Investigation Summary
Employee #1, of Win-Con Enterprises, descended the stairs from the fifth to the fourth floor of the Doubletree Hotel construction project. He apparently then jumped onto a scaffold outside of the fourth-floor window, approximately 45 ft above the ground. He was continuing to descend when the guardrail broke away from the scaffold and he fell to the ground. Employee #1 was killed.
