Employee injured when struck by vehicle on highway

At approximately 7:55 a.m. on March 21, 2000, Employee #1, a road flagger, was moving a barrel to the inner eastbound lane at an Interstate construction site under a bridge. The lane was supposed to be closed as a man lift and a 2 ton truck were parked approximately 30 ft ahead. Employee #1 stepped into the inside lane without looking and was struck by an oncoming vehicle. He sustained injuries that required hospitalization.
