Investigation Summary
At approximately 5:35 a.m. on August 12, 2008, Employee #1, a construction laborer, a foreman, and five coworkers were preparing to install a rock blanket within a gore area of an off ramp. The off ramp was open to traffic. Employee #1 had cut seven wooden rectangular stakes using a circular saw, standing at the rear of a work truck parked on the ramp's right shoulder across from the gore. He started walking across the ramp to take the stakes to the gore area when he was struck by a car traveling east on the off ramp. Employee #1 was killed.
