Employee injured when tire explodes during inflation

Employee #1 went to a construction site to repair a flat tire on a rough terrain forklift. He removed the tire from the machine, installed a new tube, and then propped the tire up against the forklift. When he inflated the tire slightly he noticed that the lock rings, which were located on its back side, did not seem to be in the correct position. Employee #1 let the air out of the tire and pounded the lock rings into what he thought was the proper configuration. He then re-inflated the tire, this time to between 34 and 40 lb, at which point the tire blew apart and struck him on the legs. Employee #1 was transported to Albany General Hospital, where he was treated for a fractured pelvis, compound fractures to both legs, and a concussion.
