Employee assaulted by a detainee

On September 9, 2003, Employee#1 was working for the City and County of San Francisco in the Probation Department, as an assistant counselor. The employer is a City agency that places troubled youths behind bars. Employee #1 was escorting a detainee to the restroom. He then escorted the youth back to his quarters. At approximately 11:30 a.m., the youth attacked Employee #1. The youth beat Employee #1 with a pair of crutches hitting his head, handcuffed him and fled to hide. Employee #1 managed to call for help on his radio. As the Code was announced, the building went full alert. The nurses, counselors, and other peace officers came to his aid. The emergency services were called as well as the SFPD. Employee #1 was taken to the San Francisco General Hospital where he stayed approximately one week for treatment of concussion, lacerations, torn ligaments and fractured ribs. Employee #1 did not call for a second counselor or peace officer to escort the youth as directed by department policy. Employee #1 had also violated this policy in the past and was disciplined once already. Arrangements were made to interview Employee #1, but he failed to come each time.
