Employee killed when pinned between car and dump truck

Employee #1 was inside the closed lane of a highway construction project, cleaning asphalt off the tailgate of a dump truck prior to receiving a load of millings from the job site. As she was working, a private citizen drove his vehicle around another vehicle by using the right shoulder to pass. It then crossed in front of the vehicle in the traffic lane and entered the closed lane. The vehicle struck Employee #1 and pinned her against the dump truck. Employee #1 was killed.
