Employee Falls From Unprotected Edge

At approximately 8:00 a.m. on June 28, 2002, Employee #1 and coworker were working on the first floor of a construction site on the northeast side of the building. This floor was elevated from the ground on the East side by a distance of 6 feet 8 inches. The other sides of this work area were sloped and graded. The East side, however, was flat, and this allowed for the placement of a roll-on trash dumpster next to the working edge. Employees routinely dumped garbage directly into the trash bin using a job-made ramp that made is easier for transporting materials in wheelbarrows. The ramp did not have any guardrails to protect employees. The height of the ramp was approximately 11 inches. At the time of the incident, Employee #1 and his coworker were working near the unprotected edge of the ramp. Employee #1 was working from the ramp, and his coworker was working from the concrete level. They were positioning a 14-foot metal fin to support the glass they were going to install. When both employees began pushing the metal in position, Employee #1 fell backwards 7 feet 7 inches off the unprotected edge. Employee #1 landed on his right shoulder and neck. He was able to continue working after the incident, but later complained of a stiff neck and back. He was taken to a local hospital, where he was diagnosed with minor contusions and released.
