Employee's heel fractured in fall through roof opening

At approximately 10:19 a.m. on May 4, 2000, Employee #1, a carpenter with 10 years of experience, was installing a roof drain system. This required that he remove a piece of plywood sheeting from the roof, leaving an approximately 4 ft by 5 ft opening. Employee #1 was carrying a piece of 2 ft by 8 ft by 8 ft lumber to nail to the wall for securing the drain when he stepped on a temporarily secured ledger. The ledger, which should have been welded in place, could not support his weight and gave way. Employee #1 fell 24 ft through the roof opening, fracturing his right heel. He was transported to Los Angeles Count/USC Medical Center, where he was admitted for two days.
