Employee injured by falling roofing debris

Employee #1 was redistributing roofing debris dropped from a height of 15 ft to a dump truck bed. He was to periodically call a halt to the dropping process and enter the bed to spread the load of debris evenly. There was a tarp drape on the wall from the parapet to the truck bed. The wind was gusting periodically to 25 knots, occasionally causing the tarp to blow out from the wall. This work continued for about two hours. A coworker on the roof brought two wheelbarrows of debris up to the roof edge, checked for Employee #1 to be clear and tossed down the rubble from the first load. Then he began to drop the second load. Just as he tossed the first chunk of rubble, Employee #1 reappeared from under the tarp drape. The falling rubble struck him on the back of the helmet, his neck and shoulders, causing a possible concussion, contusions and abrasions to the neck, shoulders, and upper back. He also sustained lacerations to the face and mouth from secondary impact with the rubble in the truck bed. He was transported to Prince Georges County Hospital. He was held for two days for observations and released.
