Employee Fell 24 Feet to the Ground from an Unguarded Deck

An employee was applying stucco panels to the exterior of a new single family house under construction. He was working on a scaffold and climbed onto an unguarded second story porch deck to install a stucco panel. As he turned to obtain a shim to level the panel, he slipped and fell 24 feet to the ground.
