Investigation Summary
A refuse truck loaded with organics was traveling on an inclined public roadway, when according to the driver, the truck lost its ability to break, which included both the foot pedal brake and the emergency brake. The driver then began taking evasive action in order to minimize hitting pedestrians and other vehicles and so he observed a side street which was not heavily traveled, turned towards it possibly causing the load to shift and over turning the truck on its passenger side.
