Harmon Shop Replacement Phase III Project Partnership


Background:

On June 22, 2007, Slattery Skanska, E.C.C.O. III, Edwards and Kelcey, and Parsons Brinkerhoff Joint Venture signed an OSHA Strategic Partnership (OSP).

The OSP addresses construction industry safety and health hazards during construction of two railroad car and locomotive maintenance shops, a locomotive wash facility, 15 new tracks, upgrades and expansion of two existing substations and new canine training grounds for Metropolitan Transit Authority police dogs at Metro North Commuter Railroad Company's Harmon Yards in West Chester County, New York.

Recent Injury/Illness Data Demonstrates Successes of the Partnership

During the first year of this OSP, the partnership achieved a Total Case Incident Rate (TCIR) of 0.3, 99 percent below the national average for Heavy Construction (Standard Industrial Code 1629) and a Days Away from Restricted work activity or job Transfer (DART) rate 25 percent below the national average for its industry. In addition, the partnership established an excellent working relationship between government, industry employers, labor, and trade associations.

Partnership Objectives:

Goals for this OSP included a reduction in safety and health hazards, a 25 percent reduction in the DART rate, enhancement of participating contractor's safety and health program and encouraged a sustainable working relationship between all parties involved.
