Employee is run over by tractor trailer

Employee #1 was driving a Sterling truck (the tractor part of the tractor trailer). Employee #2 apparently boarded the truck by grabbing the handrails. This was a part of the employer's normal procedure to move employees down the road or around on the jobsite. When Employee #1 shifted gears, the truck responded as if it had run over a large bump. Employee #1 continued down the road before he came to a complete stop. Employee #1 exited the truck and discovered that he had run over Employee #2 whom he found laying on the road. Employee #2 later was pronounced dead at a hospital. Employee #1 was not properly licensed with a CDL class A needed to operate a tractor-trailer. However it was normal practice for him to drive the Sterling truck.
