSAM to build relationships with OSHA's Regional and Area Offices and SafetyWorks! to address health and safety issues, including keeping on top of upcoming and current trends in relation to construction safety and health.
- Develop a network of like-minded Safety Professionals that wish to work with each other
- Share Lessons Learned in an open, judgment free manner
- Share Safety Best practices
Training and Education
The Participants intend to work together to achieve the following objectives:
- To deliver or arrange for the delivery of educational courses in conjunction with other area office alliances courses.
- To develop effective training and education programs for construction safety professionals to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA and SafetyWorks! for purposes such as raising awareness of OSHA's and SafetyWorks! initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA, SafetyWorks!, and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Bangor District Office and the Augusta Area Office and any other appropriate offices.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided that signatory gives 30 days' written notice to the others. This agreement may be modified at any time with the written concurrence of all signatories.
