Employee Drowns after Falling from Boat

On March 9, 2001, Employee #1 and a coworker were using a boat to apply herbicide to a lake. After launching the boat, Employee #1 got into the bow of the boat while the coworker steered the boat using the outboard engine mounted on the stern. At some point, Employee #1 stood up and placed his hands on the gunnels of the boat pushing the starboard side of the boat below the surface of the water. Employee #1 panicked and jumped up onto the herbicide tank, located mid-ship, and then onto the coworker, shouting that he could not swim. They both fell over the stern of the boat and the boat sank. Employee #1 drowned.
